17 RRSEP Meeting Minutes June 22, 29 1: 12: Attending: Repp Glaettli, Greg Harper, Gregor Patsch (Albemarle), Lindsay Check Snoddy (Albemarle County Public Schools), Dan Frisbee, Ryan Mehring (Charlottesville), Tamara Ambler (RWSA), Jeff Sitler and Jess Wenger, (UVA), Martin Johnson (TJSWCD) Location: McIntire County Office Building, Room IDDE Flyer Utility Mailing Dan reported that the city utility mailing is contracted to a company in North Carolina that is quite particular about how materials are prepared, so it will not be cheaper to have the county do the printing. The RRSEP will reimburse the city for the number of copies printed at the same rate the county charges ($.5/page). Both the city and the county will arrange for the mailing to take place in July. Costs will amount to $8 (16, copies) for the county and $117.5 for the city (23,5 copies). 2. Movie Ads Greg will arrange for our three stormwater PSA slides related to car washing, pet waste and lawn fertilizer to be shown for two month at every movie at the local Regal Cinemas (4 screens downtown and 6 screens at Seminole Square). We will time the campaign to coincide with the release of the new Harry Potter movie in anticipation of increased attendance. The cost for two months will be $ IDDE Web Site Report Form Martin revised the IDDE report form on the RRSEP web site to include information about where the reporter found out about the report form. It turns out that it is no possible to designate more than four recipients for the that is sent out when a report is submitted. 4. Future RRSEP Education Projects The group decided to organize a campaign to encourage homeowners to apply less fertilizer on lawns, and to suggest that it be applied only in the fall. The campaign will launched in the late summer and early fall. We will coordinate with Virginia Cooperative Extension, as they do soil tests and have experience with the topic. The group also decided to research approaches to a proposed anti-cigarette butt littering program to follow our fertilizer initiative. 1

18 5. Partner Reports Albemarle County Design of the Crozet constructed wetland is almost finished. That and the streetscape project will be put out for bid in spring 21. Construction on Woodbrook Lagoon will begin in the fall. The county's Cityview database will soon be available for stormwater management BMP tracking and IDDE data. Inundation studies will have to be conducted for six dams the county owns. Greg will be meeting with Community Development to help compile comments on the new stormwater regulations Signs about privately-owned stormwater management BMPs will be offered free of charge to land owners who are interested in putting them up. Charlottesville Construction on the biofilter and rainwater harvesting system at Charlottesville High School will start in two weeks. An in-house inspection program is being set up for ~7 privately-owned stormwater management BMPs. Firms are being chosen to bid for the Meadow Creek restoration project. Construction is expected to begin early in 21. County Schools Planting of the Albemarle County High School green roof is scheduled to begin next month. RWSA The plant upgrade for improved nutrient removal is underway. The sewer line replacement for the Meadow Creek Interceptor is proceeding Landscaping in the sewer line right-of-way is being planned An RFP for a dredging study for the South Fork Rivanna River Reservoir has been released. UVA Stormwater sampling is ramping up with the assistance of students. 6. Next Meeting The next meeting will be held from 1: to 11:45 on August 19 th in Room C of the County Office Building on 5 th Street. 2

19 RRSEP Meeting Minutes August 19, 29 1: 12: Attending: Repp Glaettli, Greg Harper, Gregor Patsch (Albemarle), Lindsay Check Snoddy (Albemarle County Public Schools), Dan Frisbee, Ryan Mehring (Charlottesville), Jeff Sitler (UVA), Martin Johnson (TJSWCD), Leslie Middleton (Rivanna River Basin Commission) Location: 5 th Street County Office Building, Conference Room C 1. Rivanna River Basin Commission Leslie Middleton, Executive Director of the RRBC, reported on the origin, establishment and projects of the organization. Several of the RRSEP's members are on the RRBC's Technical Advisory Committee, and many of the organization's projects complement or overlap with RRSEP goals. We will share information on projects, and look for opportunities to work together. 2. IDDE Flyer Utility Mailing Dan reported that the city mailing proceeded as planned. Greg reported that there has been a delay in the county's mailing, but efforts are being made to get the IDDE flyers out as soon as possible. There has already been feedback from the public that the flyer helped them in their efforts to report pollution events. 3. IDDE Reports There were several IDDE reports since our last meeting: A janitor at Venable elementary School dumping cleaning waste down a storm drain. Has been instructed to cease and desist. Report via our web form. Dumpster juice reported going down storm drain behind shops in Barracks Road shopping center. Found to be due to a faulty dumpster, which will be repaired. Waste grease from restaurant being dumped down a drain. Restaurant instructed to cease and desist. Restaurant power-washing degreaser in parking lot. Told to use water without detergents or other cleansers. Waste water being dumped down drain at shopping center. Landlords expressed willingness to deal with the issue at this shopping center and others where they have property. Several conclusions were reached following a discussion of these incidents: Our flyer mailing was effective in making citizens aware of the issue of storm drain dumping, and letting them know how such incidents can be reported. 1

20 Restaurants (and other businesses) should be reminded on a regular basis regarding the issue and BMPs they an use to prevent water pollution. Our last communication to restaurants was two years ago. Restaurants and the areas behind shopping centers are hot spots for drain dumping. Whenever a partner receives a report from the web that pertains to their jurisdiction, they will send an to other partners (who receive the reports) acknowledging that they will handle the report, and then a follow-up summarizing action taken. 4. Movie Ads Gregor confirmed that he had seen our stormwater ads at a Regal Cinema, and that there had been an audience response to the pet waste slide. We were informed that Regal Cinemas are not showing the Harry Potter movie. 5. Lawn Fertilizer Education Initiative Martin will contact Cooperative Extension to find out how we can partner on this project. Depending on what he finds out, Martin will also draft a flyer or ad. Gregor suggested that we emphasize financial savings that result from responsible lawn product use, in addition to the environmental advantages. It was suggested that the City Market might be a good place to set up a booth to publicize the issue. Or we could piggy-back on an existing booth. 6. Storm Drain Marking Lindsay will hold a storm drain marking event at Western Albemarle High School on October 14. Martin offered to assist with a PowerPoint presentation. 7. Virginia Citizens for Water Quality Repp reported on a Virginia Citizens for Water Quality Summer Summit held August 15, 29 at UVA put on by the Alliance for the Chesapeake bay. Watershed report cards are an easy way for the general public to understand how things are going. Streamwatch does a nice report card. We may be able to apply this to work we do that we want to educate the public about the changes over time, maybe IDDE Livable Neighborhoods: A Community-based Water Stewardship. This is a DEQ program, the speaker was David Ruble of DEQ. They train local leaders to talk to other in the neighborhood. The Reedy Creek Coalition in Richmond is doing a stormwater audit door to door in there watershed. There are not really any good websites for them, this work seemed interesting Cigarette Litter Education Initiative Ryan presented his research into cigarette litter campaigns with an informative PowerPoint presentation. The group decided to look into focusing on the Historic Downtown Mall for a pilot anti-cigarette-liter campaign. 2

21 Dan will check with the city about the possibility of erecting a transparent trash receptacle of cigarette butts collected on the mall to dramatize the severity of the issue. Dan will also check into the mall cleanup schedule to see whether we would be able to spend a Saturday morning collecting Fridays After Five cigarette litter for use in the display. Jeff will look into containers available locally to use for the display. Lindsay will talk to the Crozet police chief to guage the reaction of law enforcement to suggestions that anti-litter laws be enforced. Lindsay will also look into the possibility of getting coverage of the topic/campaign on the Better World Betty show. Crozet recently passed a cigarette tax. Martin will talk to Robbi Savage to find out if an anti-litter campaign could be coordinated with an Rivanna Conservation Society stream cleanup. Martin will also ask about the possibility of establishing a link to our IDDE pollution-reporting page on the RCS web site. 9. Next Meeting The next meeting will be held on October 7 from 1: to 12: in Room 241 of the McIntire County Office Building. 3

22 RRSEP Meeting Minutes October 7, 29 1: 12: Attending: Repp Glaettli, Greg Harper, Gregor Patsch, Aaron Bloch (Albemarle), Lindsay Check Snoddy (Albemarle County Public Schools), Dan Frisbee, Kristel Riddervold (Charlottesville), Jeff Sitler, Jess Wenger (UVA), Martin Johnson (TJSWCD) Location: McIntire County Office Building, Room IDDE Flyer Utility Mailing Greg reported (after the meeting) that the IDDE flyers went out in multiple billing cycles between Sept 1 and Sept IDDE Reports Martin reported that he'd received one false alarm involving sheen from iron floc bacteria that looked like oil, and a report on dumping of leaf litter down storm drains in a subdivision in previous year (the caller promised to call again in a more timely manner if it was observed this year). It was suggested that we add leaf liter and grass clippings to our lawn maintenance BMP initiative. 3. Anti-Cigarette Litter Initiative Jeff found an online source for clear plastic tubes of various sizes up to 6 inches in diameter and 6 feet high. It was suggested we get a better idea of the volume we might expect before we place an order. Dan is still working on getting information and/or permission to collect and display cigarette litter on the Historic Downtown Mall. Kristel suggested the work might occur too early for us to get in before the Saturday or Sunday morning cleanup. If that is the case, our volunteers might consider a late afternoon or evening foray into the mall sweeping business. Lindsay had a correction for last meeting's minutes, that the locality from which she was garnering information about law enforcement attitudes towards enforcing anti-litter laws was Scottsville rather than Crozet. Lindsay is still in the process of collecting information, and is in a position of some advantage as regards access to the town's mayor. 4. Lawn Maintenance BMP Education Initiative It was suggested that we broaden the focus of our lawn maintenance initiative from fertilizer to include leaf litter and lawn clipping disposal. Martin was asked to come up with a graphicheavy ad on the topic for the Cville Weekly. 1

23 5. Partner Reports The Virginia Soil and Water Conservation Board has adopted the new regulations that have been under development (Parts I, II, III and XIII). However, they were temporarily suspended to allow an additional 3 day public comment period for those who wish to comment on the revised sections. The Board expects to take final action in December. Last week the partners submitted their annual reports to DCR. Partners are still in the process of gathering data about stormwater BMPs for submission to DCR. DCR's Doug Fritz has indicated he is available to deliver a talk to local MS4 permit holders on how the TMDL process will affect the permit process. Kristel reported that the city has arranged a tour to give the Rivanna River Basin Commission an overview of the city's stormwater program. 7. Next Meeting The date for the next meeting will be announced. 2

24 RRSEP Meeting Minutes January 26, 21 1: 12: DRAFT Attending: Greg Harper, Gregor Patsch, Lindsay Check Snoddy (Albemarle County Public Schools), Dan Frisbee, Kristel Riddervold (Charlottesville), Jeff Sitler, Jess Wenger (UVA), Martin Johnson (TJSWCD) Location: McIntire County Office Building, Room Lawn Maintenance BMP Education Initiative Martin drafted an ad, which benefitted from suggestions the partners shared via . The ad was placed in the November 12 th edition of The Hook. It gave advice on lawn fertilizer application, leaf disposal, and grass clipping disposal. The group decided that we should run a similar ad on a seasonal basis to keep these issues alive in the public's mind. We will run an ad on spring BMPs in March. Topics to address in the spring BMP ad are lawn fertilizer application, use of drought resistant native plant species, pet waste disposal, grass clipping disposal, application of chemical lawn maintenance products, and rain barrels. Martin will draft an ad and circulate it by for feedback. 2. Stormwater Issues Outreach Dan spoke to the Charlottesville Transit Service about advertising on buses. The RRSEP cannot place public service ads on the sides of buses, but an 11" x 12" ad can be placed for free inside every bus. Greg reported (after the meeting) that the county can print 4 ads on hundred-weight white paper for $4. We will arrange for future ads to be printed and posted in CTS buses. 3. Anti-Cigarette Litter Initiative Dan found out that Charlottesville Parks and Recreation sweep the Historic Downtown Mall very early in the morning on weekdays, and sometimes on weekends. Parks and Rec felt we could work out some kind of arrangement to erect a display on the mall. We will put together a group to see how many cigarette butts we can collect some Saturday or Sunday morning in early spring when the city is not planning to sweep. We will order a clear plastic cylinder based on the volume we can accumulate on one or two weekends. Martin will draft a poster and circulate it for feedback. We will coordinate the display with the Earth Week EcoFair at the Pavilion. We will place PSAs with NPR and other media before Earth Week. 4. Private Stormwater Management Facility Maintenance Web Page 1

25 Martin will put together a page on maintenance of privately owned stormwater BMPs for the RRESP web site, and a series of pages on each type of facility. The purpose will be to provide non-technical information about how the structures function, typical maintenance procedures and common maintenance issues. The group suggested that existing online sources of this type of information be exploited as much as possible. 5. Partner Reports UVA The student stormwater monitoring group recently received a grant for $15, to support the program. Charlottesville A small stream will be restored on a golf course in Penn Park to mitigate a section of stream that will be piped as part of a city construction project on the Fire Station on Fontaine Avenue. The Azalea Park master planning process is currently underway. A water quality wetland is being planned to process runoff from 4 acres in the Fry Spring area. Restoration is being planned for a portion of Moores Creek. Stormwater infrastructure rehabilitation is being planned in the city. County Plans have been completed for the biofilter planned to treat runoff from the County Office Building, but the project has been put on hold indefinitely for budgetary reasons. Partners who might be interested in helping support this project were invited to do so. 6. Next Meeting The next meeting will be held on Wednesday, February 24th. 2

26 RRSEP Meeting Minutes February 24, 21 1: 12: DRAFT Attending: Greg Harper, Repp Glaettli, Aaron Bloch (Albemarle County), Lindsay Check Snoddy (Albemarle County Public Schools), Kristel Riddervold (Charlottesville), Jeff Sitler, Jess Wenger (UVA), Steve Ikenberry (VDOT), Martin Johnson (TJSWCD) Location: McIntire County Office Building, Room Anti-Cigarette Litter Initiative As pedestrian traffic and cigarette litter is reduced during the winter months, we will work with Dan to schedule a cigarette litter collection on the Historic Downtown Mall when warmer weather arrives at the end of May or the beginning of June. Jeff suggested that, if possible, we should set up our display near the central fountain rather than on one end or the other of the mall. If a more central location is not available, Dan will find out if the area around the Free Speech Wall is available for such a project. Martin will arrange for magnets to be printed. Martin will also reformat the poster to 11"H x 28"W for display on CTS buses. We will print enough of the larger posters for display in the five park kiosks as well. Martin will create anti-cigarette litter material for the RRSEP display and arrange for a table at the April 18 th Earth Week Eco-Fair to be co-located with the city and county displays. We discussed the feasibility of posting signs at major intersections such as Hydraulic/29 or 29/WalMart where drivers may discard butts while waiting for a turn. Steve will inquire about VDOT regulations for sign posting in the right-of-way or on existing sign posts. 2. Spring BMP Education Initiative Martin will place our Spring BMP ad in the Cville for the last week of March and the last week of April. Martin will reformat the ad for posting on CTS buses and park kiosks. 3. Privately-Owned Stormwater Management Facility Maintenance Web Page Greg and Kristel provided numerous suggestions for improving the SMF maintenance pages Martin drafted. Martin will revise the pages and link them to the RRSEP web site. The group requested that Martin document the source of any materials that are borrowed from other web sites or publications for use on the RRSEP web site. 1

She set up monitors for soil moisture, soil temperature, air temperature, and relative humidity. We decided to schedule the sweep for 8: the morning after a large concert at the Pavilion. We chose three dates, June 6 (Jimmy Cliff), June 13 (Harry Connick Jr) and June 21 (Sheryl Crow) and asked Dan to check with the Mall clean-up crew regarding the coordination of the event with their schedule and possibly borrowing some equipment (dust pans and brooms). The partnership agreed that an 11" x 17" poster for buses should be posted on CTS buses to coincide with the timing of the display. Repp will investigate how other localities have partnered with VDOT to post anti-litter campaign signs. Martin will contact Steve Ikenberry to find out if he can find out if VDOT signs can be used for this purpose. 2. Spring BMP Education Initiative Posters were printed and posted on CTS buses. Two ads were placed in the C-ville Weekly. 3. RRSEP Eco-Fair Display Jess and Jeff manned an RRSEP anti-cigarette litter display at the Eco-Fair. Jess reported that the display generated a lot of interest and discussion, and a number of anti-cigarette litter magnets were handed out. 4. Privately-Owned Stormwater Management Facility Maintenance Web Page Martin reported that the SMF web pages were revised as suggested at the last meeting, and credit given to sources of material. 5. ASA FOG Permits Lindsay reported that the Albemarle Service Authority requires that all Food Service Establishments apply for a Fat, Oil and Grease (FOG) waste permit, and has distributed kitchen BMPs to businesses. The partnership asked Martin to contact Tim Brown, the ASA Environmental Compliance Specialist to invite him to our June meeting (when that's been 1

29 scheduled) to hear about his work with FOG compliance and learn more about how we might partner on education and information projects. 6. Lickinghole Creek IDDE Report Greg received on an IDDE report of excessive algae growth that has appeared in Lickinghole Creek west of Crozet. He reported that he and Martin had investigated the report, finding that algae growth did seem to be related to agricultural activity in the area. Alyson Sappington, the District Manager of the TJSWCD sent letters with information about USDA conservation programs to three landowners on whose land cattle production could have a role in allowing nutrients to enter Lickinghole Creek via runoff. 7. Henley Elementary School LEEDS Certified Lindsay reported that Henley E.S. has been registered as a LEEDS for Operations and Maintenance building. 8. Albemarle County COB Biofilter Gregor reported that the county has obtained funding for the biofilter that had been planned to handle runoff from the County Office Building parking lot (at our January meeting it was reported that the project had been shelved due to lack of funding). 9. Parking Lot Car Washing Violations Repp reported that an Enterprise Rental Car business in the county had been informed that they are not legally permitted to wash their cars in their parking lot unless steps can be taken to prevent wash water from entering storm drains. Dan reported that a similar violation by another Enterprise branch had been observed in the city. The county and the city will put their heads together to draft a letter to their respective Enterprise operations informing them that they must take steps to eliminate illegal discharges. 1. 31 RRSEP Meeting Minutes June 8, 21 1: 12: DRAFT Attending: Greg Harper, Repp Glaettli, Gregor Patsch (Albemarle County), Dan Frisbee, Kristel Riddervold, Roscoe Gilmore (Charlottesville), Tamara Ambler (RWSA), Martin Johnson (TJSWCD), Jeff Sitler (UVA), Tim Brown (ACSA) Location: McIntire County Office Building, Room FOG Permit Program Tim Brown, Albemarle County Service Authority Environmental Compliance Specialist, filled us in on their Fats, Oil and Grease (FOG) waste discharge permit program. Restaurants, cafeterias and other establishments that prepare and serve food to the public are now required by ACSA ordinance to get a FOG permit. The ACSA conducts spot inspections of establishments with a grease trap on a quarterly basis, and those with an oil and grease interceptor once a year. Efforts are made to educate and persuade businesses to comply with the ACSA's FOG ordinance without resorting to fines. Roscoe Gilmore, Regulatory Compliance Administrator with Charlottesville's Public Utilities Division, conducts similar inspections of establishments in the city, (there is no ordinance that makes it possible to impose fines for noncompliance). Jeff brought up the issue of the pros and cons of using enzymes or bacteria in traps and interceptors. It seemed that inspections by the county, city and university have found buildups of grease in pipes downstream of devices using additives. Jeff also asked whether buildups of grease had been found in city pipes downstream from the university sewer system. Tim and Roscoe expressed interest in helping the RRSEP distribute educational stormwater materials during inspection visits, as well as keeping an eye out for violations such as washing out grease outside near storm drains. The possibilities for cooperation will be explored further. 2. Anti-Cigarette Litter Initiative Steve ed that he had been informed that the only anti-litter information that can be posted in a VDOT right-of-way is the maximum fine for littering. Kristel suggested that it might be easier to get permission to post signs along streets in the city. She will contact the Public Service Manager to find out under what conditions that might be possible. Dan has not had the opportunity to discuss the possibility of an RRSEP cigarette butt sweep on the downtown mall with the city cleanup crew. He will let us know when he manages to garner that information and the group will organize a sweep by . 1

Enterprise Rent-a-Car Washing The city sent the county a draft of their letter regarding the Enterprise Rent-a-Car practice of washing cars in parking lots where the wash water goes down a storm drain. 4. Partner Reports UVA: Jeff reported that an Environmental Sciences undergraduate, Kate Abshire, had written her thesis on the removal rate of sediment of phosphorous by the stormwater basin on the Dell. She found that the removal rate was 5% to 9% for sediment and 5% for phosphorous. Most of the removal takes place in the structure's forebay. Charlottesville: Kristel reported that the city has sent feedback to the EPA regarding the questionnaire that is part of the permit process, encouraging greater clarity. Albemarle County: Greg reported that a shoreline restoration and modification has been performed on the 4-Seasons stormwater basin, making esthetic improvements, providing access for recreational fishermen and discouraging geese from fouling the water. 5. 40 F or over 25 years, Albemarle County has been protecting water resources by telling others what to do and, more often, what not to do. Lately, however, the County has been practicing what it preaches through the implementation of a number of projects that decrease the impact of its office property on local waterways specifically Schenk s Branch. In addition to having direct environmental benefits, these projects serve as an example to citizens and the development community as to the various techniques through which stormwater runoff from buildings and parking lots can be reduced, captured and utilized, or treated. The projects highlighted in this brochure demonstrate what homeowners or other property owners can do to reduce their impacts on local water resources.
