1 Funding Preparedness Through the Homeland Security Grant Program (HSGP) Office of the Governor (OOG) Public Safety Office (PSO) Homeland Security Grants Division (HSGD)

2 What you need to know about HSGD The Homeland Security Grants Division (HSGD) serves as the State Administrative Agency (SAA) for the HSGP. HSGD is part of the Office of the Governor (OOG), Public Safety Office (PSO). HSGP includes these programs: State Homeland Security Program (SHSP) Available statewide to eligible applicants Urban Area Security Initiative (UASI) Houston, Dallas/Ft Worth/Arlington, and San Antonio Nonprofit Security Grant Program (NSGP) Available to 501(c)3 organizations statewide* Operation Stone Garden (OPSG)

3 Public Safety Office Overview The PSO administers both state and federal grants. The PSO uses the egrants system to manage approximately 2,300 active grants per year. These grants add up to hundreds of millions of dollars in funding on an annual basis. The PSO contracts with the local Regional Councils of Governments to rank and prioritize projects from their respective regions.

6 State Homeland Security Program (SHSP): The SHSP assists state, tribal, territorial, and local preparedness activities that address high-priority preparedness gaps across all core capabilities that support terrorism preparedness. All supported investments are based on capability targets and gaps identified during the Threat and Hazard Identification and Risk Assessment (THIRA) process, and assessed in the State Preparedness Report (SPR). *Available to eligible applicants statewide

7 Urban Area Security Initiative (UASI): The UASI program assists high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. *Available to eligible applicants within funded urban areas. Historically this has been the Dallas/Fort Worth/Arlington, Houston, and San Antonio areas.

8 Nonprofit Security Grant Program (NSGP): The NSGP provides support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of terrorist attack. The program is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies. *2018 will be the first year the NSGP has been opened statewide.

9 Operation Stonegarden (OPSG): The OPSG Program supports enhanced cooperation and coordination among Customs and Border Protection (CBP), United States Border Patrol (USBP), and Federal, state, local, tribal, and territorial law enforcement agencies. The OPSG Program provides funding to support joint efforts to secure the United States borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders.

12 Eligibility to apply Eligible Applicants: 1. State agencies (SHSP only); 2. Regional councils of governments (SHSP); 3. Units of local government (SHSP and UASI if within a funded urban area); 4. Nonprofit organizations (SHSP, UASI, NSGP*); 5. Universities or Colleges (SHSP, UASI, NSGP*); and 6. Federally recognized Native American tribes (SHSP). *NSGP only: Recognized 501(c)(3) organizations which have been determined by the Secretary of Homeland Security to be at high risk of terrorist attack.

13 Eligibility to apply (SHSP and UASI) Eligibility Requirements: 1) Grantees are required to maintain adoption and implementation of the National Incident Management System (NIMS). 2) Cities and counties must have a current emergency management plan or be a legally established member of an inter-jurisdictional emergency management program with a plan on file with the Texas Department of Public Safety, Texas Division of Emergency Management (TDEM). 3) In order for an applicant to be eligible, the county (or counties) in which the applicant is located must have a 90% average on both adult and juvenile criminal history dispositions reported to the Texas Department of Public Safety for calendar years 2013 through This requirement must be met by August 1, 2019.

14 Eligibility to apply (SHSP and UASI) Eligibility Requirements (continued): 4) Eligible applicants operating a law enforcement agency must be current on reporting Part I violent crime data to the Texas Department of Public Safety (DPS) for inclusion in the annual Uniform Crime Report (UCR). To be considered eligible for funding applicants must have submitted a full twelve months of accurate data to DPS for the most recent calendar year. 5) Eligible applicants must have a DUNS (Data Universal Numbering System) number assigned to its agency. 6) Eligible applicants must be registered in the federal System for Award Management (SAM) database

15 What can I fund? All grant projects must support one of seven (7) investment categories (SHSP only. UASIs vary): Intelligence and Information Sharing (Fusion Centers) Interoperable Communications (Equipment, Towers, repeaters, radios) Sustaining Special Response Teams and First Responder Capabilities (SWAT, Bomb, HAZMAT, USAR) State, Regional, and Local Planning (includes exercises and training) Operational Coordination (EOC enhancements, IMT training, Mobile Command Vehicles, etc) Critical Infrastructure (target hardening, risk assessments, access control) * Examples above are not all inclusive. The types of projects are broad and may vary based on the supported core capability.

16 Prohibitions Grant funds may not be used to support the following services, activities, and costs: 1) vehicles or equipment for government agencies that are for general agency use and/or do not have a clear nexus to terrorism prevention, interdiction, and disruption (i.e. mobile data terminals, body cameras, in-car video systems, or radar units, etc. for officers assigned to routine patrol; general firefighting equipment or uniforms); 2) weapons*, ammunition, tasers, weaponized vehicles or explosives (exceptions may be granted when explosives are used for bomb squad training); * Includes weapons accessories including laser aiming devices, optics, ammo pouches, slings, etc.

17 Prohibitions Grant funds may not be used to support the following services, activities, and costs: 3) food, meals, beverages, or other refreshments, except for eligible per diem associated with grant-related travel or where pre-approved for working events; 4) any use of grant funds to replace (supplant) funds that have been budgeted for the same purpose through non-grant sources; 5) amateur radios and equipment, FMS radios, GMRS radios, or other radio equipment that is not P25 compliant; and 6) any other prohibition imposed by federal, state, or local law.

21 Application Process 1)For eligible local and regional projects: a)applicants must contact their applicable regional council of governments (COG) regarding their application. b)each of Texas 24 COGs holds its own application planning workshops, workgroups, and/or subcommittees and facilitates application prioritization for certain programs within its region. Failure to comply with regional requirements imposed by the COG may render an application ineligible. 2)UASI jurisdictions that do not receive a direct allocation from the Federal Emergency Management Agency may submit an application directly to HSGD for a Fusion Center project. 3)All applicants must access HSGD s grant management website at to register and apply for funding.
