2 Pedro Pedreira Executive Director European GNSS Supervisory Authority (GSA) One of the aims of the GSA is to aid in the acceleration of the development of GNSS markets and in ensuring that European industry remains at the forefront of competitiveness. We salute the European Satellite Navigation Competition for its initiative these past four years in stimulating the early development of satellite navigation applications. The GSA is pleased to support this year s event and hopes that our cooperation will help to further extend the European dimension of the competition by increasing the incentive and extending its benefits to savvy GNSS innovators across the EU. The past two years have seen a rapid expansion of the downstream market for GNSS, including GPS, Glonass and the future Galileo. Since 2005, sales of personal navigation devices (PNDs) have soared to over 20 million and over 180 million mobile phones now feature GNSS capabilities. Experts say this is just the start; with the full potential still just beginning to be tapped. These views, up to now expressed only by a small group of supporters, are now becoming the basis of business plans underpinning multi-billion-euro investments in the private sector. Today s main markets in terms of volume are in GNSS-enabled mobile phones, PNDs and digital maps. These markets have experienced a real boom, with year-on-year growth reaching % at the end of Analysts see this trend continuing, predicting a strong increase in growth over the next four years, for both PNDs and GNSS-enabled mobile phones. This effect is seen in many sectors. For example, most aircraft, whether commercial or recreational, are now fitted with GNSS receivers and containers for freight transport are also being fitted with GNSS technologies. This is creating many business opportunities for satellite navigation applications developers. Meanwhile, awareness among consumers is increasing. In Europe, 68% of recent survey respondents reported being familiar with satellite-based navigation, while 35% expect to use it in the near future. The European Geostationary Navigation Overlay Service (EGNOS) Europe s first venture into satellite navigation will achieve full operational availability in The superior accuracy and integrity offered by EGNOS will make possible a whole new range of applications and services, limited only by the imagination of innovative technology pioneers. 3 5 years of creative entrepreneurship in satellite navigation simonehoermann.de The European Satellite Navigation Competition starts round 5 with new partner regions and other thematic focus points. What was started in the Free State of Bavaria in 2004, has, within the last few years, matured into a global network for high-tech regions and international technical experts. The network is strongly geared towards the requirements of the industry and, together with the partner regions, supports rapid implementation of the numerous product and service innovations from the past few years. The support for the first time by the European GNSS Supervisory Authority (GSA) makes us proud and is recognition for all of our work over the past few years. For this reason the competition has not only become a complete European event, but also opens the doors to the international market for the first time with the participation of Taiwan and Australia. Under the patronage of the Bavarian State Ministry for Economics, Infrastructure, Transport and Technology and with the support of the German Aerospace Center (DLR), the European Space Agency (ESA), and the ICT trade show SYSTEMS, Anwendungszentrum GmbH Oberpfaffenhofen gave the starting shot for an international ideas competition in 2004, which aimed at the early development of applications that are based on satellite navigation systems available today, like for example GPS, and which should gain a significant enhancement from Galileo. With the introduction of the special topic prizes together with T-Systems and DHL last year, the ideas competition was furthermore able to establish itself as a think tank for the industry. In 2007, more than half of all participants took the opportunity to submit their ideas for both regional evaluation and consideration for one of the new special topic prizes. In 2008, the concept will be continued with challenges presented by the GSA, the ESA, Taiwan s Industrial Technology Research Institute (ITRI), the DHL Innovation Center, and T-Systems. The European GNSS Supervisory Authoriy (GSA) is looking for promising solutions dealing with the specific functions and characteristics of the European Geostationary Navigation Overlay Service (EGNOS). The European Space Agency (ESA) is focusing on ideas that can be realised both quickly and for the long term. Taiwan s Industrial Technology Research Institute (ITRI) will award its prize to the innovation that best integrates Galileo s precise positioning and time signal into a gaming concept. T-Systems and DHL are joining forces to offer a special topic prize for an innovative way to optimise delivery vehicle freight volume in the field of logistics. Not only the number of partner regions has increased over the last 4 years from 3 to 13, but also the number of participants has risen from 84 in the first year to 258 in In total 23 idea contributors have had their ideas represented as regional winners, special topic winners or GALILEO masters. The large number of contestants is evidence of the attractiveness of satellite navigation. It illustrates the commitment of many European regions towards Galileo, said Emilia Müller, the Bavarian State Minister for Economics, Infrastructure, Transport and Technology and patron of the ideas competition. VUlog // The celebrated car-sharing service from the 2005 GALILEO Master has been in place in Antibes, Côte d Azur since July Ubinam // The winner of the 2007 DHL special topic prize had already constructed a prototype of his postal service parcel live with the global logistics leader by the end of Genesys Consultancy // Hailing from the U.K., the 2006 GALILEO Master is currently working with the French Oil Institute (IFP) on implementation specifications in the oil and gas industrie. In total 23 idea contributers have already been distinguished as regional winners, special topic winners or GALILEO Masters. Most of the winners and lots of promising other participants successfully work on the realisation of their business cases. Etamax Space // Supported by ESA and cesah the Hessian winner of 2006 is confident to implement an initial proof of concept for his Galileo-based water level measurement system by the end of SuperWise Technologies // The Bavarian company has recently presented its first functional laboratory prototype of the Eye-Phone despite having just been nominated as a regional winner in October Portel // The Spanish winner of 2006 is currently successfully testing the integrity control system and expects to test a first prototype of his electronic active seal for ISO containers in June ICE // The Czech winner of 2005 has already presented final prototypes of his Personal Watcher and is now dealing with investors regarding commencement of mass production. 4

5 PRIZES & PROMOTION MAIN PRIZE: The overall winner the GALILEO Master will be chosen from the regional winners and the special topic winners. The main prize will be a grant of EUR 20,000, awarded by the Anwendungszentrum GmbH Oberpfaffenhofen and the European GNSS Supervisory Authority. In addition, the GALILEO Master will get the chance to enter a 6-months incubation programme in his favoured region to realise his idea. SPECIAL TOPIC PRIZES: GSA SPECIAL TOPIC PRIZE: The winner of the prize awarded by the European GNSS Supervisory Authority will get the opportunity to realise their idea at a suitable incubation centre of choice within the EU27 for up to 12 months. ESA SPECIAL TOPIC PRIZE: The winner of the prize awarded by the European Space Agency (ESA) will receive comprehensive commercial and technical assistance in order to set up their business including incubation in one of the ESA Business Incubation Centres (Noordwijk NL, Darmstadt GER, Frascatti IT). ITRI SPECIAL TOPIC PRIZE: The winner of the prize awarded by ITRI will receive a cash award of EUR 20,000 and the travel expenses to cover a visit to Taiwan for a week. T-SYSTEMS / DHL SPECIAL TOPIC PRIZE: The winner of the prize awarded by T-Systems and the DHL Innovation Center will receive the opportunity to realise an innovation project together with T-Systems at the DHL Innovation Center which could lead to a long-term partnership. REGIONAL PRIZES: Bavaria / Germany: 6 months incubation phase in the Application Center for Satellite Navigation in Oberpfaffenhofen. This start-up programme includes free office space, infrastructure, telecommunication as well as a marketing budget and 10 days of coaching. The aim of the programme is to accompany entrepreneurs during the pre-seed phase until the founding of the company. Queensland / Australia: The Australian region will provide funding of up to AUD$ 4,000 for the regional winner to travel to Munich for the Awards Ceremony. The regional incubator, ilab Technology Incubator, may offer to the winner of the Australian Challenge a minimum of six months of business incubation in Brisbane, Queensland. Niedersachsen / Germany: The regional winner will be supported by experts during the process of maintaining certification for a Galileo application, including consulting and monitoring, performing relevant tests, as well as information to economical matters like technical feasibility studies and market analysis. BADEN-WÜRTTEMBERG / GERMANY: Baden-Württemberg offers the regional winner EUR 5,000 and an office rent-free for one year in one of the two incubator-centers. Moreover there are special consulting packages for marketing, intellectual property and support programmes, especially interesting for young or newly set-up companies. All future-orientated regional ideas can benefit from these packages. Taipei / Taiwan: 12 months incubation in the application center for satellite navigation at ITRI including free office space, infrastructure, telecommunication, marketing and 10 days of coaching. The aim is to accompany entrepreneurs during the pre-seed phase up to the founding of the company. Hessen / Germany: The regional winner will be supported by experts with respect to the preparation of the application in response to ESA Business Incubation, e.g. coaching and consulting. UNITED KINGDOM & IRELAND: HBIC has established a UK prize package that supports not only the UK Winner but also the top runners up. The programme provides access to product protection, business management support and technology based funding sources from proof of concept to early stage. SOUTH HOLLAND / THE NETHERLANDS: The European Space Incubator (ESI), at ESTEC in Noordwijk will provide the potential overall winner with a fully equipped office and individual consultancy. In addition, Logica, a leading IT and business services company, offers 10 days of technical support, for example a working prototype or technical evaluation of the product to the regional winner. Select a region You are free to choose which of the 13 European regions you would like to represent. The region you choose is where you would establish your business, if chosen as regional winner or GALILEO Master. For descriptions of the participating partner regions please see pages Enter whether you would like to submit your idea for one of the special topic prizes In addition to recognising outstanding applications in the overall field of satellite navigation, the European Satellite Navigation Competition will award special topic prizes sponsored by industrial and research partners who are searching for innovative solutions in certain satnavrelated fields. These prizes were awarded for the first time in last year s competition with the aim of better involving the competition s sponsors in its overall theme. They are also intended as a format encouraging joint realisation of the winning idea by the winner and the sponsor. Last year, over half of all participants took advantage of the opportunity to submit their ideas for both regional evaluation and consideration for one of the special topic prizes. In the first section, you are asked to describe your idea as accurately and as clearly as possible; the second section is about the market potential of your idea; and the last section deals with formal project aspects and with the trademark and patent rights for your idea. 5. Evaluation Once the database has been closed, regional panels of experts from all regions and the expert panels of the special topic sponsors will select the regional winners and the special topic winners. In September, an international panel of experts will meet in France to select the overall winner the GALILEO Master from the regional winners and the special topic winners. 6. Awards Ceremony On 21st October 2008, the prizes for the GALILEO Master, the regional winners and the special topic winners will be awarded and the ideas themselves presented to the public at an official state reception at the Munich Residence. simonehoermann.de 6

8 SPECIAL TOPIC PRIZE :: GSA In cooperation with: Special Topic Prize The Most Promising EGNOS Application Idea Starting Position By developing a new generation of global navigation satellite systems (GNSS), Europe is opening new doors for high-technology industry development, job creation and economic growth. With Europe in the driver s seat, Galileo has the potential to become a cornerstone of the global radio navigation positioning system of the future. Given the strategic nature of European satellite positioning and navigation programmes (which include both EGNOS and Galileo) and the need to ensure that essential public interests in this field are adequately defended and represented, the European GNSS Supervisory Authority (GSA) was established as the regulatory authority for the European GNSS programmes. Along with assisting the European Commission for all matters related to the execution of the programmes, the GSA will focus on technical certification, security accreditation, and the market preparation and commercialisation of the system - thus laying the foundations for a fully sustainable and economically viable system. EGNOS (European Geostationary Navigation Overlay Service) is Europe s first venture into satellite navigation. It augments the US GPS and Russian GLONASS systems, and makes them suitable for safety critical applications. The full operational availability of EGNOS is set to be achieved by Objectives GSA is actively promoting the development of downstream applications that create demand for EGNOS and Galileo and provide economic and social benefits. With EGNOS scheduled to reach the Operations Qualification Review (OQR) in 2008, the focus of the GSA prize will be on EGNOS by searching for a satellite navigation application making use of EGNOS signal or services: - An application delivering end-to-end functionality to customers, using new or existing equipment and systems, should be provided - Positioning, Navigation and Timing (PNT) should be key enabler of the application - EGNOS functionality should be used (EGNOS signal or EDAS) - GPS + EGNOS should be the primary means of positioning For a detailed description of the GSA special topic prize please register at and download the competition tender. ESA Prize The winner of the GSA prize will have the opportunity to develop their idea at a suitable incubation centre of choice* within the EU27 for up to 12 months. Award criteria are the uniqueness and originality of the idea, the business potential e.g. technical feasibility, commercial feasibility, size of addressable market and time to market, credibility of the team as well as the contribution to success of EGNOS/Galileo programme in terms of exploiting EGNOS/Galileo unique features, promoting EGNOS/Galileo awareness and bringing EGNOS to new markets. * cost should not exceed EUR 20,000 per 6-months period 8

9 SPECIAL TOPIC PRIZE :: ESA Special Topic Prize ESA Innovation Prize Starting Position The ESA Technology Transfer Programme (TTP) aims to stimulate the beneficial and commercial uses of space technologies for nonspace applications. This includes the transfer of software, hardware, know-how and the application of satellite systems on Earth. The TTP operations can be divided into two lines of business. Firstly, TTP identifies technology transfer opportunities and performs feasibility studies. Secondly support is provided for the commercial development of the technology transfer through new venturing. TTP provides support specifically for entrepreneurs who seek to adapt space technology for a non-space market through ESA Business Incubation. There are three incubators at ESTEC (Noordwijk, The Netherlands), ESOC (Darmstadt, Germany) and ESRIN (Frascati, Italy). All three incubators offer start-up companies operational services, easy access to ESA s technical specialists and seed funding opportunities. These incubators are also linked to ESINET, a European network of 36 business incubators specialising in both space and non-space applications, which is managed by the European Business and Innovation Centre Network (EBN). Further to this ESA has taken the initiative to promote the establishment of a venture capital fund. The focus of the fund will be on investing in start-up and early stage companies using space-related technologies or satellite applications in non-space applications. Objectives The European Space Agency s Technology Transfer Programme is seeking innovative and creative business ideas, aiming at a quick market implementation and a high value capture. The field of application is not relevant for this innovation prize as long as it is based on the utilisation of satellite navigation in a non-space business environment. Prize The winner will receive comprehensive commercial and technical assistance in order to set up their business i.e.: - Incubation in one of the ESA Business Incubation Centres (Noordwijk NL, Darmstadt GER, Frascatti IT) - Support by ESA technical experts - Financial support during the incubation phase - Access to financial support (ESA Investment Forum, European Special Application Fund) Although ESA is looking for ideas that can be implemented quickly, ESA is interested in the sustained success of the supported venture and will accompany the winning company from incubation to market. 10 SPECIAL TOPIC PRIZE :: ITRI Special Topic Prize Having Fun with Galileo Starting Position Founded in 1973, the Industrial Technology Research Institute (ITRI) is a not-for-profit R&D organisation engaged in applied research and industrial services. ITRI played a vital role in transforming Taiwan s economy from a labor-intensive model to a high-tech industrial one. In its 30 years of history, ITRI has helped to found some 135 companies including world renown companies such as UMC, TSMC, Acer and ASUS. ITRI s accumulated expertise to turn laboratory success into industrial realisation, especially in semiconductor and telecommunication technologies, has been a crucial contribution to Taiwan s economic success. Apart from its famous semiconductor and telecommunication efforts, ITRI is also heavily engaged in multidisciplinary research such as material science, nanotechnology, advanced manufacturing, micro electronics, optoelectronic, energy and environmental science. Besides its headquarters in Hsinchu, the heart of Taiwan s high-tech industry, ITRI has branch offices in San Jose, Tokyo, Berlin, and Moscow to streamline international collaborations. Following its tradition in industrial innovation, ITRI approaches technology development from different perspectives. Being Playful is one of the themes to explore how technologies can enrich human experiences as well as respond to human needs and wants. Innovation rooted in the areas of toys and games is a new initiative. Objectives How can we HAVE FUN with a satellite which is precise in timing and positioning? Is there a fun game that helps to put us (as players?) in different positions of the (virtual) world (or universe), so that different people could be linked together in peace and love, or at least communicate and understand one another better (in the real world)? Deliverables: 1. A detailed description of how the game works: its rules, interactivity, challenges, and unpredictability, 2. A detailed statement of how the game captures, extends, or carries the player s imagination, and 3. A probable implementation scheme and its cost evaluation. Let s imagine and realise. Prize To the first place winner of the ITRI special topic prize, ITRI offers a cash award of EUR 20,000 and the travel expenses to cover a visit to Taiwan for a week. The competition will be evaluated according to originality (50%), feasibility (25%), and market potential (25%). There is no restriction on game platform, genres, and number of players, except that the finished product must be affordable to the general public. 10

The DHL brand covers Deutsche Post World Net s (DPWN) national and international parcel and express operations and logistics. DPWN manages more than 130,000 vehicles and 420 airplanes around the world. In the face of growing transport volume, today s logistics providers have to ensure that the capacities of the total freight volume could be maximised both to decrease the CO 2 emissions and to fulfill the increasing customer demand for more value added services. Both companies are seeking together for technology and solution providers to foster their business and to optimise the delivery process of the more than 130,000 delivery vehicles. Objectives T-Systems / DHL are joining forces to offer a special topic prize for an innovative way to optimise delivery vehicle freight volume in the field of logistics. The load volume information is key to success for an efficient logistics business. The optimised usage of load volume embedded in an intelligent system reduces cost, emissions and optimises the application of DHL s delivery fleet. 12 Choose one of these 13 high-tech regions for your future business The European Satellite Navigation Competition is designed to provide entrepreneurs and international researchers a way to create Galileo applications as well as providing a route to market via the most appropriate participating high-tech region. The participating high-tech regions all boast sustained success in satellite navigation and communications segments and are about to further develop their efforts in these sectors. Within the European Satellite Navigation Competition the partner regions compete to create the best of the best the GALILEO Master as well as turning the new ideas into successful business cases and / or new companies in their regions. Each region has its own advantages and characteristics which may better suit an individual applicant. AZO was founded as an incubator to expand Oberpfaffenhofen, an important aerospace location, into a cluster focusing on European satellite navigation.
