1 University of Washington Request for Qualifications Commissioning Services for UW Bothell Phase 3 Project Number: Submittal Date: October 3, 2012 at 3:00 p.m. The University of Washington is soliciting Statements of Qualifications from commissioning authority agents to provide the required commissioning authority services for the University of Washington Bothell Phase 3, Science and Academic Building project. Background: This project is a General Contractor/Construction Manager (GC/CM) project and includes the construction of an approximately 75,000 gross square foot, 5- story building to support new and expanded degree programs, as well as accommodate over 600 new full-time equivalent (FTE) students at the University s Bothell campus. The scope includes flat floor and tiered seating classrooms, a 200-seat lecture hall, science and technology-focused instructional labs, faculty offices, a motion capture studio, and casual study space. Design work will be completed in October of 2012, and construction began in August of 2012, with occupancy scheduled for the fall term of This project is targeting U.S. Green Building Council s Leadership in Energy & Environmental Design (LEED) for New Construction to achieve a minimum of LEED Silver level certification through the process of the Green Building Certification Institute (GBCI) and to be a minimum of 30% below energy code requirements for the buildings. The building features a structural concrete frame and is clad in brick, terra cotta panels, and curtain wall. The mechanical system features expansion of the UWB chiller plant with a new 500T chiller, two rooftop air handling units supporting a VAV system, selected rooms with under-floor ventilation, and both active and passive chilled beams. The current construction cost estimate for the project is $41,400,000. Scope of Work: The successful firm will begin service with a review of the recently completed 75% Construction Documents. In order to qualify for this work, firms must be staffed by individuals who have commissioned buildings of similar complexity and type, and firms must have professional engineers as part of their staff. The exact scope of Standard Last Revised: October 24, 2008

2 Page 2 of 6 the commissioning shall be negotiated with the commissioning agent, who shall perform commissioning authority services, including, but not limited to: 1. Review the GC/CM and Owner design narrative, Owner Project Requirements (OPR), 75% Construction Documents, Design Development Commissioning review, and provide integrated commissioning requirements for inclusion into the construction bid documents. Work collaboratively with Owner, GC/CM, Mechanical Contractor/Construction Manager(s) (MC/CM), Electrical Contractor/Construction Manager (EC/CM) and design team to develop the commissioning plan as design is completed. 2. Conduct and document preconstruction coordination, installation, and verification site meetings. 3. Review the functional performance test procedures submitted by GC/CM s Test Engineer to ensure they meet the specifications and Owner Project Requirements and are consistent with commissioning strategy. 4. Schedule, organize, and coordinate on-site commissioning meetings with Owner, Design Team, GC/CM, and Subcontractors to present and discuss the commissioning plan and discuss unresolved issues. 5. Conduct site observations to evaluate compliance with contractual obligations. 6. Verify start-up of electrical systems and collect and review start-up documents provided by contractors. 7. Perform some installation verifications to confirm that equipment and systems designated for commissioning are completely installed and ready for functional testing. Schedule, coordinate, and witness the completion of appropriate functional performance testing as detailed in the commissioning plan. 8. Verify contractor compliance with all specified training requirements related to those systems scheduled for commissioning. 9. Review the final commissioning report as provided by the GC/CM and make recommendations for acceptance.

3 Page 3 of Perform all tasks required to support LEED TM Silver certification, including EA Prerequisite 1 and EA Credit 3. Compilation of submittal documentation and management of the USGBC process shall be by others. The Commissioning Authority shall submit inspection reports and test results to the GC/CM, Architect/Engineer and Owner. As noted, the project is currently in the Construction Documents phase, which should be complete by October of 2012, with Substantial Completion for the project scheduled for May Evaluation Criteria: The SOQ must include and will be evaluated based on the following. Each firm s SOQ must include an index and be organized by discrete sections corresponding to the criteria and in the same order as below: 1. Evidence of membership in the Building Commissioning Association (BCA). 2. Brief history of the company including the firm s management structure and organization, number of employees, number of years in business, etc. 3. The commissioning authority expertise and capability of the firm including the type of commissioning authority generally performed and the types of projects the firm works on. Experience with active and/or passive chilled beams is a plus. 4. A description of the firm s experience over the last four years, including a list of projects worked on that are of similar size and scope, their location, the dollar amount of each project, the firm s contract amount, and the services provided by the firm. 5. A description of the firm s experience in performing enhanced commissioning for LEED certified buildings. 6. Discussion of the firm s experience and approach in commissioning buildings delivered via the GC/CM delivery method, and what opportunities for commissioning are presented by use of the MC/CM and EC/CM process for this project. 7. Provide contact information for at least five professional references for previous clients including name and telephone numbers. Cited references should include project name, reference name, title, project role, and current contact telephone number. Refer to the Selection Process section of this RFQ for information about how reference checks will be used in the evaluation process.

4 Page 4 of 6 8. Identify key personnel to be used and availability for this project. Include a copy of their resume that should include their work history, appropriate certifications, and description of their commissioning authority responsibilities. 9. Location of the firm and proximity to the work site. 10. Acceptance of the University s standard contract. Submittal Deadline: One unbound original and three bound copies of the Statement of Qualifications containing the above-listed information must be received at the University Facilities Building no later than 3:00 p.m. on October 3, Submittals sent by mail or courier shall be sent to the address below (use box number for U.S. Postal Service (USPS) delivery only). Faxed or ed submittals will not be accepted. Consultants are responsible for ensuring receipt of the SOQ at the University Facilities Building by the deadline stated above, and should take into account internal UW delivery times once USPS delivers a submittal to the box number indicated, and other delays that may occur when using a delivery service. Submittals received after the deadline will not be considered. Selection Process: The SOQs will be reviewed by an evaluation committee and the most qualified firms will be notified by letter on or about October 9, 2012 and invited to an interview to be held on or about October 17, After the interviews, the points from the SOQ evaluation and the interview evaluation will be summed and the most highly qualified firm will be invited to submit a work plan and cost proposal and to enter into negotiations with the University. If the University and the most highly qualified firm cannot agree on terms that are fair and reasonable, the University may enter into negotiations with the second most qualified firm.

Experience with and ideas about working within the GC/CM and EC+MC/CM delivery structure should be addressed. Weighting (Maximum Points) 2 Personnel: Relevance of experience and knowledge of the project Communication: Interpersonal 25

6 Page 6 of 6 communication between team members and with interview committee Presentation and Questions: Clarity of expression and thoroughness in firm s presentation, and in providing insightful answers to questions asked by the interview committee. Quality of questions asked by the firm. 25 Total Points: 100 References: The University reserves the right to conduct reference checks for the highest scoring firm(s) either after qualifications have been evaluated, and/or after interviews have been held. In the event that information obtained from the reference checks reveals concerns about the firm s past performance or their ability to successfully perform the contract to be executed based on this RFQ, the University may, at its sole discretion, determine that the firm is not the most (highly) qualified firm and may select the next highest-scoring firm whose reference checks validate the ability of the firm to successfully perform the contract to be executed based on this RFQ. In conducting reference checks, the University may include itself as a reference if the firm has performed work for the University, even if the firm did not identify the University as a reference. MWBE: The University of Washington is committed to providing the maximum practicable opportunity for participation by minority business enterprises (MBEs) and women business enterprises (WBEs) in its contracts through direct contracts with the University, and sub-consulting or supplier participation. The University strongly encourages MBEs and WBEs certified by the State OMWBE to respond to this RFQ. Voluntary goals of 10% for MBEs and 6% for WBEs have been established for this project. However, no minimum level of MWBE participation will be required as a condition for entering into a contract. The University is also an affirmative action-equal opportunity employer.
