Shepperd, Jr., Vice-Chair TO: FROM: RE: HRPDC/HRTPO Board Members Robert Crum, Executive Director Executive Director s November 2016 Report A brief summary of ongoing work activities is presented below for review by HRPDC/HRTPO Board members. I am pleased to announce that Keith Cannady will be the next Deputy Executive Director with the HRPDC. He has more than 30 years of experience as a professional planner, all in the Hampton Roads region. Mr. Cannady has an undergraduate degree in Economics and a Master s Degree in Urban and Regional Planning. Since 2001, he has worked for the City of Hampton, most recently as the Manager of the City s Planning and Zoning Administration. He was the principal author and project manager for the City s Comprehensive Plan Update and is currently responsible for the leadership and management of his division s work program addressing areas such as comprehensive and current planning, zoning, strategic area plans and environmental and transportation planning. Mr. Cannady also serves as staff to the City of Hampton s Planning Commission, Wetlands Board and Board of Zoning Appeals. From 1986 to 2001, Mr. Cannady held several positions in the City of Norfolk including City Planner, Utility Planner and Environmental Planner. His work included coordination of a program to comply with the Chesapeake Bay Act, Project Manager for the City s beach erosion control projects and development and implementation of zoning, site plan review and environmental regulatory programs. He also performed planning work for the City s water and sewer operations, wrote grant proposals, administered grant projects and completed special projects in comprehensive planning, neighborhood land use plans, coastal zone management and solid waste management. Mr. Cannady will begin his duties with the HRPDC on December 1, The HRPDC will host an anti-poverty forum on November 21 from 9:00 am to 11:30 am at the Hampton Roads Convention Center. Purpose Built Communities will share best practices in addressing the challenges of poverty. Purposes Built Communities is a nonprofit organization from Atlanta that assists communities and cities in addressing concentrated poverty by strengthening workforce development, building robust educational opportunities and revitalizing and enriching neighborhoods. In addition, the Mayor s Commission on Poverty Reduction from the City of Norfolk will also share their experiences in adopting a plan and strategy to reduce poverty. 4 Page 2 On November 8 and 9, the HRTPO hosted a Scenario Planning Workshop at the HRTPO/HRPDC offices. This workshop was sponsored by the Federal Highway Administration and was attended by over 70 participants. Representatives from the Hillsborough, Florida Metropolitan Planning Organization and the Atlanta Regional Commission were present to share best practices regarding their scenario planning processes. In addition, representatives from three other Virginia MPOs presented information from their regional scenario planning efforts. The session continued on November 9 with a roundtable discussion about best practices and their potential to be applied to the Hampton Roads long range transportation planning process. The HRPDC hosted a meeting of the region s Planning Directors on October 12. Discussion items included: Proffers FEMA requirements for permitting development in Special Flood Hazard Areas Overview of the August 31 Hampton Roads Caucus meeting Regional Water Supply Plan Update Working Waterfronts Regional Interest Items On October 26, the HRPDC member jurisdictions sent correspondence to the region s federal delegation requesting assistance in a matter concerning the permitting of development in flood hazard areas. During a recent compliance review for the city of Hampton, Region III of the Federal Emergency Management Agency (FEMA) took the unprecedented position that, in order to be minimally compliant with the National Flood Insurance Program, the City must review and permit development that is exempt under the Uniform Statewide Building Code. The chief elected officials from the HRPDC member jurisdictions signed onto this letter requesting assistance from the region s federal representatives in communicating with FEMA about these new requirements. The HRTPO staff continues to work with locality staffs to discuss opportunities for extending the Virginia Capital Trail into the Hampton Roads region. The Executive Director continues to participate in the Hampton Roads Regional Roundtable a monthly meeting of regional organizations convened by the HRPDC to encourage the exchange of information and promote collaboration. 5 Page 3 Hampton Roads Transportation Accountability Commission Reinvent Hampton Roads Virginia Shipbuilders Association HRPDC staff attended a meeting in Isle of Wight County on October 14 to discuss the process for updating the county s comprehensive plan and how the HRPDC could assist in this effort. The Executive Director attended the Newport News State of the City Address on October 18. On October 21, the Executive Director provided a presentation to this year s Lead Virginia class during their visit to Hampton Roads. This presentation provided an overview of the work of the HRPDC and HRTPO. The Executive Director attended meetings with the HRTAC Executive Director at Hampton University on October 24 and November 1 to discuss the Hampton Roads Crossing Study. The Executive Director met with Reinvent Hampton Roads CEO Jim Spore on October 25 to discuss the status of regional initiatives. The Executive Director attended the Hampton Roads Chamber of Commerce Legislative Reception on October 25. The Executive Director provided a presentation to the Hampton Roads Chamber Board on October 26 on the recent actions of the HRTPO Board regarding the Hampton Roads Crossing Study. The Executive Director provided a presentation to the Peninsula Chamber of Commerce Board on October 27 on the work of the HRPDC and HRTPO. On October 28, the Executive Director and Hampton Roads Military and Federal Facilities Alliance Executive Director Craig Quigley met with Captain Rich Meadows, Commanding Officer, Naval Air Station Oceana. The purpose of this meeting was to share information on regional planning initiatives. On November 1, the Executive Director attended a meeting at the Virginia Beach Department of Economic Development to discuss opportunities for a regional broadband initiative. The Regional Chief Administrative Officers (CAO) Committee held its regularly scheduled monthly meeting on November 2 at the Children s Museum in Portsmouth. Agenda items included a strategy for updating the Regional Solid Waste Management Plan and a discussion of regional interest items. Attachment 3

6 Page 4 The HRPDC staff continues to work with the Cities of Norfolk and Virginia Beach and the naval bases in these jurisdictions in preparation for a Joint Land Use Study (JLUS) focusing on sea level rise. A committee is currently reviewing proposals received from interested consulting firms to provide technical services for this study. A second JLUS focusing on similar issues for the Cities of Chesapeake and Portsmouth will also be managed by the HRPDC. HRPDC and HRTPO staff met on November 3 to discuss coordination efforts for the Chesapeake/Portsmouth JLUS effort. HRTPO staff has researched the U.S. DOT FASTLANE FY 2017 grant program and is prepared to provide a recommendation for consideration at the November 17 HRTPO Board meeting. HRPDC staff attended the Virginia Association of Planning District Commission s State Agency meeting in Richmond on November 9. The HRTPO and HRTAC Executive Directors provided a presentation to the Joint House and Senate Transportation Committees on November 10 providing an update on Hampton Roads transportation initiatives. The HRTPO/HRPDC continues to assist HRTAC with financial management, website support and human resource activities. Attachment 3

8 ITEM #11: CHESAPEAKE BAY BRIDGE TUNNEL (CBBT) STATUS REPORT: CBBT Commission Representative SUMMARY: The Parallel Thimble Shoal Tunnel Project will construct a new two-lane concrete tunnel and bridge approaches, to parallel the existing tunnel across Thimble Shoal Channel between Northampton County and Virginia Beach. A representative from the Chesapeake Bay Bridge Tunnel Commission will brief the HRTPO Board on this item. BACKGROUND: When complete, the new tunnel will carry two lanes of traffic southbound and the existing tunnel will carry two lanes of traffic northbound. The new tunnel length will be approximately one mile with an inner diameter of 39 feet. The total estimated cost for the project is $924,790,724 with $905,921,727 slated for the construction phase (estimated to begin in October, 2017 and completed in October, 2022). The Parallel Thimble Shoal Tunnel Project will be funded through a variety of means including the sale of revenue bonds, TIFIA loan, VTIB loan, and monies from the CBBT General Fund. In 2016, Dragados USA was awarded the design-build contract by the Chesapeake Bay Bridge Tunnel District for the Parallel Thimble Shoal Tunnel Project. In a letter to VDOT (Attachment- 11), Dragados USA commented on the cost effectiveness of a bored tunnel option over an immersed tunnel technique in reference to potential future tunnel projects in Hampton Roads. 11 ITEM #12: U.S. DOT FASTLANE FY 2017 GRANT OPPORTUNITY: Camelia Ravanbakht, HRTPO SUMMARY: The U.S. Department of Transportation s Build America Bureau is now soliciting applications for Fostering Advancements in Shipping and Transportation for the Long-term Achievement of National Efficiencies (FASTLANE) grants. For the second round of FASTLANE Grants, $850 million will be awarded in FY The deadline for submitting applications is 8:00 p.m. on December 15, Dr. Camelia Ravanbakht, Deputy Executive Director, will brief the HRTPO Board on this item. BACKGROUND: The FASTLANE program was established in the Fixing America s Surface Transportation (FAST) Act to fund critical freight and highway projects across the country. Managed by USDOT s Build America Bureau, FASTLANE funds innovative upgrades to our freight and highway infrastructure to increase efficiency and economic growth. HRTPO Staff proposes to submit a FASTLANE application in the amount of $100 million for the I-64 Southside and High-Rise Bridge Phase 1 project. This project is one of the Regional Priority Projects and is included in both the Fiscally-Constrained 2040 Long-Range Transportation Plan (LRTP) and the HRTAC Funding Plan. Additionally, the project meets the requirements as a shovel-ready project slated for construction within 18 months. It has also been submitted for SMART SCALE funding consideration for FY Attachment 12 RECOMMENDED ACTION (Action to be taken under Meeting Agenda Item #17-E): Authorize the Executive Director to submit a FASTLANE Application for the I-64 Southside and High-Rise Bridge Phase 1 project. 13 ITEM #13: HAMPTON ROADS PASSENGER RAIL UPDATE: Camelia Ravanbakht, HRTPO SUMMARY: A briefing on various Passenger Rail related items in Hampton Roads. Dr. Camelia Ravanbakht, Deputy Executive Director, will brief the HRTPO Board on this item. BACKGROUND: As part of the HRTPO 2017 Legislative Agenda, the HRTPO supports pursuit of federal/state funding by the Commonwealth of Virginia for preparation of a Tier II EIS for the continuation and expansion of intercity and higher-speed passenger rail service from Richmond to Hampton Roads. The Richmond/Hampton Roads Passenger Rail Project is included in the Federally Designated Southeast High Speed Rail Corridor. The Federal Railroad Administration (FRA) approved a Record of Decision (ROD) for the Richmond/Hampton Roads Passenger Rail Project Tier I Final EIS (FEIS) on December 7, The D.C. to Richmond TIER II EIS began in October of 2014 with a ROD expected in late FY The HRTPO submitted an IPROC application in January 2016 to the Virginia Department of Rail and Public Transportation (DRPT) for funding of a TIER II EIS for the Richmond/Hampton Roads Passenger Rail Project. In a letter from the Virginia DRPT (attached) regarding the application, the request for $20 million in IPROC funding was not approved based on current state and federal funding availability and staff resources. HRTPO staff proposes re-submitting another IPROC application in In addition, the HRTPO supports continued funding for Trains 2 and 3 from Norfolk to Washington, D.C. to advance the area s passenger rail service. In order to better promote the region s service, a meeting has been scheduled for December 6, 2016 between HRTPO staff, members of the HRTPO Rail and Public Transportation Task Force, and representatives from DRPT and AMTRAK to discuss marketing measures to encourage citizens of Hampton Roads to utilize existing passenger rail service in Hampton Roads. 17 Transcribed Public Comments from the October 20, 2016 HRTPO Board Meeting The views and opinions expressed during the public comment period do not necessarily reflect the opinion or policy of the HRTPO. Three people requested to address the HRTPO Board at the October 20, 2016 Meeting. Chair Johnson asked them to limit their comments to three minutes. Ms. Donna Sayegh Portsmouth Citizen Good afternoon. My name is Donna Sayegh and I live in Portsmouth. Public involvement of the citizens is a requirement of every government policy body of we the people. Since transportation has a significant impact on the people of Hampton Roads, we the citizens, need to be able to participate in the development of the regional transportation priorities. In order for we the people to be involved, we must first be informed of the transportation planning process and the way our involvement can shape and enhance programs and policies. The HRTPO s major goal is to reach out to us, the citizens, and engage us in a meaningful dialogue so our needs, perceptions, and potential impacts to our way of life can be met. To get Donna s needs met, she organizes in a structure all organizations so she can exercise self-governance. The agenda today demonstrates why Donna seeks to see the organizational structure of the HRTPO. In your packet, you all have a handout of the HRTPO organizational structure. You will also see the letter I wrote to the Director asking him to meet with me to finalize the HRTPO organizational structure. In the letter I included a list of committees for verification. Here is the draft copy of the organizational structure for the HRPDC. Here are the elected and chief administrative officers, then the director and assistant, then the committees with the staff and the state agencies. Donna sees in the draft bylaws both HRTPO and HRPDC information. The HRTPO was created in 2009 by the General Assembly. The HRPDC was created by the General Assembly in 1968 through the Virginia Area Development Act and in 1995, modified this act with the Regional Cooperation Act to form the PDC to form a forum for state and local government to address issues of regional nature. In this agenda, these items need to be omitted. Attachment 4 directors report needs to be under the HRPDC meeting as well as Attachment 13 with the audit. In the draft bylaws, the last paragraph on page one needs to be omitted. It has the caption Planning District Commission. On page 8 under CTAC, it state that it shall provide public input through the HRTPO board on transportation issues. It doesn t say PDC issues. In reality, everyday citizens are not part of the decision-making process anywhere in government. It has come from board or commission members. I ll give you an example. At the Economic Development Authority the other day, one commissioner was not on the agenda to speak and there was no motion to add him to it. He was allowed to present his project and then another member suggested the ways that the board could finance this project. This is example talk to me that in government if Dona is not on a board or her commission her ideas have been discounted. We no longer have a representative government of the people, by the people, or for the people. We not have a socialist government. Thanks for listening. Mr. Frank Papcin Virginia Beach Citizen Good afternoon, people. I m back again. I know some of you people listen, some of you people just ignore it. We re talking about HOV lanes again. HOT lanes, I was there when the HOV, the reversible lanes in Norfolk was a plan. I was here when it was built, I was here when it failed, I was here when they changed it to HOV-2, and now you people are going to turn around and turn it into a HTO lane. Where you re going to take $1.7 million out of the economy of this region for less than a half a million dollars going into some project somewhere in the state of Virginia on 64 property, not knowing where this property is going to be. You don t know if it s here in Hampton Roads, you don t know if its over there on I-84. No one seems to know, no one seems to make any comments as to where this money is going. I m personally, I think it s going to go into that dead man s land Attachment 16

18 between Hampton Roads and Richmond because that s where they seem to need the money. My personal would be to take that money since you re going to do it and nothing anyone is going to be able to say, I would take that money and put it towards the 564 tie-in to 664, which is what I see in Norfolk s Hybrid B. It s a half a million dollars a year for the people who use the road, from the people who would benefit from the road and this will give them an opportunity to have more than one way of getting in and out of that area. By building that segment to road, you turn around and give these people an opportunity to get into that area from all over the region. It is not for the ports. It s for the people who live there, who work there. It s to get rid of the traffic that runs up and down the streets in Norfolk. It s for everyone, and if you turn around and say no, we re going to do this and we re going to do that and you don t do anything, now you re going to put in, you re going to put in HOT lanes for buses that run through the transit, which reminds me of the reversible lanes that you build, that was restricted, my goodness, that means more roads people can t ride in unless you re willing to pay. Well, aren t we paying enough now without being forced to pay even more? It s about time you started building things for us and not for different people. I understand you re saying well, we re building for the future. Well, the future is now and HOV lanes proved that you were wrong then, and I think you re going to be wrong again, but who am I, I m only a little pion. Anyway, I ran out of time again, I knew I would. Have a nice day. Mr. Ellis James Norfolk Citizen Thank you, Madam Chair. My name is Ellis W. James. I reside in the city of Norfolk, and I m a proud member of citizen s participation. I want to say now that the easy business has been taken care of, I want to address you fine members of the TPO and ask you to address what potentially we in Norfolk would consider to be a serious issue. As I moved around the community on Tuesday night, doing a lot of work and going to an NEC meeting and a civic league meeting in Lambert s Point, I was stunned to hear that the citizens, many of them in Lambert s Point who are at ground zero with respect to the coal dust issue, believed that there were additional trucks being added to Hampton Boulevard loaded with coal. Now, if that is true, what would be a stunning development. I hope it s not true, but I would certainly hope that because of this major issue of traffic impacts on ODU, EVMS, the medical complexes, all of those things that come into play on the west side of Norfolk with respect to the traffic, I hope we can get to the bottom of this so that I can go back to these folks and set the record straight as a citizen who is in the neighborhood and grew up in Edgewater. I have a good feel for the west side of Norfolk and I think it s extremely important. It may not be a top priority item, but it is very serious, and I just wanted to call it to your attention. Workshop Agenda Commonwealth Transportation Board Member Comments and Updates Mr. Jim Utterback, on behalf of Mr. John Malbon, Commonwealth Transportation Board (CTB) member, reported the CTB had its second workshop discussion on the Hampton Roads Crossing Study (HRCS) Supplemental Environmental Impact Statement (SEIS). He also stated the CTB approved a resolution supporting the conversion of Southside HOV lanes to HOT lanes. Virginia Department of Transportation Mr. James Utterback, Virginia Department of Transportation (VDOT) Hampton Roads District Administrator, reported that the state received five bids on its Request for Qualifications (RFQ) for the I-64 Southside and High Rise Bridge Phased Construction. He also noted a Design Public Hearing would take place on October 26, 2016 for this project. Mr. Utterback stated the second phase of the I-64 widening would begin on October 26, Mr. Utterback also reported the state has received over 400 SMART SCALE applications worth approximately $9 billion dollars; noting there will be only up to $750 million of SMART SCALE funding available to allocate. 23 Virginia Department of Rail and Public Transportation There were no representatives present from the Virginia Department of Rail and Public Transportation (DRPT). Virginia Port Authority Update Ms. Cathie Vick of the Virginia Port Authority (VPA) reported that the VPA signed a new lease for the Virginia International Gateway (VIG), which will go into effect on November 1, 2016, and will allow the Port to begin work on doubling capacity at the deep-water container terminal. She also stated the Port is working closely with the Army Corps of Engineers and the U.S. Navy to help dispel concerns regarding the HRCS-SEIS. Last, she noted a SMART SCALE application for the Terminal Boulevard Interchange that the Port worked on in conjunction with VDOT and the City of Norfolk. HRT and WATA Updates Mr. William Harrell of Hampton Roads Transit (HRT) reported that HRT completed 30 percent of the preliminary engineering plans for the Virginia Beach Light Rail Extension and noted the cost estimate for the project has been revised to $243 million. Mr. Harrell also stated HRT hosted public meetings last week on the Peninsula Corridor Study, which it will be reporting on further in January HRT also will soon initiate additional study on high-capacity transit to serve Naval Station Norfolk. Mr. Todd Tyree of the Williamsburg Area Transit Authority (WATA) had no comments. Citizen Transportation Advisory Committee (CTAC) Update Mr. Greg Edwards, Citizen Transportation Advisory Committee (CTAC) Chair, reported that CTAC met for its regular meeting on October 13, 2016 and discussion consisted of HRCS- SEIS updates. He noted the Committee agreed to call a special CTAC meeting on October 26, 2016 to further discuss the topic and recommend a preferred alternative to the HRTPO Board. Military Liaisons Comments and Updates Captain Michael Moore of the U.S. Navy reported the U.S. Navy has released its FY 2015 Economic Impact Report for the Hampton Roads area. He noted the U.S. Navy s economic impact on the region in FY 2015, totaling $10.75 million. This was the first time the economic impact surpassed $10 million in three years, and represented a $770 million increase over FY Colonel Joseph Ladner of Langley-Eustis had no comments. Commander Ken Kostecki of the U.S. Coast Guard reported that repairs on the North Landing Bridge have been completed. 24 its assistance in performing a channel survey from the Gilmerton Bridge to the Great Bridge Locks following Hurricane Matthew. Freight Transportation Advisory Committee (FTAC) Update There was no representative from FTAC in attendance. FY 2016 Audited Financial Report Mr. Michael Garber, Partner at PBMares, LLP, briefed the HRTPO Board on the outcome of the FY 2016 audited financial report. It was concluded that no material weaknesses or deficiencies were identified in any of the internal controls or processes of financial activity; all information was free of any material misstatements; and the organization presented fairly HRTPO Legislative Agenda Mr. Robert Crum, HRTPO Executive Director, reported the HRTPO Legislative Ad-Hoc Committee met on June 3, 2016 to discuss legislative priorities of the HRTPO and to develop a draft 2017 Legislative Agenda for HRTPO Board consideration and submission to the Hampton Roads Caucus of the General Assembly and the Hampton Roads Congressional Delegation. Mr. Crum reviewed the following legislative priorities: Pursuit of federal/state funding to complete a Tier II EIS for higher-speed passenger rail between Hampton Roads and Richmond. Continued pursuit of funding for Trains 2 and 3 to Norfolk. Pursuit of federal/state funding for the widening of I-64 between Hampton Roads and Richmond. Pursuit of legislation to make whole the original intent of HB2313 by providing additional transportation funding to the Hampton Roads region. HRPDC/HRTPO Potential Meeting Adjustments Mr. Robert Crum, HRTPO Executive Director, briefed the board regarding a proposed change in the meeting schedule in 2017 for the HRTPO, HRPDC, HRMFFA, and HRTAC (attached). HRCS SEIS: Review of Public/Agencies Comments and Discussion Mr. Scott Smizik, VDOT Project Manager, reviewed on updates to the HRCS-SEIS discussion. He reported a formal recommendation was submitted to the U.S. Army Corps of Engineers (USACE) recommending Alternative B for the preferred alternative/preliminary Least HRTPO Board Meeting Summary Minutes October 20, 2016 Page 5 Prepared by B. 25 Environmentally Damaging Practicable Alternative (LEDPA); cooperating agencies have been briefed on public comments to inform the preliminary LEDPA discussion; and VDOT is continuing to meet with USACE and the U.S. Navy to discuss Section 408 issues. After a review of the public comments from the 45-day public comment period, Mr. Smizik detailed the comments VDOT received, noting that 572 comments were received via comment form, , letter, or court reporter. These comments prioritized the I-64 HRBT and the I-564 Connector, and 60 percent of the public preferred Alternative D. Mr. Smizik also listed the various comments received from public agencies, localities, and elected officials, as well as hybrid proposals suggested by the City of Newport News, the City of Norfolk, and others. Last, he stated the CTB will decide on the Preferred Alternative at its meeting scheduled on December 7, HRCS-SEIS: Potential Funding Scenarios and Status Report Mr. Robert Crum, HRTPO Executive Director, and Mr. Kevin Page, HRTAC Executive Director, briefed the Board on a status report on the HRCS-SEIS; and a Potential Plan of Finance Scenario developed by the HRTAC Funding Strategies Advisory Committee (FSAC) for each of the Draft HRCS-SEIS Alternatives (A-D) that incorporate HRTAC projects underway or committed. Mr. Crum noted the following observations: Alternatives C and D appear to have major challenges that could prevent them from being the Least Environmentally Damaging Practicable Alternative (LEDPA). Alternatives C and D cannot meet fiscal constraint within the Long-Range Transportation Plan (LRTP). Alternatives A and B seem to have the most potential to be the LEDPA. The selected Preferred Alternative must be able to be constructed, permitted, and funded in the 2040 LRTP. Mr. Page explained that while Alternative D represents the projects that will meet the region s long-term needs, it would be better suited for the LRTP Vision Plan given its permitting and financing challenges. Mr. Page recommended identifying a LEDPA to begin construction of projects based on project readiness, noting two options which work within the 2040 LRTP as adopted by the HRTPO Board: 1. Alternative A Modified: Delivers the Hampton Roads Bridge-Tunnel (HRBT), High- Rise Bridge (HRB) II, Bowers Hill (added), the Ft. Eustis Boulevard Interchange, and 460/58/13 without impact to other projects. Each may be completed under the approved 2040 LRTP. 2. Alternative B-3 delivers HRBT, HRB II, Bowers Hill (added), Ft. Eustis Interchange, and 460/58/13. The second segment of Alternative B, I-564 Connector/VA-164, would be delivered by 2048 (with HOT tolls) and 2052 (without HOT tolls) following further project development. 26 Mr. Michael Hipple shared his frustration with congestion in the region and the importance of addressing areas in need of relief. He stated he would like to move forward with plans which can be achieved and financed. Mayor Donnie Tuck stated he has heard concerns about the impact of expanding the Hampton Roads Bridge Tunnel (HRBT), particularly on historical assets in the region. Mr. Crum stated that the projects would be kept within the existing right-of-way. Mr. Smizik commented that the expansion can be made within the bounds of existing sound walls and avoids historical assets of concern. Mayor William Sessoms noted the HRBT is the most congested roadway in the region, while also stating there should be funding to allow studies to move forward with other areas of concern such as I-564 and the I-664 Connectors. Vice Chair Tom Shepperd discussed notable transportation decisions made in Hampton Roads and the importance of moving forward on this project. Mr. Alphin commented that the key area of congestion, the HRBT, would be addressed reasonably and in a financially responsible manner with Alternative A Modified. Delegate Stolle discussed the progress made on the HRCS and the accountability the HRTPO Board has in ensuring its citizens money is spent wisely and in a manner which helps the region progress for the future. Mayor Tuck discussed congestion he has experienced on other roadways by commuters attempting to bypass the HRBT when it becomes blocked with traffic, noting that he supports expanding the HRBT ahead of other projects. Mayor Price commented on the importance of transit in any plans to address congestion relief. Mayor Freiling agreed with Mayor Price, stating that it would be a missed opportunity if HOT lanes were not added to facilitate transit in these projects. He also commended Mr. Crum and Mr. Page for their presentation. Delegate David Yancey Moved to approve Alternative A Modified as the HRTPO Board s HRCS-SEIS Recommended Preferred Alternative. His complete statement is below: As we sit around this table today, we represent people from all walks of life. The decision ahead of us, we need to respond to our constituents needs, address economic development, give assurance to the military in the face of another round of sequestration and potential BRAC, and unite our rural and urban populated communities and show that we are all unified and serious about fixing our transportation network, growing our economy, and making for a great quality of life. I believe the projects we select must be fundable and constructible. By selecting Alternative A-Modified we can retain the current approved 2040 Fiscally Constrained Long Term Transportation Plan adopted by the HRTPO in July of Alternative A can include HRTPO Board Meeting Summary Minutes October 20, 2016 Page 7 Prepared by B. 27 the opportunity for delivery of HOV-3 comingled transit use for HRT bus rapid transit. We can build the improvements to the HRBT, and complete a series of projects throughout the region which will address traffic congestion and improve our transportation system for our residents. With this action, we will be able to finally show meaningful progress within the next years. The remaining segments of the SEIS Alternative D need further study and agreement before we can move them forward, and they belong in the Vision Plan for future development. So as looking ahead, the Region needs to provide the Commonwealth Transportation Board input on its decision, which will meet in December in order to select an SEIS Preferred Alternative. Ideally, I would like to take the vote today. Members have had time to review the facts and plans of finance. I realize it s quite a lot of information and I realize that the HRTPO s SEIS Preferred Alternative decision is scheduled for November 17th. However, I am proposing the following motion be considered for this meeting, as I am concerned as we approach the holiday season that we need to ensure that we have a quorum at the November meeting to be able to act on this very important initiative for the Region. This is a pivotal moment for our Region, Madam Chair, I am pleased to offer the following motion for today s meeting: The HRTPO endorses and recommends Alternative A of the Hampton Roads Crossing Study SEIS to the Commonwealth Transportation Board as the Least Environmentally Damaging Practicable Alternative, to include the opportunity for delivery of HOV-3 comingled transit use for bus rapid transit, and the HRTPO recommends that the Hampton Roads Transportation Accountability Commission take action to implement the proposed HRTAC SEIS Alternative A Modified Plan of Finance to advance Alternative A and other important regional projects forward to construction at the following project timeline: By 2022 I-64 Peninsula - Segments 1, 2 and 3 64/264 Interchange - Phases 1 and 2 I-64 Southside/High Rise Bridge Phase 1 460/58/13 Connector - Project Readiness Madam Chair and Members, following along on Slide 13 of today s SEIS Status Report Presentation: FIRST By 2024 HRBT HRTPO Board Meeting Summary Minutes October 20, 2016 Page 8 Prepared by B. Having spoken to House Appropriations Chair, Delegate Chris Jones, and Secretary of Transportation Aubrey Layne that they shall commit to a study of both of these long range plans and up to $7 million. Pardon me Madam Chair, while I am looking at my notes that we shall, with that money, look to the LRTP Vision Plan for further study and that there will be a Memorandum of Understanding that Virginia will do the study as long as HRTAC funds are available to commence that study, and finally Madam Chair, I move that we vote on this today with this opportunity to vote on this today we can send it to the Hampton Roads Transportation Accountability Commission for that group, as well, to vote on the motion today. Delegate David Yancey Moved to accept Alternative A Modified; seconded by Mayor Wright. Mr. Ivan Rucker asked about the voting membership status of the city of Franklin and Southhampton County. Chair Johnson responded by noting the amendment to the bylaws of the HRTPO was in the consent agenda, and Dr. Ravanbakht detailed each of the steps taken to support their advancement to voting membership. Dr. Ravanbakht explained that if the Board consents to amend its bylaws at the meeting, Governor Terry McAuliffe is prepared to approve the request as required by federal regulations. Mayor Price clarified the motion and commented he would like to have more time to review information about the HRCS-SEIS Alternatives. Delegate Yancey responded by stating the importance of moving forward in this process. Mayor Alexander expressed he initially had reservations about Alternative A, but after Delegate Yancey included the commitment to study other projects, he is prepared to support the motion. FY TIP REVISION CMAQ TRANSFER REQUEST: JAMES CITY COUNTY The following is a request from James City County to transfer a total of $307,360 in available Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds from three canceled projects to another CMAQ project in the County to cover an increase in the cost estimate. The specifics of the County s request are described below: Transfer $113,965 FY 1996 CMAQ funds, from the Ironbound Road Paved Shoulder Bikeway project (UPC 71616) to the Route 199/Brookwood Drive Intersection Improvements project (UPC ). The County will provide the necessary $28,491 local match. Transfer $192,589 FY 2000 CMAQ funds, from the Longhill Road Multi-Use Trail project (UPC 13719) to the Route 199/Brookwood Drive Intersection Improvements project (UPC ). The County will provide the necessary $48,147 local match. Transfer $806 FY 2001 CMAQ funds, from the Longhill Road Paved Shoulder Bikeway project (UPC 71617) to the Route 199/Brookwood Drive Intersection Improvements project (UPC ). The specifics of HRT s request are described below: Transfer $2,000,000 FY 2015 RSTP funds, including state match, from the Regional Fixed Guideway Studies & ROW (UPC T9093) to the Miscellaneous Transit Facility Upgrades in Hampton (UPC T9092). The contract for the rehabilitation of the Hampton Facility was recently awarded and funding is needed this fiscal year to complete the entire scope of work for the project. Transfer $2,000,000 FY 2022 RSTP funds, including state match, from the Miscellaneous Transit Facility Upgrades in Hampton (UPC T9092) to the Regional Fixed Guideway Studies & ROW (UPC T9093). Due to the federal project development process, it is anticipated that some of the corridor studies will not be ready to move forward for several years. Should the HRTPO Board approve the RSTP fund transfers described above, the FY Transportation Improvement Program (TIP) will be amended to account for the revisions. Broad Street Richmond, Virginia Re: Hampton Roads Transportation Planning Organization (HRTPO) Recommended Preferred Alternative Hampton Roads Crossing Study (HRCS) Draft Supplemental Environmental Impact Statement (SEIS) Dear Secretary Layne: I am pleased to inform you that on October 20, 2016, the HRTPO Board took action to select and recommend its Preferred Alternative for the HRCS to the Commonwealth Transportation Board (CTB). Acting on a motion by Virginia Delegate David Yancey, the HRTPO Board voted unanimously to submit a modified version of Alternative A (Alt A Modified) as the Preferred Alternative of the HRTPO. As you know, Alternative A involves widening I-64 to six lanes from the I-664 interchange in Hampton to the I-564 interchange in Norfolk, including the Hampton Roads Bridge- Tunnel (HRBT). This improved corridor will provide the opportunity for delivery of an HOV-3 lane in each direction that could accommodate transit, including Bus Rapid Transit. Alt A Modified also includes improvement of the I-64/I-264/I-664 interchange at Bowers Hill. In addition, the HRTPO Board approved the construction of other important regional projects according to the timeline provided in the attached Table. Furthermore, the HRTPO Board agreed that Alternative D of the HRCS-SEIS continues to represent the long term vision of the region. The Board has directed components of the SEIS alternatives not included in Alt A Modified to be incorporated into the Hampton Roads 2040 Regional Transportation Vision Plan. Upon recommendation of the HRTPO Board, the Hampton Roads Transportation Accountability Commission (HRTAC) later passed a resolution allocating up to $7 million to be applied toward the cost of further study of those components specifically the I-564/I664 Connectors, I-664/MMMBT, and VA 164/164 Connector.
