Washington Titusville, FL :00 PM NOTICE All persons who anticipate speaking on any Public Hearing item must fill out an Oath Card to be heard on that agenda item and sign the oath contained thereon.these cards are located on the table near the entrance to the Council Chamber or may be obtained from the Recording Secretary. This meeting will be conducted in accordance to the procedures adopted in Resolution # Those speaking in favor of a request will be heard first, those opposed will be heard second, and those who wish to make a public comment on the item will speak third. The applicant may make a brief rebuttal if necessary. A representative from either side, for or against, may cross-examine a witness. Anyone who speaks is considered a witness. If you have photographs, sketches, or documents that you desire for the Commission to consider, they must be submitted into evidence and will be retained by the City. Accept the Preliminary Application for Historic Designation submitted by Kevin and Catherine Riley, owners, of property located at 1120 Riverside Drive. This item was tabled from the July 7, 2014, meeting to review the budget and receive additional information. C. Continue discussion on how to inform the Board when a demolition or other permit is submitted to alter a potentially historic structure. D. Continue discussion on ways to market the downtown. Charlie Mars of the Space Coast Walk of Fame Museum has agreed to meet with the Board and discuss their marketing efforts. (6) NEW BUSINESS

2 E. Discuss the merits of establishing a Historic Rehabilitation Investment Incentive for the state of Florida with State Representative Tom Goodson. (7) WORKSHOP FORMAT DISCUSSION F. Workshop Format Discussion. Continue planning for a workshop to be held the Tuesday, October 21, 2014, in the City Council's Chambers between 6-8 p.m. For your information, enclosed are materials used during the workshop held in (8) PETITIONS AND REQUESTS FROM PUBLIC PRESENT (9) ADJOURNMENT Any person who decides to appeal any decision of the Historic Preservation Board respect to any matter considered at this meeting will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The City desires to accommodate persons with disabilities. Accordingly, any physically handicapped person, pursuant to Chapter Florida Statutes, should at least 48 hours prior to the meeting, submit a written request to the chairperson of the meeting that the physically handicapped person desires to attend.

4 Historic Preservation Board Regular Meeting July 7, 2014 The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session in the Council Chamber, located at 555 South Washington on Monday July 7, 2014 at 1:00 p.m. Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Hoover, Member Megivern, Member Gaetjens and Member Adams. Member Foster and Member Duell were absent. Also attending was Principal Planner Brad Parrish, City Engineer Woody Rice and Recording Secretary Laurie Dargie. Member Megivern motioned to approve the minutes from the June 2, 2014 meeting. Secretary Adams seconded. There was a unanimous voice vote. Chairman Kiesel said that Member Megivern asked if the Board would move the order of the agenda items and start with petitions and requests from public present. All Members agreed to change order of agenda. Petitions and Requests from Public Present Jane Speidel of 602 Indian River Titusville, Florida came to speak to the Historic Preservation Board regarding her property. Ms. Speidel said that she was not happy with the proposed CIRCA date of her house being Ms. Speidel said that she spent 2 hours with a gentlemen at the County Clerk s Office going through information. Ms. Speidel said that the deed books show information regarding the Brady s in Ms. Speidel said that her attorney from 1984 said that the house never left the Brady s family until she bought the house. Ms. Speidel said that the property was sold from Mary Titus to Mr. Brady in Ms. Speidel said she would suggest that CIRCA be used on the plaque because CIRCA means approximately or roughly and her reasoning is because no proof can be found when the house was actually built. Ms. Speidel said that the date should be 1887 because this is the date that LOT 4, which is the property that the house is on, was sold from Mary Titus to Mr. Brady. Chairman Kiesel asked Mr. Parrish if this information should be sent to Littlejohn Engineering. Vice Chairman Petyk said she would agree with Ms. Speidel s information and to use the CIRCA 1887 on the plaque. Mr. Parrish said that the Historic Preservation Board has the final decision on what goes on the plaque. Mr. Parrish said that if the information only enhances the report it does not have to go back to City Council. Vice Chairman Petyk made a motion to move forward with using the CIRCA 1887 on the plaque for the Brady House plaque for property 602 Indian River. Member Megivern seconded. There was a unanimous voice vote.

5 Historic Preservation Board Meeting -2- July 7, 2014 Ms. Speidel said she appreciates what the Historic Preservation Board has done and hopes that more citizens will come forward and go through this process to designate historical properties. Mr. Parrish said that he spoke to Eddie Browder with Littlejohn Engineering regarding the information that was received from Mr. Francis at the last Historic Preservation Board meeting pertaining to the name of the house and Mr. Browder did agree with the information that the name should be the Dobson House. Vice Chairman Petyk made a motion to move forward with using the name Dobson House on the plaque for property 902 Indian River. Member Megivern seconded. There was a unanimous voice vote. Kevin Riley of 1120 Riverside Drive Titusville, Florida came to speak to the Board regarding his property. Mr. Riley gave 3 handouts with information regarding his property. Mr. Riley briefly went over the handouts, which was a timeline of the property, tax records and mortgage deed. Mr. Riley believes the house was built between 1913 and Mr. Riley said that he thought 1914 was the date that the house was built. Mr. Riley said he would like to use both names Conkling/Riley on the plaque to differentiate the house from other homes. Secretary Adams asked what the three structures are on the property. Mr. Riley said the house is one; a shed is another and garage. Robert McCandless, Chairman of the Administration Committee with 1 st Baptist Church of Titusville came to speak in regards to the application for local historic designation or answer any questions. Mr. Parrish said that Staff did not recommend moving forward with this application because of the incompleteness. Mr. Parrish said that one of the requirements was not met which is having the majority of the Trustees identified signing approval for the application. Mr. McCandless said he will see what he can do to get what is needed. Mr. Parrish said that everything else looked good for the Historic Preservation Board to review. Vice Chairman Petyk made a motion to table Mr. Riley s application for review and 1 st Baptist Church of Titusville s application for completeness and further review. Member Megivern seconded. There was a unanimous voice vote.

6 Historic Preservation Board Meeting -3- July 7, 2014 Old Business Protection of older Historic structures from demolition Mr. Parrish invited City Engineer Woody Rice to attend the Historic Preservation Board meeting to give feedback on the Board s request for somehow flagging properties that have historical value. Mr. Rice said that a new software is being implemented and this software has the capabilities to flag properties and show an alert so that the person entering in permits can be notified that something should be checked out before proceeding. Mr. Rice said that this alert is also going to be used for letting staff know when persons or businesses cannot pull permits for other reasons such as being illegal. Mr. Rice said that alerts would stop permits from being issued. Mr. Rice said that he does not want the alert system to be misused and has another idea that he is going to check into with the software company to see if a checklist can be made on each property allowing for staff to check boxes that apply to specific properties. Mr. Rice said that a check box could be made specifically for properties with historic value, which would notify staff that it should be looked into a little further. Mr. Rice said that he will be able to run reports to show all the properties who had the check box. Mr. Rice said he will speak to the software company in regards to setting up this specific checkbox notification for the historical properties. Chairman Kiesel said that the purpose for asking for properties to be flagged is so that the Historic Preservation Board has an opportunity to contact the property owner and have the chance to discuss or explain other options for saving historical properties. Secretary Adams asked if Mr. Parrish can be given reports on a weekly bases instead of monthly. Mr. Rice said that the reports can be run as often as the person needing information runs the report. Mr. Rice said that the reports that City Staff has are inaccurate therefore, the lists really need to be looked over thoroughly before being entered into the system. Chairman Kiesel said that the Board should work on getting a short list put together of the properties that should for sure be flagged in the system. Secretary Petyk asked who did the last report for the City. Mr. Rice said Janus did the last report in Historical Designation Plaques Discussion took place amongst the members regarding going forward with ordering the plaques since they have all the correct information now. Secretary Petyk said that the Members need to be more thorough in making sure that all information is correct before approving the application so that the plaques can be ordered quicker. Member Gaetjens said that he agrees that the application should really be looked at closer to make sure the information is correct. Member Megivern made a motion to go forward with ordering the Historical Designation plaques for 602 Indian River and 902 Indian River. Vice Chairman Petyk seconded. There was a unanimous voice vote.

7 Historic Preservation Board Meeting -4- July 7, 2014 Chairman Kiesel said that he would like to come up with an idea to make the plaque presentation a big deal. Chairman Kiesel said that the plaques can maybe be presented at a City Council. The Historic Preservation Board members were all in agreement that they would like to make this be a big deal. Member Gaetjens asked how long will it take for the plaques to be done. Mr. Parrish said he is not sure about that yet. Member Gaetjens asked when does the Historic Preservation Board receive additional budget money for the year. Mr. Parrish said the new budget year starts in October Chairman Kiesel said at the next meeting in August the funding for upcoming designations should be discussed. Mr. Parrish said that enough money is left in the budget to get the 2 plaques now. Chairman Kiesel asked for the balance of the budget by the August meeting. Mr. Parrish said he will have that information. Member Gaetjens said the review of the applications can be started by the Board Members now so that once funding is received they can forward the paperwork to Littlejohn Engineering for their approval. New Business Workshop Format Discussion Chairman Kiesel asked for input regarding the workshop. Vice Chairman Petyk asked if a date has been set. Member Gaetjens said that the week of October th was discussed but a specific day was not picked. Chairman Kiesel asked what kind of format was going to be used at this workshop. Member Megivern said he thought that the Board was leaning towards the format used when the workshop was done at Parrish Hall. Chairman Kiesel said he believes that incorporating both workshop formats was discussed a little at the last meeting but nothing definite was decided. Member Gaetjens asked how many people should be expected, 50-75? Chairman Kiesel said they had 28 people signed up. Mr. Parrish said only 5 people signed the roster. Vice Chairman Petyk said that the first workshop was a longer event with people coming and going. Mr. Parrish said that Eddie Browder with Littlejohn Engineering suggested having Chelsea come to explain the economic benefits of Historic designations at the workshop. Vice Chairman Petyk asked if Chelsea would have to be paid to come to the workshop. Mr. Parrish said that the travel expenses would have to be paid which is about $ Chairman Kiesel said that the PowerPoint presentation needs to go more smoothly. Secretary Adams said that any information for Melbourne needs to be removed from the presentation. Vice Chairman Petyk asked what time of the day should the workshop be held. Member Gaetjens said that evening workshops are better for the public to attend because of working. Vice Chairman Petyk said that she cannot attend anything on Wednesday nights. Member Gaetjens said that 6:00pm to 8:00pm would be a good time for the workshop. Vice Chairman Petyk suggested Tuesday October 21, Chairman Kiesel said that he believes the workshop should be held at City Hall, Council Chambers. All the Historic Preservation Board Members were in agreement of the meeting day, time and location. Chairman Kiesel asked that all the Member think about the workshop format and bring ideas and input at the August meeting. Member Adams said that it would be nice for the workshop to be videotaped. Secretary Adams asked Mr. Parrish if he can find out if refreshments can be available at the workshop.

8 Historic Preservation Board Meeting -5- July 7, 2014 Reports Vice Chairman Petyk asked what is going to be discussed when Representative Goodson comes to meet with the Board. Mr. Parrish said Mr. Goodson is coming to answer questions and discuss next year s Legislative session on tax incentive programs. Mr. Parrish said that Charlie Mars was also going to come to a future meeting to talk about the Space Walk of Fame. Member Gaetjens said that the first Monday of the month is September 1, 2014, which is Labor Day. Member Gaetjens wanted to bring this up to discuss when the September meeting should take place. The Board Members asked if the meeting can be scheduled for Monday September 8, 2014 in the Round Room. Mr. Parrish will confirm that the date and room is available for Monday September 8, Mr. Parrish said he is still trying to make contact with someone at the Train Station. Mr. Parrish said he is also trying to reach out to David Johnson but has not been successful as of yet. Adjournment 2:45 p.m.

To: From: Subject: REPORT TO COUNCIL Historic Preservation Board Members Peggy Busacca, Planning and Growth Management Director Nomination Form 1120 Riverside Drive Department/Office: Planning and Growth Management Recommended Action: Accept the Preliminary Application for Historic Designation submitted by Kevin and Catherine Riley, owners, of property located at 1120 Riverside Drive. This item was tabled from the July 7, 2014, meeting to review the budget and receive additional information. Summary Explanation & Background: Pursuant to Section 48-7(a) of the Code, the owner of any property in the City may petition the Historic Preservation Board for designation of their property as an individual resource, site or archaeological site or zone by submitting a preliminary application for historic designation to the Historic Preservation Officer. The Historic Preservation Board shall either accept or deny the application only after written verification that the applicant is the owner of record or their authorized agent. By accepting the application, the Historic Preservation Board must set a date for a public hearing and shall direct staff to complete the designation report and notify the proper parties of the public hearing as provided below. The applicants, Kevin and Catherine Riley, are the owners of the property located at 1120 Riverside Drive. Alternatives: 1. Accept the preliminary application for historic designation for review by the historic preservation officer. 2. Do not accept the preliminary application for historic designation. Summary Explanation & Background: At the July 7th meeting Woody Rice suggested adding an option to the CitizenServe program that his staff uses to receive and track permits. He also recommended selecting a short list of properties to include in his demo permit flag test. One suggestion could be to select some or all of those listed as eligible for national status. Enclosed is a condensed version of the historic resources survey. There are an estimated 93 eligible sites out of 184 listed. Alternatives: 1. Select a short list of properties based on eligibility on the national register. 2. Select a short list of properties based on other criteria. 3. Other action. Summary Explanation & Background: On May 5, 2014, the Historic Preservation Board discussed the City of Melbourne s letter of support to their Florida House Representative for legislation to establish a Historic Rehabilitation Investment Incentive program. The Board requested the City send a similar letter of support to the Legislature. After some consideration of their request, the staff decided to contact House Representative Goodson s office to determine if such a letter from Titusville would be accepted. At the recommendation of Mr. Goodson s secretary, the Board formally extended an invitation to Representative Goodson to attend a meeting to discuss the merits of such a program for the state of Florida. Many property owners struggle with deciding whether to rehabilitate a historic structure or demolish it. Frequently, the high costs of rehabilitating structures lead to eventual demolition of our local history. The City s Historic Preservation Board has expressed their support for legislation that would help to make preservation projects more economically feasible. A Historic Rehabilitation Investment Incentive program could help preserve the historic fabric of our community, drive economic development, stabilize real estate values, revitalize Main Street and promote cultural tourism. 22 Our historic tax credits have made the preservation of our older buildings not only a matter of respect for beauty and history, but of course for economic good sense. President Ronald Reagan 1984 The Florida Historic Rehabilitation Investment Incentive Florida can make itself more competitive in attracting private capital investment in jobcreating historic rehabilitation projects if it becomes the 36 th state to enact a state historic rehabilitation investment incentive. 35 states including almost all of the states in the Southeast have enacted historic rehabilitation investment incentives to make historic rehabilitation projects economically feasible by encouraging private capital investment. Because Florida does not have a historic rehabilitation tax credit, it is missing out on impactful, job-creating private capital investment that is being attracted to other states. Historic rehabilitation investment incentives are proven winners for states. They have made projects economically feasible, driven economic development, created jobs and spending, brought underused and vacant buildings back into active commerce, caused real estate values and real estate tax revenue to appreciate, revitalized main streets and downtowns throughout states, and promoted heritage tourism. A study of the economic and fiscal impacts of a Florida historic rehabilitation investment incentive found that for every dollar the state will invest in the Florida Historic Rehabilitation Tax Credit, $2.66 in new state tax revenue will be collected and $4.98 in combined new state and local tax revenue will be collected. 23 Florida trades that would see more jobs, work, and income because of a historic rehabilitation investment incentive include construction, architecture, engineering, real estate, and others. Without an incentive for investment in rehabilitation, many Florida buildings will continue to be underused, neglected, or demolished, destroying an important physical link to Florida s heritage. For many years, it has been thought Florida could not have a historic rehabilitation investment incentive because it does not have an income tax. A Florida historic rehabilitation investment incentive would provide a tax credit of 25% of the amount of qualified rehabilitation expenditures spent on qualified historic buildings and would be earned only after all qualified rehabilitation expenditures are completed. Like several other Florida incentives designed to encourage investment from insurance companies, the credit would be applied against the state insurance premium tax. In 2012, Florida collected $704 million in insurance premium taxes. Building owners earning federal historic rehabilitation tax credits typically admit investors into partnerships and allocate the tax credits to investors; investors then utilize the tax credits to offset their tax liability. Similar to the federal credit, for the Florida credit, building owners would earn the credits and investors would be allocated the credits. Insurance companies doing business in Florida, would utilize the credits to offset their insurance premium tax liability. Both North Carolina and South Carolina utilize their insurance premium taxes to incentivize the rehabilitation of historic buildings. Organizations across Florida likely to express support for a historic rehabilitation investment incentive include: o Historic preservation organizations o Downtown development districts o Chambers o Architects o Engineers o Construction contractors o Realtors o Developers o Municipal officials

Michael J. Boonstra currently serves as head of the Genealogy Department at the Central Brevard Library in Cocoa as Archivist for the Brevard Historical Commission and is Past President and Board Member Emeritus of the Brevard Heritage Council, the County's oldest historic preserva on group. Michael has personally restored several old houses in Cocoa and Rockledge and also serves as a consultant to other historic homeowners and building contractors with their renova on projects. Roz Foster Has been ac ve in preserving Brevard County History since 1996 with restora on and documenta on of historic Lagrange Church & Cemetery, researching, wri ng and conduc ng Historic Downtown Titusville tours.
