1 Heritage Lottery Fund: Committee for Wales Meeting on 7 June 2017 CW 2017 (2) Summary minutes of the meeting of the Committee for Wales held on 7 June 2017 at 9.30a.m. in the Cardiff Office Members: Baroness Kay Andrews (Chair) Nigel Clubb Jamie Davies Sally Edwards David Robinson Malcolm Smith Apologies: Megan de Silva Committee Business 1. Chair s Report Baroness Kay Andrews welcomed Kate Ironside, Head of Internal Communications and Bethan Williams, Team Assistant who would be observing the meeting. Megan de Silva had sent apologies to the meeting. Baroness Andrews: Reported that she had attended three Board meetings since the last Committee meeting. National Library Wales had received a first round pass for A National Archive for Wales at the meeting in March. The University of Aberystwyth had been awarded a first round pass at the Major Grants meeting in April. Mentioned that the Great Place in Wales had been agreed by the Board. Decisions would be taken by the Committee for Wales in March Thanked Committee members for their input into SF5 discussions. She asked for the notes of the meeting to be circulated to the Committee. 2. Declarations of Interest Nigel Clubb mentioned that he was a Trustee of Dyfed Archaeological Trust, who would provide support for volunteers for the Bishop s Park, Abergwili (item 20) application. The Committee were content that this did not constitute a conflict of interests. 3. Minutes of the meeting on 1 March 2017 CW 2017 (2) 3 The minutes were approved as an accurate record of the meeting, subject to one minor addition to item Matters arising from the minutes There were none. 5. Wales Overview Report CW 2017 (2) 5 1

2 Richard Bellamy, Head of HLF Wales, introduced the Overview report. The Committee discussed the importance of resilience funding and recognised that the same issues were facing projects all over the UK. 6. Team Operating Plan Richard Bellamy introduced the Operating Plan. CW 2017 (2) 6 Staffing was a key priority in the team with a high level of recent turnover and the loss of key Welsh speaking staff. 7. Annual Review 2016/17 Richard Bellamy introduced the Annual Review. CW 2017 (2) had been a record year for the team in terms of total grant awards and spread across Wales. The Committee congratulated the team and also Richard Bellamy on his presentations at Board meetings. 8. Wales Budget paper Martin Buckridge, Casework Manager, presented the budget. CW 2017 (2) 8 Four first round Heritage Grant cases totalling 2,483,400 had been received against a budget of 850,000 which meant there was heavy competition for funds. Three second round cases totalling 1,287,100 were received with one project recommended for rejection. There was sufficient budget to support the applications with recommendations to award if they were to meet the quality threshold and provide good value for money. SF4 first round applications for discussion and decision: Heritage Grants 9. Cardigan Markethall; HG Applicant: Cardigan Building Preservation Trust CW 2017 (2) 9 Request: First round pass of 744,900 including development grant of 100,500 (92% of total Project: To restore the Grade II* listed Guildhall Market Hall, currently owned by Ceredigion County Council. The project would see the asset transferred to the Cardigan Building Preservation Trust on a long leasehold interest to undertake the restoration. Internal and external walls and structures would be restored, the roof would be restored and essential works would be undertaken to drainage to prevent flooding and damp. Training and volunteering opportunities would also be delivered. The Committee for Wales considered that the project represented a medium priority for support and ED the application. 10. Denbigh Museum- next steps- bringing the collections and the museum to life; HG CW 2017 (2) 10 Applicant: Denbigh Museum Group Request: First round pass of 658,200 including development grant of 60,000 (81% of total 2

3 Project: A three year project to establish a fully functioning and viable museum for Denbigh. The building would be renovated to create new public spaces for exhibitions, activities, a shop and toilet facilities. Visitor access would be enhanced through the creation of a two storey main entrance and the installation of a lift to the upper floor and central concourse. An associated programme of activities and events would be delivered. The Committee for Wales considered that the project represented a low priority for support and ED the application. 11. Uncovering the heritage of Gwydir Chapel and St Grwst Church; HG CW 2017 (2) 11 Applicant: St Grwst Parish Church Request: First round pass of 788,900 including development grant of 81,200 (60% of total Project: Two year project to conserve and re-order the Grade I listed church and Gwydir Chapel in Llanwrst. The revised proposal would re-establish the church as a vibrant community hub within the Conwy valley. A series of conservation and repair works would be undertaken to preserve the historic fabric of the church. Improved interpretation and access would enable more people to engage with this heritage. The Committee for Wales considered that the project represented a medium priority for support and AWARDED a first round pass of 788,900 including development grant of 81,200 (60% of total. 12. Hafod Ceiri- diogelu capel y pentref I sefydllu adnodd ar gyfer yr ardal; HG CW 2017 (2) 12 Applicant: Hafod Ceiri Request: First round pass of 295,900 including development grant of 24,300 (69% of total Project: A five year project to create a multi-purpose Entrepreneurship and Heritage Centre at Capel Isaf. The scheme would restore a building at risk as a community asset, providing local amenities and promote the region s social and industrial heritage. A range of activities for locals and visitors would be delivered. The Committee for Wales considered that the project represented a low priority for support and ED the application. 13. Prioritisation of and feedback for first round items During the case by case discussions, the Committee considered that: Cardigan Markethall (item 9), Gwydir Chapel and St Grwst Church (item 11) and Hafod Ceiri (item 12) represented a medium priority for support. Denbigh Museum (item 10) represented a low priority for support. The Committee noted that Cardigan Markethall and Gwydir Chapel were the highest priority applications for support. Gwydir Chapel was identified as the highest priority of the two schemes as it was located in a HLF priority development area. The remaining projects were rejected in light of the available budget for the meeting. 3

4 SF4 first round applications for discussion and decision: Grants for Places of Worship 14. Applications for Grants for Places of Worship Wales CW 2017 (2) 14 In Wales, nine first round applications were received. All nine applications passed the initial sift and were taken forward to full assessment with one later withdrawing. The combined grant request of the eight projects taken before committee was 1,175,300 against a notional GPOW budget for the meeting of 325,000. St James' Church - Walls and Access St James Church, Wick SF4 second round applications for discussion and decision: Heritage Grants 15. St John s House Bridgend; HG Grantee: St John s House Trust (Bridgend) CW 2017 (2) 15 Request: 775,300 (54%) Uplift: 135,500 (21%) due to an increase in project costs. Project: To acquire, restore and adapt the Grade II* listed St John s House in Bridgend in order to provide a multi-purpose community facility and enhance knowledge about Bridgend s heritage. 4

5 The associated programme of learning and participation opportunities would incorporate training elements for students and craft apprentices in traditional heritage construction skills. The Committee for Wales awarded a first round pass of 708,900 including a development grant of 69,100 (77% of in December The Committee for Wales ED the application due to concerns raised. 16. St Asaph Cathedral interpretation; HG Grantee: The Diocese of St Asaph CW 2017 (2) 16 Request: 255,800 (61%) Uplift: 12,700 (5%) due to the slight expansion of planned activities which has resulted in an increase in project costs. Project: A three year project to broaden the appeal of St Asaph s Cathedral through improved interpretation and a programme of engagement activities, significantly enhancing the visitor offer. The William Morgan Bible, the first complete translation of the bible into Welsh, would be conserved, displayed and interpreted as part of the scheme. The Committee for Wales awarded a first round pass of 279,100, including a development grant of 36,000 (81% of total in March The Committee for Wales AWARDED a grant of 255,800 (61%). 17. Pembroke Town Walls Trust Pilot Project; HG Grantee: Pembroke Town Walls Trust CW 2017 (2) 17 Request: 256,000 (65%) Uplift: 24,800 (11%) due to increasing the budget to support traditional heritage skills training and to cover lower than expected partnership funding from Cadw. Project: The final element in a wider three phase scheme to conserve, repair and interpret a medieval burgage plot and town walls of Pembroke. This phase would focus on nationally significant heritage at risk, restoring a section of the wall and burgage walls surrounding the garden. Work on a pilot project would produce an exemplar for providing guidance for property owners throughout Pembroke to appropriately repair and maintain their own sections of town wall. The Committee for Wales awarded a first round pass of 244,400 including development grant of 13,200 (80% of total in June The Committee for Wales AWARDED a grant of 256,000 (65%). SF4 second round Board applications for discussion and recommendation: Heritage Enterprise 18. Cei Llechi - Caernarfon Island Site-a new future; HE Grantee: Caernarfon Harbour Trust CW 2017 (2) 18 Request: 3,447,000 (59%) 5

6 Uplift: 298,800 (9%) due to increased cost estimates of 879,000 following detailed surveys and design work. This figure was reduced significantly through value engineering, market testing materials and reducing some contemporary interventions and the applicant would secure the majority of the increase themselves. Project: To regenerate the Island Site and safeguard its heritage through repairs, returning its diverse buildings to productive and sustainable use. The project would develop an artisan quarter, respecting the site's historic purpose as a place of manufacture whilst developing a new use as a series of spaces for small scale artisan design, manufacture and retail. Workshop units and small holiday lets would be created and the Harbour Trust offices would be conserved and repaired as a base for site management and meeting room hire. A series of training opportunities would be provided. The Board awarded a first round pass of 3,329,500 including a development grant of 181,300 (67% of total in March The Committee for Wales considered that the project represented a HIGH PRIORITY for support. The Board would determine the application at their meeting in June. SF4 second round Board applications for discussion and recommendation: Parks for People 19. Parks for People Overview The Overview was noted. 20. The Tywi Gateway at Bishop s Park, Abergwili; PP Grantee: Tywi Gateway Trust CW 2017 (2) 19 CW 2017 (2) 20 Request: 1,274,300 (54%) Uplift: 145,800 (13%) due to cost increases for activities and a slight reduction in match funding. Project: To conserve, revitalise and restore Bishop s Park, Abergwili. The scheme would open the historic walled gardens to the public for the first time and restore listed buildings in poor condition. Visitor facilities would be improved and a programme of learning and participation opportunities delivered in association with project partners. The Board awarded first round pass of 1,264,800 including a development grant of 136,300 (73% of in November The Committee for Wales considered that the project represented a HIGH PRIORITY for support. The Parks for People Panel would determine the application at their meeting in June. Items for information 21. Communications Report CW 2017 (2) 21 Steve Barlow, Development Manager, presented an overview of Communications in Wales. Despite the restricted period covering most of the quarter, coverage in Wales prior to this had been good. 22. Corporate Update CW 2017 (2) 22 Anne Jenkins provided an update on strategic discussions from the May Board meeting. 6

7 Discussions had centred around HLF s leadership role in the sector and simplifying processes. It was important to note the changing needs of the sector and be flexible and response to short term priorities, which might involve running campaigns to encourage particular types of project. The Committee noted the minutes of the Board meetings from February, March and April. 23. Business Plan Minutes of the meeting of Regional and Country Chairs on 9 May 2017 The papers were noted. 25.
