1 August 7, 2014 ADDENDUM NO. 1 TO: All Potential Bidders SUBJECT: RFQ 15-G WWTP ENR Upgrade PLC/Supervisory Control and Data Acquisition (SCADA) Programming RE: Addendum#1, Pre-Bid Meeting minutes, RFI s and City Response This addendum is made part of the solicitation documents to the same extent as though it was originally included therein. In the event of conflict with the original contract documents, the addendum shall govern over all other contract documents to the extent specified. Subsequent addendums shall govern over prior addenda only to the extent specified. The bidder shall be required to acknowledge receipt of the informational addendum by signing the addendum and including it with their bid submittal. Failure of a bidder to include a signed informational addendum in their bid shall deem their bid non-responsive, however, the City may waive this requirement if determined to be in its best interest. The City will not be responsible for any other explanation or interpretation made verbally or in writing by any other city representative. We look forward to receiving your proposals. 4 5. Responses to this solicitation are due on 8/15/14 by 3:00 p.m. 6. Last day for questions prior to the submittal date is 8/1/14 by 3:00 p.m. B. Comments by City Staff and GHD Kandi advised that Marc will be the Project Manager. MDE is providing funding for the project so all their requirements are applicable. All forms included with the solicitation must be completed in their entirety and returned. All MDE criteria must be followed regarding DBE participation. 4 Marc gave a brief history. The PLC/SCADA Programming was broken out at the request of MDE. Equipment will be added to the plant and it is the task of the chosen person to integrate and modify the existing system to work with the new items. All technical information regarding the upgrades is available in the construction documents. A site visit can be done today, following this meeting, for anyone who is interested. C. Questions from Prospective Bidders Definition: PLC/SCADA Programmer (herein called PROGRAMMER) Question: What current SCADA is in use? Will it be replaced or modified? Are there any existing licenses that require an increase in point count? If so, what are they and who will be responsible for providing this? (Appendix B Part 3 indicates that the CSI will provide licenses required.) Answer: The Frederick WWTP SCADA system is comprised of a fiberoptic network of Schneider (Modicon) PLCs that utilize Citect SCADA for their visualization, alarming, and historization. A redundant server architecture facilitates HMI server redundancy for the multiple HMI nodes throughout the WWTP. Existing Citect licenses are version 7.3 and will be updated to the newest versions and higher tag counts under this project. Additional software licenses and new HMI licenses will be purchased under the ENR Upgrade Project construction contract per cash allowances specified in Section The PLC/SCADA Programming contract will be responsible for utilizing, installing, upgrading, and configuring new software procured under the ENR Upgrade Project construction contract. A Citect HMI development license is available for use for programming while onsite, however the PROGRAMMER shall procure their own development license to facilitate offline programming, or programming the HMI while not onsite.

5 Q: There is mention of SCADA 2 being added and additional redundancy? How much will be necessary? A: The existing system has multiple servers with redundancy so that should not have to be enhanced. Q: Who is the general contractor? A: One has not been chosen yet, but there is a bid out for it. Q: Who will handle the interface for schedule coordination on this portion of the project? A: The PROGRAMMER should coordinate with the City and Construction Manager. Q: The overall work seems like there is a two year schedule with this piece towards the end. As programmers, we are typically given a small timeframe (30 days) after constructions. What is the strategy for this? A: A successful project will require the PROGRAMMER involvement from the beginning to the end, of the ENR Upgrade Project. It will also be beneficial for the PROGRAMMER to provide comments on shop drawing submittals, relating to the ENR Upgrade Project. Q: Who would we interface with for things like the control panel and electrical upgrades? A: The general contractor. Q: Are the existing systems compatible with the new standard? Should we implement the new standards to the old system? A: All PLCs are programmed with current standards and will just need modification. There should be no compatibility issues. Q: Who worked on the original PLC and SCADA systems? A: Jason Michael (City of Frederick) has done most of it with input by Sherwood Logan, Microtech Designs, and Imacs. Q: Is there consistency throughout the systems? A: Not necessarily. The City of Frederick did a good job bringing it up to standard but do not make any guarantees. The only PLC without modern programming will be the Electrical Building. The existing PLC in the Electrical Building is programmed using Concept. The processor will be replaced by the City prior to the PROGRAMMER s work in this PLC with a unity 5

6 processor. The PROGRAMMER will be responsible for modifying the existing program files or developing the new Unity program configuration from scratch. Q: What reporting software is being used? A: Nothing separate is being used. Vijeo Historian allows for creating reports, although none are really done now. The project includes adding new tags and setting up reporting. Q: Do you currently have a systems integrator under contract? A: No Q: Is remote access available? A: No and it will not be. Q: Are the HMIs that are in some locations also to be modified? A: SCADA is run on client machines and restoring the current project should be it. There is some packaged equipment with local HMIs (e.g. UV disinfection) and we are requesting Vijeo Designer for those. Q: Exhibit B, Section 2 calls for Unity Software. Is the contractor to supply the development license? A. The PROGRAMMER shall procure their own Unity development software license and coordinate the version required with Owner, to facilitate programming Q: Is the integrator responsible for obtaining the Citect licenses? Who will provide the CitectSCADA client licenses for any that are added? Who will provide the hardware for any CitectSCADA clients that will be added? (Note that Appendix B Part 3 indicates that the CSI will provide licenses required.) A: Additional and upgraded Citect HMI licenses will be procured under Section 17565, of the ENR Upgrade Project. The Engineer will direct the purchase of this software during construction. The programmer is responsible for installing and configuring this software. Q: Is this a pure services job? That seems to be how it s written. A: Yes, the intent is for just programming. Q: When is the projected award date? A: We anticipate going to Mayor and Board in November. 6 Q: This is tied to construction so there could be a long pause before the bulk of our work is done?

7 A: Correct. ADDENDUM NO. 1 Kandi reminded everyone that no questions may be asked during the site visit. They all must be submitted to her in writing. With no further questions, the meeting concluded at 10:55am. End of Meeting Minutes The preceding constitutes the Purchasing Admin s understanding of the meeting. If clarification is required on the content presented herein, please notify Kandi Fullerton in writing within three working days of receipt of these minutes. Changes to Exhibits A, B and C 1. Exhibit A- Section a. b. Paragraph 1.03.A, REPLACE the phrase Tables through 6 with the phrase Tables through -8. c. Follow-up submissions, reviews, workshops shall be conducted to demonstrate conformance to the owners standards. Paragraph 3.03, ADD the following: H. Pump Station 2, PLC-PS2 1. Equalization Basin Mixers (MX-201, MX-202, MX-203 and MX-204) - Each mixer shall have a three-position Hand/Off/Auto switch located at the starter control panel, in the MCC. a. In Hand, each pump shall run continuously. 7 b. In Off, the pump shall not run. PLC control of this equipment shall be prohibited.

8 c. In Auto, each mixer shall start automatically and run continuously when the water level in the associated Equalization Basin reaches a user-adjustable Start Level (LIT-201 or LIT- 202). Each mixer shall stop when the water level (LIT-201 or LIT-202), in the associated Equalization Basin reaches a useradjustable Stop Level. d. Shutdown Conditions- In addition to equipment protective measures handled by the local starter control panel, in the MCC, Low-Low Level Backup Floats (LSLL-203 and LSLL-204), installed in the Equalization Basins shall prevent the starting (in both Hand and Auto modes) of the respective mixer. 2. Contractor shall provide programming of new PLC, VFD s, and other equipment listed in Table , using existing control philosophy and any modifications required by the Contract Documents and Owner. 2.
