1 ANNUAL REPORT Driving a paradigm shift in the way we manage problem products at End-of-Life.

2 Dear Friends of the California Product Stewardship Council, Since its inception in 2007, the California Product Stewardship Council (CPSC) has worked to build a strong statewide coalition of local government and private sector partners to educate Californians about making Extended Producer Responsibility (EPR) policy a reality in California. Our members represent nearly every jurisdiction and many businesses in California and provide a wide range of perspectives on how to foster stewardship to provide convenient recycling opportunities for the public, reduce the overall waste stream and recover valuable resources used to feed and expand California s manufacturing sector. As we reflect on the past fiscal year, we celebrate our successes and lessons learned implementing California s new mattress, paint and carpet stewardship programs, as well as the implementation of the mercury thermostat legislation passed in We also see the promise of the years to come: we know from our research and relationships around the world that effective EPR programs are job creators which stimulate economic growth while also providing better use of resources and lessening the burden on local governments and ratepayers. Once again, California has the opportunity to lead the nation by introducing and implementing innovative public policy and documenting the results; we encourage you to keep bringing your energy, ideas and support as we forward the emergence of Extended Producer Responsibility in California. FY in Review CPSC has an impressive record of accomplishments including: Provided technical assistance to Alameda County in upholding the nation s first pharmaceutical producer responsibility ordinance, which was challenged in court and was upheld. The plaintiffs have appealed and the case is currently in the Ninth Circuit Court of Appeals. Achieved national and statewide press coverage featured on Capital Public Radio and National Public Radio, Good Day Sacramento, the Wall Street Journal, California Healthline, Toxic Free Talk Radio and the Sacramento News and Review. Published Sacramento News and Review insert educating the public on proper disposal of medications and needles. Gained dozens of new supporters, including the Carton Council, FlameKing, City of Alameda and Environment and Resources Consulting (ERC). Partnered with local pharmacies, sanitation agencies and law enforcement to establish six sustainably funded pharmaceutical take-back sites in Sacramento and Yolo counties and promote the Don t Rush to Flush, Meds in the Bin We All Win! Program (DRTF). Supported the roll-out of the paint stewardship program, which now has over 530 collection sites statewide! California local governments are expected to save millions once this program is fully implemented in CPSC cosponsored four America Recycle Day (ARD) events in Los Angeles, Sacramento, Oakland and Bakersfield. Published a white paper on mattresses. Presented our fifth Annual Arrow Awards to recognize companies who are leaders in product stewardship in California. Co-sponsored three pieces of legislation: SB 1014 (Pharmaceutical take-back guidelines), AB 1893 (Sharps container upon purchase) and AB 2284 (Battery take-back). 3 Education & Outreach Through our project work, CPSC has furthered EPR outreach and education to local elected officials, businesses, and interested California consumers. As a product of these efforts CPSC has been recognized on a national level and created widespread discussion on EPR. CPSC s small and efficient have staff and board members presented to over 9,000 individuals at events hosted by organizations such as the California Refuse Recycling Council, Industrial Environmental Association annual conferences in San Diego; California Water Environment Association annual conference in Santa Clara; Chula Vista s Pharmaceutical Workshop and Household Hazardous Waste Information Exchange Meetings. In addition, CPSC presented on five national producer responsibility webinars for the North American Hazardous Materials Management Association (NAHMMA), the Solid Waste Association of North America (SWANA), and the Product Stewardship Institute, educating stakeholders across the country on producer responsibility trends and pharmaceutical stewardship initiatives. CPSC also hosted a booth at the annual League of California Cities Exposition and spoke to many local elected officials and city leaders, gaining new members and supporters. The City of Napa commissioned CPSC to write a white paper on mattress EPR, which was utilized statewide and was featured in Recycling Product News. 4 Expert Testimony CPSC has built an extensive body of knowledge around producer responsibility, both domestically and internationally. Our leadership both at the staff and board level are called upon regularly to provide testimony to the legislature and state agencies on producer responsibility best practices. During the legislative session CPSC Executive Director Heidi Sanborn, as well as multiple CPSC board members and partners, provided informational testimony to the State Senate and Assembly. CPSC co-sponsored three pieces of legislation and provided testimony in different policy committee hearings including a special hearing on issues around safe needle disposal. In addition, CPSC has engaged and gathered feedback from its members throughout California to provide expert level implementation information, documenting what s working and lessons learned on California s new paint and carpet stewardship programs. CPSC believes that learning from others will provide California with a strong policy platform to develop producer responsibility program models, and continue to make bringing the best information from outside and inside California a priority to state decision makers. Partnerships CPSC is a coalition of local governments and their associations, non-government organizations, and businesses related to solid waste, recycling, resource conservation, environmental protection, water quality, and other cross-media issues. CPSC s powerful network of supporters represents 64 percent of the state population.137 resolutions have been passed by California jurisdictions and organizations supporting producer responsibility. California Cities and Counties with EPR Resolutions: City has passed a resolution County has individually passed a resolution County is a member of an association that has passed a resolution or EPR policy statement, but has not individually passed an EPR resolution 37 of 58 California counties 108 city and town councils 49 local government associations 62 business supporters Platinum Edgar & Associates, Inc. is a lobbying firm and environmental engineering company specializing in solid waste management, recycling, composting, and renewable energy issues, representing locally based companies. Edgar & Associates provides representation for the California Refuse Recycling Council (CRRC) and the California Compost Coalition regarding regulatory issues, collection and hauling, and other policies that affect the solid waste industry. Edgar & Associates also hosts the Edgar Institute, an environmental professional collaboration in Midtown Sacramento, where CPSC s offices are located. Marin Sanitary Service (MSS) is a local, family owned and operated business that has served Marin County since Patty Garbarino, President of MSS, is a member of the CPSC Board. MSS provides curbside recycling, solid waste, yard waste and food scraps hauling, safe household hazardous waste disposal and many other services; their goal is to achieve zero waste in the County. Their efforts have resulted Marin County recycling over 74% of all its waste.

5 Republic Services, Inc. is a leading environmental management company providing solid waste collection and recycling services in 40 states and Puerto Rico. Republic is committed to partnerships that protect today s environment for a better tomorrow by reducing the generation of materials that cannot be reused or recycled and supporting recovery of materials into the economic mainstream thereby creating green jobs. Republic s Western Region Director, Mr. Johnnie Perkins, is on the CPSC Board of Directors supporting extended producer responsibility, particularly for products that can be dangerous to workers in the solid waste industry, such as medical sharps and fluorescent lights. Republic views the future of the waste industry through the lens of being respectful, responsible, resourceful and relentless in being an environmental partner that communities can count on. UltiMed, Inc., headquartered in St. Paul, Minnesota is a manufacturer diabetic drug delivery and safety syringe devices, including insulin syringes, pen needles and other specialty syringes for domestic and international markets. Tom Erickon, CEO of Ultimed, is a member of the CPSC Board. They are the parent company of UltiCare. The company owns and operates two state of the art medical device-manufacturing facilities in the U.S. and abroad. UltiMed, Inc. has a wide range of global business partners to assist in bringing its broad spectrum of medical products to customers around the world. Ultimed is the first producer on the CPSC board and has been a leader in product stewardship by designing safe needle packaging that doubles as a return container. CPSC also sends e-newsletter to over 3,000 people with the latest news in producer responsibility resources and legislative updates every two months. Financial Information 3,000 Followers! Financially, fiscal year was a period of adjustment for California Product Stewardship Council. We worked on projects with local governments and other not-for-profit organizations and received grants from entities such as the Rose Foundation and As You Sow. We received general funding of $268,000 from local government and $54,000 from corporate partners. We spent 80% of our expenses on direct program work and only 2% on fundraising. We ended the year with a $35,000 decrease to our net assets which was able to be covered by our reserves. Looking forward, CPSC staff secured funding to complete project work through multi-year grants which will allow for adding staff and replenishing reserves. Our financial outlook for the upcoming fiscal year is strong with revenue budgeted at almost $700,000. We are continuing to work on existing and new service contracts and anticipate receiving additional service contracts and sponsorships throughout the year. We also anticipate maintaining or increasing government and corporate contributions during this upcoming fiscal year. We have budgeted a small increase in net assets for the upcoming fiscal year. 8 Business & Legislator Recognition In May 2014, the CPSC board members met with 35 legislators and staff at the Capitol during the annual lobby day. The directors familiarized legislators with CPSC in general and what our organization strives to accomplish and take questions on legislation and positions. At the end of the day, CPSC held it s annual Legislative Awards ceremony. This event is where we recognize legislators for their leadership to further EPR in California. We would like to thank the Carton Council for sponsoring the awards reception and dinner at Cafe Bernardo. We support voluntary stewardship and appreciate their leadership. Thank you Carton Council! Heidi presents a legislative award to Assembly member Das Williams for his work on an EPR program for alkaline batteries in California. Senator Hannah-Beth Jackson received a legislative award recognizing her efforts to create an EPR takeback program for pharmaceuticals in California. Senator Mark Leno was recognized at the Legislative Award Ceremony for being a principal co-author and champion with Senator Jackson on EPR for pharmaceuticals. Assembly member Mark Stone received a legislative award recognizing his efforts to require manufacturers to provide a safe container with the sale of sharps.

In Closing CPSC is at a pivotal point in implementing EPR in California and documenting that it works. As we continue to advance extended producer responsibility policies, the work that needs to be done is greater than ever, and our funders are seeing the cost savings locally for all the programs we facilitated. Successful implementation of these programs will bring a cleaner environment and savings to taxpayers in the millions of dollars, but we need your help. Join our efforts to encourage manufacturers to design greener products and take them back at the end of their life.
