If you need to cancel your hotel reservation once registered, please do so directly with the hotel at least 48 hour prior to your arrival. 5 The NYSAC Women s Leadership Council is focused on the challenges and opportunities specific to women in county government. This two-part workshop will include a policy-focused panel followed by an interactive discussion. WLC events offer powerful opportunities for women in government to connect, network, share stories, and support one another in local leadership. 6 W Women s Leadership Council The NYSAC Women s Leadership Council is focused on the challenges and opportunities specific to women in county government. This two-part workshop will include a policy-focused panel followed by an interactive discussion. WLC events offer powerful opportunities for women in government to connect, network, share stories, and support one another in local leadership. (Monday, Sept. 24, 3:00pm- 5:00pm) Building Consensus in a Political Environment: Understanding Dispute Resolution (County Government Institute Core Session) County leaders are often confronted with the need to settle political differences so that the greater interests of the public can be served. During this session county leaders will learn skills and techniques to help manage and resolve political conflicts. This is an interactive session, where participants will be grouped with other county officials to jointly work on real issues facing your county so that practical application of the techniques can be demonstrated. This session will be led by the NYS Dispute Resolution Association (County Government Institute Core Requirement 4 credits) (Monday, Sept. 24, 2:00pm-3:15pm) Early Intervention Fiscal Claiming Update The implementation of the Statewide Fiscal Agent a few years ago continues to create challenges for counties to efficiently and effectively collect reimbursements from the State. This includes ensuring that providers maximize third party insurance, and that they follow state rules for claiming. The session will review procedures for utilizing the state system and ensuring providers understand their claiming responsibilities. (Monday, Sept. 24, 2:00pm-3:15pm) Managing Your County s Energy Costs Join our panel of experts to learn of the factors that NYSAC 2018 FALL SEMINAR Workshops directly affect electric and natural gas costs. Knowing how recent regulatory changes, weather patterns, and global economic factors all impact rates will help you pick the best energy strategy for your county. (Monday, Sept. 24, 2:00pm-3:15pm) Using, Sharing, and Opening Data 101: A Workshop for County Leaders County leaders have long used data to make decisions. But now with the emergence of powerful new technologies and increased access to data sources, there are new opportunities to inform the way that counties conduct business and make policies. This workshop will provide a non-technical perspective that will help prepare counties effectively use and share data. It will cover where to start, data governance, data management, how to talk with vendors, and where to expect challenges. (Monday, Sept. 24, 2:00pm-3:15pm) Battling the Epidemic: Opioid and Heroin Addiction As the large number of opioid-related deaths across the U.S. rise at an alarming rate, local leaders are creating new ways to improve prevention, increase access to treatment, expand recovery, and expand resources available to law enforcement. Please join us for a discussion on how county leaders, public health officials, mental health officials, and law enforcement are working together to combat this growing addiction. (Monday, Sept. 24, 2:00pm-3:15pm) Opioid Overdose Prevention Training Dr. Mendoza, Commissioner of the Monroe County Department of Public Health, will be leading a training for county officials on how to prevent opioid overdose in your community. Participants will learn how to administer the new single step Narcan (Naloxone) and how to utilize Naloxone standing orders in pharmacies. A prevention kit will be provided to all participants. 7 Workshops All workshops are County Government Institute credit eligible Saving through Buying: How Your County Can Be Fiscally Responsible Using the Best Procurement Practices What do the terms piggybacking, best value, lowest responsible bidder, and rfp have to do with savings? They are all tools your county and your procurement officer can use when deciding on how to purchase needed goods and services. Join our panel of government procurement experts as they walk you through the ABC s of purchasing as well as provide tips of when, why, and which procurement tool may be most beneficial for your county. (Monday, Sept. 24, 3:45pm-5:00pm) Revitalizing the Farming Industry through Agritourism Agritourism is an increasingly popular industry across the United States. Agriculturallyinclined tourists seek out opportunities to tour farms and ranches, pick grapes and hops, enjoy farm-totable dinners, and experience other diverse activities provided by agritourism. These visitors provide farmers an opportunity to supplement their business model and explore new ways to generate income. Attend this workshop to learn what farm operators across the state are doing to attract tourists and what you can do to promote successful agritourism operations in your county. (Monday, Sept. 24, 3:45pm- 5:00pm) Touring a Cutting Edge 911 Center Public Safety Answering Points (PSAPs) are network operating centers where calls are taken and emergency personnel are dispatched. From a PSAP, dispatchers for local police stations, sheriff s road patrol, EMS, State Troopers, Park Police and other agencies are directed to the location of the call, depending on the nature of the emergency. In September of 2016, the City of Rochester/County of Monroe upgraded their 911 Emergency Communication Center to better suit the public safety needs of the City and County. Please join us for an on-site tour of the City of Rochester s Emergency Communications Center. (Monday, Sept. 24, 3:45pm- 5:00pm) Principles of County Budget & Finance (County Government Institute Core Session) This workshop will discuss the basic concepts of county budget and finance. Experts in the field will provide information on county revenues, describe how fiscal trends and revenue forecasts are developed, provide insights on how spending levels are projected, and detail how budget documents are prepared and presented. This timely session will provide county officials with useful information and tools to assist them in examining and fully under-standing the impacts of a comprehensive county budget. (County Government Institute Core Requirement, 4 credits) (Monday, Sept. 24, 3:45pm-5:00pm) Sales Tax Revenue Trends Many counties have become more reliant on sales tax revenues as their number one source of revenue. This session will take an in depth look at sales tax revenue trends for counties, provide a review of the recent U.S. Supreme Court decision on states right to collect sales tax on internet purchases, and look at potential trends for the future. (Tuesday, Sept. 25, 10:45am-12:00pm) Sports Gaming in NY in 2019? Bet on It! The US Supreme Court ruled earlier this year that betting on sports is a state s right issue to regulate. The New York State Legislature has introduced numerous bills and the State Gaming Commission is drafting regulations that may pave the way to sports gaming in New York in Join our panel to hear how this may impact your county so that you are in better position to respond to local needs. 8 W Effectively Managing Federal and State Program Funding This workshop will discuss ways to help counties maximize reimbursement using best practices and minimizing manual errors. Learn how counties are using Solix to be in compliance with federal and state funding programs, improving their cash flow, and planning for the everchanging funding sources at the state and federal levels. (Tuesday, Sept. 25, 10:45am -12:00pm) Strengthening County Cyber Security Efforts for Elections and Beyond The State is increasing its focus on how to help counties secure their information systems against the expanding numbers of cyber threats. This session will cover new board of elections cybersecurity program and a new grant program out of the Division of Homeland Security aimed at helping counties protect critical data and information infrastructure against international and domestic infiltrators. (Tuesday, Sept. 25, 10:45am-12:00pm) NYSAC 2018 FALL SEMINAR Workshops resources. Unfortunately, the process of grant writing through grant award is an arduous procedure that takes skilled knowledge and effort to achieve. Join our panel of experts as they talk about what grants are currently available and provide tips on the grant writing process to give for your county an edge on being selected for funding. (Tuesday, Sept. 25, 2:00pm-3:15pm) Employer Guidelines for Sexual Harassment On April 12, 2018, New York State enacted legislation setting a statewide standard for workplace sexual harassment policies and procedures. These changes impact both the public sector and private employers of New York and include how employers must educate their workforce as well as how claims must be managed going forward. Learn from our panel of experts on what policy changes will be required of your county as well as best practices to help avoid potential problems, protect potential victims and lower county liability risks. (Tuesday, Sept. 25, 2:00pm- 3:15pm) Foundations of County Government This session will detail the historic and legal foundations of county governments in New York State. During this session, participants will learn about the structures of county governments in New York and their authority, duties and responsibilities under state law. This session will provide county officials with a working knowledge of state government, the state legislative process and a fuller understanding of how it ultimately affects the everyday operations of county government. (County Government Institute Core Requirement 4 credits). (Tuesday, Sept. 25, 10:45am-12:00pm) Don t Take Available Funds for Granted: Federal and State Grants 101 Federal and State grants can answer the county question-how to provide better services with less local The Alphabet Soup of Water Contaminants: PFOA, PFOS, and HABs Counties play an important role in ensuring that all communities have access to clean water for drinking and recreation. This workshop will address three water contaminants that have been making headlines PFOA, PFOS, and HABs with a focus on the risks they pose and what counties can do to keep their residents safe. (Tuesday, Sept. 25, 2:00pm-3:15pm) Using Technology for Cross County Video Collaboration County governments continue to adapt new technologies to the world of collaboration. This session will highlight how counties are using new video technology to expand citizen engagement and reduce travel costs. 9 All workshops are County Government Institute credit eligible counties are using collaborative technologies to tackle the opioid epidemic, economic development, and emergency management. (Tuesday, Sept. 25, 2:00pm-3:15pm) Raise the Age: County Strategies for Implementation On October 1, 2018, the age of criminal responsibility will be raised from 16 to 17-year old s. This means that a 16-year-old that is charged with a non-violent felony or a misdemeanor will be considered an Adolescent Offender (AO), and will be protected from the adult incarceration. Implementing this new law will impact several county departments, and require additional personnel and resources in probation departments, county attorney s offices, mental health services, and social services agencies. It could require counties to make financial investments in programs, services, and infrastructure. This workshop will provide an update on how counties are preparing for RTA. (Tuesday, Sept. 25, 2:00pm-3:15pm) The Role of Land Banks in the Fight Against Blight In 2011, Governor Cuomo signed legislation to permit the creation of 25 land banks as a tool to combat vacancy and blight across the state. New York State now boasts one of the most active and sophisticated land bank networks in the country. Learn how land banks covert vacant, abandoned, and tax-delinquent properties into productive use and what to expect for the future of the state s land bank movement. (Tuesday, Sept. 25, 3:45pm-5:00pm) Counties Counting Down To 2020 Census This session will provide an overview of how counties are preparing for the 2020 Census. From updating local address lists to creating Complete Count Committees, county officials have begun the foundation work for ensuring that every New Yorker is counted in This workshop will also highlight how the state is working with the federal government, municipalities, and university researchers to support local census efforts. (Tuesday, Sept. 25, 3:45pm-5:00pm) 10 Tech Tools for Connecting with Constituents From apps to Twitter to websites, counties across the state are using technology to connect with their residents. There are tools for emergency notifications, public health, tourism, jobs, public safety, disaster preparedness and more. This workshop will showcase 10 tools your county can use to connect with residents, including some you can start using right away. (Tuesday, Sept. 25, 3:45pm-5:00pm) Jail Based Substance Use Disorder Treatment The New York State Budget included $3,750,000 for services and expenses of jail-based substance use disorder (SUD) treatment and transition services. The Office and Alcohol and Substance Abuse Disorder (OASAS) Commissioner, in consultation with local governmental units (LGUs), county sheriffs and other stakeholders, shall implement a jailbased SUD treatment and transition services program. County LGUs are working with Sheriffs to develop these SUD programs, which will include withdrawal management, medical-assisted treatments, counseling and clinical support, discharge planning, and transitional support. The program will include alcohol, heroin and opioid withdrawal management; medication-assisted treatments approved for the treatment of a substance use disorder by the federal food and drug administration; group and individual counseling and clinical support; peer support and discharge planning; and re-entry and transitional supports. In order to give our attendees more flexibility, NYSAC has created a new system for booking hotel accommodations and meals while at the Fall Seminar. Meals will NO LONGER BE SOLD IN PACKAGE RATES COMBINED WITH HOTEL FEES. Please book your hotel room directly with the Hyatt Regency Rochester at the rate of $130 per room per night (14% tax will be applied if you do not provide proof of tax exemption) and pay the Hyatt directly for your room upon check out. Meals are not attached to hotel room rates. The $130 per night rate is payment for your room only. You will need to provide a credit card to reserve your room. How Can I Book Hotel Accommodations? ONLINE : (You will need a credit card in order to book your reservation). CHECK-IN/CHECK-OUT TIME Check-In time at Hyatt Regency Rochester is 3:00pm. The Check-out time is 11:00am, after which time guests will incur an additional night s charge GUARANTEE POLICY The Hotel requires that all reservations be guaranteed either by a credit card or by a cash/check deposit for one night s room and tax. Guarantee/Deposit will not be refunded unless the reservation is cancelled more than 48 hours in advance. Cancellations should be processed through the online registration portal. EARLY DEPARTURE FEE An early departure fee will be assessed to any guest who departs earlier than the date confirmed at check-in. The fee of one (1) night room and tax will be posted automatically to the guest folio on or after departure. PARKING The Hyatt Regency Rochester is connected to the South Avenue Parking Garage. Hyatt Guests use the South Avenue Parking Garage at a discounted guest rate of $7 per day for Hyatt guests ONLY. How Can I Purchase Meal Tickets? If you would like to purchase conference meals, you must purchase them through NYSAC ONLINE REGISTRATION AT not MEALS CAN NO LONGER BE PURCHASED THROUGH THE HOTEL OR ON SITE DURING THE EVENT AND MUST BE PURCHASED ONLINE IN ADVANCE UPON CONFER- ENCE REGISTRATION WITH NYSAC. You may select to buy a full meal package for all meals held during the 3-day event, or you may purchase meals by single day only. If you need meal tickets for a spouse, please select 2 meal packages instead of 1 during your NYSAC online registration process.
