5 PSI Phone Book Stewardship Initiative Spring 2006 PSI worked with several state and local government officials towards a national solution Summer 2007 PSI along with 10 federal, state, and local government agencies developed a Product Stewardship Action Plan for Phone Books Winter two major industry trade associations issued the Joint Environmental Guidelines which included a voluntary pledge to address three key issues: Opt-out Environmental production components Recycling best practices Results: Industry opt-out website, sustainability report After 6 years of voluntary industry initiatives, governments sought legislation too little/too late November 30,
6 Why are Phone Books a Problem? Wasted resources 650,000 tons of phone books are generated annually and only around a third are ever recycled Expense for municipalities and rate payers local governments spend approximately $41 million per year to dispose of 410,000 tons of phone books and $18 million to recycle 240,000 tons, for a total estimated cost of $59 million per year Problematic in the recycling process sorting equipment can become jammed or damaged due to the size of phone books which costs recyclers both time and money November 30,
7 National Status of Phone Book Legislation Opt Out Seattle, Washington Passed October 2010 Nation s first law regulating the distribution of telephone directories Seattle residents request that a phone book not be delivered through a registry established by the ordinance Burden on those who do not want phone books Opt In San Francisco, California Passed May 2011 Nation s first law limiting phone book distribution to only residents requesting delivery San Francisco residents request delivery if desired Burden on those who want phone books November 30,
