Introduction Why Change? Large number of interconnection requests to the SGIP serial process No longer workable to continue serial approach (studying projects one at a time, in succession) Higher queued projects must be completed before lower queued projects who wait Must recognize interdependence between LGIP and SGIP One integrated system with collective impacts Slide 5
Number of Projects ISO SGIP Interconnection Requests now surpass LGIP Interconnection Requests Annual ISO Interconnection Requests (IRs) Number of Projects per Year (no WDATs) SGIP Projects Status No. of Projects ~No. of MW Withdrawn Complete 6 49 Active 118 2,064 Total 154 2, (YTD) Year LGIP SGIP Slide 6
Number of Projects ISO and WDAT SGIP Interconnection Requests far surpasses LGIP Interconnection Requests Annual ISO IRs & PTO WDAT IRs Number of Projects per Year LGIP incl. WDATs SGIP incl. WDATs (YTD) Year Slide 7
Calendar Days SGIP projects in ISO queue averaged 421 calendar days from IR to Final Facilities Study 700 Calendar Days from IR to Final Facilities Study Average = 421 Calendar Days 12 Projects Completed over last 2-years (start to finish) SGIP Projects in ISO Queue Slide 8
Calendar Days Estimated time to clear existing SGIP queue continuing serial process (no reform) is long even with improvements. 1,500 1,350 1,200 1,050 Estimate of Calendar Days from IR to Final Facilities Study (improving # projects completed per yr) * 12 projects completed over last 2-years * 24 projects completed over next 12-months * 36 projects completed over following 12-month period * 34 remaining projs comp in 12-mo period that follows SGIP Projects in ISO Queue Slide 9
Meeting Objectives Present the Draft Final Proposal to stakeholders Highlight changes from the straw proposal motivated by the comments received from the working group and stakeholders Receive stakeholder input on the Draft Final Proposal Slide 10
Draft Final Proposal Highlights Combines small and large generator interconnection procedures into a single interconnection procedure with three study tracks Cluster Study Track provides a shorter timeline than current LGIP Includes Independent Study Processing Track for qualified projects Retains the less than or equal to 2 MW Fast Track from current SGIP Introduces deliverability options for all projects including current Energy Only projects Slide 11
Proposed Interconnection Process and Tracks Cluster Study Track Any size All projects qualify Independent Study Processing Track Any size Qualified projects only Less than 2 MW Fast Track Less than 2 MW in size Qualified projects only
Proposed Application Process One single interconnection request to enter either of the three tracks Two window opportunities to enter Cluster Study Track every year Windows open for one month Enter the Independent Study Processing Track or Fast Track at any time of the year
Proposed Study Deposit Amounts and/or Processing Fees One-time study deposit of $50,000 plus $1,000 per MW of project capacity (changed from tiered Straw Proposal based on stakeholder comments encouraging right sizing of projects) Up to $250,000 maximum Historically SGIP customers have paid $45,000 to $100,000 Applies to both Energy Only and Full Capacity projects Implemented for all pending interconnection requests when FERC makes the tariff amendment effective Upon withdrawal of an interconnection request, portions of the study deposits are refundable Fast Track Non refundable $500 fee and study deposit not to exceed $1,000 Slide 14
Proposed Technical Information Required Technical information to be submitted with interconnection request is same as current LGIP Cluster Study Track Site Exclusivity or post in lieu site exclusivity deposit 20 MW or less $100,000 (less than current LGIP) Greater than 20 MW $250,000 Independent Study Processing Track or Fast Track Projects no deposit option Site Exclusivity (changed from straw proposal) Slide 15
Proposed Annual Cluster Study Track Small and Large projects studied together Two studies: Phase l and Phase ll 420 calendar days in length Accelerated Phase ll study option retained Two application windows (shortened to 1 month each) Slide 16
Second Cluster Study Track Window Second application window after Phase l study (changed from straw proposal in response to stakeholder feedback) Scoping meeting Enter Phase ll study waive Phase l study Qualification Criteria Less than or equal to 20 MW size Studied as Energy Only Needed to meet commercial operation date Post twice the minimum security posting before Phase ll study starts No cost cap on network upgrades cost responsibility Slide 17
Coordination with the Transmission Planning Process TPP reevaluation may result in network upgrades identified in the Cluster Study Track being: Left unchanged proceed to LGIA Modified modifications likely included in LGIA Increased in capacity modifications likely included in LGIA Eliminated if there is a better network upgrade option not in LGIA Projects considered for reevaluation in the TPP New transmission line 200+kV & $100M capital cost New 500kV substation & $100M capital cost $ 200M Capital cost Projects to be reevaluated by TPP announced in June of every year Results of TPP reevaluation published in January of every year (cost or credit posting to be explored in a new stakeholder process to begin in late 2010) Slide 18
Independent Study Processing Track Studied independently of Cluster Study Track Applications accepted at any time during the year Deposits are the same as required in the Cluster Study Track Eligibility Cluster Study Track does not meet desired COD - meet 2 of 3 Regulatory approvals and permits Equipment Financing/financial resources Demonstrate Site exclusivity Electrically independent of Cluster Study Track projects Slide 19
Fast Track less than 2 MW Retained from current SGIP Screen # 10 removed Construction of facilities required to accommodate the small generating facilities will not make it ineligible for Fast Track If facilities needed, then Fast Track still an option providing other screens satisfied Slide 20
Method to Determine Generator Independence Pass both tests (added for greater objective certainty per stakeholder feedback) Tests for screening purposes only Additional information may be provided to help developer determine appropriate interconnection track Pass flow impact test Incremental and aggregate power flows must be below 5% If aggregate flows greater than 5% and incremental flows less than 1%, then may pass Pass short circuit test Short circuit contribution at substation(s) must be less than 100 amps Slide 21
Deliverability Proposal Option 3 One-time deliverability assessment (to obtain Full Capacity) option during cluster 4 study process same as first time entrant to interconnection process (hybrid of previous options based on stakeholder feedback) Previously processed LGIP & SGIP under WDAT LGIP Energy Only SGIP Study deposits same as first time entrant credit for study deposits paid for currently studied projects Energy Only projects must choose to remain in serial group or transition cluster OR transfer to cluster 4 as a Full Capacity project Slide 22
Deliverability Proposal cont. Annual opportunity to request and obtain Full Capacity using available transmission Previously processed LGIP & SGIP under WDAT LGIP Energy Only SGIP Other Energy Only generation in ISO BAA Generation greater than 50 MW denied Full Capacity may be allocated partial capacity using available transmission Slide 23
Deliverability Proposal cont. Annual opportunity requirements Submit an application and $10,000 study fee to the ISO Applications accepted in annual March interconnection request window starting in March 2012 Study results would be available around September of each year Lower priority deliverability subject to reduction not expected but may be necessary When Full Capacity denied transmission mitigation plans will be considered in the ISO comprehensive TPP Slide 24
Data Availability ISO will maintain the same publishing of base case data requirements under the current LGIP Prior to Phase l interconnection study After the phase I interconnection study Prior to the phase ll interconnection study After the phase ll interconnection study Data availability will be a focus of the 2011 Stakeholder effort Slide 25
Financial Security Postings Project Size First Posting Second Posting Third Posting Network Upgrades Network Upgrades Lesser of Lesser of 20 MW or less 15% $20,000 per MW (but in no event, less than $50,000) PTO Interconnection Facilities 20% $ I million 30% of lower of Phase I or Phase II (but in no event less than $100,000 PTO Interconnection Facilities 30% Network Upgrades Lesser of 100% Greater than 20MW carryover of current LGIP $25 million** 30% of lower of Phase I or Phase II (but in no event less than $500,000) 100% **New PTO Interconnection Facilities 30% Slide 26
Proposed Transition Plan SGIP Projects Study options if interconnection customer desires Energy Only interconnection Study options if interconnection customer desires Full Capacity interconnection Projects with a signed and returned System Impact or Facilities Study agreement by July 30, 2010 SGIP Serial Projects SGIP Transition Cluster GIP Cluster 4 GIP Cluster 4 Projects that applied prior to October 1, 2010, but do not have a signed SIS or Facilities study agreement by July 30, 2010 SGIP Transition Cluster GIP Cluster 4 GIP Cluster 4 Projects that apply after September 30, 2010 GIP Cluster 4 GIP Cluster 4 Slide 27
