Lower Lonsdale Legacy Fund Grant Guidelines. BACKGROUND: The Lower Lonsdale Legacy Fund (LLLF) was established in 1998 in response to one of the recommendations resulting from the Lower Lonsdale Community Benefits Review. The mandate for the fund is to provide grants for community development projects, programs or services that contribute to the quality of life for residents in Lower Lonsdale (see Attachment No. 1). Priority is given to those proposals which support or implement the recommended strategies of the 2005 Lower Lonsdale Social Development Strategy. Twenty-five percent of the revenue from the sale of Non-Tax Sale Lands in the Lower Lonsdale Study Area was allocated to the fund. The grants available through the LLLF are based upon the interest on the original endowment. There are two opportunities annually to submit applications to the LLLF: March 31st; and October 15th. The assessment of LLLF applications is the responsibility of the Social Planning Advisory Committee (SPAC). This is in keeping with SPAC's potential transition to a Civic Grants Review Committee as part of the re-organization of the City's advisory bodies. PURPOSE: This report submits recommendations from SPAC for the 2012 Round Two requests for LLLF funding. There was a robust deliberation on all of the applications, and difficult decisions and compromises were made in order to reach the funding recommendations articulated in this report. Ultimately the committee was able to reach decisions regarding all of the Round Two applications. The funding recommendations articulated in this report total $48,600. DISCUSSION: In the second round of funding for 2012 ten applications to the LLLF were received. The ten applications represent a request of $113,873. Five of the ten applications are for projects that have been funded previously, and evaluation reports for those projects have been submitted. At this time grants are recommended for nine projects: REPORT: Lower Lonsdale Legacy Fund Round Two Recommendations Date: December 12, 2012 Page 2 of 8 Document:
5 Pg Program: Requested Funding: Recommended Funding: Family Support in Lower Lonsdale Family Services of the North Shore (FSNS) $15,000 $10,000, Family Services of the North Shore (FSNS) has applied for funding to meet an identified need to facilitate access for family support programming for the early years (ages 0-6) and a Farsi Parenting Program. The program consists of monthly Parent Education sessions (with child-minding) on Tuesday nights, a six week Farsi Parent Education program, and a 6-week Farsi Parenting Program for pre-teens. The Wednesday evening program begins with a nutritious hot meal to enable access for working parents, while also promoting healthy eating. It is estimated that almost 300 of the participants will be Lower Lonsdale residents. SPAC felt that this program would benefit a large number of children and families. Other positive aspects of the program include intergenerational participation, established linkages with JBCC and other service providers, and the low cost per participant. FSNS is perceived to be a well-run (and well-funded) agency. SPAC is recommending an LLLF grant of $10,000 to support the program. 2. Program: Saturday Lunch Highlands United Church Requested Funding: $700 Recommended Funding: $700 Highlands United Church provides a hot meal every Saturday of the year at North Shore Neighbourhood House to the homeless, the disenfranchised and those who are on extremely limited incomes. Volunteers also assist clients in accessing other supports such as clothing, health and dental care. The program has over 30 volunteers. SPAC unanimously supported full funding for the Saturday Lunch noting the considerable benefits to some of the most marginalized residents of Lower Lonsdale, the low cost and the program's significant volunteer commitment. 3. Program: Grandparent Program North Shore Neighbourhood House (NSNH) Requested Funding: $5,545 Recommended Funding: $2,000 The Grandparent Program consists of a free weekly drop-in meeting, led by a facilitator, for grandparents who are raising their grandchildren living in the Lower Lonsdale area. The program allows for this sometimes isolated group to connect with one another, share experiences and to learn about valuable resources available to them in the community. Child-minding is provided so that the grandparents receive a reprieve from their parenting duties. The program also features special events in the spring and winter. The needs are assessed via a yearly survey. NSNH is asking for funding at this time as they are no longer able to support the program financially. 6 Pg. 4 SPAC felt that the Grandparent Program was meeting a need in the community, but the need was not as great as that being addressed by some of the other projects. Concerns were also expressed about the relatively high administration costs associated with the project, the high cost per participant, and the lack of other funders. Members were willing to recommend a modest level of project funding. 4. Program: Mothering Support Spectrum Mothers Support Society Requested Funding: $15,000 Recommended Funding: $7,500 The Spectrum Support Group has applied for $15,000 in funding to support and motivate mothers to care for their children in difficult and challenging life situations. The population being served are mothers on the North Shore with children under the age of five. Priority is given to low income families, new immigrants, mothers without access to caregivers, teenage mothers, and mothers of children with disabilities or behavioural challenges. Clients are provided with caregivers to enable them to attend job training and medical appointments, to take advantage of community services that do not provide childcare, or simply for respite. Spectrum clients receive support and guidance, which may include the provision of pre and post-partum doulas to assist mothers during pregnancy, labour and after birth. All clients are referred to Spectrum from an extensive list of professional partnerships and collaborating agencies that include Family Services of the North Shore, North Shore Neighbourhood House, North Multicultural Society, North Shore Crisis Centre, North Shore Women's Centre, the Ministry for Children and Family Development, and Vancouver Coastal Health. After clients are referred to Spectrum they meet with the director to plan their own care and support. Volunteer mentors meet with mothers and families, form relationships, and provide positive influence and guidance. All Spectrum services are provided at no cost. SPAC noted that Spectrum had an impressive list of referring partners and connections to the community. Another positive aspect to the program was its flexibility to respond to different needs within different population groups. Concerns were raised by some members regarding the actual direct benefit provided by the program, and it's high cost per participant. 5. Program: Youth Drumming Pilot Project - Phase V Vancouver Regiment - Irish Pipes & Drums Society Requested Funding: $1,300 Recommended Funding: $1,300 The Vancouver Regiment - Irish Pipes & Drums Society has applied for $1,300 in funding for the fifth phase of a Youth Drumming Pilot Project. The first four phases of the project were funded through the LLLF. The project involves providing lessons and support materials to enable and encourage youth to experience traditional Irish drumming. The first four phases of the project have been successful in attracting a number of youth to become involved in learning the basics of drumming. One of the previous participants has gone on to join the J.P. Fell Pipe Band, and three others have developed their skills to the point that they are able to join in the band's practices. 7 Pg. 5 1 the hope of the applicants that other participants will follow this path. Youth are divided into two groups: new members and those with some experience. Training sessions take place primarily at the JBCC Youth Centre, which continues to support the program with recruitments and space. Approximately 90% of the participating youth are Lower Lonsdale residents. SPAC felt that some of the positive aspects of the proposal included the specific involvement of Lower Lonsdale youth, the relatively modest project costs, and the provision of the program in the Lower Lonsdale neighbourhood. SPAC is recommending full funding for this project ($1,300). 6. Program: A4K Youth Sport Funding Athletics for Kids Financial Assistance Society Requested Funding: $10,000 Recommended Funding: $10,000 The A4K Youth Sport Funding Project eliminates the financial barriers to youth amateur sport for low income families throughout British Columbia. The society works with the North Vancouver Recreation Commission and other non-profit organizations to identify, and then sponsor kids who need financial assistance to participate in organized sports. A4K provides that assistance, and is looking to attract another 50 Lower Lonsdale kids into the program in A4K employs a thorough application verification process that requires each applying family to submit proof of income from the previous year (Notice of Assessment), proof of Social Assistance (copy of deposit slip or Ministry Release of Information), or proof that the child is in foster care (court documents). A Sponsor Reference signs their form and is available for a follow up phone call in order for A4K to verify the applicant's eligibility. It was estimated that the funding request equated to approximately $200 per youth per year. The group felt this was a reasonable request considering the current cost of sport on the North Shore. It was widely felt by the committee that the A4K program had real potential to have long-lasting impacts on Lower Lonsdale youth and their families. 7. Program: Peer Support Program Avalon Recovery Society Requested Funding: $25,000 Recommended Funding: $8,600 The Avalon Peer Support Program provides a supportive environment offering resources to assist women in reclaiming their lives from the devastation of addiction and abuse. The Program offers 12-step support meetings, child-minding, resource information, parenting classes, referrals and workshops to assist women in improving coping skills, self-esteem and resilience. Avalon does not receive government funding and relies on a dedicated and supportive donor base. SPAC noted that Avalon had numerous visits from Lower Lonsdale residents. 8 Pg. 6 area in the near future as their current building has been sold and will be torn down. Avalon was perceived to be non-judgemental, and accepting of all women in addiction regardless of the substance being abused. SPAC felt that the applicant's financial statement could have been more detailed, particularly with respect to the source of funds that the Society itself is contributing to the initiative. Avalon is encouraged to make a more robust, comprehensive and transparent application once they move into the City. 8. Program: WHEELS: Making Community Connections in Lower Lonsdale North Shore Community Resources Society (NSCRS) Requested Funding: $22,328 Recommended Funding: Do Not Fund The WHEELS van provides mobile resources by arranging to be in parks and public spaces in Lower Lonsdale. The purpose is to connect CNV residents and others utilizing Lower Lonsdale public spaces with community resources and services. Under the proposal the van would arrange to visit one day per week in a park or public place in Lower Lonsdale. The van would distribute information and resources to clients. The van carries a large inventory of partner agency information and resources. SPAC felt that they could not recommend support for this initiative for a number of reasons including: The high proportion of requested funding being allocated to salary and benefits: «Limited effectiveness due to the frequency of inclement weather on the North Shore; Lack of volunteer participation on the project; Overall perception that this was not an effective model for the dissemination of information. 9. Program: Lower Lonsdale Seniors Lunch & Listen North Shore Neighbourhood House (NSNH) Requested Funding: $9,000 Recommended Funding: $5,000 The Lower Lonsdale Seniors Lunch & Listen is a social, informative program that provides nutritious, affordable lunches, ongoing speakers and a social gathering place for seniors in the Lower Lonsdale community. Lunch is held twice a week on Wednesdays and Fridays in the Seniors Centre at JBCC. The Program maintains partnerships with Vancouver Coastal Health, Twin Towers, Anavets, Kiwanis and the IGA on Esplanade. SPAC felt that this program addressed many aspects of the Lower Lonsdale Social Development Strategy with its emphasis on social inclusion and access to nutritious, affordable food. There was some concern that the program may duplicate efforts by other non-profit agencies active in Lower Lonsdale. 9 Pg Program: Queen Mary Community Development Enhancement Project North Shore Neighbourhood House (NSNH) Requested Funding: $10,000 Recommended Funding: $3,500 The Queen Mary Community Development Enhancement Project is designed to meet the needs of families and children at Queen Mary Elementary school and in the Lower Lonsdale community through programs designed to enhance quality of life. The project is being delivered to Queen Mary students at Cloverly Elementary until Queen Mary's renovations are complete. The goal is to increase and enhance capacities to address the issues of mental health, parental education and isolation including lack of information about available resources in the community and how to access them. The Project is delivered by a Community Development Worker employed by North Shore Neighbourhood House (NSNH) and funded by the City. The City also provides partial funding for the project through its core funding to NSNH. There are two proposed activities that would enhance existing programming: 1) hosting a Resource Fair with many community resources, i.e. eye and hearing testing, wellness, etc.; and 2) raising awareness about mental health and hosting workshops for parents. It was widely recognized that in many respects Queen Mary was similar to an inner City school with unique challenges including high turnover and many newcomer and low income families. However, it was unclear to SPAC if North Shore Neighbourhood House was doing work that Queen Mary's Parent Advisory Committee could, or should be doing. It was in this context that SPAC suggested that the Queen Mary PAC apply to the Lower Lonsdale Legacy Fund directly in future for programs of this nature. FINANCIAL IMPLICATIONS: The total funds available for disbursement in 2012 from the LLLF total $85,807. $27,300 was disbursed in the first round leaving $58,507 available for disbursement in this round. Based upon their analysis of the relative merits of the applications, SPAC is recommending grants totalling $48,600 in Round Two. If these recommendations are supported by Council a balance of $9,907 would remain unallocated from the 2012 Lower Lonsdale Legacy Fund. The yet-to-be adopted minutes of the November 28 th SPAC meeting show that the following motion was moved, seconded and carried: THAT the $9,907 remaining in the Lower Lonsdale Legacy Fund not be disbursed in this round and be carried forward to the 2013 Lower Lonsdale Legacy Fund budget. There is precedence for un-allocated LLLF monies being carried over into the next year. This last occurred in the second round of Then, as now, the majority of the evaluation committee did not feel that the applications warranted a full allocation of the available funds.
