1 Question 14 The Architect of Record RFQ, Section V. PREPARATION OF STATEMENT OF QUALIFICATIONS (SOQ), Sub Section C. SOQ Narrative Comments, Item 8, states: If you are proposing a Joint Venture or Consortium, please provide background to any prior experience of assembly of, or inclusion in, a Joint Venture or Consortium, including the reason for the venture. Please include a Letter of Intent to form the Joint Venture or Consortium, if applicable. A firm may propose to form a Consortium (Prime Consultant with Sub Consultants) as part of its Statement of Qualifications (SOQ). Would it be permitted to reserve the right to form a Joint Venture as part of its Proposal, with the team members identified in the SOQ, as part of its Proposal? The reason for this is that certain SOQ Consortium Sub Consultants are non exclusive members of multiple Consortium teams and are, therefore, not capable of forming a part of a Joint Venture in the SOQ submittal, yet may be free to do so once the shortlisted firms are identified. Please clarify whether firms would be permitted to reserve the right to form a Joint Venture as part of its Proposal, with the team members identified in the SOQ, as part of its Proposal submittal. Answer 14 Yes, it is permitted to reserve the right to form a Joint Venture with the team members identified in the SOQ, if the firm responding is shortlisted for the Proposal stage. Question 15 Letters of Intent On page 4 of 8, the individual SF330s and the Letters of Intent are listed under the SF330. Does that mean that the Letters of Intent are not included in the 30 page count? Answer 15 The letters of intent are not part of the 30 page count. Question 16 On page 3 of 8, it says the Qualification Statement is limited to 30 pages excluding the cover letter and the SF330(s). On page 4 of 8, the Additional Information also says it is excluded from the 30 pages. Is that correct? Answer 16 The Additional Information is excluded from the 30 pages. Question 17 During the Technical Workshop we were told to just list the personnel and projects in the SF330 no detail required. Is it necessary to fill out a Section G for each of the SF330s? Answer 17 Personnel and project details shall be provided in the 30 page response. The SF330 shall simply list the personnel and projects featured in the response. Section G shall be filled out for each SF330. Question 18 On page 4 of the RFQ, under "E. Additional Information" it asks for "Proposers to provide with Part II..." Is this required additional information to be provided only by the prime proposing? Page 1 of 7

2 Answer 18 Please include Part II information for all team members. Question 19 Do we need to include the certifications for all minorities and if so, is it included in the 30 page limit? Answer 19 Please include the M/WBE Certifications for all Minority and Women owned Business Enterprises (MWBEs) on the team. These will not count toward the 30 page limit. Question 20 Will there be a separate RFQ process for urban design/landscape architectural services for the Program components of Train station, podiums, terminal interface/bus Station, Plaza and Plaza Canopy? Answer 20 Yes. Question 21 If a separate RFQ process, can you advise when this will be released? Answer 21 Between second and third Quarter of Question 22 In the DIA Outreach Program December 14, 2010, it was stated that "DIA will not accept pre arrangements or requirements for exclusive teaming." In addition, it stated "DIA will not tolerate requirements for exclusive teaming". Please confirm this is still the mandate for this AOR submittal. Answer 22 The concept of non exclusivity was intended to allow maximum participation. Should a firm choose to be part of a joint venture, their exclusivity is per the terms of the agreement as a business decision. If a firm is part of a consortium or prime/ sub relationship, they could be on multiple teams. Question 23 Does the 30 page limit apply as a single faced or double faced page? Answer 23 Single face. Question 24 In V. Preparation of Statement of Qualifications (SOQ) under B It states that the SOQ shall not exceed 30 pages. Will an 11x17 page count as one or two pages? Page 2 of 7

3 Answer 24 One page. Question 25 For the 6 D modeling, what program will be used for the O&M 6th D? Answer 25 The O&M software used will be Maximo; Codebook will be used as an integration tool. Question 26 Should the SOQ include cost estimating? Answer 26 No. However, cost estimating services will be required in the Request for Proposal from shortlisted firms. Question 27 If local (Denver) firms are certified DBE with airports or agencies elsewhere, but not with the City and County of Denver, can we apply their participation to meet our goal? Answer 27 No. Only firms certified by the City and County of Denver as M/WBEs count toward the goal. Question 28 If an architectural firm is currently working in any capacity on the South Terminal Redevelopment Program, are they precluded from competing on this work? Answer 28 Architectural firms precluded from participating as a Prime or Subconsultants to Parsons on are Santiago Calatrava, Festina Lente, HNTB and Gensler. Question 29 If an architectural firm is currently working as a sub consultant on the South Terminal Redevelopment Program, can this firm act as the prime on this RFQ? Answer 29 Firms that are Lower Tier consultants to Parsons may submit as prime on this RFQ. Question 30 What architectural firms and consultants are currently working on the STRP project? Answer 30 See attached list. Question 31 On the Sustainability Qualifications Questionnaire, could you expand upon what you mean by site specific sustainability plans? Page 3 of 7

4 Answer 31 Site specific sustainability plans refer to a company plan to decrease their environmental footprint with strategies such as inclusion of trash bins for recyclable material, motion controlled lighting and low flush toilets. Question 32 On page 5 of 8, Selection Criteria 5, can you expand upon what you mean by development of dimensions incorporated into the 3D model? Answer 32 Three dimensions, X, Y and Z make the 3D model. The fourth dimension is cost, which can be incorporated into components of the design model. The fifth dimension is schedule. The sixth dimension is Operations & Maintenance. Question 33 Would you consider increasing the minimum M/WBE participation goal? Committee for Airport Fairness recommendation: that the minimum goal of 20% that has been established for the Architect of Record RFQ should be increased to a 40% minimum goal. Answer 33 The AOR M/WBE minimum participation goal is 20%. A forthcoming addendum will specify an incentive score for proposals over 20%. Question 34 Would you consider dictating that Joint Venture members be exclusive to one proposal? Committee for Airport Fairness recommendation: that Joint Venture members can only be a part of one proposal. This includes both majority owned companies and MWBE companies. Answer 34 Should a firm choose to be part of a joint venture, their exclusivity is per the terms of the joint venture agreement as a business decision. Question 35 Would you consider recognizing significant MWBE participation through a Joint Venture via an enhanced weighting of the selection criteria surrounding the inclusion of MWBE firms within a Joint Venture? Committee for Airport Fairness recommendation: that Parsons issue an addendum to the Architect of Record RFQ outlining the RFQ. This addendum should outline submittal requirements relative to the verification of Joint Venture teaming arrangements for the Architect of Record RFQ. In addition, it is a recommendation that the selection process recognize significant MWBE participation through a Joint Venture via an enhanced weighting of the selection criteria surrounding the inclusion of MWBE firms within a Joint Venture. Answer 35 Joint Venture and Consortiums will be rated at Proposal stage rather than at the Statement of Qualifications currently underway. While Qualification Statements will not be rated for team structure, it is important for the Page 4 of 7

5 Qualification Statement respondent to include any consultant they expect to include on their team at Proposal stage. Question 36 Would you consider removing the requirement to submit an SF330? Committee for Airport Fairness recommendation: that Parsons issue an addendum to the Architect of Record RFQ removing the requirement for the inclusion within the submittal of the SF330 Federal Document, and instead allow the Joint Venture Team to present one page resumes of project personnel and highlight up to 10 projects for the Joint Venture Team. The resume and project submittals would fall outside the 30 page limit established by the RFQ. Answer 36 The SF330 form in included as a tool to gather additional information on proposing firms only. The SF330 form is not a basis of selection and will remain in the RFQ. Page 5 of 7
