New Gold is a BC-based intermediate mining company that has the experience, financial resources, and capital market expertise to develop the Blackwater Project and operate the mine through to closure. We know our growth and success depend on the long-term economic, social and environmental sustainability of each of the communities in which we live and work. 2 ESTABLISHING ROOTS IN THE REGION To serve the local community, New Gold has established the Blackwater Project Office and Sample Preparatory Lab in Vanderhoof. The Lab employs local residents who assist with the analysis of core samples from the Blackwater Project s exploration site. The Project Office is open from 8:00 to 4:30 weekdays to provide information and answer your questions. We ll also be publishing community updates and project information on our website, so please check for the latest news. 3 ENVIRONMENTAL ASSESSMENT PROCESS The project is subject to a harmonized federal /provincial environmental assessment process. PROJECT DESCRIPTION Determination that Project is reviewable (Section 10 Order / Notice of Commencement) Scope and process for review determined (Section 11 Order) Application Information Requirements (AIR) / Environmental Impact Statement (EIS) Guidelines Application / EIS prepared and submitted Application / EIS evaluated for completeness Application / EIS Reviewed Assessment Reports Project decisions by Ministers Public comment period Public comment period Public comment period PRE-APPLICATION STAGE APPLICATION / EIS REVIEW STAGE DECISION WORKING GROUP REVEW FIRST NATIONS CONSULTATION AND ENGAGEMENT WITH ABORIGINAL PEOPLES Environmental assessment requires: Opportunities to involve all interested parties Consultation with Aboriginal peoples Technical studies to identify and examine potential project effects Strategies to prevent or reduce adverse effects The development of comprehensive reports summarizing input and findings. Before New Gold can submit its application/eis for federal and provincial environmental review, it works with technical experts, stakeholders and Aboriginal peoples to define the scope of the environmental assessment. Once the scope has been defined, New Gold works with environmental specialists, engineers, the communities and Aboriginal peoples to design the project to minimize potential negative effects and maximize positive outcomes. 4 WE HIRE LOCAL PEOPLE AND PURCHASE LOCAL GOODS AND SERVICES The Blackwater Project has hired more than 200 employees during the exploration phase. Over 23 percent of project employees are Aboriginal peoples and more than 66 percent currently come from the local region. More than 70 on-site contractors are from local companies. New Gold anticipates hiring an average of 1,000 workers during construction (1,500 during peak times) and about 500 full time workers to operate the mine. We are working with community partners to maximize opportunities for local business and diversify local economies. Nathan Patrick, Sample Prep Lab Crusher This job benefits me in a lot of ways. I can help my family out when they need it. I can start building my credit up so I can start getting nice things for myself and family members and sometime in life start a family knowing I can support them. Nathan Patrick
WE ARE BUILDING ON OUR EXPERIENCE AT NEW AFTON New Gold s New Afton Mine opened this summer ahead of schedule and under budget. It was recently awarded the Corporate Advocate for Aboriginal Business Award and the 2011 Mining and Sustainability Award. New Afton has: Signed a Participation Agreement with First Nations Partnered with the BC Aboriginal Mines Training Association Provided construction, catering, maintenance, security and environmental monitoring contracts to Aboriginal peoples. New Afton has more than 400 employees. Aboriginal peoples make up more than 20 percent of its workforce, and local residents make up more than 75 percent.
WE STRIVE TO BE A FULL PARTNER IN THE COMMUNITY AND THE REGION New Gold actively supports community-building and promotes opportunities for economic diversification. In August, we hosted the first Blackwater Community Sustainability Committee meeting to connect New Gold and the community. To ensure communities benefit from the project, New Gold makes significant contributions to local social and economic growth. These contributions helped: Send 14 athletes and 5 Nechako Valley Community Services Society staff to Operation Trackshoes in Victoria Purchase a new washrack for the Vanderhoof 4-H Club Provide a wheeled stretcher for the Nechako Valley Search and Rescue. New Gold will continue to contribute to the local community for the life of the Blackwater Project. From left to right: New Gold President and CEO Bob Gallagher, Saik uz First Nation Chief Jackie Thomas, Vanderhoof Mayor Gerry Thiessen, and Blackwater Project Community Manager Kathie LaForge at the Vanderhoof Project Office opening.
THE BLACKWATER GOLD PROJECT IS IN THE EXPLORATION PHASE Exploration work includes: Exploration drilling to define the size of the Blackwater ore body Systematic exploration of the property through geological mapping, soil, stream and till sampling and geophysical surveys. In 2013, drilling will continue to delineate the resource and gather the information necessary to complete the Feasibility Study. Discovery Closure & Reclamation Exploration Operation 2017 Resource Delineation Construction 2015 Feasibility 2013 Environmental Assessment
NEW GOLD IS COMMITTED TO BUILDING STRONG PARTNERSHIPS WITH ABORIGINAL PEOPLES The Blackwater Project has already hired 48 Aboriginal peoples as camp attendants, labourers, environmental monitors, geotechnical assistants, lab technicians and core cutters. In partnership with the BC Aboriginal Mine Training Association, New Gold provided 50% funding for a Drill Core Technician / Field Exploration program at Northwest Community College and has hired program graduates. New Gold has signed two Exploration Cooperation Agreements with First Nations regarding opportunities for employment, contracting, training and education. We are also in the early stages of engagement with our other First Nations partners. The project has hosted youth from Nazko First Nation who are participating in the award-winning BladeRunners program.
WE MAXIMIZE SUSTAINABILITY THROUGH INNOVATIVE SOLUTIONS To maintain the highest environmental standards, the Blackwater Project: Avoids impacts to Northern Caribou habitat Preserves and protects the Whitebark Pine Minimizes water use and water transport by using wells and recycled water.
THANK YOU FOR COMING Please leave us your questions and comments, and be sure to call or drop by the Project Office in Vanderhoof. We look forward to working with you to make a positive contribution to the region. (250) office.blackwater@newgold.com
