JOYAS is an independent consultant with two decades of experience in microfinance. As a researcher, writer, trainer, assessor, resource speaker and technical assistance provider, Lalaine has worked with various microfinance organizations in the Philippines and in other parts of Asia (Cambodia, Vietnam, Lao PDR, Malaysia, Nepal, China and Pakistan). With both local and international experience, she specializes in strategic planning, social performance management, consumer protection, agriculture microfinance, market research, product development, program evaluation, and institutional performance assessment. As a staunch advocate of responsible microfinance, Lalaine is an active member of the Social Performance Task Force; is Smart Campaign s certified lead assessor of MFIs client protection practices; is a Cerise-certified SPI social auditor, and contributes to various SPM and client protection initiatives. She is currently a World Bank consultant on microfinance and WaSH (water, sanitation and hygiene). Lalaine is the former Executive Director of the Microfinance Council of the Philippines (MCPI), the national association of microfinance and allied institutions advocating for sustainable, innovative and client-responsive solutions to poverty. Before MCPI, she was part of the USAID-funded Developing Standards for Microfinance Project (DSMP), where she was involved in the implementation of a national survey on the state of microfinance in the Philippines and did relevant research work in the formulation of performance standards for NGOs engaged in microfinance. Lalaine holds a BS degree in Statistics from the University of the Philippines in Diliman, and took graduate studies on Development Economics at the same university. (MCPI) Executive Director, October 1, 2009 March 31, 2012 Managed the association and its day-to-day functions; developed operational and financial strategies, including business plans for the association; established key and strategic partnerships with major industry stakeholders; led the association s advocacy programs on important industry issues; managed and maintained relationships with the Board and the association members. One of the project s key result areas was the formation of a tactical coalition of key players in microfinance, known as the Coalition for Microfinance Standards, and the formulation and development of the Microfinance Performance Standards. The Coalition, through the Secretariat, implemented project initiatives in support of the development of performance standards in microfinance. Roles and responsibilities: Supervised the implementation of the nationwide inventory or survey of microfinance NGOs; analyzed data generated from the survey and prepared a technical report on Philippine microfinance NGOs; assisted in the implementation of the National Microfinance Survey, an in-depth study of the operations of top microfinance NGOs in the country; assisted the Project Management Consultant in the technical aspects of the formulation and development of microfinance standards.

2 Other responsibilities: Provided overall coordination of Secretariat activities; assisted in the training and advocacy activities of the Coalition; prepared project progress reports to the USAID; prepared documentation of proceedings of meetings, training activities and workshops; served as technical assistant to the Project Management Consultant.
