Easterly moved approval of the January 16, 2016 minutes. Herb Shaw 2 nd, motion CARRIES unanimously Code Compliance Officer Report Officer Brent Hedrick reported 19 active cases in West Salem. He explained issues around derelict vehicles. The City of Salem Strategic Planning Phase 1 was held at Broadway Commons on January 31. Phase 2 will begin and citizens are urged to participate. To receive postings from the City of Salem including meeting agendas and more, go to Evan Sorce reported from the Polk County Sheriff. Motorists are urged to be careful on icy roads. Patrols are 24 hrs since July 2016 and as a result, more criminals are being caught and prosecuted. Due to a high incidence of traffic accidents at this location, Clow Corner at Hwy 99 1

2 is being considered for a roundabout. Lord & Schryver is looking for volunteer gardeners to work at Deepwood Gardens on Thursdays from 9:00 AM-12:00 Noon. The State of the City address will be held February 15 at the Salem convention Center. The cost is $20.00 RSVP at The I Love Salem photo contest begins on March 1, Photos should be of trees in Salem. Post photos on the city s Facebook site. Contestants may enter twice. Community Safety and Preparedness: for information S-J.com/prepared Edgewater Report: Jessica Preis, City of Salem Neighborhood Partnership Coordinator announced some of the activities of the Edgewater Partnership. They focus on their Facebook page, an information hub Urban Grange offers information about Edgewater Neighborhood activities, and a West Salem news column. Currently, they are working on placing an information kiosk in West Salem Park. The Edgewater group meets on the 3 rd Tuesday at 1:00 PM at the West Salem Boys and Girls Club, 925 Gerth St. NW. All are welcome. The next Edgewater Walk is February 26 at 1:00 PM beginning at the Boys and Girls Club. Easterly reports: meets Tuesday, February 21, 5:30 pm at Salemtowne in the Breezeway Room. The GGCWSC is interested in partnering in the update of the West Salem Neighborhood Plan particularly Chapter 6 - Parks, Open Space and Environmental Quality and Chapter 7, the Parks and Natural Resource Opportunities Map. They also request that city staff assisting in the update include Public Works staff. Land Use: Kathleen Dewoina, Chair - The Land Use has met and discussed ADU policy, traffic mitigation, bike/pedestrian bridge across Wallace Road and zone change and comprehensive plan change for property off Wallace Road. The committee meets February 16 and 17 with Sheila Lyons from ODOT and Ward 1 Councilor Kara Kaser about the plan for a bicycle / pedestrian bridge over Wallace road at the intersection with Edgewater Street NW. 3 Parks: Linda Bierly, Parks Chair - WSNA SPIF grant application for a new drinking fountain at West Salem Park has been submitted. The grant application to the Salem Parks Foundation for a neighborhood park grant to help with funding the SPIF match for the drinking fountain project has also been submitted. State Representative Evans: Alex Kohan The Oregon Legislative session opened February 1. Rep. Evans focus includes civics education, small business, veterans issues and seismic upgrades for one of the two Salem bridges over the Willamette River. The Legislature is attempting to resolve the 1.8 billion dollar deficit. Rep. Evans is holding a town hall meeting to provide a legislative overview for constituents on Thursday, February 9, 2017, 7:00 PM at Salem Electric. Rep. Evans would appreciate citizen involvement, especially concerning individual needs. Contact Rep. Evan Sorce reported that the County is holding an open house for the new Veterans Services Office on February 15 3:00 PM 6:00 PM 240 SW Washington Street, Dallas, OR. Salem-Keizer School District: No representative was present but Evan Sorce reported that S-K is adding one day of school in March and 2 days of school in June to make up for snow days that had to be taken in December and January. Traffic: No report this evening but Nick Fortey will have a report for the next meeting on signal timing. Evan Sorce expressed the need for a centralized reporting system of local road closures in bad weather. West Salem Business Association: Lyle Mordhorst was present from the WSBA. WSBA will be included on WSNA committee reports in the future. 3

4 Old Business: Update on Wallace Road Bike Crossing Project Herb Shaw is working on the design for a bicycle/pedestrian bridge beside Highway 22 over Wallace Road NW at the Edgewater intersection. The bridge would provide a connection between the existing bike/pedestrian path from the Marion and Center Street bridges to the path along the south side of Edgewater Street. The Land Use Committee will meet with ODOT representative Sheila Lyons and Ward 1 City Councilor Kara Kaser February 16 and 17 to discuss ways to move this project forward. New Business Suggested dates for School Board Candidate forum WSNA will invite candidates to the forum at the April 3 WSNA meeting. Eunice Kim, Planner II, City of Salem Community Development Department Ms. Kim explained the Accessory Dwelling Unit process undertaken by the City of Salem so far. The process is ongoing and there is ample opportunity for citizen input and comment. Kathleen Dewoina, WSNA Land Use Chair reviewed the position of the Land Use Committee on ADUs and several citizens added comments and concerns. Ms. Kim will incorporate the comments into her staff report. The WSNA will act on the recommendations from the Land Use Committee at the February 20 meeting. Prioritization of WSNA 2017 goals WSNA agreed to prioritize and focus on the following goals: 1. update the West Salem Neighborhood Plan utilizing city staff from Community Development, Urban Renewal and Public Works; 2. Move ahead on Marine Drive NW from 5 th Avenue NW to Harritt Drive NW as a local access street with emphasis on natural resource preservation through the process and in the character of the street; 3. The pedestrian / bicycle path over Wallace road NW as a way to help traffic flow along Wallace Road; 4. Bring Transit back as a WSNA committee and to encourage 4

5 better transit in West Salem; 5. A West Salem representative on the City of Salem flood elevation study; 6. Keep focus on the Edgewater Plan.
