1 2018 RAMP PROJECT PRIORITIZATION Adopt or Not Adopt Resolution Each year, the City Council reviews the Administration s proposed Recreation, Arts and Museum Projects (RAMP) funding requests and provides a prioritization of these to the RAMP Tax Advisory Board for its consideration. Weber County s 2018 deadline for RAMP grant applications is January 13. In 2004, Weber County voters approved the RAMP tax to support various efforts throughout Weber County. This was renewed in RAMP receives one penny for every $10.00 purchase and is used to fund new and existing facilities for recreation, arts, museums and parks. RAMP also provides grant funding for qualified cultural organizations and events, and is intended to benefit all Weber County residents by enhancing quality of life and promoting economic vitality. RAMP has helped to fund various playing fields, walking, biking and equestrian trails, parks, aquatic and recreation facilities, and music and arts festivals, activities and performances. RAMP Application Categories 1. Municipalities and Unincorporated Areas For cities and unincorporated areas in Weber County 2. Major Projects (over $200,000) For State, Federal, City and County entities and non-profits operating on public lands 3. Recreation and Parks Projects For State, Federal, City and County entities and non-profits operating recreation and/or park programs 4. Arts and Museum Projects For non-profit organizations 5. EZ Small Grants (under $200,000) For County, City and non-profit entities Ogden City Council Work Session: January 9, 2018 Page 1 of 3
2 RAMP and Ogden City The Ogden City Council adopted the following Budget Guideline related to RAMP as part of the Fiscal Year 2018 Budget: Fiscal Year 2018 City Council Budget Guidelines All proposed Ogden City Projects to be submitted by application for RAMP funding are prioritized via resolution by the City Council in December of each year prior to submission in January. Early Council involvement in the City s process is important and provides the opportunity for input on potential RAMP projects. The Council will provide input to the Administration each year in August and prior to submission of the applications as appropriate. The Council suggested the following potential projects for the city to consider for 2018 RAMP grant funding applications (in no particular order): Dog park (Marquardt Park or Thomas Park) Lighting improvements at Lindquist Field Union Station museums Tennis court and lighting upgrades at Monroe Park Playground equipment at Mount Lewis Park Splash pad at 24th and Harrison (or elsewhere) Mile markers for pathways at and around city parks Frisbee golf course at a lesser used park in the north Sidewalk on Polk for school children between 3rd and 7th Streets Sidewalk on 31st and Tyler Avenue Southwest corner Playground and park development at Lorin Farr Park Capital Improvement Projects Since Fiscal Year 2013, the Administration has included the proposed RAMP projects as part of the Capital Improvement Plan (CIP). However, not all proposed RAMP projects are CIP projects as defined by City ordinance. The Administration is recommending eight projects for RAMP funding in Four of these projects are in the CIP and have an associated project brief. The request included for playground improvements aligns with the Council s initial recommendations. Council Staff has combined Council member rankings of Administration s proposed projects to summarize the Council s overall priorities for RAMP funding. The results are set forth below.
