2 Executive summary and abstract EMILIE project supports the innovation of tertiary SME infrastructure and buildings to achieve advanced energy efficiency in order to contribute to the growth, competitiveness, and employment of Mediterranean countries. EMILIE conducted 6 surveys on energy consumption in the tertiary sector buildings, a map of existing research and innovative services facilities, 6 pilot plants, 12 pilot sites study visits, 15 technical workshops for SMEs, 9 technical workshops for PA, and 5 capitalization meetings. Considering the capitalization process laid by the MED programme and the importance of cooperate with other projects, 5 capitalization meetings have been organized along project execution every hosted in turn by the partners. The EMILIE Capitalization strategy foresees the participation of targeted sector stakeholders along with different EU projects coordinators dealing with energy efficiency in buildings and SMEs innovation capacities. More in detail, the capitalization meetings path was able to involve project coordinators dealing with energy issues, public administration representatives, representatives of industries and clusters and also some associated partners. The JTS capitalization process coordinators, Mercedes Acitores and Javier Gómez, and other experts have been also invited to join the meetings. In some capitalization meetings, a Capitalization Lab has been organized, where relevant stakeholders working in the energy sector and coordinators of EU projects share experiences and create synergies to improve the targeted sector. This document focuses on the results of the 5 capitalization meetings. In addition to sharing innovative and emerging energy projects and methodologies, attendees participated in World Café sessions in order to answer questions fundamental to each meeting s theme. The world café method allowed participants to brainstorm in small groups of 5 or 6 for 25 minutes before sharing each group s findings with each other. An overview of each meetings findings are summarized in this document. Having collected all experiences of cooperation among projects, some main conclusions have been defined and they established the foundations of a winning methodology of cooperation to be capitalized also in the next programming period. _ Distribution: Public 3
4 The EMILIE Capitalization Approach The path covered along project execution regarding capitalization has been composed by definition of a capitalization strategy, after that, organization of capitalization meetings and development of that Final methodology document. Besides of that has been created a EMILIE Cluster (about innovative technologies in the field of energy efficiency into buildings), and has been organized a workshop in Brussels together with other MED projects related to energy efficiency and energy savings. 7 Meeting 1: Fostering Energy Efficient Buildings In this first capitalization meeting was treated the fact of how to foster the implementation of energy efficiency measures into tertiary buildings. This issue was analyzed from three different point of view, from how to support local and regional authorities in fostering energy efficient buildings, how it can be encouraged the construction market, enterprises, and final users to innovate the field of energy efficient buildings, and how it could be changed the citizen behavior and its buying inclination in regards to renovation of buildings. 10 Meeting 2: Threats and opportunities for the Energy Efficiency potential market In the second capitalization meeting was developed, on one hand, a SWOT analysis of the market concerning application of energy efficiency into buildings, and after that y by means of world café method, was treated the barriers identify in the construction market and proposed solutions from Administrative/Regulatory, Social, Technological and Financial point of view. _ Distribution: Public 10

15 Meeting 3: Funding for innovation in energy efficient buildings During the third capitalization meeting, firstly six European based projects were presented. Similar to the EMILIE project, all of these projects focus on maximizing energy efficiency. The presentations aimed to increase the awareness of each project and share best practices in regards to energy conservation and energy related policies and funding. 16 In the second part of the event, it was presented the funding opportunities that the European Banks of Investment Funds can offer by means of different funding programme, and specially by ELENA funds for Public Administrations. Related with that subject of how public bodies can carry out investment in energy efficiency in its buildings, it was treated the problems that have to be faced in the hiring of ESCOs by them, and the key barriers to EPC and ESCOs business models. Thanks to the participation of a representative of the Provincia di Chieti, that is managing a wide ELENA funded building renovation project, after a debate the following remarks have been made: How to start funding Feasibility studies and preliminary audits Cost savings through ELENA- EIB funds Involve key actors early on Ensure commitment of partners Clearly communicate benefits of funding Domino effect among local authorities European Bank of Investment Fund Hints for implementation In depth audits Be aware of legal issues Avoid conflict of interest Aggregate local authorities to identify common needs Sign a "framework agreement" Must have constant political support Follow a strict schedule Remember large ESCOs are more likely to apply Impact Local SMEs can provide expertise in engineering and implementation Tenders could promote local companies New technologies are only considered by local authorities if they improve quality or reduce costs Implementation of lots of "small on site audits" as opposed to the "whole package" to encourage local involvement Cooperation Involve ESCOs in multiple facets of the EMILIE project (technical workshops, study visits, data collection of pilot plants, disseminate the technology roadmap, etc.) Further capitalization of ELIHMED results (funding and best practices) Capitalization of the Odyssee-Mure database (energy efficiency technology) _ Distribution: Public 16

19 Possible synergies The EMILIE Project Meeting 4: Concrete actions for innovation in energy efficient buildings (Part 1) Presentations of energy efficiency solutions During the fourth capitalization meeting, three energy efficient products were shared as examples of concrete actions SME can take to innovate buildings. Vacuum insulation panel Heat pump waste water Automated meter reading In addition to these presentations of energy efficient products, as complementary activity, during the meeting were identified synergies in the energy efficient building market. Synergies in the energy efficient building market Certify pilot plant technolgoy and publish ROI information to encourage public adoption of the technology Public Private Partnerships - an innovative way to support large investments Pre Commerical Procurement Scheme - boosts innovation in construction companies, provides technical solutions, and boosts the conomy (funding offered by Horizon 2020) Piedmont Region has widespread experience in PCP Continuation of data collection in pilot plants because particularly bad weather affected past data Cost of solar cooling plants is expected to drop and make solar cooling more economically attractive Developing laboraties, where equipment and materials are built and tested, could encourage a rapid adoption of energy efficient technologies _ Distribution: Public 19
20 Meeting 5: Concrete actions for innovation in energy efficient buildings (Part 2) In that last capitalization meeting, besides of presentation of other projects related to demonstration and application of energy efficiency measures into buildings, was organized a pilot plant study tour to Slovenioa and Crioatia to compare the 3 pilot plants related to the solar cooling technology. As first point of the meeting, after visit to SunLab Pilot Plant located in AREA Science Park Basovizza Campus, and due to it was the last capitalization meeting of the project, it was presented the capitalization path followed along project execution. After that, it was done three presentations related to Energy saving in the public and private tertiary sector buildings, in Western Macedonia, by Lefteris Topaloglou (Director of the Regional Association of Local Governments of Western Macedonia, HELLAS ) and Massimo Davià Envipark, Torino. After that, it was developed an interactive discussion in which participants tackled the issue of concrete actions for innovation for building energy efficiency based on the Emilie exploitation of pilot plants data. As last activity of the meeting, were organized, the following day in the morning the other two visits that compose the pilot plant study tour, visit to the Suncool pilot plant in Rijeka and to the Infrasun pilot plant in Ljubljana. _ Distribution: Public 20
21 The end of the MED Programme Innovation for Renewable Energy Efficiency solutions in Mediterranean regions and cities An overview of achieved results During the European Sustainable Energy Week, the MED projects Emilie and Grasp organized a final MED workshop in Brussels dedicated to sharing the results of multiple projects and to matching project results to the present conditions in the Mediterranean. Between 2007 and 2013, the MED Programme has funded 28 transnational projects related to the renewable energy and the energy efficiency in general. Many of these projects supported SMEs in order to improve sustainability conditions through a bottom up approach. The purpose of the conference was to give an overview of the progress of these projects in regards to the implementation of technical solutions and harmonization of standards as well as future funding opportunities. Ms. Anna Repullo and Mr. Wolfgang Petzold welcomed attendees, before a short presentation of the MED projects and results. The first panel shared the results from EMILE, ENCERTICUS, REPUBLIC-MED and MAIN projects regarding integrating innovation in renewable energy and energy efficiency in the Mediterranean. The second panel, about renewable energy and energy efficiency as drivers of decarbonization, incorporated outcomes from GRASP, CO-EFFICIENT, GREENBERTH, E2STORMED, and SINERGIA. MARIE, SMARTINMED, PVNET, ENERCOAST, and GREENPARTNERSHIPS participated in the final panel dedicated to putting forward MED PROGRAMME and projects results at cluster and policy level. These panels demonstrated several commonalities between MED Programme projects. The projects engaged a variety of partners and stakeholders including, universities, public authorities, energy agencies, economic operators, etc. SMEs and public authorities were the groups most focused on in these projects. Frequently, a soft-action approach was utilized in opposition to an infrastructure-oriented strategy. Finally, the transnational cooperation proved to allow collaboration and cohesion not only among Mediterranean countries but throughout Europe. After a brief discussion and a networking lunch, representatives from the MED Programme, DG REGIO, DG ENERGY, JASPERS, EASME, and Covenant of Mayors discussed synergies, initiatives, policies, and funding opportunities. This session focused on the challenges of the next period of the MED Programme which will be more focused on reaching specific result indicators and increasing visibility, communication and capitalization of the activities. Past project results can be capitalized in the future projects and could be develop a feasibility study to apply later for a EIB funding. Lastly, a multi-level government approach will improve the implementation capacity of sustainable energy action plans. _ Distribution: Public 21
22 The most important takeaway of this event is the constant need to join network and exchange solutions in order to inspire ideas and further capitalize on project results. This way it will be easier to reach the common goal of boosting renewable energy and energy efficiency. _ Distribution: Public 22
23 Conclusions and future perspectives This document summarizes the highlights and the successful methodology of the capitalization meetings and activities. The key takeaway messages are as follows: Energy efficient solutions must be easy to replicate Government legislation needs to be clear, complete, stable and consistent There must be a strong communication between researchers, governmental entities, construction workers, and consumers to find, promote, and implement the best solutions as fast as possible Stable, long term, and reliable financing is needed to minimize the risk of implementing EEB A clear interest and commitment to energy efficiency is shown through the variety energy related products and projects similar to EMILE Throughout the Emilie capitalization activities, the EMILIE Project has promoted the networking of Mediterranean organizations, energy related projects, local authorities and clusters of SMEs that share the common interest in proposing new technologies and products in the field of building energy efficiency. Thanks to this network, this cohesive approach can be adopted and further capitalized in future European or local based projects by continuing to encourage exchanging information, sharing best practices, supporting project development, and the diffusion of new technologies related to building energy efficiency. Part of the EMILIE capitalization approach, the EMILIE Cluster network has been created. The associations, stakeholders and companies of the energy efficiency sector that are interested in the application and development of innovative technologies are welcomed in the cluster. The entities belonging to the Cluster have access to specific and useful information about results and conclusions of demonstration and development projects as EMILIE project. Finally, the World Café session and the shuffle group methodology have proved to be very successful and could be further utilized in future projects. Thanks to the involvement of several different stakeholders, this brainstorming activity acknowledges multiple perspectives and considerations in order to find comprehensive solutions to complex and multilayer problems. _ Distribution: Public 23
