General Topic Beyond Energy Action Strategies (BEAST) in the Outer Hebrides Date Location Stornoway, Isle of Lewis Number of participants Objective The purpose of the workshop was to share learning and experience between BEAST partners across the EU and local stakeholders in the Outer Hebrides in relation to energy projects they were involved in across the areas of energy efficiency, renewable energy and sustainable transport. The overall objectives were to: share good practice, identify factors which can make an energy project a success, and, look at barriers being experienced by projects across the EU and where these had been successfully overcome. 3. Description and overall evaluation The workshop began with an introduction to s involvement in the BEAST (Beyond Energy Action Strategies) IEE and EU-funded project. A presentation was given outlining the key projects which BEAST had supported in the Outer Hebrides, and also the context of the Outer Hebrides SEAP which had formed the initial context to s involvement. This was followed by presentations by EU project partners within the BEAST project. These were focused across the cluster themes of: STEER, SAVE & ALTENER. Presentations gave an overview of the projects that has been taken forward by partners through their involvement in BEAST, and highlighted some key points for the success of their projects, or factors which had proved to be challenging. Local organisations Hebridean Housing Partnership, Tighean Innse Gall and Comhairle nan Eilean Siar s Technical Services Department introduced BEAST partners to a selection of energy projects which they were progressing in the Outer Hebrides. HHP s presentation covered areas of work in their capacity as social housing landlord in the Outer Hebrides, including: Energy Monitoring and Refurbishment Measures: Infra-Red Heating Pilot, Air Source Heat Pumps. TIG presented on projects they were taking forward, including energy information and advice to householders, and also the delivery of the Scottish Government s Home Energy Efficiency Programme delivering energy efficiency measures such as internal and external wall insulation to householders across the islands. s Technical Services Department gave a presentation on the Outer Hebrides Local Energy Hub, seeking to create energy through utilization of fish waste products in the Anaerobic Digester at Creed Park, Stornoway. 3
4 4. Outcomes and conclusions Following the presentation there was an opportunity for questions and discussions on some of the areas raised through the presentations. Participants went into more detail on sharing factors that can support project success, and to also share experiences on barriers experienced and the approach to overcoming these. The questions were asked: Why do energy projects succeed? Why do some fail? What are the influencing factors? What has worked, here and across Europe, to overcome some of these barriers? Some of the themes from the discussion are summarised below. Challenges/Barriers to Success: Lack of understanding of RES and EE technologies Misconceptions of benefits versus potential costs/savings Financial Administration and bureaucracy Changes in political/government priorities Ways to overcome barriers/ensure project success: Sharing examples of good practice with other regions Feasibility and technical studies to prove potential impact Demonstration & Information campaigns to challenge misconceptions Political support Knowledgeable, local staff who gain trust in the community 5.
