3 Letter from the Chairman It has been my honor to serve as Chairman of the Board at Temple Economic Development Corporation this past year and a pleasure to work with an outstanding Board of Directors made up of volunteers from our community that share a commitment to public service and a love for Temple. As Temple continues to grow one of the best entities that help grow the community is the EDC. Temple EDC strives to grow our community by adding citizens, adding valuable jobs, by recruiting sales tax projects, and by assisting investments that grow the tax rolls. Temple EDC is helping shape the future of our great city and I am proud to be a part of it. As the world grows smaller and smaller through technological innovations, the need for continued focus on local economic development is more critical than ever. The citizens and City of Temple created Temple EDC for the purpose of promoting economic development. As you will see in this report, fiscal year was no exception, Temple EDC fulfills that purpose by consistently creating high quality jobs in our community, assisting local businesses or new business in Temple and creating job opportunities for Temple residents. David Nix Chairman of the Board Board of Directors The Temple Economic Development Corporation (TEDC) is governed by a fifteen-member Board of Directors that are appointed by Temple City Council. Directors commit to serve a three-year term with no term limit. 4 Economic Overview As of 2016Q2, total employment for the Temple, TX was 60,664 (based on a fourquarter moving average). Over the year ending 2016Q2, employment increased 4.5% in the region. The average worker in the Temple, TX earned annual wages of $43,444 as of 2016Q2. Average annual wages per worker increased 5.5% in the region during the preceding four quarters. Annual average wages were $54,152 in the nation as of 2016Q2. Temple EDC offers an array of services to businesses wishing to expand or relocate to the community. This year Temple EDC implemented criteria for a Certified Site Program which benchmarks against 21 State programs including the State of Texas and is more comprehensive than 18 of the nation s programs. A certified site designation serves as a pre-qualification, indicating that a property s title is clear; that it possesses sufficient utilities and other infrastructure for industrial use, and that it is properly zoned and has adequate transportation access for such uses, among other criteria. Temple EDC s Certified Site Program identified 49 site in Temple s Business and Industrial parks. In FY 2016 Temple EDC aggressively executed recruitment efforts or assisted with expansion plans of five companies. Southwest Contract Southwest Contract, which has operated in Temple since 1997, will build a new warehouse facility. The 40,000 square foot, $2.5 million facility will be located on 6.9 acres on the corner of Industrial Boulevard and Eberhardt Road in Enterprise Park. Southwest Contract currently operates out of 12,000 sq ft warehouse space and 7,000 sq ft office on Professional Drive and ships high-quality furniture to college and university campuses across the nation, creating environments within student housing that offer students flexibility, versatility, space savings, and safety in a home-like atmosphere. The Hub Pam and Joe Shepperd, the owners of a 22,000 square foot building in downtown Temple, renovating it to serve as a multi-shop, eclectic retail space, called The Hub. The $700,000 capital investment redevelopment of the three Northwest buildings that were formerly part of Casey s Furniture will include: first floor boutique space featuring fashion, accessories, gifts and home décor, a unique café with ice cream shop, and party rental space. The second floor will house art and the works of various artisans and craftsmen. The Hub is the working partnership formed between the Shepperds and Holley Gosh. Performance Food Group Performance Foodservice - Temple will begin a $10-million expansion project. The expansion will include construction of a 76,000-square foot addition to the current operation at 4141 Lucius McCelvey Drive and is expected to create 100 additional jobs during the next 60 months. Performance Foodservice - Temple distributes a large assortment of food products including the choicest cuts of USDA meats, poultry, fish, baked goods, condiments and even cleaning supplies. 5 HEB HEB Grocery Company, LP, Temple EDC and The City of Temple entered into an agreement that will construct a new road in Temple s Industrial park, construct a detention pond that will benefit future development in the industrial park, construct a new water and sewer lines to serve the expansion of HEB. The expansion will be a capital investment of at least $6-million by 2018 and increase employment at the Temple facility from 493 to 593. LSB Broadcasting, INC/KCEN-TV KCEN-TV will be moving its Bruceville-Eddy television station and move to downtown Temple. The local NBC affiliate the area s first television station that began broadcasting on Nov. 1, 1953 purchased a portion of the former First Baptist Church complex on Dec. 31 and hopes to have a brand new state-of-the-art studio operational by the end of the year. The new studio could enhance a development being planned for the remainder of the church property as Temple city officials are working to revitalize downtown. The $2 million dollar capital investments will bring at least 65 employees at an average salary of $40,000 to Temple. An excellent asset in recruitment of companies is Temple & Central Texas Railway which serves Temple Economic Development Corporations 3,500-acre industrial park with more than 50 tenants and over 10 miles of rail line. TC provides rail switching and other rail-related services to customers at Central Pointe Rail Park. Rail car traffic for TC has increased 32% in 2016 over Companies TEDC recruits has a direct impact on rail car traffic. Rail Park at Central Pointe is a 306 acre site in Temple, Texas that has been designated as a BNSF Certified Site. BNSF certification ensures a site is ready for rapid acquisition and development through a comprehensive evaluation of existing and projected infrastructure, environmental and geotechnical standards, utility evaluation and site availability. The BNSF program allows the certified sites to use the new BNSF Certified Site distinction in marketing materials to attract new businesses. BNSF is actively marketing the sites on bnsf.com and will promote the sites to the economic development industry across the country. A customer who builds a new rail-served facility on a BNSF Certified Site is expected to save between six to nine months of construction time as a result of the site s advanced level of preparedness for development. To be considered as a certified site, industrial sites agree to submit documentation that allows BNSF to look at tangible evidence of a commitment by the owner and the community to develop a high-quality industrial park or site that is strongly supported by a public-private collaboration and existing investments. 6 Existing Industry Snapshot The largest sector in the Temple, TX is Health Care and Social Assistance, employing 19,230 workers. The next-largest sectors in the region are Educational Services (5,459 workers) and Retail Trade (5,347). High location quotients (LQs) indicate sectors in which a region has high concentrations of employment compared to the national average. The sectors with the largest LQs in the region are Health Care and Social Assistance (LQ = 2.25), Wholesale Trade (1.38), and Educational Services (1.09). Employment data are derived from the Quarterly Census of Employment and Wages, provided by the Bureau of Labor Statistics and imputed where necessary. Data are updated through 2015Q4 with preliminary estimates updated to 2016Q2. Sectors in the Temple, TX with the highest average wages per worker are Management of Companies and Enterprises ($88,326), Health Care and Social Assistance ($64,256), and Wholesale Trade ($60,331). Regional sectors with the best job growth (or most moderate job losses) over the last 5 years are Health Care and Social Assistance (+3,837 jobs), Administrative and Support and Waste Management and Remediation Services (+811), and Construction (+795). Over the next 10 years, employment in the Temple, TX is projected to expand by 11,252 jobs. The fastest growing sector in the region is expected to be Health Care and Social Assistance with a +2.7% year-over-year rate of growth. The strongest forecast by number of jobs over this period is expected for Health Care and Social Assistance (+5,945 jobs), Retail Trade (+839), and Educational Services (+762). We are fortunate to have outstanding businesses located right here in Temple, making investments in our community and employing our local residents. Weather its attracting talent, expanding facilities, or improving local infrastructure, Temple business people trust and rely upon the Temple EDC team to advocate for their success. This program cultivates close relations with CEOs and business owners, taking time to understand their challenges, identify their needs and recommend solutions for helping their businesses succeed. 7 Annual Industry Appreciation Lunch and Awards The Annual Industry Appreciation luncheon is to applaud the existing industries as key contributors to Temple. Three outstanding businesses are recognized for their contributions of investment, community service and workforce. Expansion Project of the Year The Expansion Project of the Year Award recognizes a Temple business with a significant expansion project for capital investment, equipment purchase and job growth in The Temple EDC awarded Performance Food Group, for their $10-million expansion project to Performance Foodservice - Temple. The expansion will include construction of a 76,000-square foot addition to the current operation at 4141 Lucius McCelvey Drive and is expected to create 100 additional jobs during the next 60 months. Performance Foodservice - Temple distributes a large assortment of food products including the choicest cuts of USDA meats, poultry, fish, baked goods, condiments and even cleaning supplies. The company services a wide variety of restaurants and health care customers located in Texas, Oklahoma and Louisiana. Corporate Partner of the Year The Corporate Partner of the Year Award is presented to a Temple business with substantial involvement in the local community, including active involvement or partnership with a community organization, such as a business organization, charitable organization or the school district. The Temple EDC recognized Wal-Mart Distribution Center for the culture to give back to the community in so many ways. Temple Wal-Mart Distribution Center associates volunteered more than 1200 hours and donated over $105,000 back in to the Temple community for The Wal-Mart Local Grant Foundation awarded $31,500 of the $105,000 to 15 different organizations. Associates donated 250 bikes and 500 toys to the Salvation Army and filled 35 Angel Tree dreams. Donations, contributions, grants and volunteer hours were spread among other various organizations across the community including; Feed My Sheep, Relay for Life, Ralph Wilson Youth Program, Children s Miracle Hospital Network, Operation Home Front, Casa of Bell County, Heart of Texas Chapter of American Red Cross, VFW and various others. Thank you Temple Wal-Mart DC for your generosity to Temple. Excellence in Workforce The Excellence in Workforce Award recognizes a Temple business with notable success in workforce development during This success can be in the area of new job growth, education and training programs for employees, or a unique workforce initiative. The Temple EDC recognized Panel Specialists Inc. as the 2016 Corporate Partner of the Year. PSI has been an active member of the Temple ISD Career Technology & Education (CTE) Advisory Council for the past two years. They participate in the 8th grade career days and are the inaugural partner for the CTE ichallengeu project. The ichallengeu project is a real-world focuses, collaborative learning experience for our construction and accounting students. The PSI team has lead our students through their basic day to day process of making furniture. Students groups work together to satisfy the needs of an imaginary customer. They must determine furniture pieces, color, hardware, etc. based in the customer s wants. The construction students then build the pieces and our accounting students project costs, track time and materials used, etc. The goal of the ichallengeu project is multi-fold: To give students a real world learning experience. To create cross department collaboration (in our case, cross class collaboration). 8 Workforce Development Companies need exceptional talent to compete and survive in a global economy. As part of the Temple-Killeen-Fort Hood MSA and the Central Texas Region, Temple attracts commuters from a seven county region, with a total population of 1,240,340, which supplies a total job count of 447,556, according to Economic Modeling Specialists Int., The Temple Economic Development Corporation (TEDC) supports Temple employers by supplying the resources necessary to help employees grow and retain the fundamental knowledge needed in business. Whatever the training need is, TEDC can bring a suitable business training partner to the situation and help create solutions. P20 Central Texas Regional Council The Temple Economic Development Corporation is represented on the Board of Directors for the P20 Central Texas Regional Council. The Council is a school to work initiative comprised of educators and business partners. It builds pathways from school to the workplace with the goal of providing a more skilled workforce in Center Texas. The organization links businesses to the career and technology training provided by public schools and institutions of higher education, recruits and trains quality staff for your business, connects Chambers of Commerce with each other, the workplace and local schools and provides links to military transition programs. Workforce Preparedness Conference - Integrating Business and Education Temple Economic Development Corporation sponsored and presented at the Annual Workforce Preparedness conference conducted by the Central Texas P20 Regional Council and by Wilsonart. The conference highlighted the value of partnerships between business and education with an overview of current partnerships and trends and included tours of the Wilsonart Manufacturing facility. There were more than 110 business leaders and educators in attendance. TISD Industry Advisory Council The Temple Economic Development Corporation is a member of the Temple Independent School District Industry Advisory Council. The Council is composed of Temple industry leaders and its role is to advise, assist, support and advocate for the Temple ISD Career and Technology program and its initiatives. To analyze educational choices in order to make strategic decisions that lead to successful opportunities for students and business. The Council serves solely in an advisory capacity in order to aid the District in providing meaningful, forward-thinking education. The Council works cooperatively with school personnel in reviewing and providing feedback regarding educational initiatives. TISD 8th Grade Career Fair Temple Economic Development Corporation participated in partnership with the Temple Chamber of Commerce in the Temple School District s CTE 8th Grade Career Fair. The TISD CTE Career Fair seeks to raise awareness about optional career clusters as well as opportunities to earn direct-to-work certifications and college credits while in high school. Throughout the event, 630 students are shown an array of options to interact with 12 industry and community business partners. 9 Marketing & Building Relationships Temple EDC launched of a new, redesigned version of its website, Key features of the site include a cleaner and more attractive design, a more engaging user experience with enhanced search and navigation. The site s refreshed and simplified look, combined with enhanced content, improved search functionality, and optimization for mobile devices allows site selectors and clients better access to information regarding demographics, Temple s Certified Sites Program, key industries, community features and social media sites: YouTube, Facebook and Twitter. Choosetemple.com encountered 16,826 sessions in FY 2016 and 13,210 new users.
