4 1.0 DECLARATION BY THE PROMOTER This RFP is issued on behalf of and is authorized by the Government of the Republic of Haiti. The RFP is issued in good faith to invite expressions of interest to assist the people of Haiti in the rebuilding programme following the devastating earthquake in January Malcolm Reading Consultants will take all reasonable care to run the competition with fairness and transparancy. 5 2.0 OVERVIEW The January 12th 2010 Haiti earthquake, centred on the country s capital Port-au-Prince, fractured this island nation, and its national, regional and local systems at all levels. The greatest impact of the earthquake was to Port-au-Prince s residential infrastructure, with over 100,000 homes destroyed and 200,000 homes damaged in the earthquake. 1,500 schools and health centres also collapsed. Over 1.5 million Haitians (15% of the population) have been directly affected by the earthquake, with 1 million now living in temporary shelters, and 500,000 relocated to live elsewhere. Many homes that were not completely destroyed were so badly damaged to be made inhabitable, with some of the most damaged neighbourhoods located in its densely developed inner city sections. The damage and loss has been estimated at US $10 billion, with 40% of that in housing damage, and it is estimated that the country is likely to take 10 years to reconstruct and recover. Immediate disaster relief has delivered and erected tents and other forms of emergency shelter from a wide variety of sources, creating tent clusters in some 1000 camps for over 500,000 people. With the rainy season on-going, a key priority for the Haitian government and its international relief partners is to relocate those sheltering in camps to transitional forms of shelter prior to permanent rehousing. Transitioning displaced camp residents presents not only a huge logistical challenge but also a unique opportunity to make vital advancements to Haiti s social and economic infrastructure. It is within this context that the Building Back Better Communities Expo has been initiated by the Haitian government to investigate alternative potential forms of permanent housing for its displaced citizens expressed in the form a prototype housing Expo to take place in Port-au-Prince from early December This project forms an integral part of the Haitian government s three-step strategy which will first encourage families to return to their own homes once these have been assessed and retrofitted, second develop transitional housing for those having no alternative to living in tents, and third develop new low-cost permanent homes. This project will have a global reach, encouraging recognised housing suppliers, contractors, NGO s, architects, and other construction consultants - indeed all those committed to contributing to Haiti s reconstruction - to step forward and submit their credentials through this RFP and for them to be considered for the supply, design and erection of permanent housing in Haiti. 6 The Expo will also act as a forum for discussion, where all issues relating to the reconstruction of Haiti, including its residential infrastructure, can be debated and informed decisions can be made on agreeing the way forward. It will also represent a way in which best practices in permanent housing can be presented to a wide audience in cluding representatives of the Haitian government and Haitian professionals and communities. 7 3.0 BRIEF The constructed form of the Expo will be located on a 2 hectare site some 5kms north of the city s International Airport. This government owned land, known as the Oranger site, has the advantage of being flat, well accessed and having an existing community of some 2,000 residents within its curtlidge. Enclosed here and on subsequent pages is an aerial photograph and context photographs of the selected Oranger site as well as an aerial graphic representation of a notional layout for the Expo which will be developed, in consultation with interested parties, over the course of the coming months. As you will see from this material, there is an existing community in place around the site, including a group of yet-to-be occupied modular housing units, which will all contribute to the vitality of the proposed Expo site. 9 and support areas. It is envisaged that the tent will also act as a focus of discussion, where all those committed to Haiti s reconstruction will have an opportunity to debate key issues and informed decisions can be made on agreeing the way forward. a 2 hectare site to display single/multiple housing units of pre-fabricated housing proposals for those selected through this process at the core of the Expo site. (LOT 1) a site reserved for a school, church, community centre and associated accommodation to serve as a community hub, to be erected at the earliest time after the Expo. a 3 hectare site built out with an exemplar housing settlement to agreed specifications as determined by the government of Haiti, and utilising a range of different housing types selected through this process (including those considered appropriate from the Expo) for occupation post Expo by around 100 to 200 families of public servants and others, and extendable as a community in the future. It is the intention that this site is set aside for the development of a model community based on the preferred housing units and design ideas displayed at the Expo, with its construction likely to follow on from the Expo at its conclusion. 10 4.0 PROCESS The RFP is divided into Lots. Individual competitors are encouraged to enter one lot only but consortia and collaborations can be considered for one or more. The Brief (section 3.0) describes the outputs of the Expo. The elements related to this RFP fall into two Lots. The Lots are: Lot 1: The development of mass pre-fabricated housing in volume, preferably to feature community-scaled arrangements. Lots 2: family exemplar settlement, with housing designed by different architects to demonstrate and test typologies and construction. It must be understood by all competitors that the competition and the subsequent Expo are essentially charitable activities. There is no guarantee of subsequent work from the Government of the Republic of Haiti to competitors taking part in the Expo. All costs of entering are to be met by competitors. This RFP is being organised in three stages. The first stage, to be undertaken in May/June 2010 will aim to attract a wide variety of respondents from an international range of supplier sectors of housing manufacturers, contractors, construction consultants, architects and designers and others who wish to participate in the process. Please note that particular consideration will be given to those suppliers who demonstrate an intention to form partnerships or joint ventures with Haitians. For Lot 1, all costs associated with the erection of Expo housing units will be met by competitors, on land that will be prepared in advance for housing by the Haitian government. Please note that no utility connections will be available on site. The supplied housing units will also become the property of the Haitian government without compensation at the Expo s conclusion. The deadline for the first stage is 18 June, 5.00pm EST. First stage submissions will be evaluated by the end of June, with those shortlisted for the second stage invited 10 Building Back Better Communities expo, Haiti
11 to attend a weekend briefing session to be hosted and led by the Haitian government on July in Port-au- Prince which will offer all participants the opportunity to visit the Expo site, meet potential partners and create teams for the second stage submission which will be due on 30 July, with the winning suppliers invited to participate in the third stage notified by the end of July. It should be noted that a comprehensive second stage brief will be issued to all second stage participants prior to the17-18 July briefing session. The deadline for second stage is 30 July, 5.00pm EST. While the evaluation criteria for those invited to participate in the third stage is currently being developed by the Haitian government, it should be noted that final selections will be made on an agreed balance of quality and cost The third stage will consist of the development, delivery and erection of selected Expo prototype permanent housing solutions with the Expo being launched on site on Saturday 4 December 2010 and extending through that month and beyond during which time exhibiting suppliers will have an opportunity to meet representatives of the Haitian government and others to discuss and agree how they might participate subsequently. For those suppliers selected post-expo to contribute to the country s housing reconstruction, it s provisionally targetted that initial contracts will be agreed from December onwards in order that pre-construction activity to re-house the Port-au-Prince displaced citizens might potentially begin to develop before the end of December 2010, and be in an advanced state by early in It is intended that the construction of the Exemplar Housing Settlement will follow immediately at the conclusion of the Expo, as previously indicated in the final point of 3.0 BRIEF. It should be further noted that the Haitian government has set aside to date in excess of 30 hectares for permanent rehousing settlements. Building Back Better Communities expo, Haiti 11
12 5.0 SPECIFICATION While the specification criteria recommended for those participating in the RFP process is yet to be fully developed, and confirmed by the government of Haiti, there are important criteria which will need to be considered by those submitting their credentials, particularly those who seek to supply Expo housing; 1. Transportation Proposals must consider logistics for transportation, such as the use of a standard 45 foot 18 wheel semi-trailer for pre-fabricated elements. No extra wide loads or helicopter deliveries will be appropriate. 2. Installation Cranes are a limited resource in Haiti. For instance a 15-ton crane rents for about $2,000 per day. Applicants must demonstrate that their proposal can be modularized and/or site installed without the use of a crane or, as an alternative, demonstrate that they possess the immediate resources to bring and operate their own crane in Haiti. 3. Codes Designs must be engineered to resist damage under a Category III storm, as defined by The American Society of Civil Engineers (ASCE)/Structural Engineering Institute Standards 7-05 and be appropriately designed for seismic engineering requirements. All designs must be consistent with minimum Sphere standards for settlement, the Caribbean Uniform Building Code and GTFBC recommendations for Haiti. 4. Economic Development Proposals should demonstrate that they can create local jobs and develop skills. For instance we will be seeking proposals that utilise local materials, methods and craftsmen, as well as those building local capacity. Local manufacturing and job creation will be important components of all proposals. 5. Logistics Any proposal must be able to be installed in a module of at least one unit at the Expo within the prescribed timeframe, including all costs associated with shipping, taxes, customs, local transport and site preparation. 13 will seek out applicants that are bonded. It is anticipated that the Haitian government will grant tax and customs exemption for the prototype housing units to be built at the Expo site. 6. Production All applicants must demonstrate a capability of producing significant numbers of housing units in the first year following the Expo. 7. Adaptability Designs must be adaptable by means of local labour and materials, and not require additional purchases by residents of manufactured products. Haitian family sizes can range from 2 to 14, and therefore options must reflect that variation. 8. Environmental: a. Daylighting Optimum daylight will be required without excessive solar gain b. Passive Cooling Designs should not rely on active cooling. All cooling must be achieved with breeze and shade. c. Water Due to frequent water shortages and a lack of municipal supply, designs which are capable of collecting and storing rainwater will be favoured. d. Power All units must have U.S. standard electrical outlets and fixtures. e. Solar Designs that feature solar power features or amenities will be favoured. f. Utilities Consideration will be required for washing, cooking, and sanitation. 9. Consultations and Partnership Applicants will need to demonstrate how they propose to engage local stakeholders as well as Haitian Building Back Better Communities expo, Haiti 13
14 consultants and others in the design and fabrication process. 10. Durability Proposals must be constructed using durable and preferably green or recycled materials and techniques, be maintenance-free and fabricated with a minimum15 year lifespan. 11. Cost and Floor Area Applicants should consider affordability and floor area as a key element in their proposals. Clearly cost will depend on unit numbers to be produced, but there is a target unit cost of $5,000 which has been established for the supply and installation of each housing unit, and an estimated enclosed floor area per unit of around 350 sf (35sqm), and an equivalent external yard area. 12. Culture In addition to the aforementioned criteria, designs should culturally reflect Haitian heritage and Haiti s domestic tradition. To this end, it is proposed that a team of Haitian-led experts will be appointed to review proposals and comment accordingly as part of the assessment process. 13. Timescale Those suppliers selected from this RFP will be required to comply with the agreed timescales set out in the tender document (which will be issued to shortlisted teams). It is anticipated that those selected for Lot 1 will be required to demonstrate capabilities to install housing by the time of the Expo in December, whereas those for Lot 2 will be required to demonstrate readineess to build by the time of the Expo. 14 Building Back Better Communities expo, Haiti
15 6.0 RFP management AND JURY This RFP management process is being managed by Malcolm Reading Consultants on behalf of the Haitian government who will be the single point of contact for all correspondence going forward. Their point of contact for this RFP is Claire McKeown All queries regarding this RFP should be submitted to Claire McKeown once only, by Monday 7 June. Claire, working in partnership with the Haitian government will then issue a single collective response to cover all queries raised. It will be the responsibility of those expressing interest in this RFP to Claire if they have not received a response to their queries on Monday 14 June. A similar process will be followed for shortlisted suppliers in the second stage. While the selection Jury is yet to be appointed, it will be led by prominent members of the Haitian government, and include senior representatives of Haitian and international NGOs as well as international experts. The appointed Jury will be identified during the second stage and shortlisted candidates notified accordingly of their identity. It should be noted that no contact whatsoever will be permitted between shortlisted candidates and the Jury, with all communications only made through Malcolm Reading Consultants. 16 7.0 RFP SUBMISSION requirements This RFP relates to a range of potential suppliers, including but not restricted to recognised housing suppliers, contractors, NGO s, construction consultants (such as architects, structural and civil engineers, MEP engineers, and landscape architects) and designers. Additionally, if you have an expertise in other associated disciplines that you think is relevant to this project then please consider submitting your credentials for consideration and we will endeavour to consider your involvement, should we believe you have a role to play in the project. First stage RFP submissions should be submitted by to Claire McKeown (claire.mckeown@ malcolmreading.co.uk) to arrive no later than 5pm EST on Friday 18 June 2010, and should be restricted to a total of 12 A4 pages of text and illustrations plus an accompanying single page expression of interest letter.
