Large number of interconnection requests to the SGIP serial process No longer workable to continue serial approach (studying projects one at a time, in succession) Higher queued projects must be completed before lower queued projects who wait Must recognize interdependence between LGIP and SGIP One integrated system with collective impacts Slide 5

11 Draft Final Proposal Highlights Combines small and large generator interconnection procedures into a single interconnection procedure with three study tracks Cluster Study Track provides a shorter timeline than current LGIP Includes Independent Study Processing Track for qualified projects Retains the less than or equal to 2 MW Fast Track from current SGIP Introduces deliverability options for all projects including current Energy Only projects Slide 11

14 Proposed Study Deposit Amounts and/or Processing Fees One-time study deposit of $50,000 plus $1,000 per MW of project capacity (changed from tiered Straw Proposal based on stakeholder comments encouraging right sizing of projects) Up to $250,000 maximum Historically SGIP customers have paid $45,000 to $100,000 Applies to both Energy Only and Full Capacity projects Implemented for all pending interconnection requests when FERC makes the tariff amendment effective Upon withdrawal of an interconnection request, portions of the study deposits are refundable Fast Track Non refundable $500 fee and study deposit not to exceed $1,000 Slide 14

21 Method to Determine Generator Independence Pass both tests (added for greater objective certainty per stakeholder feedback) Tests for screening purposes only Additional information may be provided to help developer determine appropriate interconnection track Pass flow impact test Incremental and aggregate power flows must be below 5% If aggregate flows greater than 5% and incremental flows less than 1%, then may pass Pass short circuit test Short circuit contribution at substation(s) must be less than 100 amps Slide 21
