2 Armed Forces Covenant Framework Background The first duty of the UK Government is the defence of the realm. The Armed Forces fulfill that responsibility on behalf of the Government, sacrificing some civilian freedoms, facing danger and sometimes suffering serious injury or death as a result of their duty. The whole nation has a moral obligation to the members of the Tri-Services together with their families. They deserve our respect, support and fair treatment and should suffer no disadvantage compared to other citizens in the provision of public or commercial services. In recognising the sacrifices the Armed Forces community has made to ensure we live in the safe and secure environment we find ourselves today, the UK Government published an Armed Forces Covenant package including the Armed Forces Covenant text and guidance, The Armed Forces Covenant: Today and Tomorrow In May To develop support for the Armed Forces covenant locally, the following initiatives have been developed: Community Covenant: a voluntary statement of mutual support between a civilian community and the local Armed Forces Community Corporate Covenant: a written and publicised voluntary pledge from businesses and charitable organisations who wish to demonstrate their support for the Armed Forces Community. In 2013 the Armed Forces Covenant was signed by all 22 Local Authorities in Wales. This outcome was the result of the Welsh Government s drive to provide services and support for our Armed Forces community, ensuring integration into community life in Wales. Aim and Objectives Aim: The aim of this guidance is to outline those actions being taken to implement both the letter and spirit of the Covenant in order to better inform both front line staff and service personnel, their spouses and veterans.

3 Objectives The objectives of the framework are to: Provide a clear pathway for signposting members of the Armed Forces community to access advice, services and support. Develop a multi-lateral governance structure for organisations providing services for the Armed Forces community. Provide a more effective structure for the dissemination of information and best practice amongst organisations providing services and support for the Armed Forces community. Provide the foundation on which to develop national, regional and local delivery structures to deliver and embed the Armed Forces Covenant in Wales. It is intended that this framework will encourage all organisations involved in providing services and support for the Armed Forces Community to come together and create a pathway for more effective governance of service provision and delivery, dissemination of information and sharing of best practice. In so doing it will reduce the instances of duplication of effort, remove uncertainty and streamline delivery of support. Stakeholders The following are key organisations involved in delivery of support and services for the Armed Forces community and are instrumental in moving the framework forward: Welsh Government (WG) Welsh Government is the overarching governmental body in Wales and has devolved powers from the UK Government in areas such as health, education, local government and social care. In 2011, Welsh Government reinforced its commitment to the Armed Forces community in Wales through the development of the Welsh Government Package of Support for the Armed Forces Community in Wales. This sets out specific policies that the Welsh Government implements in those areas where there is devolved responsibility. The Package of Support was revised in 2013 and continues to be reviewed in lined with evolving policies. During 2015, Welsh Government will be reviewing the Package of Support to ensure it continues to provide up to date, relevant information about available services, entitlements for the armed Forces Community and signposting services.

4 Armed Forces (AF) The Armed Forces in Wales is non-devolved and the responsibility of the Ministry of Defence. The main headquarters in Wales is based in Brecon and is the Headquarters of the 160 th Infantry Brigade and Headquarters Wales with responsibility for numerous units and facilities around the country. Headquarters 160th Infantry Brigade and Headquarters Wales has overall responsibility for the Tri Service (Royal Navy, Army and Royal Air Force) Civil Engagement within Wales. This function is supported by representatives within the military units in Wales who have individuals responsible for Civil Engagement within their respective areas of responsibility. To enable this, military organisations throughout Wales have been assigned as single points of contact for engagement with the relevant Local Authority in order to deliver the Covenant principles at a local level. Local Government (LA) There are 22 Local Authorities (LA) in Wales which sit under the umbrella of the Welsh Local Government Association (WLGA). Over recent years the WG has been looking at a more joined-up approach in delivery of services and has encouraged LAs to work on a collaborative basis. The LA is responsible for the delivery of a number of services such as education, housing, leisure and social services. Each LA in Wales had signed the Armed Forces Covenant and has identified a Armed Forces Champion. NHS - Local Health Board (LHB) There are seven Local Health Boards (LHBs) in Wales. LHBs are the single local health organisations responsible for delivering all healthcare services within geographical areas of Wales. Delivery of National Health services In 2010 the All Wales Veterans Health and Wellbeing Service was established to provide mental health services for veterans in Wales. Welsh Government provide 485,000 to fund this service on an annual basis. In June 2014 the service was re-launched as Veterans NHS Wales. As part of this service, veterans therapists operate within each LHB. In May 2012, Healthcare Inspectorate Wales (HIW) published a report entitled Healthcare and the Armed Forces Community in Wales. The report provided an overview of the experiences of the Armed Forces community when accessing health services. Recommendations from the report included: The establishment of Armed Forces Forums in each LHB area. The establishment of a veterans mental health clinical network within each LHB area. In addition to Veterans NHS Wales,. Combat Stress provides community and inpatient support and treatment for over 300 veterans living in Wales. Veterans NHS Wales, Combat Stress, Armed Forces charities and other statutory and third sector organisations are part of a

5 mental health pathway which operates in Wales and ensures services are coordinated and complimentary. This pathway also ensures partners can refer to evidence-based treatments. The Third/Charity Sector There are a broad range of charities / third sector organisations in Wales providing support for the Armed Forces Community. These include the Royal British Legion (RBL) and the Soldiers, Sailors, Airmen and Families Association (). These organisations have been fundamental in shaping where we are today. It is vital that all organisations provide a coherent approach to delivering effective services and support, to achieve the outcomes required for our ex-service personnel. Volunteer support should be channeled through those organisations rather than the establishment of short term stand alone organisations. All key partner organisations belong to the Confederation of British Service Charities COBSEO. It is vital that the traditional providers of support, such as service charities and local authorities, link in with non-armed forces specific providers such as housing associations, to ensure the best service for the Armed Forces Community. Structures The covenant has evolved over the last four years and varying progress has been made across Wales. The development of a national / regional framework will build on the good work already undertaken, ensuring the delivery of effective support and services for the Armed Forces Community in Wales. Formalising a consistent structure and approach through a national framework will also ensure we achieve the best possible outcome for our Armed Forces Community. Sharing good practice and communication, avoiding duplication of services and support will enable further progress to be made. Diagram 1 below demonstrates how this can be achieved:

7 Minister s Expert Group on the needs of the Armed Forces Community in Wales The Welsh Government determines policy on a wide range of public services in Wales. These include education, health, local government, transport, planning, economic development, social care, culture, environment, and agriculture. Service delivery takes account of the particular needs and circumstances of Wales; which may not be the same as in the rest of the UK. The Welsh Government is committed to providing high quality services to the Armed Forces Community. The Expert Group brings together people with detailed knowledge of issues which affect the Service community (or a specific part of it) in Wales, to improve our understanding of their needs and develop ways in which service delivery might be improved. Membership The Group is chaired by the Minister for Public Services. The Minister s portfolio includes responsibility for the Armed Forces Community. Membership includes representatives from the MOD, public and third sector/charity organisations involved in providing support and services for the Armed Forces Community in Wales Regional Armed Forces Covenant Partnerships. There are differing approaches across Wales to regional Armed Forces Covenant Partnerships. Some areas have Community Covenant Panels with others having Armed Forces Veteran Forums which are usually led by Local Health Boards. As there is currently no guidance and generic practice on how these partnerships should operate, it is recommended that a single regional partnership be created, based on areas around the LHB and LA collaborative footprint. Building on existing structures where they are in place and are operating effectively, with the secretariat being provided via the LHB or a LA. This approach will avoid duplication, provide organisations with a flexible foundation on which to progress, and have collective expertise to identify priorities and resolve issues. Agreed issues and recommendations arising from the Partnership will then be fed into the Minister s Expert group for discussion and action. (Table 1 below) Local Armed Forces Partnerships These partnerships operate in some Local Authority boundaries and are usually chaired by the Local Authority Armed Forces Champion with support from an Armed Forces lead officer. Local issues, delivery and examples of good practice and project development should be fed into the Regional partnership for discussion and endorsement. A Military unit has been assigned on a geographical basis to be the initial single point of contact with the Local Authority.

8 LHB - Clinicians forum To ensure the health needs of the Armed Forces Community are identified, reviewed and are reflected fully in local plans for service provision and development To feed back recommendations and action points to the regional Armed Forces Covenant partnership, Armed Forces Champions Networking Events The events provide all Armed Forces Champions (Local Authority, Local Health Board, Probation, and Department of Work and Pensions), Third Sector organisations such as Royal British Legion, and Ministry of Defence with an opportunity to come together to network, determine improvements of joint services, share best practice and information, regionally, locally and nationally.

10 Previous Champions Events have highlighted progress made with the Covenant, successful Covenant bids, the development of this National Framework for Wales, promotion of the Defence Discount Card and issues faced by Local Health Boards and Local Authorities in delivering the Covenants. A draft National Framework for Wales was tabled during group workshops to provide a stimulus for debate and to gather feedback. Meetings The Minister s Expert Group meet bi-annually to bring together people with detailed knowledge of issues which affect the Service community (or a specific part of it) in Wales, to improve our understanding of their needs and of ways in which service delivery might be improved. Regional Armed Forces Covenant Partnership - Usually meet on a quarterly basis. The Champions Networking Events are held biannually and provide the opportunity for all organisations in Wales to come together to share good practice, agree national priorities and key delivery plans for our Armed Forces Community. These events should be attended by the relevant Armed Forces CE Officers, Armed Forces Champions which include LHB, DWP, Probation and Local Authorities, Local Authority lead officers and third sector support organisations. These meetings should be hosted by WG with input from WLGA and Local Health Boards and provide the foundation to discuss generic issues, good practice and future delivery. A nominated representative would sit on the Minister s Expert Group chaired by the Minister. He/she would be the conduit for feeding in agreed collective, identified regional issues and examples of good practice. They would also ensure information dissemination from the Minister s Expert Group to the Regional Covenant Partnerships. This would ensure a more consistent approach for the sharing of information and good practice in supporting our Armed Forces Community in Wales. Local Armed Forces partnerships - would receive and disseminate information from the regional Covenant Partnership and forward issues and examples of good practice to the regional Covenant Partnership. Covenant Champions Events - are held bi-annually to promote networking, signposting sharing of information, best practice and joint working. Feedback from these events would be shared across the Armed Forces Community by all organisations present, and fed into the Minister s Expert Group.

11 Delivery Plan The Delivery Plan is a living document which can be amended when necessary and be used as the basis to support the required outcomes by national, regional and local bodies to deliver the Armed Forces Covenant throughout Wales. 12 Service Leavers and ex-service personnel First Point of Contact Leaving the Armed Forces can be a very daunting experience for a small percentage of Service leavers and their families. The majority adapt to civilian life seamlessly, whilst a small proportion encounter issues and find it difficult to adapt to everyday life outside of the Armed Forces. It is this small proportion of ex-service personnel and their families who require help, support and advice. To avoid a very confused market of organisations providing what advice, and to whom, the diagram below demonstrates a more efficient and less confusing picture for those who may require support and advice:
