3 WIP Mission & Structure WIP Mission WIP is part of EERE s all of the above national energy strategy to create greater energy affordability, security and resiliency. WIP s mission is to enable strategic investments in energy efficiency and renewable energy technologies and innovative practices across the U.S. by a wide range of government, community and business stakeholders, in partnership with state and local organizations. WIP supports DOE s strategic objective to lower energy costs while expanding energy choices for all American communities. WIP s near-term activities produce almost immediate results, saving taxpayer dollars, making full use of domestic energy resources, boosting local economic development and job creation, cutting energy waste, improving energy independence and security, and furthering the development of energy infrastructure. 6 SEP 2017 Formula & Competitive Funding FY 2017 Formula Grants FY17 Grant Guidance and Administrative Legal Requirements Document (ALRD) released on January 19, While Continuing Resolution is in effect, grantees should develop state plans using draft 2017 allocations based on $39M. SEP conducted a webinar for state on the guidance and ALRD on February 8, Issued ALRD in record time in 2017! FY 2017 Competitive Awards 6

States will pursue comprehensive energy planning to enhance energy reliability, energy efficiency, the integration of distributed renewable energy into the grid, and economic development and environmental policies. Awardees: HI, MN, NM Area 2: Opportunities for Innovative Energy Efficiency and Renewable Energy Practices Advance energy efficiency and renewable energy, including: working with utilities to advance energy efficiency and renewable energy generation goals; enabling financing mechanisms for public or private sector clean energy investment; deploying energy performance benchmarking and disclosure; standardizing evaluation, measurement and verification processes; and partnering with local governments. 14 NASEO West Region: SEP Formula Accomplishments Since 2010, the 13 states and territories in the NASEO West Region have reported the following high-level accomplishments: Reduced energy waste in nearly 6,000 buildings (9 million square feet) through energy efficiency upgrades. Conducted 1,300 workshops (100,000 total attendees) on performing energy audits and energy efficiency upgrades. Installed 200 kwh of renewable energy capacity. 14
15 NASEO West Region: Examples of Formula Successes NEVADA: Home Energy Retrofit Opportunities for Seniors Program The program helps income-qualified Nevada seniors to reduce energy costs by improving the energy efficiency of their homes. On average, the program saves an individual Nevada homeowner more than $900 each year. OREGON: Energy Efficiency Retrofits in Schools Oregon s Lowell School District installed a number of energy efficiency retrofits, including upgrades to boiler technology, insulation of attics and exterior walls, and window replacements. The retrofits allowed seven classrooms previously vacant due to lack of heating to open for student use. The Lundy Elementary School s heating fuel consumption went down by more than 25% and its electricity usage declined 12%. Lowell High School reduced its heating fuel usage by 43% and reduced electricity usage by almost 7%. CALIFORNIA: Appliance Efficiency Program In response to the state's historic drought, California approved new standards for showerheads and lavatory faucets in The standards are expected to save more than 2.4 billion gallons of water in the first year and 38 billion gallons after full stock turnover in 10 years. 15

18 NEW SEP Competitive Implementation Model: NEVADA GOAL: To achieve significant energy savings in state agencies and local governments in Nevada by signing $100 million in Energy Savings Performance Contracts (ESPC). BARRIER: Lack of a statewide framework for facilitating the adoption of ESPC. SOLUTION: The Nevada Governor's Office of Energy (NGOE) created the Public Facilities Retrofit Program in 2012, which promoted ESPC as a vehicle for energy efficiency and created an infrastructure to accelerate the adoption of ESPC by state agencies and local governments. 18 OUTCOMES: Since 2012, Nevada has seen a marked increase in the use of ESPC in state agencies and local governments. From 2012 to 2015, state agencies and local governments in Nevada initiated two ESPC projects for a total value of approximately $32.5 million. Four additional projects have been completed or are in development at local governments and school districts, valued at approximately $44.7 million. The state is anticipating that three more major projects will be initiated in 2017 and 2018 with a value of approximately $26.3 million.
