1 CSIR Pay Table Transitional pay table phasing in from the Miscellaneous Kindergarten & Child Care Centres Award NSW NAPSA Long Day Care to the Children s Services Award 2010 This pay table sets out the rates of pay and allowances applicable from the first full pay period commencing on or after 1 July The rates of pay are derived by translating classifications from the pre-modern award to the applicable classification under the modern award. These translations are indicative only and further advice should be sought if in doubt. The rates of pay incorporate the 2013 federal minimum wage increase of 2.6% per week (with weekly wages rounded to the nearest 10c) and the fourth stage of phasing in (20% of the transitional difference between the old award and the modern award as at 1 January 2010). In line with the national minimum wage increase resulting in an adjustment to the Standard Rate, allowances will also increase from 1 July Most expense related allowances will also increase. This pay table applies to all employees (regardless of their commencement date) where the Miscellaneous Kindergarten & Child Care Centres Award (NAPSA) previously applied. NOTE: Most subscribers using the NAPSA pay table undertake childcare services on a fee for service basis and hence pay rates under the NAPSA have applied since March However, if you were using the preserved State Award prior to 1 February 2011, please contact your Jobs Australia Industrial Relations adviser for these rates of pay as there may be some differences. The pay rates that appear in Part 4, clause 14 of the modern Children s Services Award do not come into effect in full until 1 July Disclaimer: This pay table has been prepared based on information available from Fair Work Commission. The NAPSA provided a loading of 15% + an annual leave component. The transition from the old loadings to the modern award loading is phased in over 5 years, so that the full 25% loading is not required to be paid until July From 1 July 2013, the loading is % *** An Assistant Director who holds an Advanced Diploma (AQF 6/3 year qualified) must be paid no less than Level 5.4
5 Page 4 of 4 Version: Note about 11/06/2013 phasing in of modern award rates. Modern award classifications have now replaced the previous classification structure. This requires positions to be classified in accordance with the modern award. This paytable provides a translation to the new structure, assuming positions were correctly classified under the old award. Where there is a difference in pay rates between the old and modern awards, the following phasing in method is followed, in accordance with Schedule A of the modern award, and consistent with the Guidance Note produced 1. Calculate by the difference Fair Work between Ombudsman. the rate that applied on 31 December 2009, and the modern award rate. This is called the transitional difference (TD). 2. Add the National Wage Increase (NWI) to both the modern award rate and the old award rate. 3. (a) If the modern award rate > old award rate in step 1, from 1 July 2013 subtract 20% of the TD from the modern award rate inc NWI. 3. (b) If the old award rate > modern award rate in step 1, from 1 July 2013 add 20% of the TD to the modern award rate inc NWI. 4. If the modern award rate is lower than the old award rate and the transitional amount is $26 or less, phasing is not required and the modern award rate is used. This has occurred where the weekly rate appears in bold. 5. Due to a quirk in the method for calculating phased in changes to rates of pay (where the transition amount is less than the size of the national wage increase), some paypoints appear to be a lower rate than the previous increment or classification paypoint. Where this is the result of the phasing in calculation, we suggest adjusting the rate with a small overaward component to be at least equal to the previous increment or classification level. It is generally inadvisable to reduce an employee s pay when they progress to a higher level. These anomalies only affect a few paypoints, and the problem will disappear in future years as the 6. Clause A.3.7 of the modern award requires that the Federal minimum wage increase of $26 per week is simply added to the NAPSA rate of pay with no phasing, if the pre-modern award NAPSA rate of pay was higher than the modern award rate. These are also indicated in bold.
