4 Significant Developments since 2015 AGM Rural Development (LEADER) Programme Strategy for Kerry finalised and submitted to Dept. of Environment Community & Local Government - December 2015 Contracts signed July 2016 Programme will commence in South Kerry - October 3rd 2016 Funding reduced substantially from previous rounds Launch of Rural Vibrancy Report - October 2015 Views of more than 100 Community & Voluntary Organisations Need for increased levels of rural development investment in rural regions like South Kerry

9 Back to Work Area Enterprise Allowance Scheme 2015/ Individuals progressed into self employment in 2015 through the Back To Work Enterprise Allowance, (B.T.W.E.A.) 96 individuals progressed into self employment to date in 2016 (Jan September 2016 ) through the BTWEA new clients in total received advice & guidance from the SKDP Enterprise Officers (Jan Sep 2016) 237 new clients in total received advice & guidance. Close collaboration with Dept. of Social Protection Local Offices.

10 Capital, Mentoring & Training In Capital grant assistance provided to 28 enterprises Almost 13,000 paid out. To date in enterprises have been approved to receive capital grant assistance, with just over 10,000 paid out. In BTWEA clients received mentoring support To date in Clients have received mentoring support. Start you own business Courses Five courses run in 2015 including one in Polish - 80 Clients supported. - Four courses run to-date in clients supported - SKDP clients are also referred on SYOB courses organised by the Kerry Local Enterprise Office (LEO)

13 Employer Liaison Officer Role Introduced as part of SICAP supports in 2015 Joanne Griffin Works with both employers and those seeking to access employment opportunities those most distant from the labour market 44 Individuals progressed to full/part time employment through the initiative to-date in 2016 Over 60 employers across South Kerry engaged I want to acknowledge how helpful Joanne has been to me in getting my business up and running. 15 South Kerry Beef Replacement Group Continued its on farm breeding programme on producing high value replacement stock for participating farms The group participated in the Teagasc Grange research project on fertility in beef cows New members were welcomed to the group SKDP Rural Social Scheme provided secretarial support to the group Kerry Life Project Officially launched by then Minister Deenihan on 21st September 2015 Progress to date in 2016 has been slow with 14 farmers signed up to the project out of a possible 50 SKDP Rural development Officers assisted with a number of farm surveys to facilitate the roll of contracts to farmers. Tus participant also provided to the project for admin/secretarial work

16 South Kerry Greenway SKDP & Kerry County Council agreed a maintenance scheme for the proposed South Kerry Greenway Announced by Kerry County Council in May 2016 Potential total funding of 112,000 per annum to participants Proposed that KCC & SKDP will enter a five year contract for SKDP to operate the maintenance scheme Application by Kerry County Council to An Bord Pleanala in January 2017 for Planning permission The SKDP Rural Development Officer Joe McCrohan assisted KCC with various tasks

17 Pesticide Training for Farmers In response to new regulations from November 30 th 2015 S.U.D. Pesticide Course - Two day course ran over 1 week period Mandatory for any individual applying pesticide on land. Courses run in Killorglin, Cahersiveen, Killarney,Glencar & Inch In 2015 almost 200 farmers trained and certified - Fetac level 5 accreditation

Delays in 2016 completion of selection of LEADER LAGS for each sub-region by the Dept., finalisation of programme operating rules and development of National IT system by the Dept. 29 Participant landowners / landusers = 288 in 2016, 5 new work plans. Participant 298,648 in landowners walks scheme / landusers payments = made 286 in in 2016, no an increase increase of 1,829 from in payments since ,648 in walks scheme payments made in 2016, an increase of 1,829 in payments since 2015.

30 Update 2015/2016 Monks Trail in Ballinskelligs & Portmagee Loop Walks Completed Will be assessed by the National Trails Office. Funding awarded to develop family friendly short loop walk in Keel and a linear walk in Annascaul - Funding of 15,000 to be received from the Dept. for these projects to commence People Counters purchased in 2015 show that more than 38,800 people on Kerry Way up to July B&B s report a marked increase in walkers Great Review of the Kerry Way in the Great Outdoors Magazine - Classified as one of the worlds finest multi-day routes

31 Mountain Access Work continued throughout 2015/2016 on the Reeks Mountain Access Project REDZ Funding - Funding of 144,000 received from the Dept. through the Rural Economic Development Zones initiative. Training and Upland Trail Repair project

32 Update 2015/2016 REDZ Project Cont d 9 local Landowners trained in Upland Path Repair works Over 7.2Km of trail has been repaired to an excellent international best practice standard Over 46 existing enterprises supported as a direct result - B&B s, Hostels, Pubs, Guides & Restaurants One of the key findings of the path audit report was the need to develop a highly skilled local workforce to carry out trail repair works, as it would not be sustainable to bring contractors in from abroad to carry out the necessary works and would reduce the local economic and socio-economic benefits. Application made to Failte Ireland for Large Scale Capital Project in the Reeks

38 South Kerry Jobs Club provides the following supports Developing clients job seeking skills & techniques Developing an individual job search plan Preparation of clients for interviews Exploring & analysing local work opportunities Providing access to the facilities of the Jobs Club (Telephones, , newspapers etc.) Provision of formal Jobs Club training Provision of a one to one support service for clients South Kerry Jobs Club held 11 formal training sessions in 2015, 5 in Killarney, 2 in Killorglin, Kenmare and Cahersiveen, 1 in Firies

49 Life Skills Education Counselling supports have been provided to 25 of individuals in 2015 to increase education opportunities and progression Kerry Life Skills have delivered their primary school programme to almost 1,200 children in primary schools in South Kerry Transition Programme developed for St Oliver s School Killarney SKDP Education Officer is supporting the roll out of the National Suicide Prevention strategy - Connecting For Life in South Kerry Child & Family Learning Home work supports for 76 children through schools & youth organisations in South Kerry in 2015 English language support for 34 children from new communities in Killarney in Educational psychological assessments completed for children & young people from disadvantaged backgrounds in 2015.

50 Special Educational Needs Summer Camp provided to 17 young people through the Action for Young People with special needs project over 3 weeks in 2015 SKDP supported a weeks activities in St Francis School in Beaufort to 7 young people with high needs in partnership with St John of Gods SKDP supported the development of a DVD An Independent Life in partnership with Kerry Parents and Friends and twenty young people highlighting the goals of the New Directions policy Launched in Killarney in June 2016

53 Rural Social Scheme Provides income support for farmers and fishermen in receipt of long term social welfare payments, who in turn provide certain services of benefit to rural communities Open to farmers and fishermen only. 19hrs work per week in a farmer-friendly manner 138 participants on the SKDP Rural Social Scheme No reversal to the cuts in the qualifying criteria for farm assist - these cuts need to be reversed Rate of payment for new participants - much lower than older participants

56 TUS Programme Aim is provide short term quality work opportunities for those who are unemployed and to provide certain services of benefit to communities Rural & Urban focus and built on the proven architecture of the Rural Social Scheme Eligible Work Categories - Environmental Services, Caring Services, General Community Services, Heritage & Cultural Services, Para-Educational Services Five TUS Schemes for SKDP bringing total Tus Places to 100 for South Kerry. More difficult to get Tus participants in Kenmare & Cahersiveen Assisted self referral is very important
