1 Contra Costa Transportation Authority STAFF REPORT Meeting Date: October 19, 2016 Subject Summary of Issues Recommendations Authorization to Execute Congestion Mitigation Air Quality (CMAQ) Funding Agreement with the Metropolitan Transportation Commission (MTC) to Support the Countywide Transportation Demand Management Program The Metropolitan Transportation Commission (MTC) has prepared a CMAQ funding agreement with the Authority to include funding for the county s Transportation Demand Management program for FY CMAQ funds have been used for this program for the past several years. The agreement is for one year and would provide $70,000 to support Contra Costa s program. MTC does not anticipate renewing the funds beyond this year. The funds are matched by 511 Contra Costa using a portion of their Measure J Commute Alternative allocation. Staff seeks authorization for the Contra Costa Transportation Authority (CCTA) Executive Director to execute CMAQ Regional Carpool Program Funding Agreement with the Metropolitan Transportation Commission (MTC) for FY Financial Implications If approved, the recommendation would allow CCTA to receive $70,000 in federal CMAQ funding from MTC. CCTA would match the funds with Measure J Commute Alternative funds in the amount of $9,069. The CMAQ revenues and match have been identified in the CCTA FY budget. Options 1. 2 Contra Costa Transportation Authority STAFF REPORT October 19, 2016 Page 2 of 2 Background On July 20, 2016 the Authority approved Resolution G allocating Transportation Fund for Clean Air (TFCA), Measure J Commute Alternative (Program 17) and CMAQ funding for the FY Contra Costa Transportation Demand Management Program. At the time the resolution was approved, the funding agreement with MTC for the CMAQ funds was not complete. Authority staff received the agreement from MTC on October 5, 2016 and is presenting it for approval and execution by the Authority s Executive Director. The CMAQ funds are essentially a pass through to 511 Contra Costa that provides the county s Transportation Demand Management program. Specifically the funds will be used to cover staff time in promoting carpools and other rideshare initiatives supported by MTC. The Authority receives, and passes through, $70,000 to 511 Contra Costa as a delegated county. The CMAQ funds require a percent local match which 511 Contra Costa provides from its allocation of Measure J Commute Alternative funding. The funds are distributed to the subregional 511 Contra Costa offices, including the Authority for Central and East County, using the same formula as TFCA and Measure J Commute Alternatives. Since MTC is redefining its focus with respect to regional rideshare we anticipate that this will be a single year funding opportunity. MTC will continue to advocate for ridesharing on a regional level and the 511 Contra Costa program will continue to coordinate with MTC on the program
