2 What is CTAP? The Community Technical Assistance Program is: A regional effort to support towns with growth issues related to improvements along I-93 corridor A 5-year program that provides technical assistance to 26 communities in project area An innovative strategy to address land use and transportation issues comprehensively A cooperative project to work on growth issues on a regional scale

4 Why CTAP? To address public concerns related to growth in the I-93 corridor To allow the communities to provide input on how they will grow in tandem with the I-93 project (not as a result of) Result will be a model to apply to future transportation projects in the State

9 CTAP To-Date CTAP communities identified themes, goals & outcomes, and Year 1 priority actions within the corridor Year 1 Program funded and jumpstarted Steering Committee meeting regularly to work on Scopes for Year 1 projects Communities received applications for discretionary projects will be worked on with RPCs and subcommittee

10 The CTAP Process NRPC will be the contact for CTAP program in Hudson, Litchfield and Pelham The NRPC CTAP Coordinator will assist the community by: - identifying projects - assisting with project applications - helping to implement projects - addressing any local issues and questions throughout process

11 Community Involvement Step 1: Appoint a CTAP subcommittee Goal of the subcommittee: Anticipate issues related to I-93 project and implement projects that address those issues This includes reviewing: Characteristics of your community and region that you value and wish to sustain Changes that you would like to encourage Opportunities and challenges to protecting what you value and encouraging change

12 Community Involvement Step 2: Determine how CTAP program can help implement community goals and objectives Work with NRPC to review growth issues Collect existing planning resources (Master Plan, zoning, Build-out analysis, open space plans, etc.) Attend CTAP workshops, conferences, events, to learn from and coordinate with other communities Submit applications for discretionary funds to implement action items

13 Community Involvement Important issues that have been identified: Schools Transportation Open space protection Housing Economic Vitality Strengthening our Downtowns/Town Centers Environmental Protection Funding and Delivering Municipal Services Working Landscape

14 Community Involvement Step 3: Implementation Once the projects are identified and accepted by your community the next step is to implement projects

15 Community Involvement Potential Projects: Space needs studies Access management evaluations Open space protection Revision of town ordinances/regulations Districts developed Environmental mitigation techniques adopted Trainings for local employees on BMPs Outreach and education campaigns to residents And many others!!!

16 Community Involvement Estimated Timeline for CTAP subcommittee: February 07 Mar - Apr 07 May July 07 Aug Oct 07 1 st meeting - overview of CTAP Collect existing resources Input from local boards on priority actions based on existing resources Application for discretionary funds for specific projects Oct 07 May 08 Implementation of projects

17 What s next for CTAP? Hold quarterly Community Meetings to coordinate efforts Statewide Conference in September Taste of CTAP Identify projects for Years 2 5 Implement additional programs as needed throughout the project
