1 Grant Opportunity - Willow Creek Restoration Project The purpose of this grant opportunity is to restore degraded sage grouse habitat in the Toiyabe Population Management Unit (PMU). The goal is to facilitate sage grouse habitat restoration efforts through meadow protection and improved livestock management. The proposal at a minimum must include: Proposal text on letterhead expressing ability to conduct scope of work Identification of the agency or entity on letterhead. Proposed cost estimate of fully loaded costs A schedule of activities Documentation of restoration experience Submission of this proposal in digital form Grant Eligibility (must meet all of the following criteria) Specific experience in fence construction and cattle guard placement. Experience working on restoration of meadows on public lands. Heavy equipment (such as backhoes) will be provided by the Grantee necessary to place the cattle guards. Grant award preference will be given to those entities that demonstrate the incorporation of a youth life/work skills curriculum supported by employment opportunities. Must have office in Battle Mountain, Nevada. Scope of Work The two projects being proposed under this grant opportunity are: 1) Lower Willow Creek Exclosure Rebuild: This project requires the removal and/or maintenance of the existing Lower Willow Creek Meadow Exclosure. The side portions of the existing wire fence exclosure will be maintained and bolstered where necessary, while an end fence will be removed and replaced with 3 rail steel jack pipe fence (see attached map). The exclosure will remain on the existing alignment, having a total perimeter length of approximately 6,900 feet with the end replacement sections composing approximately 1000 feet. The 3 rail steel jack pipe fence must be bolstered by metal t-post supports at each cross-buck.

2 2) Willow/Barton Pasture Fence: The project will require the construction of new rangeland fence with gates and cattle guards to assist livestock management control to improve associated sage grouse habitats. The 4 strand range fence will be built to standard BLM wildlife friendly specifications with 2 - twelve foot gates installed on bisecting public access roads (see attached map). In addition 2-12 foot cattle guards will be placed across the Lander county road in conformance with county and BLM standard specifications. The grantee Bootstrap crew will supply all necessary labor, supplies, and materials, to construct the range fence, hang the gates and place the cattle guards in conformance BLM specifications. NDOW will supply the 5,000 feet of traditional 4-strand rangeland fence material, 2-12 foot cattle guards and 2-12 foot gates. All materials necessary for the completion of these projects will be supplied by NDOW, in conjunction with other Wildlife Working Group members. The Grantee will supply the necessary labor, equipment, and supplies, to remove and dispose of the existing fence as well as constructing the new fences (both range and pipe rail) to BLM specifications. Location The project location of this property is on Bureau of Land Management lands along Willow Creek drainage in Toiyabe Range of Lander County, NV. Specifically, the projects are located approximately 10 miles northeast of Austin in Township 20 North, Range 44 and 45 East (see attached maps). Pre-field Review This scope of work will be reviewed by Nevada Department of Wildlife (NDOW) staff before the work begins, to address any site specifics, questions, and concerns, and to ensure that appropriate project specifications are understood. NDOW staff will be conducting site monitoring visits throughout the project with a final project manager approval being conditional to disbursement of funds. Grantee Notifications The Grantee is responsible for quality control, the ability of the assigned work force to perform the specified work, and to ensure that work meets the necessary specifications. Additionally, the Grantee shall furnish all labor and supervision, and incidentals to perform all work as set forth in the scope of work. A completion report, documenting construction of each of the projects, must be supplied with any request for reimbursement of funds. The report must be provided in both hard copy and electronic formats (pdf) along with any supporting photos and/or maps for each of the projects. Grant award preference will be given to those entities that demonstrate the incorporation of a youth life/work skills curriculum supported by employment opportunities located in Lander County, Nevada.
