1 1 of 8 2/23/2017 4:07 PM 2017 BOA II Foreclosure Prevention and Community Redevelopment Grants Application Instructions Bank of America II Foreclosure Prevention and Community Redevelopment Grants Applications must be received no later than 5:00 pm on Friday, March 31, About the DC Bar Foundation The DC Bar Foundation s (DCBF) mission is to fund, support, and improve legal representation of the poor, vulnerable, and otherwise disadvantaged in the District of Columbia. For DC residents in poverty, we make strategic investments to strengthen and expand our civil legal aid network, addressing critical needs and improving our community. As the largest funder of civil legal aid in the District, we are a steadfast community partner, committed to protecting access to justice in life s most pivotal moments. We provide 360 degrees of support to DC s legal aid organizations by funding their staff attorneys and leadership, evaluating and improving their operations and finances, and creating opportunities for professional development. This support is funneled through three programs: grants, poverty lawyer loan repayment assistance, and training and technical assistance. In addition, DCBF is honored each year to recognize an outstanding member of DC s legal aid community with the Jerrold Scoutt Prize. DCBF, a 501(c)(3) non-profit, was established in 1977 to provide a vehicle for lawyers and law firms to contribute to legal services organizations in the District of Columbia. In 1985, the District of Columbia Court of Appeals established the District s IOLTA program, which the Foundation administers. In 2006, the Council of the District of Columbia appropriated funds for civil legal services grants and a poverty lawyer loan repayment assistance program, designating DCBF as administrator. Since its inception, the Foundation has awarded more than $50 million in grants. About the Bank of America II Foreclosure Prevention and Community Redevelopment Grants Program (BOA II Grants) In 2015, the DC Bar Foundation awarded more than $243,000 to foreclosure prevention and community redevelopment legal assistance projects through the 2014 settlement on mortgagerelated litigation between the U.S. Department of Justice and Bank of America Corporation. In 2016, the Foundation received a second round of funds through the same settlement.

2 2 of 8 2/23/2017 4:07 PM DCBF is now accepting applications for this second round of funding, the Bank of America II Foreclosure Prevention and Community Redevelopment Grants Program (BOA II Grants). There is at least $938,000 available for BOA II Grants, which will be awarded as one-year, two-year or three-year grants. Interviews will be held April 24th to April 27th, and awards will be announced in mid-june The grant year will begin on July 1, Application Instructions The application for the BOA II Grants Program consists of three required sections, with a fourth optional section: 1. Executive Summary 2. Proposal Narrative (Sections A and B) 3. Attachments 4. Interview Dates Applicants may be invited for an interview between April 24 and April 27 with staff and members of the Foundation's leadership. The interview will last approximately 45 minutes. DCBF staff will contact the organization's executive director by Friday, April 7 to schedule the interview. Note, only essential employees of the project need to attend (one to three representatives). Please select the date(s) and time of day (morning or afternoon) that the representatives of the project would be generally available for an interview. Please consult with collaborating organizations on your availability if you are submitting a joint proposal. 5. Purpose Statement Briefly describe how your organization will use the funding. Maximum of 100 words. Budget and Funding Request 1. Years of Funding Are you applying for a one-year, two-year or three-year grant? 2. Total Funding Requested If you are applying for a multi-year grant, please put the total requested for all years below (ex: type "300000" if you're requesting a three-year grant at $100,000 each year). No commas or dollar signs. EX: Organization's Total Budget No commas or dollar signs. EX: Total Budget for Legal Department/Services If your organization's sole activity is providing legal services, your total budget will be the same as your legal department/services budget. Proposal Narrative Instructions The proposal narrative must not exceed 2,000 words. There are no word limits set for each section so you can choose how to allocate content among the questions. Please make sure the entire proposal narrative does not exceed 2,000 words. *Joint projects: proposal narratives cannot exceed 4,000 words.* All questions asked in the proposal narrative are required for both types of requests (Foreclosure Prevention and Community Redevelopment). Current Activities: Briefly describe the current program - capacity, expertise, and activities - of the applying organization(s) in the area of foreclosure prevention legal assistance or community redevelopment legal assistance.

Proposal Narrative Section B: Proposed Activities Please note that you are not required to request funding for new activties or a new project. You can simply request funding to maintain or expand your current activities. If this is the case, thoroughly explain how the additional funding will be utilized. 1. Purpose: Describe the intended purpose for this funding (i.e. how will this funding be used?). Please be specific about what this money would actually fund (e.g. increasing an attorney's time on the project from 0.5 to 0.75). 2. Objectives: Explain how this funding will help meet your project's objectives, including, if applicable, how the funding will enable the organization(s) to build its capacity, address its current limitations, and/or improve its ability to meet the goals of your current or proposed foreclosure prevention or community redevelopment activities. State specific, measurable goals that you will seek to accomplish for the identified need or issue for the (a) short-term (within the grant year(s) for which you requested funding) and (b) long-term (goals set to be achieved after the grant year(s) end). 3. Activities: Describe the activities you will undertake during the grant year(s) in order to meet your objectives described for Question #2 Objectives. 4. Intended Beneficiaries: Explain how this funding will benefit the geographic area (i.e. wards) and/or target population of your current or proposed foreclosure prevention or community redevelopment activities.
