2 Presenter Bios Information and General Services Nevada County Citizen s Academy Tom Coburn, Facilities Program Manager As the Facilities Program Manager, Tom is responsible for all County Facilities including grounds maintenance, custodial, facilities maintenance, construction improvement projects, building security, leases, purchasing and selling of County properties and oversees the Facility Team of 12 staff and other contractors. Tom has served the County for 20 years as an Administrative Analyst, OES Manager, and Facilities Program Manager within the General Services Department. Tom has obtained his Certified Facility Manager (CFM) certification and serves on the Board of the California Counties Facilities Services Association (CCFSA). Tom also serves in the Office of Emergency Services as the back up to the OES Manager. Tom has been in the construction industry for 40 years and has served in the Coast Guard Reserve for 24 years. John Gulserian, Emergency Services Program Manager As the Program Manager for the Office of Emergency Services, John is responsible for coordinating with all county local jurisdictions and public safety agencies to mitigate against, prepare for, respond to, and recover from disasters. A key part of his duties is to manage the Nevada County Emergency Operations Center during a major disaster that impacts our area. John has been with the County for just a few months. However, John has worked over 12 years in the Emergency Management Field in California. Prior to working in Emergency Management John served in the United States Army for 21 years. He enjoys the outdoors to include fishing and hiking. During their free time John and his wife love to ride motorcycles. Steve Monaghan, Chief Information Officer As Chief Information Officer (CIO), Steve is responsible to plan, organize, and direct the County's overall information technology efforts. In addition, Steve has the responsibility for the County Public Library System and the General Services Department which includes the facility management, office of emergency services, airport, central services, and purchasing divisions. Steve is active in our local community leveraging County assets and resources to assist community partners and other local governments. Local Broadband deployment and expansion is a passion for Steve, as he participated on Governor Schwarzenegger s Broadband Task Force economic development committee and has worked with our local Economic Resource Council on their broadband committee for many years. Government Technology Magazine and the Center for Digital Government presented Steve an award for their Top 25 Doers, Dreamers, and Drivers of Technology in Government, Public CIO Magazine and the CA State Public Sector CIO Academy presented him with the California Local Government CIO of the Year Award and the California Counties Information Services Directors Association gave him their Visionary Award for Information Technology Leadership. He holds a Bachelor s Degree in Computer Science. The County of Nevada has received numerous technology and facility management awards under his tenure.

3 Lee Ocker, Airport Manager Lee joined the County as the Airport Manager in October 2012 after retiring from the US Air Force as an aircraft maintenance squadron commander in August He is responsible for planning, organizing, and directing the operations of the County Airport in compliance with Federal Aviation Administration and CALTRANS Division of Aeronautics standards, while ensuring the airport is fiscally sound. Lee has an Associate of Applied Science degree in Avionic Systems Technology from the Community College of the Air Force, a Bachelor of Science degree in Professional Aeronautics and a Master of Aeronautical Science degree with an Aerospace/Aviation Management Specialization from Embry-Riddle Aeronautical University. He is a Helicopter Private Pilot and holds a Federal Communications Commission General Radiotelephone Operator s License. Lee is active in the community as a member of several local organizations including the Penn Valley Lion s Club, the Experimental Aircraft Association, the Golden Empire Flying Association, the Beale Military Liaison Committee, and the Nevada County Horsemen s Association. He is married, and has a 15-year old daughter and a 20-year old son. Mary Ross, Chief Fiscal & Administrative Officer Mary s responsibilities include financial and administrative oversight for all of the IGS operating divisions, with budgets totaling more than $15 million, as well as serving as the County Purchasing Agent. Mary joined Nevada County in 2002 as a temporary budget analyst in the CEO s office, served as Interim Director of the Health and Human Services Agency for a year, and assumed her current position in 2005 after leaving the County organization for a year to serve as principal of a K-8 charter school. Prior to moving to Nevada County, Mary held positions responsible for administration of federal and state grants and contracts at Stanford University and other non-profit educational and research organizations. Mary has a BA in Urban Studies from San Francisco State University and a Masters in Public Administration from Golden Gate University, and is a Certified Public Procurement Officer.

We can only recapture the actual costs associated with providing services. The Library charges for services. Core library services are all free. Charges are for only consumable services like printing and photocopying, and rental of the community room. The Office of Emergency Services is a first responder. OES supports first responders during an emergency. The County regulates Internet providers. Telecommunication providers are regulated at the State and Federal level. All County operations and employees are located at the Rood Center. There are about 50 locations across the county, some not staffed, that are used to deliver county services. The County can provide a local purchasing preference. Local preference is allowed in only limited cases, and is prohibited in public works construction and federally funded projects. 18 Purchasing Standards and Ethics All County employees authorized to purchase goods or services on behalf of the County: 1. Shall seek to understand the limits and extent of the purchasing authority which they have been granted, and shall not make commitments on behalf of the County in excess of that authority. 2. Shall act as trusted public servants, giving primary consideration to the interests of the County and its citizens 3. Shall conduct themselves with fairness and dignity and shall demand honesty and truth in the purchasing process. 4. Shall purchase without prejudice, seeking to obtain the maximum value for each dollar spent and providing all qualified vendors equal opportunity. 5. Shall identify and eliminate the participation of any individual in purchasing decisions where a conflict of interest may be involved. 6. Shall keep County management informed, through appropriate channels, of problems and progress of purchasing activities, with an emphasis on the facts. 7. Shall accord vendor representatives courteous treatment, remembering that these representatives are important sources of information and assistance in solving the County s purchasing needs. 8. Shall at no time accept, directly or indirectly, gifts, gratuities, or other things of value from suppliers, which might influence or appear to influence purchasing decisions.
