2 I Background Technology and innovation are a driving force behind economic growth. The ability to innovate is more than ever a major determinant of the competitiveness of firms, regions and countries. Technology and innovation also provide immense opportunities for society and the environment. They have expanded access to basic opportunities and services such as education, health and energy and offered means to address environmental concerns. However, not everyone has benefited from the opportunities offered by technology and innovation. Income and wealth inequalities are on the rise in the Asia-Pacific region. The region s combined income inequality, measured by the Gini coefficient, has increased by over 5 percentage points in the last 20 years. Rural communities, women, people with disabilities, and other vulnerable and low-income communities are often unable to make full use of technologies and innovation. To meet the ambitions of the 2030 Agenda for Sustainable Development and leave no one behind, it will be critical to explore ways to promote innovations that focus on delivering on social and environmental concerns, and on expanding access to goods and services as well as opportunities for better livelihoods. Inclusive innovation and social enterprises can play strategic roles in attaining the Sustainable Development Goals and leaving no one behind. Social enterprises Social enterprises are organizations committed to explicitly including social and/or environmental returns as part of its core business while seeking profit or return on investment. While they are gaining momentum across the region, some of the critical challenges facing social enterprises need to be addressed to ensure that social enterprises are financially viable and scalable and that they generate the desired social impact. Governments and other key stakeholders can play an important role in supporting social enterprises in navigating legal structures, gaining necessary skills and accessing financing. Inclusive innovation Inclusive innovations are innovations that serve the welfare of lower-income and excluded groups, including innovations for the poor (pro-inclusive innovation), and innovations by the poor (grass-roots innovation). Most inclusive innovations are developed by firms, entrepreneurs, grassroots innovations and development organisations. However, public policies are still required. Left on their own, valuable inclusive technologies and innovations may not flourish, reach scale, or diffuse. 2

3 II Objectives of the Forum 1. Share experiences and best practices on how governments can promote social entrepreneurship and inclusive innovation in Asia and Pacific. 2. Contribute to the debate on what are effective means to support inclusive innovation and social entrepreneurship. 3. Identify potential areas for cooperation in the areas of inclusive innovation and social entrepreneurship policies. III Agenda The ESCAP Forum on Policies for Inclusive Innovation and Social Entrepreneurship will be held on 27 September 2018, as part of the 2018 Puspiptek Innovation Festival. This event is planned to be opened by the President of the Republic of Indonesia, H.E. Mr. Joko Widodo. The Forum is open to participants from Indonesia and from the Asia-Pacific region, including: - Government officials from central and local government - Leaders of research institutions and universities - Managers of technology business incubators and science and technology parks - Researchers and practitioners promoting inclusive innovations and social entrepreneurship - Social innovators and entrepreneurs IV The organisers United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) ESCAP s supports member states in Asia and the Pacific with research and analysis, capacity-building and fostering knowledge-sharing in economic and social policies. In the area of social entrepreneurship, ESCAP has actively supported governments in the region on developing appropriate policies to build social entrepreneurship ecosystems. For example, In September 2017, ESCAP convened the inaugural Asia- Pacific Policy Dialogue on Social Enterprise and Impact Investment in Christchurch, New Zealand. More than 40 senior government officials from 17 countries as well as key private sector figures acknowledged that social enterprises and impact investment were critical drivers of innovation for sustainable development. It has also conducted national surveys and legal guidelines on social entrepreneurship. ESCAP has recently launched a programme to support governments across the region to design and implement inclusive innovation policies. The programme offers advisory services to Governments wishing to promote more inclusive innovation. The programme includes a research and analysis component and provides as a platform for expert discussions and knowledge sharing in the area of inclusive innovations. Indonesian National Science and Technology Park PUSPIPTEK. 3

4 VI. PUSPIPTEK was established in 1976 as an integrated area to locate a several research centers belonging to the Indonesian Institute of Sciences (LIPI), Agency for Assessment and Application of Technology (BPPT), and National Nuclear Energy Agency (Batan). Placing these centers in one area is meant strengthen the ability to conduct science and technology research activities related to the national priority program. PUSPIPTEK is currently one of several National-Science and Technology Park (NSTP) in Indonesia, and serves as a vehicle as well as a 'hub' in collaboration between government / local government, R & D institutions, universities, and the business sector within the framework of national innovation system. PUSPIPTEK is a center of excellence for science and technology, and provides a number of support to science, technology and innovation activities, including strategic product development service centers; technology transfer and science and technology information center; supporting technology-based entrepreneurship development; and providing education and training to address industry needs. PUSPIPTEK management is under the Ministry of Research, Technology, and Higher Education. Within the 460 Ha PUSPIPTEK area there are 49 reserch institutions. The 49 institutions are under BPPT, LIPI, BATAN, and the Ministry of Environment and Forestry. Since 2017, PUSPIPTEK organizes annually its 'Puspiptek Innovation Festival' involving a wide-range of involves all partners and stakeholders. Previously, in 2016 with the South Tangerang City Government and World Technopolis Association, PUSPIPTEK organized "The Tangerang Selatan Global Innovation Forum". TICKETS Each delegate will be issued an e ticket directly to their by ESCAP shortly after their attendance has been confirmed. Delegates have to attach in their acceptance a completed registration form and photocopy of current passport to ESCAP at Ms. Phadnalin Ngernlim, ngernlim.unescap@un.org and Ms. Sharon Amir, sharon.amir@un.org in order to be confirmed. 3. VISA REQUIREMENTS Participants need to check whether they need to apply visa to Indonesia. All participants are encouraged to contact and obtain a visa from the Embassy or Consulate of Indonesia located in their respective countries before departing for Indonesia regarding the latest applicable immigration requirements and, if necessary, to obtain an appropriate visa prior to their departure. All the necessary visas, including transit visas, if any, should be obtained before departure from your home country. Please note that you may need a multiple entry visa as your visa could be forfeited by a stop over. The costs of obtaining visas are to be borne by each participant (please see 5. Daily Subsistence Allowance and Terminal Expense). 4. TRAVEL ARRANGEMENT For participants funded by ESCAP: After receipt of your duly signed nomination/registration form and a copy of passport, ESCAP will send a provisional itinerary, i.e. an economy class round trip air ticket by the most 7

8 economical and direct route from your home city to Jakarta/Indonesia. The participants are authorized to arrive in Jakarta one day in advance before the Meeting, i.e. Wednesday, 26 September 2018 and depart one day after the Meeting finish, i.e. Friday 28 September 2018, depending on the availability of flights. ESCAP will arrange your flight ticket through American Express Travel Agency. Most likely one or two weeks prior to the meeting, the meeting focal point will contact you by with a provisional itinerary which is determined by UN official travel rules and regulations. You will need to review the itinerary and confirm by reply by deadline provided; for a ticket to be issued. If you would like to make changes to the authorized itinerary, any such changes ( personal deviation ) could lead to increased costs or additional fees, the difference of which will have to be borne by the traveller. Participants should not purchase their own tickets unless prior written approval on lump-sum travel grant has been obtained from ESCAP, otherwise the organizers will not refund such ticket costs. For the lump sum travel grant: The participant is required to book his/her own ticket and do the reimbursement of airfare with ESCAP. The reimbursement will be the actual cost of the most economical route from the city of departure to Meeting venue, but not more than the "ESCAP approved lump sum". To facilitate the payment of lump sum travel grant, the ORIGINAL OFFICIAL RECEIPT of airfare and copy of actual itinerary used for the trip (as itineraries are subject to change by airlines) are required to submit to the secretariat staff (Ms. Maame Agyeben) on 27 September An advance copy of receipt is required by . To note that an invoice is unacceptable and not considered as receipt. If the participant would prefer to travel business class, we would be able to provide you with a lump sum amount similar to the cost of an economy flight and for the participant to make up the difference. The reimbursement will only be deposited to the participant s account after the meeting; therefore, the participant is required to complete the Payment Instruction Form as shown in Annex and submit to the secretariat staff together with other travel document. 5. DAILY SUBSISTENCE ALLOWANCE AND TERMINAL EXPENSE For international participants funded by the United Nations: Participant will be provided with 50% Daily Subsistence Allowance (DSA) for the duration of the Meeting, i.e. 2 days at prevailing United Nations rates of USD 51/day, to cover hotel and other incidentals. Kindly note that the DSA will be calculated according to the actual arrival and departure date. The terminal expenses of USD 188 will also be provided to cover all transportation costs to and from airports/hotel/meeting venue during your participation at the Meeting and other related costs, e.g. visa fees, airport fees, 8

9 left luggage, etc. Sponsored participants are required to submit the original travel documents, including passport, boarding passes, and itineraries (actual itinerary used for the trip as itineraries are subject to change by airlines) to the secretariat staff (Ms. Maame Agyeben) on 27 September 2018 from 0900 to 1100 hours. These documents are mandatory proof of travel, which are required for the UN to release any payment. 6. PAYMENT OF HOTEL ACCOUNTS Participants will be expected to use their DSA to cover the cost of their accommodation whilst in Indonesia and terminal expense to cover the cost of airport transfer and miscellaneous expense. Before checking out from the hotel, participants should settle directly with the hotel all accounts, including room charges and other expenses, such as for local and long-distance calls, internet use, business center use, laundry and other hotel transportation services, mini-bar items, as well as restaurant and bar services. Participants are also responsible for any charges incurred with respect to rooms remaining vacant owing to late arrival or rescheduled departure for which inadequate prior notice is given. 7. ACCOMMODATION Accommodation and international air fare will be funded by UN ESCAP. Indonesia as host country will be supporting the participation of each UN ESCAP Forum s participants with food and local transportation during the meeting. Bali, Nusa Tenggara, South & East Kalimantan and Sulawesi are 8 hours ahead ( GMT+8 ) of Greenwich Mean Time. Papua and Maluku are 9 hours ahead (GMT+9 ) of Greenwich Mean Time. Local time in South Tangerang City is GMT CLIMATE The local temperature in South Tangerang City is around 23.4 C C with a minimum air temperature was in October of 23.4 C and maximum air temperature in February is 34.2 C. 11. 11 12. CURRENCY National Currency is Indonesian Rupiah (IDR) 11. LANGUAGE While Bahasa Indonesia is the official language, English is widely spoken especially for business purposes. 12. GENERAL INFORMATION South Tangerang (Tangerang Selatan in local name) is one of city administratively located in Banten province. Banten is the western most Province on the island of Java, in Indonesia. Tangerang Selatan City is located in the east side of Banten Province in the coordinate point of East Longitude and of South Latitude, administratively consists of 7 (seven) districts, 54 (fifty four) sub-districts with the width of area for Km2 or 14,719 Ha. The following are borders of South Tangerang City: North side is adjacent to DKI Jakarta Province & Tangerang City; East side is adjacent to DKI Jakarta Province & Depok City; South side is adjacent to Bogor Regency & Depok City. 11
