3 ANNOUNCEMENT 2 nd Call for Proposal for Community Sanitation Partnership Grants In November 2011, the Government of the United States, through the Millennium Challenge Corporation (MCC), entered into the Millennium Challenge Compact with the Government of Indonesia (GOI) aimed at reducing poverty in Indonesia through economic growth (the Compact). In particular, the Compact supports GOI s development objectives in the areas of procurement modernization, health and nutrition improvement and sustainable natural resource management through three projects: the Procurement Modernization Project, the Community- Based Health and Nutrition to Prevent Stunting Project (CHNP), and the Green Prosperity Project. GOI established Millennium Challenge Account Indonesia (MCA-Indonesia) to manage and implement the Compact and its three projects on behalf of the GOI. The Compact came into force on April 2, 2013 and its five-year term will conclude on April 2, CHNP objectives are to (i) reduce low birth rate babies, childhood stunting and malnourishment of children and women in project areas; and (ii) increase household income through cost savings, improved productivity, growth and higher lifetime earnings. The Private Sector Response Sub-Activity (PSRA) is designed to support CHNP and its Supply Side Activity objectives by leveraging private sector resources to develop market-driven solutions to addressing community needs for improved hygiene practices, safe water and sanitation a critical component in preventing stunting and improving maternal and child nutrition.more details on CHNP objectives and its three activities, including PSRA, are provided in Section II below and at MCA-Indonesia in furtherance of the PSRA is issuing this 2 nd Call for Proposals (CfP) for Community Sanitation Partnership (CSP) projects that will (i) reduce diarrhea incidents of community especially mothers and children below 5, and help reduce childhood stunting. in targeted geographies by addressing constraints and opportunities in sanitation, safe water and hygiene at the community level and (ii) catalyze greater private sector investment and public private partnerships to drive sustainable and replicable solutions that improve access, affordability and/or awareness of sanitation and hygiene. Lack of water, sanitation and hygiene (WASH) services is especially detrimental to children, negatively affecting their nutritional status, by contributing todiarrheal diseases, intestinal parasite infections and environmental enteropathy. By stimulating market-based responses to identified demand for sanitation interventions and mobilizing additional resources through the partnerships/projects designed, it is hoped that the CSP projects funded under the CHNP will support sustainable impacts beyond the Compact term. Details on the types of projects that are eligible for consideration under this 2 nd CfP are provided in Section III below. 2

4 Interested parties should submit a proposal (CSP Proposal) in accordance with detailed instructions as set forth in the attached Annex 1 (CSP Proposal Requirements). Proposals must demonstrate the ability to meet basic eligibility and project criteria, including minimum cofunding contribution requirements. Priority will be given to innovative approaches that leverage new and additional private sector resources and models, that once tested and proven can be scaled. MCA-Indonesia anticipates awarding up to six (6) CSP grants. The minimum total project cost is US$ 300,000 and maximum is US$ 6,000,000 per CSP project. MCA-Indonesia will require partner co-funding on a minimum 1:1 basis with the MCA-Indonesia match not to exceed 50% of total project costs. Therefore, the minimum co-funding commitment for a project to be funded under the CSP grant is US$ 150,000 of the grant partner s own resources, with US$ 75,000 of the co-funding contribution in cash (equivalent to 25% of the total project value). The maximium MCA-Indonesia match for any CSP project is US $3,000,000. All CSP project activities, no matter the source of funding, must be completed within the life of the Compact and more specifically, no later than January 31, Complete details on co-funding requirements can be found in Section VII below. All submissions failing to pass the organizational and project eligibility requirements or satisfy the minimum requirements outlined in Section VII below shall be declined and shall not undergo further review. Written notification will be provided by MCA-Indonesia to those declined applicants. This CfP does not represent a commitment of funding by MCA-Indonesia, and the receipt of a CSP Proposal shall not obligate MCA-Indonesia to provide funding. The applicant must bear all costs and expenses for the preparation and submission of a proposal under this CfP. I. Background The GOI has made improving nutrition outcomes a long-term policy priority Although Indonesia has had much success in combating poverty by reducing the poverty rate of its population from 17% in 1996 to 11% in 2014, child malnutrition remains troublesome. Statistics indicate that 37.2% of Indonesian children are stunted, which is defined as below minus two standard deviations from median height for age of referenced population. Currently, Indonesia ranks number five among countries with the largest number of stunted children under the age of five in the world, with over 50% living in the four provinces of East, West, and Central Java and North Sumatra. Stunting in a child can begin when a child is still in utero, and the physical and cognitive damage caused by stunting is largely irreversible after the age of two. Consequently, the health and dietary behaviors of pregnant and lactating mothers are vital in reducing stunting in children. Stunting is the result of chronic and often intergenerational malnutrition, coupled with frequent illness due to various factors such as a parent and caregiver s lack of education, use of unsafe water, an unsanitary environment, poor nutritional intake (by pregnant and lactating women and infants and children under 2 years of age), and poverty. Stunted growth is associated with impaired cognitive development and lower productivity. Children who suffer from stunted growth often grow into adults with physical limitations, high susceptibility to communicable and non-communicable diseases, and low cognitive capabilities that hinder 3

5 productivity, employment opportunities and future income. All of these limitations work together to minimize lifetime earning potential of individuals who suffered from stunting as children. II. Overview of Community-Based Health & Nutrition Project The GOI, with the support of the MCC, has undertaken the CHNP to reduce stunting among children less than two years of age. More specifically, with a total budget of USD million, the CHNP aims to reduce and prevent low birth weight and childhood stunting and malnourishment of children in project areas; and to increase household income through cost savings, productivity growth, and higher lifetime earning. The project has three activities as defined in the compact: Community Projects Activity: Community block grants, participatory planning, and technical assistance to communities through an expansion of the Program Nasional Pemberdayaan Masyarakat Generasi Sehat dan Cerdas or the National Community Empowerment Program, Healthy and Smart Generation (PNPM GSC or PNPM Generasi) to new locations. Supply-side Intervention Activity: This Activity includes two areas of focus: (i) Training and Advocacy Sub-Activity that will target healthcare and sanitation service providers, sanitation and hygiene activities, and the provision of multiple micronutrient supplements for pregnant women and children aged 6-24 months, expanding an existing GoI program and approach; and (ii) Private Sector Response Sub-Activity (and subject of this CfP) that will make grant(s) for the purpose of leveraging private sector responses to community and family needs for improved sanitation, hygiene and/or safe water using market driven and sustainable solutions. Communications, Project Management and Evaluation Activity: This activity includes work to develop and implement a National Nutrition Communications Campaign a national effort aimed at increasing awareness about childhood stunting, its causes, its consequences, and its prevention, including a focus on healthy families that emphasizes shared decision making between women and men within the household. The CHNP, which will be implemented from April 2013 April 2018, is expected to benefit up to 1.7 million children in up to 5,300 villages, and to generate additional income and cost savings that benefit their entire families in the 11 provinces (West and East Java, West and East Nusa Tenggara, Gorontalo, Maluku, North and West Sulawesi, West and Central Kalimantan, and South Sumatra). III. Market Opportunities and Potential Project Types Eligible for CSP Grants Due diligence studies in the WASH sector conducted and analyzed during compact development and the first year of implementation have shown that high upfront costs of sanitation products and the ability of entrepreneurs to offer products that are desirable and affordable have often constrained communities and households from acquiring handwashing stations, consuming clean water and storing it safely, acquiring latrines adequately designed to prevent environmental contamination and/or other hygiene products. In assessing the constraints in the market for sanitation services in low-income, peri-urban and rural communities, the following key constraints inhibiting market expansion were identified: 4

6 Limited Product Portfolio and Availability of Modular Products. Many sanitation entrepreneurs are not offering products that are desirable, affordable and designed to respond to Indonesia s diverse climatic conditions. Sanitation products designed for lowincome customers and their specific geographic constraints (limited water for flushing, high water table, densely populated areas, etc) can make improved hygiene and sanitation obtainable. Limited Sanitation Operation and Maintenance Providers. Many sanitation technologies, such as septic systems and latrines in densely populated areas, require regular maintenance. Many customers prefer to save up for a better model, than settle for a lowcost pit latrine. Upgradeable products allow customers to achieve Open Defecation Free (ODF) immediately with a low-cost improved latrine that can be upgraded to a better model at a reduced cost. Lack of Business, Finance, and Marketing Skills. Sanitation entrepreneurs tend to be micro-enterprises with little experience or formal education in business, finance, and marketing. High Upfront Cost of Products. Latrines have a high upfront cost and most low-income consumers do not have the ability to pay the entire cost at once. Entrepreneurs who have offered installment payment plans or community saving alernatives have overcome this constraint. Lack of Access to Finance. Sanitation entrepreneurs and their customers lack access to finance from formal banks. This limits the potential growth and types of risks the entrepreneurs are able to take. Lack of Demand for Sanitation Products and Understanding of the Health Risks Associated. In some communities, open defecation is not seen as a hygiene or sanitation risk, particularly in communities near rivers, lakes, and other waterways. Fragmented Supply Chain Increases Costs. Supply chain costs constrain the ability of sanitation entrepreneurs to offer more competitive price points or provide working capital for investment or innovation. As described in the Announcement section above, this 2 nd CfP for CSP Proposals is aimed at identifying and supporting innovative public-private partnerships and projects that address the market based constraints and gaps identified above. Projects designed to address the above (and potentially other) contraints that will leverage private sector resources and sustainable market based solutions fall into the below five basic project categories: Services, including but not limited to technical assistance, standardization, market potential research, marketing, information technology and transport; Adoption/finalization of a research that refines/ enhances sanitation products, materials, management, distribution infrastructure; Development and piloting of new business models for delivery of sanitation, hygiene or safe water products and services that address constraints of sustainability, access, scale and consumer demand (e.g. capacity building for local SME in marketing, partnering with regional and/or national businesses); Development and scale-up existing micro-franchising opportunities in local communities to sell sanitation products or offer sanitation maintenance services in new geographic areas where services do not exist; Expand the portfolio of proven modular and/or upgradable products available in the market at affordable prices and credit terms; 5

7 Pilot, refine and test experimental latrine and/or water technologies or the products required for latrine and/or water technologies (e.g. septic tanks, plant products, specialized building materials); and Scale up on-going projects to new areas within the CHNP target geographic areas that can demonstrate successful results and outcomes. (See Section IV (Geographic Focus) below for details on geographic focus). Note: The difference between proven and experimental products is that proven products have been shown through research to prevent fecal matter from entering the environment (soil or water) in a state that causes health risks to humans or in the case of water treatment products, have been proven through research to adequately remove harmful pathogens from the water, making it safe for human consumption. Experimental latrine or water technologies to be consider for funding through the CSP will not have sufficient research to meet the criteria of proven, but should be far enough along in their development to be ready for immediate piloting and testing or may have been tested previously in other countries, contexts or for limited timeframes, therefore requiring additional testing/research to document their effectiveness. MCA-Indonesia is open to funding CSP projects that combine elements of the above category types and recognizes that in order to address sustainability issues that provision of policy advocacy to local governments is advantageous to include in project design. Neither the above list of constraints and/or table of project categories should be considered an exhaustive list, but rather guidance for interested parties. IV. Geographic Focus CHNP has identified and selected 11 provinces and 64 districts as priority areas. A list of these targeted provinces and districts are provided in the table below. West Nusa Tenggara Lombok Barat, Lombok Tengah, Lombok Timur, Sumbawa, Sumbawa Barat, Lombok Utara, Dompu, Bima 4. East Nusa Tenggara Timor Tengah Utara, Belu, Flores Timur, Manggarai, Sumba Timur, Lembata, Rote Ndao, Manggarai Timur, Kupang 5. North Sulawesi Kepulauan Sangihe, Kepulauan Talaud, Minahasa Utara 6. West Sulawesi Mamuju, Polewali Mandar, Majene 7. South Sumatra Banyu Asin, Empat Lawang, Musi Banyu Asin, Ogan Komering Ulu Selatan, Ogan Komering Ilir 8. West Kalimantan Bengkayang, Kapuas Hulu, Ketapang, Kubu Raya, Landak, Melawi, Sekadau, Sintang, Kayong Utara 9. Central Kalimantan Barito Utara, Gunung Mas, Kapuas, Katingan, Lamandau, Murung Raya, Pulang Pisau, Seruyan 10. Gorontalo Gorontalo, Boalemo, Pohuwato, Gorontalo Utara 11. 8 The above districts and provinces are priority for the CHNP and preference will be given to those mentioned in the above cited provinces and districts. V. Implementation Timeframe As mentioned above, the Compact will conclude on April 2 nd, CSP project activities must be completed by January 31 st, Budgets and implementation plans be based on a project life of 13 months (See Section X for additional information on 2 nd CfP and outline on selection timeline). VI. Co-funding Requirements A. Project Cost and Minimum Co-funding Requirements MCA-Indonesia will require partner co-funding on a 1:1 basis with the MCA-Indonesia match not to exceed 50% of total project costs. The minimum total project cost is US$ 300,000 and maximum US$ 6,000,000. The minimum grant partner co-funding commitment is US$ 150,000 of grant partner and/or consortium resources per project, with US$ 75,000 of the co-funding contribution in cash (equivalent to 25% of the total project cost). The maximium MCA-Indonesia match is US $3,000,000. MCA-Indonesia reserves the right to adjust both the minimum/maximum co-funding requirement and/or its portion or ratio of matching funds in a particular category of projects as appropriate and in response to input received during the 2 nd CfP process. B. Eligible Sources for Co-Funding Contributions Sources of the co-funding contributions must be private in nature and come from the critical and core partners in the CSP consortium for partners that are part of a consortium. For purposes of meeting the co-funding requirement, allowable co-funding sources include private commercial entity, private venture capital firm or bank, individual investor(s), industry associations, private grant-making foundations or philanthropic entities. In the case of mixed public/private ownership of any of the above, the source will be considered "private" if more than 50% of the equity of the enterprise is held by individuals or wholly-private organizations. Co-funding contributions from NGOs (local and international) in a partnership consortium can count against the private sector 1:1 co-funding requirement if the contributions to the NGOs (from donors or other sources) were received specifically to be used by the partnership for the project being proposed for a CSP project. Contributions already spent and/or committed by NGOs or other institutions on similar projects will not be eligible to count against the cofunding requirement, even if those contributions were spent on a project that is being proposed for scale-up using CSP funding. The intent is for the CSP to leverage additional, new resources toward achieving the proposed objective. C. Minimum Cash Requirements The co-funding contributions equivalent to 50% of total project cost are to be provided in the form of cash and/or documented direct payments to cover agreed costs as specified in any eventual CSP Partnership Grant Agreement. A minimum cash contribution of 25% of project cost is required to be paid into project operating accounts for all CSP grants. Annex 2, Attachment F provides complete details on co-funding requirements. 7

9 Details on the source of funds and a signed statement from the organization providing the cofunding contribution that these funds are committed for use in the proposed project would be required prior to an award (See Annex 2, Attachment A for template). VII CSP Eligibility Requirements Single organizations, multi-party or consortia applications will be accepted. MCA-Indonesia recognizes that the knowledge, skills and on-the ground presence and experience needed for a successful partnerships may not reside with any one organization or potential applicant. Furthermore, we understand that MCA-Indonesia s co-funding requirements are challenging and could require resources and inputs from multiple parties or stakeholders; therefore, MCA- Indonesia supports and encourages submissions from potential CSP applicants that include/involve consortia arrangements and structures, including both partnerships between private sector firms and NGOs or associations (such as associations for sanitation entrepreneurs, associations for environmental health, etc.). Eligible entities from outside the 11 provinces in the above section IV are encouraged to work with partner(s) within the cited areas as their important implementing organization. A. Organizational Eligibility Requirements 1. a. If the Applicant is a single entity, the Applicant must be an entity registered in Indonesia and authorized to conduct all activities germane to the purpose of the partnership grant or b. If the Applicant is a consortium, Applicant and/or Lead Partners and its members can be multinational or national corporations; international and national banks/financial institutions; international and national NGOs, foundations, and; or trade or professional associations. The Lead Partner and its members must have a registered office in Indonesia as per Presidential Decree/Kepres No. 80/2011. In addition, a Consortium Agreement must be completed and signed by each members prior to the negotiation of the grant. 2. Single Entity/Consortium Partners contributing against the co-funding requirements must be one of the eligible/allowable co-funding sources as outlined in Section VI above and in more detail in Annex2 Attachment F. The Applicant must have an authorized bank account in Indonesia and dedicated specifically for the implementation of the CSP project. 3. The Applicant or at least one of the consortium members must have demonstrated experience in a minimum of one similar project (scale, geographic location, timeframewithin the last 10 years (as outlined in Annex 1 - Section 3.3). 4. The Applicant and/or any of its partners must not fall under the Non-Eligible Project Partners as follows: Individuals are not eligible to apply and be considered for Community Sanitation Partnersip grant. Political parties, groups or institutions, or their subsidiaries and affiliates are not eligible to apply for funding. Organizations that advocate, promote or espouse anti-democratic policies or illegal activities under Indonesian law are not eligible to apply for funding. Any person or entity that has been blacklisted in participation in procurements funded with the World Bank assistance or debarred or suspended from 8

10 participations in procurements funded by the US Federal Government or otherwise prohibited by applicable United States law or Executive Order or United States policies including under any then-existing antiterrorist policies are not eligible to apply for funding. Entities in which Key Parties in the selection process, as well as members of their immediate families or their business partners, have a financial interest are not eligible to apply for funding. For the purposes of this document Key Parties are defined as employees of MCA-Indonesia, MCC, members of MCA- Indonesia s Board of Directors (MWA) or the staff or affiliates of the TAP, GAST, and the CSP Grant Investment Committee (IC). Applicants failing to pass the above four (4) organizational eligibility requirements shall be declined and shall not undergo further review. Written notification will be provided by MCA- Indonesia to those declined applicants. B. Project Eligibility Requirements The projects/activities proposed under the CSP must: 1. must include and provide all information required in Annex 1, in the CSP proposal documentation including demonstrated compliance with environmental, social and gender safeguards. Any incomplete or missing information required in Annex 1 will make the proposal ineligible for further review and assessment. 2. Meet the co-funding requirements outlined in Section VI above and corresponding Annex 2 and include documentation evidencing commitment and ability to meet cofunding requirements both cash and documented direct payment from all appropriate consortium members and/or Applicant (if single organization). 3. Have the project implemented (and co-fund apply) within CHNP target districts outlined in Section III above and/or if national implementation is proposed, include details as to how/when the target districts would be impacted. 4. Indicate in the timeline for full project completion by January 31 st, Not fall under the Non-Eligible Project list. A complete list of non-eligible projects is provided in the Non-Eligible Project list as follows: Any projects that would violate the terms of the Compact. Any projects that violate the laws of Indonesia or would violate the restriction on the use of MCC Funding set forth in Section 2.7 of the Compact. Any projects that are likely to cause a significant environmental, health, or safety hazard as defined by the MCC Environmental Guidelines. Any projects with significant potential to create, exacerbate or reinforce existing social and/or gender inequalities. Any project that will cause violation of applicable intellectual property law, any actual or alleged infringement of any intellectual property rights or other industrial property rights, or other proprietary right of a third party arising out of anything including, but not limited to methods, computer software, processes, designs, information or other items, if any, with regard to the performance of the project; Any projects in which due diligence requirements and risks are too high to justify the investment (e.g. unmanageable land ownership dispute and conflict). Any project in which the Key Parties would have a conflict of interest. Any projects involving forced labor or child labor 9

11 Any projects which involve removal of existing non-degraded natural forest to make way for a plantation, orchard, or farm. Any projects involving activities that impinge on the rights and claims over lands and forests by indigenous or customary communities, without full documented consent of such peoples. Any projects related to trade in endangered species of wildlife or wildlife products regulated under Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), or products derived thereof. Any projects in production of or trade in tobacco. Applicantions that fail to pass the above five (5) project eligibility requirements shall be declined and shall not undergo further review. Written notification will be provided by MCA- Indonesia to those declined applicants. VIII. CSP Proposal Appraisal and Selection Process A. Pre-Proposal Submission Meeting MCA-Indonesia has intention to organize a pre-proposal submission meeting on October 17 th, 2016 (Place to be decided) and all the interested Applicants planning to submit proposals are encouraged to attend. Applicants should submit any questions and/ or clarifications on issues related to 2 nd CfP by October 14 th, 2016 to: chnp.psra@mcaindonesia.go.id. No questions and/or clarifications outside of this meeting should be responded unless it is submitted by Applicants to the address. In the pre-proposal meeting the specific requirements of the 2 nd CfP will be discussed in detail and MCA-Indonesia will provide the Applicants the opportunity to ask further questions about the proposal requirements during the discussions. Answers to all questions, both, those submitted in writing prior to the pre-proposal submission meeting and any new, additional questions and/or issues that are put forward during the pre-proposal submission meeting will be provided to all interested Applicants by October 20 th, 2016 and any questions and/or issues raised by the interested applicants in writing after this date, MCA- Indonesia will not respond and all answers will be posted on website chnp.psra@mcaindonesia.go.id by October 20 th, B. Administrative and Eligibility Screening After receipt of the CSP Proposals, as a first step in the process, MCA-Indonesia will carry out an Administartion Compliance Check and then screen all submitted proposals against a set of organizational and project eligibility criteria outlined in Section VII.A and VII.B above. Proposals will be advanced to the proposal appraisal and selection process (outlined below) only if it satisfies all organizational and project eligibility requirements. Proposals must be submitted in English in order to be considered for grant funding under this 2 nd CfP. 10

12 C. Appraisal and Selection Process Proposals that pass the organizational and project eligibilty screening will be evaluated by a Technical Appraisal Panel (TAP) against the Evaluation Criteria set forth in Section IX below. The proposals shortlisted by the TAP that best fit and support the CHNP and PSRA objectives will be recommended by MCA-Indonesia for consideration by the PSRA Investment Committee (IC) to receive grant funding. D. Negotiations with Selected Applicants If a CSP Prosposal is selected for funding, MCA-Indonesia shall promptly start negotiations to finalize the CSP Grant Agreement with Selected Applicants. Annex 2 includes the form CSP Grant Agreement and provides guidance on the development of CSP Proposals and budgets. The terms and conditions of the body of the CSP Grant Agreement are NOT subject to change. Negotiations will be focus only on technical related matters. The CSP Grant Agreements will be executed in bilingual English and Bahasa Indonesia. IX. Evaluation Criteria for CSP Proposals Submitted proposals that pass the Organizational and Project Eligibility Screening outlined in Section VII.A and VII.B above will be evaluated by the TAP against the below Evaluation Criteria. 11

Minimum of 2 Key Personnel with experience working with the private sector in relevant industries Project organizational, structure and roles and responsibilities of Applicant (if a single organization) or all consortium members (if a mulit-party applicant or consortium) during implementation at both the management level and the field implementation level are clearly documented in the Project Scope and Implementation sections of the CSP Proposal and in enough detail to credibly demonstrate ability to execute rapid and efficient project start-up and meet project milestones and deliverables during the 13 month project timeline. Project Budget is sufficiently detailed, consistent with the Project Scope and Implementation Plan, and supports an efficient appraisal of the project s cost reasonableness and establishment of milestone and/or payments/disbursement based on performance against agreed deliverables and project milestones. Proposal adequately addresses monitoring and evaluation of outputs and outcomes (including monitoring of progress and achievement of results). Indicators proposed are objectively verifiable

14 4 Technical Quality of proposal and relevance to CHNP and PSRA objectives 5 6 Innovative 1 approaches that leverage private sector resources Understanding and compliance with social and environmental safeguard requirements Degree of relevance of proposed project to CHNP and PSRA objectives of developing market-driven solutions to addressing community needs for improved hygiene practices, safe water and sanitation that contribute to the reduction in stunting. Proposal includes a well-articulated understanding of the challenges facing the WASH sector in Indonesia and credible theory of change behind the proposed interventions that supports/justifies the PSRA match as required catalyst of such model Proposal clearly defines the application of technology and or business models proposed and their adequacy to address identified problems and needs Proposed project effectively addresses sustainability concerns and credibly demonstrates ability to be replicated (via business plan/model with proven results) and allows for scale-up with long-term stability in the sector that comes from private sector and/or user revenues. Proposed projects are focused in the CHNP s 11 provinces and districts. Proposed project design and technical approach employs new business model(s) or scales up successful business model(s) to deliver improved quality and access to WASH goods and services and/or Proposed project design and technical approach scales upor proves the efficacy of products that increase accessibility in new markets, regions currently with limited access. Co-funding contributions bring in new private sector actors and/or new market driven solutions Degree to which the proposed approach corresponds to CHNP Environmental and Social Management System (ESMS) Products or business models are considered innovative if they are either new (inventive, novel, original) or existing products or business models being scaled up or tested in new geographies, new populations or at a larger scale. 13

15 7 Understanding and compliance with social inclusion, poverty and gender equity requirements Description of target groups and final beneficiaries including their current activities and project locations is sufficiently detailed based on Gender and Social Assessments, and includes realistic approach and budget to implement Project Level Social and Gender Integration Plan (P-SGIP), in a timely fashion as required in the CSP Proposal Requirements. The P-SGIP will also include the approach to participation of women, men and potentially marginalized groups at different project stages and agreed community contributions, if any. 5 X. Timeline and Submission Information A. Language and Form of Proposal 1. The complete Proposal as detailed the CSP Proposal Requirements (Annex 1 to this CfP) should be submitted in English both hard/printed copy and electronic copy (on CD-ROM or flash-drive). 2. The main body of the proposal (Sections X-Y) should not exceed 20 pages (excluding the required annexes). 3. Where it is a translation, then original documents should be submitted along with the translation. 4. The complete CSP Proposal should be submitted in hard printed copy (1 original plus 3 copies) and an electronic copy of the full proposal (either in a CD ROM or flashdrive). 5. The CSP Proposal submissions cannot be submitted via . B.
