7 SECTION II 2.1. ABOUT MSME-DI, RANCHI Micro, Small & Medium Enterprises-Development Institute (MSME-DI), Ranchi a field Institute office of the Development Commissioner (MSME), Ministry of Micro, Small and Medium Enterprises, Govt. of India has been playing a key role for development of Micro, small and Medium Enterprises through counseling, consultancy and training. The Institute is dedicated to provide need based support to MSMEs of Jharkhand by providing technical consultancy and counseling regarding selection of product, location, raw materials, machinery, layout and production process, managerial consultancy etc. The Institute also provide relevant knowledge to MSMEs on modernization, technology upgradation, energy conservation, acquiring international quality management system, pollution control etc. MSME-DI is also responsible for implementing and conducting various schemes and training programmes of Ministry of MSME, Govt. of India in the state. It was established in 1960 as a Small Industries Service Institute Extension Centre, there after upgraded as Small Industries Service - 7 -

8 Institute in 1975 and renamed as MSME Development Institute since June, 2007 as a follow up of the merger of the two Ministries of Small Scale Industries and Agro & Rural Industries into Ministry of Micro, Small and Medium Enterprises. MSME DI, Ranchi is ably supported by its Branch Institute located at Dhanbad. The Branch Institute s jurisdiction is covered by 9 districts of Jharkhand viz., Giridih, Deoghar, Sahebganj, Pakur, Dumka, Dhanbad, Bokaro, Jamtara & Godda while remaing 15 districts i.e Garhwa, Palamu, Chatra, Hazaribagh, Koderma, Ramgarh, Ranchi, West Singhbhum, East Singhbhum, Saraikela- Kharsawan, Khunti, Simdega, Gumla, Latehar, Lohardaga are coming under the jurisdiction of MSME-DI, Ranchi

9 2.2 BRIEF NOTE ON JHARKHAND STATE The Jharkhand State which comprises of 24 districts was created by carving out the Southern parts of erstwhile Bihar. This 28 th State of the union came into existence on 15 th November From administrative point of view Ranchi is the State Capital. Jharkhand has 5 Divisions namely Palamu Division, North Chotanagpur Division, South Chotanagpur Division, Kolhan Division & Santhal Pargana Division comprising of all the 24 districts of the State. Jharkhand is endowed with vast natural resources specially the vast variety of mineral resources like Uranium, Mica, Bauxite, Granite, Magnetite, Dolomite, Fire Clay, Quartz, Fieldspar, Coal (32% of India), Iron, Copper(25% of India) etc

10 Jharkhand is the leading producer of mineral wealth in the country. The total value of mineral production is amounted to over Rs crores. Jharkhand is No. 1 producer in Iron ore, Mica, Kainite & Uranium, No.3 in Coal Production after Odisha and Chattishgarh. Forest and Wood lands occupy more than 29 % of the State is amongst the highest in India. 2.3 THE MSME SECTOR IN THE STATE As per Fourth all India Census of Micro, Small and Medium Enterprises ( ) there were 6.75 Lakh MSMEs working in the State of Jharkhand in which 13 Lakh persons were employed. Before this, the Institute was operational from Two Shed Industrial Structure at Kokar, Ranchi till April After that it was shifted to RIADA Bhawan, Namkum, Ranchi where it was operational from April 2011 to October Finally it was shifted to its newly

ESDP organized on Computer Accounting with Tally from to at NIST Computer Academy, Ranchi. 3.3 SEMINARS ORGANISED BY THE INSTITUTE DURING BAR-CODE In order to provide Marketing assistance to MSEs under core programme target, this institute has organized 2 Nos. of one day Awareness Programmes on Bar-Code during the reference year Details are as under: A one day Awareness programme on BAR CODE was orgnised by this Institute on at MSME-DI Ranchi for the benefit of MSMEs. The Programme was attended by 38 Nos. of participants. Course fee of the Programme is Rs Total expenditure of the Programme is Rs 29923/-. A one day Awareness programme on BAR CODE was orgnised by this Institute on at Singhbhum Chamber of Commerce & Industry, Jamshedpur for the benefit of MSMEs. The Programme was attended by 31 Nos. of participants. Course fee of the Programme is Rs 3100 /-. Total expenditure of the Programme is Rs 29,940 /

16 3.3.2 PACAKAGING FOR EXPORT A Two days Training programme on Packaging for Export under MATU scheme for the benefit of MSEs was organized by this institute on 22/06/2016 & 23/06/2016 at Seminar Hall of MSME-DI Ranchi. The programme was attended by 40 Nos. of participants. Total expenditure of the programme is Rs.63000/- and total Rs.10000/- revenue was generated TEQUP (TECHNOLOGY UPGRADATION) The main objective of the scheme is to sensitize the MSME Sector to upgrade their manufacturing process towards usages of Energy Efficient Technologies (EET) so as to reduce cost of production and emission of greenhouse gases. The second objective is to improve product quality of MSMEs towards becoming globally competitive. Under the TEQUP scheme following awareness programmes on Product Certification and Energy Efficient Technologies were organized by the institute including Br. Dhanbad during the year to motivate MSMEs in the State PRODUCT CERTIFICATION A one day awareness programme on Product Certification was organized by this institute on at DIC,Bokaro in association with BIS Jamshedpur for the benefit of MSMEs. The Programme was attended by 51 Nos. of entrepreneurs representing various MSME units. Total expenditure of the Programme is Rs.29700/- A one day awareness programme on Product Certification was organized by Br.MSME-DI, Dhanbad in association with Chirkunda Refactory Units on at Kumardub Clubi,Chirkunda for the benefit of MSMEs. The

17 Programme was attended by 42 Nos. of entrepreneurs representing various MSME units. Total expenditure of the Programme is Rs 33,536/ ENERGY EFFICIENT TECHNOLOGY A one day awareness programme on Energy Efficient Technology was organized by this institute in association with Red Brick Fields Owner s Association,Ranchi on at Seminar Hall of, Ranchi for the benefit of MSMEs. The Programme was attended by 56 Nos. of Participants. Total expenditure of the Programme is Rs.47205/- A one day awareness programme on Energy Efficient Technology was organized by this institute in association with Jharkhand Small Industries Association, Ranchi on at JSIA Hall, Ranchi for the benefit of MSMEs. The Programme was attended by 32 Nos. of Participant. Total expenditure of the Programme is Rs 66192/ SUPPORT FOR ENTREPRENEURAL AND MANAGERIAL DEVELOPMENT OF SMEs THROUGH INCUBATORS A one day awareness programme on Support For Entrepreneurial and Managerial Development of SMEs through Incubators was organized by this institute on at Indo-Danish Tool Room, Jamshedpur for the benefit of SMEs. The Programme was attended by 111 Nos. of Participants. Total expenditure of the Programme is Rs. 19,136/-. A one day awareness programme on Support For Entrepreneurial and Managerial Development of SMEs through Incubators was organized by this institute on at NIT,Jamshedpur. The Programme was

19 3.3.5 AWARENESS PROGRAMME ON DESIGN CLINIC A one day awareness programme on Design Clinic was organized by this institute on at MSME-DI, Ranchi for the benefit of SMEs. The programme was attended by 56 Nos. of Participants.Total expenditure of the programme is Rs 39980/-. A one day awareness programme on Design Clinic was organized by Br. MSME-DI Dhanbad on at Dhanbad Club, Dhanbad for the benefit of SMEs. The Programme was attended by 56 Nos. of Participants. Total expenditure of the programme is Rs 59970/-. A one day awareness programme on Design Clinic on Automotive Components was organized by this institute on at Adityapur Auto Cluster, Jamshedpur for the benefit of SMEs. The Programme was attended by 50 Nos. of participants.total expenditure of the programme is Rs / AWARENESS PROGRAMME ON FINANCIAL SUPPORT TO MSMEs IN ZED CERTIFICATION A one day awareness programme on financial support to MSMEs in ZED Certification was organized by this institute in association with Jharkhand Small Industries Associatio,Ranchi on at Jharkhand MSME-Tool Room for the benefit of SMEs. The Programme was attended by 59 Nos. of Participants.Total expenditure of the programme is Rs /-. A one day awareness programme on financial support to MSMEs in ZED Certification was organized by Br.MSME-DI Dhanbad on at IMT Hall,Br.MSME-DI Dhanbad for benefits of SMEs. The Programme was

A one day awareness programme on financial support to MSMEs in ZED Certification was organized by this institute in association with Jharkhand Small Industries Association, Ranchi on at Rabindra Bhawan,CMPDI Campus for the benefit of SMEs. The Programme was attended by 55 Nos. of participants. Total expenditure of the programme is Rs / NATIONAL WORKSHOP ON EXPORT MARKETING UNDER NEW SCHEME OF MARKETING ASSISTANCE AND TECHNOLOGY UPGRADATION A Two days Sensitization National Workshop on Export Marketing under New Scheme of Marketing Assistance and Technology Upgradation was organized by this institute in association with Federation of Jharkhand Chamber of Commerce & Industries, Ranchi on & at conference Hall of Federation of Jharkhand Chamber of Commerce & Industries, Ranchi for the benefits of SMEs.The Programme was attended by 115 Nos. of participants. Total expenditure of the programme is Rs / REIMBURSEMENT UNDER BAR- CODE The Institute motivated the MSME units of the state to avail financial assistance for using global standards in Bar-coding. Under this scheme the Institute disbursed an amount of Rs /- as re-imbursement of Bar Code registration fee to 1 MSE units

During the year total 10 Nos. of application had been received under the scheme. Out of which only 8 Nos. of MSEs units were found eligible for reimbursement. 25 3.6.3 REIMBURSEMENT FOR CORPORATE GOVERANCE PRACTICES AND REIMBURSEMENT TO ISO 18000/22000/27000 CERTIFICATION UNDER MATU Since after sincere efforts none of the MSEs units had been approached to take reimbursement for Corporate Governance Practices & reimbursement to ISO 18000/22000/27000 certification under MATU. 3.7 REIMBURSEMENT UNDE PRODUCT CERTIFICATION The Institute motivated the MSME units of the State to adopt certification on product quality of National/International level.
