1 27 February Discretionary Grants: Call for Applications for Non-Governmental Organisation (NGOs) to upskill their employees in short skills programmes The Services Sector Education and Training Authority (Services SETA) hereby invites suitable Non-Governmental Organisations (NGOs) to apply for discretionary grant funded training. The training is intended to meet the sector needs as set out in the Sector Skills Plan (SSP), Strategic Plan and the priorities set out in the National Skills Development Strategy III (NSDSIII). The Services SETA recognises the need to support the employees of Non-Governmental Organisations through training and development in short skills programmes. The discretionary grant funded training is intended for programmes and projects that improve the supply of qualified and competent people for scarce and critical skills occupations. Furthermore, the training programme is intended to provide external mentoring support and training for business owners and learners in progressing skills needs. This call for applications is exclusively intended to support Non-Governmental Organisations (NGOs) to train their employees in short skills programmes. Note: Training of the NGO employed learners in short skills programme will be conducted by accredited training providers who are invited to apply for discretionary grant funding through a separate call for applications as this call is only for NGO employers. NGOs who applied for discretionary grant funding in any previous window are welcome to apply during this new window whether their previous applications were successful or not. Discretionary Grants Specifications The Services SETA is seeking provide funded training to Non-Governmental Organisations for the following skills development intervention: LP12 Skills Programme for Employed Learners

2 Who Can Apply? The Services SETA is a public institution and is therefore obliged to avail business and skills development training opportunities to all South Africans who meet its requirements. All Non- Governmental Organisations with the requisite capacity and good standing legally may therefore apply for Services SETA funded interventions. This call for applications is only open for Non-Governmental Organisations to train their employees through short skills programmes. Note: Non-Governmental Organisations who have applied during any previous Discretionary Grant Allocation windows are welcome to apply during this new window whether their previous applications were successful or not. Projects or activities not eligible for funded training The Services SETA will not fund Projects that have already commenced prior to the approval of the application Set-up costs, e.g. start-up costs Capital expenditure, e.g. building costs, equipment such as computers, etc. Existing operating expenses of funded entities e.g. salaries of current employees undergoing training Organisational policy development Interventions that result only in awareness for participants Learners that do not meet the criteria specified in this advert Application Process The application window will open on 28 February 2018 at 12:00 noon and will close on 12 March 2018 at 4:00 pm. 3 Mandatory compliance documents In order for your application to be considered, the following mandatory supporting documents need to be completed and / or submitted with this application. Failure to do so may lead to immediate disqualification. Valid Tax Clearance and Tax Pin/Tax Exempt Certificate NGO / NPO / Organisation registrations document from relevant authority, e.g. CIPC, Department of Social Development Declaration of Interest Declaration of Authorised Person A checklist indicating the complete list of documents to be submitted by applicants is available on the application website: Note: Allocation of Discretionary Grant funding is at the sole discretion of the Services SETA.

4 Annexure Discretionary Grant Specification Details of the Intervention on offer The Services SETA invites applicants to partner with in developing specific skills through LP12: Skills Programmes Employed. Only one application per applicant will be permitted. LP12: Skills Programmes Employed This learning intervention has been designed to be an occupationally based, short term learning programme. When successfully completed by the learner, it constitutes credits towards a qualification registered on the NQF. The Skills Programme comprises of a cluster of unit standards derived from the same qualification. Skills Programme will be funded at minimum of 25 credits with at least core unit standards. Funded training for this intervention will only be provided to up-skill employed learners towards a full qualification. The following skills programmes have been identified for the purpose of this Discretionary Grants funded trianing: 1. BUSINESS ADMINISTRATION SKILLS PROGRAM: NQF LEVEL 4 Duration of the program: 90 Hours Credits: The purpose of the skills program This skills program is for an individual who is or wishes to be involved in Administration function within any industry, or non- commercial venture/ organisation. It is also a building block to advance the learner into Further Education and Training Certificate Business Administration Services: NQF Level 4. The Skills program consist of 8 Unit Standards and it offers the learner knowledge and skills in the writing for business purposes, management of records, customer care and managing administration records. 4

5 1.2 Learning assumed to be in place Learners accessing the program should be competent in: Communication at NQF level Mathematics Literacy at NQF level Computer Literacy at NQF level 1. Identified Unit Standards ITEM UNIT STANDARD ID UNIT STANDARD TITLE Develop administrative procedures in a selected organisation Manage administration records Present information in report format Apply efficient time management to the 4 work of a department / Division /section Use the writing process to compose texts 6 required in the business environment Write for a wide range of context Apply Batho Pele principles to own work role and context Co-ordinate meetings, minor events and travel arrangements Credits NEW VENTURE SKILLS PROGRAM: NQF LEVEL 4 Duration of the program: 450 Hours Credits: The purpose of the skills program This skills program is intended to develop the appropriate skills and knowledge required by a person for the establishment and development of a small to medium business venture, and address the economic, administrative and behavioural (psycho-social) barriers that contribute to success in starting and sustaining the venture. This qualification is intended for persons who wish to start, operate, manage and grow a new small to medium business venture. Learners attempting this qualification will be equipped with a variety of technical, business managerial and personal skills and strategies to help them succeed in the 5

6 creation and sustenance of a business. It is also a building block to advance the learner into Further Education and Training Certificate New Venture Creation: NQF Level 4 The Skills program consist of 7 Unit Standards and it offers the learner knowledge and skills managing finance, marketing and labour legislation 2.2 Learning assumed to be in place Learners accessing the program should be competent in: Communication at NQF level Mathematics Literacy at NQF level Computer Literacy at NQF level 2. Identifies Unit Standards ITEM UNIT STANDARD ID UNIT STANDARD TITLE Apply the principles of costing and 6 pricing to a business venture Demonstrate an understanding of the 5 function of market mechanism in a new venture Finance in a new venture Manage finance in a new venture Implement and manage human resource 9 and labour relations Demonstrate basic understanding of the 8 primary labour legislation that impacts on a business unit Explain marketing for SMME s 6 Credits. PROJECT MANAGEMENT NQF LEVEL 4 Duration of the program: 450 Hours Credits: 45.1 The purpose of the skills programme This Skills Programme is intended for those with prior work experience or an NQF Level qualification in project management or business administration or equivalent. The learners accessing this qualification will be working in or with project management teams or using a project approach to their business. These projects may be technical projects, business projects, 6

7 government projects or community development projects and will cut across a range of economic sectors. This qualification is also of value to learners running their own business, as project management is an integral component of any business system..2 Learning assumed to be in place Learners accessing this Qualification will have demonstrated competence as follows: Communication at NQF Level or equivalent. Mathematical Literacy at NQF Level or equivalent. Computer Literacy at NQF Level or equivalent. Identifies Unit Standards ITEM UNIT STANDARD ID UNIT STANDARD TITLE Implement project administration processes according to requirements Plan, organise and support project meetings and workshops Plan, organise and support project meetings and workshops Demonstrate knowledge and understanding of HIV/AIDS in a workplace, and its effects on a business sub-sector, own organisation and a specific workplace Lead a community sport activity Credits Supervise a project team of a small project to deliver project objectives END USER COMPUTING NQF LEVEL 4 Duration of the program: 450 Hours Credits: The purpose of the skills programme 7

8 The qualification provides a framework for learners to develop skills that will enable them to become competent in End User Computing. It introduces theoretical concepts of End User Computing and requires the application thereof, to develop a range of skills that will enable learners to be better-informed workers in their chosen industry. It provides a balanced learning experience that lays the foundation for access to further education, lifelong learning and to productive employment. 4.2 Learning assumed to be in place Learners accessing this Qualification will have demonstrated competence as follows: The assumed learning can be acquired in the traditional way of formal study as well as in the workplace. Acquiring the competencies in a workplace (either via formal learnerships or on-the-job training) has the potential of addressing the problems of the past, where formal qualifications were only obtainable by way of formal study. 4.
