2 Overview Introduction The KRCEF is a conservation partnership between NFWF and PacifiCorp Energy to assist PacifiCorp in meeting the environmental commitments in its Habitat Conservation Plan for Coho Salmon. Since 2009, the Klamath River Coho Enhancement Fund has awarded over $2.4 million to 26 projects. These projects leverage over $6.4 million in additional matching funds and inkind contributions.

3 Overview General Information Pre proposal application opens on May 1, 2014 Pre Proposals are due on June 2, 2014 Invitations to submit Full Proposals will be sent in mid July 2014 If invited, Full Proposals are due on August 31, 2014 Awards will be announced in Fall 2014 All projects must relate to one of the project types listed in Table 1 of the RFP: o Access improvement and barrier removal projects o Mainstem habitat enhancement and protection projects o Tributary habitat enhancement and protection projects o Water transactions (flow improvement)

5 Overview General Information The source of the KRCEF funds is non federal. o This means KRCEF funds can be used as match towards federal funds or grants. o Please state the use of the KRCEF funds clearly in application. Matching funds are not required, but highly recommended. o Matching funds can be federal or non federal cash or in kind contributions (including volunteer labor). o Your project can have start date of a year prior to catch matching funds.

6 Overview General Information Approximately $250,000 to award for o Funding can range from $10,000 to $250,000 per project Grants for single projects should be completed within three years. o Some larger scale projects may warrant consecutive multiyear funding requests. o Opportunities for a renewable grant for up to 5 years for certain project types (reach out to me first regarding renewable projects.)

9 Overview Pre Proposal Guidance Pre proposal application opens on May 1, 2014 Pre Proposals are due on June 2, 2014 Saving an Application: Once you get started, you may save your application and then return another time to complete and submit it. Make sure that you click the save button at the bottom of the Easygrants page, if applicable. Easygrants does time out after a period of inactivity. 17 Pre Proposal Process Contact and Project Information Click on the blue Contact Information and Project Information links and fill out all the information requested. Click on Save and Continue to get to the next section. You can also click on the links in this list to switch from section to section.

18 Pre Proposal Process Uploads Click on this link to access the KRCEF Pre proposal Narrative Template MS Word Document. Fill this form out. Once you have filled out the KRCEF Pre proposal Narrative Template, and saved it on your computer desktop, click on the Upload button.

21 Pre Proposal Process Matching Contributions If your project has matching contributions, click the Add button and fill out the information requested. Matching contributions are encouraged, but not required. Please note that the matching contribution amount entered into the Project Uploads section must be the same as the amount entered in the Matching Contributions Section.

26 Full Proposal Process Budget Guidance Salaries and Benefits List all non contracted staff hours with either staff benefits in a separate line item or included in hourly rate List each position in a different line, with title of position Specific tasks and work to be performed by personnel are to be outlined in description box. Funding for salaries for federal government agency personnel is not allowed, but other costs such as seasonal assistants, travel costs etc., are eligible. Equipment Equipment valued at more than $5,000 in per unit cost Necessary to complete the project Each equipment in separate line item Rental of equipment should be considered instead

27 Full Proposal Process Budget Guidance Contractual Services Identify all work to be completed by the contractor and their rates. If a commitment to contract or a particular vendor has been made prior to application for funding, explain how vendor was selected, deliverables, time frame, cost, and basis for the cost IN NARRATIVE. Supplies and Materials Any equipment less than $5,000 will be considered supplies and can be identified in the Supplies and Materials category. Identify supplies in separate line items to the best extent possible.

28 Full Proposal Process Budget Guidance Travel Specify estimate miles as the unit and use the current federal mileage rate stated by GSA: Printing If any publication or professional document printing needs to occur. Other Indirect costs/overhead is allowed up to 15% of the total project budget.

29 Please remember to: Full Proposal Process Budget Guidance Include monitoring expenses in your budget. Include the costs of required insurance that is described in the RFP. Relate all budget items back to the narrative. Be clear which year the expenses will occur for multi year projects. This information should be placed in both the comment sections in the budget, as well as the narrative.

31 Full Proposal Process Uploads Full Proposal Narrative Plan Goal: Specify the Plan goal, target, and objective (included in Table 1 and described above) that the project is meeting or will meet when implemented. All proposed projects must meet at least one Plan goal. Project Objectives: What is/are the purpose(s) and objectives of the project? What are the expected short term benefits to SONCC coho salmon and long term measurable outcomes? Scope of Work: Elaborate on the primary activities that will be conducted through the proposed grant. Explain how these activities address the goals, objectives, and target(s) described above. Describe the planning, design/engineering, and permitting necessary prior to beginning the project construction. If private landowner cooperation is necessary, please describe. Formal agreements may be required with these landowners in order for a project to receive funding.

32 Full Proposal Process Uploads Full Proposal Narrative Methodology: Describe the means and methods by which the scope of work will be accomplished. Discuss how this project will succeed in and of itself in restoring, protecting, or enhancing the species population(s). How will direct SONCC benefits be measured? Research / Management Implications: Describe how the project results will be used to help protect, enhance, or restore habitat and increase coho salmon populations. If the project is part of a larger program, please describe the larger program and how this component is integrated. Dissemination/Community Involvement: Describe in detail your strategy for communicating project results. Describe the educational values and stewardship benefits of the project, if any.

34 Full Proposal Process Uploads Spatial Data Upload spatial data to show the location(s) of your proposed project in the form of a GIS polygon shapefile or Google Earth.kmz polygon file (Google Earth is a free download at Zip all spatial data into one file before uploading using your Easygrants ID as the filename (e.g zip). If that is not possible, fill out and upload the Spatial Data Template document that is linked in Easygrants instead. Please provide geographic coordinates in decimal degrees for each of the locations (e.g , for the Washington Monument in Washington, DC rather than 38 53'22"N, 77 02'07"W). Geographic coordinates are available from several sources, including the Geographic Names Information Service (

35 Full Proposal Process Uploads Project Schedule No particular format required. The timeline should be detailed and describe major project milestones and the planned project completion date. The timeline is supplemental to the narrative.

36 Full Proposal Process Uploads Financial Documents Federal agencies and for profit corporations are not required to submit financial documents Non profit organizations are required to submit: Most recent IRS Form 990 (Income Tax Return) GAAP Audited Financial Statements (with Auditor s Opinion) A 133 Audit (if applicable) Tribal/State/local government agencies are required to submit: Most recent GAAP Audited Financial Statements A 133 Audit (if applicable) All uploaded documents must be no more than two years old, and they must all be from the same year.

37 Full Proposal Process Uploads Financial Documents If your organization does not have audited financial statements, submit a balance sheet and profit and loss statement with income, expenses, assets, and liabilities. The balance sheet and profit and loss statement should cover a full 12 month period which corresponds to the most recent completed fiscal year. A 133 Audits are only required for organizations that have received over $500,000 in Federal funds in a year. If you are prompted to upload documents that are not required from your organization or that your organization does not posses, upload a Word document stating the reason the document is not required/available (e.g. forprofit organization, government agency, international organization, non profit, etc.)

38 Full Proposal Process Uploads Monitoring Plan Projects are required to complete adequate pre and post project monitoring in order to determine the effectiveness of funded projects in meeting Plan goals and objectives. Grant recipients will be required to prepare and submit standardized Monitoring Report forms on an annual basis (when the project is in progress) and in final form (at project completion). Using a simple narrative format is okay. Related to how you will accomplish the required monitoring needed to complete associated monitoring forms. All monitoring forms can be found online at Project proponents are also encouraged, but not required, to incorporate applicable monitoring elements that may demonstrate and account for the proposed project s effect on improving water quality conditions. The Monitoring Plan is supplemental to narrative and budget.

39 Full Proposal Process Uploads Photos Please upload photos related to your project if applicable. For restoration projects, please provide a pre project site condition photo that can be used as a future reference point. If you would like for your photos to contain labels, you will need to include the labels within the JPEG.

40 Full Proposal Process Uploads Conceptual & Engineering Plans Conceptual plans and engineering plans are not required. However, in order for the review committee to get a better understanding of your proposed project, you may upload engineering or conceptual plans. Easygrants will present any uploaded document in vertical format in the proposal PDF packet. Therefore, do not be concerned if you notice when viewing your proposal that your plans are cut off the page. We have the ability to access the plans as uploaded.

41 Full Proposal Process Uploads Letters of Support Letters of support are not required, but may be included if you feel that they would enhance the understanding of your proposal. These should be scanned and converted to PDF for proper upload. Do not mail them to me!

42 Full Proposal Process Uploads Other Documents NFWF allows for the upload of additional items that you deem necessary for adequate review of your project under the upload option Other Documents. Do not use this upload option to upload reports or supplemental documents that exceed 50 pages. If you feel you must reference a lengthy report in your proposal, simply provide a link for the download of the report online.

43 Full Proposal Process Activities and Outcomes Under the Goals section in the Template drop down menu, select the Activity/Outcome Metrics for KRCEF. Click Select. Enter data for any applicable metrics using Add. An incomplete Activity/Outcome will display a red X. Other metrics not on the list may be added by clicking the Add Other button. If any listed Activity/Outcome is not essential to your project, click the checkbox to the left of the name, then go to the bottom of the page and click the Go button to remove it from the list. The system will request confirmation before deleting the Activity/Outcome. You may select multiple items to delete at once. A proposal cannot be submitted unless all incomplete Activity/Outcomes have been deleted.
