3 SPACE FOR AFRICA: Joint Participation, Knowledge Development & Sharing The International Academy of Astronautics (IAA) in collaboration with the National Space Research and Development Agency (NASRDA) of Nigeria held its first African Regional Conference from 3 rd 5 th December,2007 with the theme: Space for Africa: Path to Knowledge and Development. The conference was attended by participants from more than 17 countries. Seven (7) broad sub themes were deliberated upon. These include Earth observation sciences and related technology, Space Technology Development including Hardware and Software, Basic Space Sciences, Sustainable Space Enterprise including National Security, Space Technology Applications and the Development of Information and Communication Technology (ICT). Sequel to the 2007 Abuja Conference, the Second edition of the IAA conference tagged Mediterranean 2008 was held in Tunisia in collaboration with Tunis Science City (CST) from 17 th 19 th November, The theme of the conference is Shared Exploration of Space Application. The IAA has again given its approval to NASRDA to host the third edition of the Conference, with the theme Space for Africa: Joint Participation, Knowledge Development and Sharing, from 24 th 26 th November, The 2009 Abuja Conference will highlight the role Joint Participation, Knowledge Development and Sharing can play in the development and growth of Space Science and Technology in Africa particularly in the application of space technology to the sustainable development of the continent. The conference will provide a platform for interaction among the scientific, academic and engineering communities of the world and Africa in particular to maximize the benefits of space exploration and exploitation. 4 THE INTERNATIONAL ACADEMY OF ASTRONAUTICS The International Academy of Astronautics (IAA) is an independent organisation of distinguished individuals elected by their peers for their outstanding contributions to astronautics and the exploration of space. The IAA is a non governmental organisation established in 1960 and recognised by the United Nations in With 1200 members from 77 nations, it works closely with space agencies, industry, the academic community and the National Academies of Science and Engineering to determine needs and objectives and to help shape policy and forge cooperation. (See The IAA members are usually referred to as Academician. The IAA is distinctive as the only international academy of elected members in broad areas of astronautics and space. The IAA is an honorary society with an action agenda. The Academy has a strong scientific programme with about 10 standalone conferences around the world each year. The IAA has published eight studies over the past few years and is engaged in the preparation of 35 other studies. The Academy publishes the journal Acta Astronautic containing referred papers only. Under the purview of its Scientific Activities Committee (SAC), the Academy organises conferences focused on the development and promotion of new ideas and initiatives. 5 NATIONAL SPACE RESEARCH AND DEVELOPMENT AGENCY (NASRDA) The National Space Research and Development Agency (NASRDA) is a research and development institution established by the Federal Government of Nigeria, in May, 1999, with a mission to vigorously pursue the development and application of space science and technology for the socio economic development and enhancement of the quality of life of its people. This goal or major objective of the Agency is well defined in the space science and technology policy and programmes approved by the Federal Government in May, Since its inception in 1999, the space Agency has consistently turned every stone in ensuring that the purpose for which it was established, using space science and technology as a means for sustainable development, is achieved. This is clearly evident in various landmarks recorded by it so far. The Agency launched its first satellite, Nigeriasat 1, into 686km orbit on 27 th September, 2003 from Plesetsk, Russia. The satellite has since been capturing high quality images which have been used in many applications locally. The satellite has equally provided quality images for the use of Researchers as well as for resource, environmental and disaster management globally. Launching the satellite is one thing but using the satellite data to impact positively on the lives of Nigerians has been the ultimate goal of the Agency; NASRDA through collaborations with both local and international institutions has designed programmes applying Nigeriasat 1 images to address a number of socio economic problems. NASRDA s ADMINISTRATIVE BLOCK IN ABUJA It has implemented and completed a number of projects under a programme called Space Application Support for Sustainable Development (SASSD). The results of such projects are the focus of books that are being published under Space Applications publication Series. The publications highlight successfully completed projects of the Agency with a view to acquainting the public with the programme and activities of the Agency and its impact on the society. In addition, NASRDA launched its second satellite, a communication satellite (NigComSat 1), into geostationary orbit in May, However, Nigeria witnessed a temporary setback in its space activities caused by the failure of NigeriaSat 1 one year after its launch; the country through the space Agency has repositioned itself to replace the satellite as soon as possible. NASRDA has again advanced in the implementation of the national space policy through the 5
6 proposed launch of a second Earth Observation Satellite, NIgeriaSat 2, with a training model, NigeriaSat X, in the first quarter of NigeriaSat 2 has multiple payloads with spatial resolutions of 2.5 in the panchromatic mode and 5m and 32m in the multispectral bands while NigeriaSat X has a spatial resolution of 22m. Hence, the objectives of the 2009 Conference are geared towards rapid development of space science and technology in Africa through joint participation, knowledge Development and sharing. 6
7 CALL FOR PAPERS The conference would provide a forum for the presentation and discussion of topics related to the theme, Space for Africa: Joint Participation, Knowledge Development and Sharing. Papers are invited in the following areas of the conference Sub themes: 1. INTEGRATED EARTH OBSERVATION SYSTEM FOR DEVELOPMENT with emphasis on Small Satellite Technology Development and design for single and multipurpose missions including their payloads (e.g. hyper spectra and synthetic aperture radar sensors); the equator as a space asset, knowledge development and sharing in international cooperation; Satellite development, design, testing and integration. 2. SPACE COMMUNICATIONS AND NAVIGATION SYSTEMS with emphasis on Near Earth and Interplanetary Communication Systems ;Trends in Communication Satellite Systems and Technology development including in orbit satellite testing, satellite orbital co location and interphasing with broadband terrestrial communication services; Challenges and opportunities in navigation satellite systems augmentation and services, the significance of mobile,fixed and broadcast services including direct to home TV services for African development; Empowering the user community through intelligent communication systems with emphasis on rural communications and applications in tele health, tele education, e commerce and e government. 3. SPACE TRANSPORTATION AND PROPULSION SYSTEMS with emphasis on current trends in Propulsion Systems development(research and related technologies, classes, characteristics and choice of launch vehicles; Launch services management including deployment of payloads, in orbit transfer,re entry and landing systems. 4. SPACE DEBRIS AND NEAR EARTH OBJECTS, understanding the outer space environment; Space surveillance with focus on tracking and measurement of space debris and near earth objects; Modelling and risk analysis of space debris; National and global efforts in the mitigation of space debris and near earth objects. Research and development projects including satellite de orbiting processes. 5. EARTH OBSERVATION SCIENCES AND RELATED TECHNOLOGIES, addressing Africa s sustainable development needs through, future intelligent earth observation systems; Dedicated satellites for a variety of application purposes e.g. monitoring forest fires, desertification, marine and coastal environment, rainfall measurement, food security, human safety,security and climate change; Integration of spatial data infrastructure and information, information and communication technology and highlighting best practises in natural and regional spatial data infrastructure development. 6. BASIC SPACE SCIENCE with a focus on ongoing research and development programmes in astronomy and equatorial electro jet and their significance to space science and technology development in Africa; lightning discharges and tropical storms; The study of the upper atmosphere with emphasis on climate change in Africa; The impact of the heliophysical year and the astrophysical year on space science development. 7

CAPACITY BUILDING AND THE SPACE ENTERPRISE with emphasis on space education for sustainable development including outreach programmes; knowledge generation, joint participation, and knowledge sharing; Front line research as a critical component of space capacity development; Building and nurturing indigenous private sector s in space science technology; fostering of alliances and partnership in space business and space technology spin offs development; The currency and effectiveness of existing space policies and programmes. 8

PAPER FORMAT An abstract of half a page of A4 size, should be submitted to the International Programme Committee not later than 15 th June, 2009.Prospective participants will be informed of the acceptance of their abstracts on or before 31 st June, Full papers, not more than 12 pages of A4 size on font 12 of accepted abstracts should be received by the programme committee, with a modified abstract, if necessary, on or before the 15 th of September, Acceptance of full papers and papers for poster sessions will be communicated by 30 th September, Abstracts should be submitted in, Microsoft Word (12 point Times New Roman), with bolded headings, author/s name, e mail and affiliation at the top. ABOUT ABUJA Abuja is the capital city of Nigeria and it is located in the centre of the country s Middle Belt. Land cover comprises mainly savannah grassland but there are patches of rainforest. There are two seasons, the hot and dry harmattan (November to March) and the rainy season (April to October). Abuja citizens are very warm and friendly especially to foreigners. Most embassies and head offices of many multinational companies are located in Abuja. From the city s airport (Nnamdi Azikwe International Airport), an airport bus or taxi takes about 35minutes to get to the city s centre. Tourist Attractions in Abuja are very unique and includes natural and architectural monuments. Abuja itself is a very important tourists destination in Nigeria. The city's local transports provide easy access to all the Tourist Attraction Sites in Abuja. The Abuja tourist attractions are part of the sightseeing tours available in the city. Tourists or visitors on any other purpose to the city can easily visit any of the Abuja Sightseeing spots. The places are few kilometers from each other and can be seen conveniently. Guides are available in the city to give the history of the city and other related information about the Abuja Tourist Spots. Some of the famous Tourist Attractions in Abuja are the Rocks and Hills of Abuja. Abuja has two rock formations, which attract tourists to the city every year. Zuma rock and Aso rock are worth seeing as towering features above the surrounding landscape. The location of one of these rocks is said to be the country's geographical center. Aso rock is the biggest rock formation that can be sited as one enters the Abuja through the gate of the City. The Aso rock which is the landmark of the city is a monolith, located at a height of about 400 meters above mean sea level. The Aso rock is located close to the National Assembly building complex, the Supreme Court building and the Presidential Villa. The name Aso rock has been derived from "Aso" which means victory in the language of the local inhabitants of the area. The Asokoro village was first located at the base of the rock. Zuma Rock, which is known as the Gateway to Abuja is the other popular tourist attraction of the area. The Zuma rock is located close to main road that links Abuja to Kaduna. Kaduna is the capital city of Kaduna State and is located to the north of Abuja. 11
12 In addition, Gurara Falls is also an interesting tourist attraction site. The falls is known for its serene and tranquil surroundings. The Gurara Falls in Abuja is visited by nature lovers from various parts of the world. While on your tour to Gurara Falls, you can also enjoy nature while walking. The surroundings of Gurara Falls are also ideal for picnicing. Various picnic groups visit the Gurara Falls, Abuja for entertainment all round the year. Around the Gurara Falls, Abuja, you can also hear the sweet chirping of the birds. There are flights from Lagos to Abuja every 1 2 hours. Delegates are advised to route their flights directly to Abuja from their home countries if possible.
