The Rotary Foundation is where our Rotary International projects funding comes from. Without the Foundation the incredible work that Rotary does throughout the world would not happen. Every single dollar that is collected for charity is used for charity. It can be used by clubs through Matching Grants or by Rotary International for the many International Projects throughout the world. Clubs in District 9780 have always given generously to the foundation, but of late our contributions have dropped. I know from my club visits, all of the incredible work done and money raised for community projects, but in this Foundation Month may I ask you to give some consideration to a special fundraising activity for The Rotary Foundation. It doesn t have to be a big event. It may be just giving your fines money for the month to the Foundation. I just ask that you make Foundation your club focus for November. On a lighter note Richard and I have now finished our club visits around our very big District. I would like to thank those of you who participated in the multi-club visits. it certainly made our lives a lot easier. We have had a wonderful time meeting you all and finding out about all of the wonderful projects that are being undertaken. It has been a truly humbling experience and I thank you again for what you are doing in the name of Rotary. Thank you too, for making us so welcome in your clubs, we have made many new friends and have been able to catch up with some old ones. There are such a lot of activities happening around our District, can I encourage you to share them with everyone. Use the District website and our wonderful Rotary Radio, that way not only will you be sharing with District 9780 but the whole world. This month our PR team were able to have a live feed from the US with RI General Secretary John Hewko and I know there are other Rotary surprises lined up for the future. This month also saw the first advertisement for Rotary in the Royal Auto Magazine. Remember to keep sharing Rotary. Everyone wants to be part of something good being done by people having fun. 2 District Governor s Newsletter Page 2 Message from RI President Sakuji Tanaka in support of The Rotary Foundation not only will you be doing good in the world, your money will be doing the most good that it can. Many Rotarians have described our Foundation as the engine that drives the Rotary machine. I believe that this is an accurate way to look at the relationship between Rotary International and The Rotary Foundation. The Rotarians do the work, but the Foundation provides the fuel. With the Foundation we can do so much more. With Rotarians giving their service, the Foundation s resources go so much further. This is why giving to The Rotary Foundation is such a wise investment. You know that everything you give will be used well. You know that when you give, not only will you be doing good in the world, your money will be doing the most good that it can. Our Foundation has turned Rotary from a group of service clubs into an international network capable of truly great achievements. Without a strong Foundation we could never have begun a project as ambitious as Polio Plus. Because of the generosity of Rotarians around the world, we have brought polio close to eradication. Today we are This Close to ending Polio. We have all seen how much we can achieve with our Foundation. Now we know it is time to aim even higher. With Future Vision we will be able to be more ambitious and achieve more lasting change. I am excited to be part of this new approach to the Rotary Foundation, which I believe, will position us for many years of Doing Good in the World. The Rotary Foundation Future Vision Plan As the Trustees began to prepare for The Rotary Foundation s centennial in 2017, they recognised the immense growth in the work of The Rotary Foundation, particularly in the area of humanitarian grants, and identified a growing need to focus efforts in order to achieve a greater impact, more public recognition, and streamlined operations for improved efficiency. One of the concepts that emerged was the 80/20 concept 20% of TRF s annual budget (apart from Polio) was spent on activities that had a long term impact, whilst 80% was spent on short term activities with unknown or uncertain impact to our beneficiaries. The aim was to flip this ratio so that 80% of funds were spent on longer term / higher impact projects. The aim being the basis of the Global Grant/District Grant model adopted in the Future Vision Plan. In February 2005 the Future Vision Plan was initiated with the following goals: Simplify programs and processes Focus Rotarian service efforts to increase global impact Support global and local efforts Increase a sense of ownership at the district and club levels Enhance Rotary s public image The Trustees of the Rotary Foundation have identified six areas of focus for the new grant structure that reflect critical humanitarian issues and needs that Rotarians are already addressing worldwide. Peace and Conflict Prevention/ Resolution Disease Prevention and Treatment Water and Sanitation Maternal and Child Health Basic Education and Literacy Economic and Community Development Cont...

3 Volume 1, Issue 5 Page 3 The Rotary Foundation Future Vision Plan cont. Under the current grant TRF model there were 12 different grant types offered by TRF each with their own set of program criteria and goals, eligibility guidelines, business cycles, application forms, and funding mechanisms. Not only was this confusing for Rotarians to navigate in trying to access TRF funds for their activities, separating programs between educational and humanitarian activities resulted in high operational costs and artificial barriers to effective project implementation. In the future vision model there are only three grant types: district grants, global grants, and packaged grants, all of which fund activities for both educational and humanitarian projects. District grants are block grants that provide the flexibility to fund a broad range of local and international projects of clubs and districts related to TRF s mission, but which do not necessarily tie to the six areas of focus. The District applies annually for one District Grant a block grant for up to 50% of its available DDF for that Rotary year. TRF will require a simple spending plan from the District after the District has reviewed requests and selected Club projects to be funded Global grants provide a world fund match on contributions for Club and District humanitarian and educational activities aligned with the six areas of focus. Global grant applications are accepted on a rolling basis throughout the year and fund larger projects with sustainable high impact outcomes in TRF areas of focus. Under Global Grants, contributions by Districts and Rotary Clubs are matched by TRF in the same proportions as present. Packaged grants provide opportunities for Rotary clubs and districts to work with TRF s strategic partners on pre-designed activities funded entirely with World Fund. Examples of DISTRICT GRANTS: Exchange of mixed professional vocational training teams with another District International travel for a local doctor to volunteer at a clinic Scholarship for a student to attend a local or international university Art supplies to assist a youth after-school program Examples of GLOBAL GRANTS: Safe drinking water, sanitation, and hygiene education project Scholarship for student to study water engineering Malaria project to distribute bed nets and malaria treatments Vocational training team to participate in a workshop and learn teaching methods to address illiteracy Clubs must complete an annual qualification process to be eligible for global grants. In order to qualify clubs must send one or more members to a District 9780 TRF grant management seminar, adhere to the Club Memorandum of Understanding, fulfil any qualification requirements set by the District, and also comply with stewardship requirements. In District 9780 PDG Brian Trenery, PP Stephen Lamont and myself recently attended a TRF Future Vision Grants seminar conducted by pilot District D9800 for the five Victorian Districts. In November 2012 PDG Brian Trenery and myself will be attending Future Vision Workshops at the Zone Institute in Adelaide. In addition PDG Brian will be attending Future Vision training in San Diego prior to the January 2013 International Assembly. For the Clubs of District 9780 we are organising Future Vision Plan seminars at Ararat Secondary College on Saturday 17th November 2012 and Saturday 16th February 2013 and we encourage Clubs to participate in this important event. We are looking forward to a successful implementation of this new grant model that we believe will help the clubs of District 9780 make a greater impact with their humanitarian and educational efforts. The Rotary Club of Dimboola donated $ to Katharina Bucholz our Ambassadorial Scholar whose bike ride raised money for Polio Plus. I think this was a fantastic result for a Club of thirteen members. Warracknabeal held a bottle and jar auction and raised just over $ An amazing effort for a small club. The Rotary Club of Hamilton & Hamilton North met with Katharina and Hamilton will have a film night for Polio Plus on November 22. Also the Rotary Club of Horsham met and donated $ to Katharina and will hold a BBQ for polio later this month. Wendouree Breakfast is also holding activities during November for the Foundation but hopefully will have a designated Polio Plus activity later. The Rotary Club of Torquay met and rode with Katharina and also donated $ to her Polio Plus funds. PP Rob De Vries Chair Polio Plus Committee The Rotary A Call to Support The Rotary Foundation Foundation is your own charity and I m just asking you to be part The month of November is the month Rotary International dedicates to the programs and activities of the Rotary Foundation and this gives us a wonderful opportunity to focus our attention on the many great things that our foundation delivers to our world. We take so much for granted as we enjoy our privileged life. Water streams from every one of the 16 or so taps in our houses, medical aid is just around the corner, a strong and active education system provides a future for all our children and with the exception of a few, we want for nothing. How different it is for one-third of the world s population! Including our efforts in the area of polio eradication, your Foundation provided something like $180 million last year to support clubs and districts in their efforts to do good in the world. If you add the money supplied by clubs and districts to complete these projects we would have a conservative spend of something like $450 million so we are not a small, insignificant organization. We are a highly relevant significant group and we should never fail to make that point with our friends. Nothing ever comes cheap and everything The Foundation does costs money. When the money runs out so does our ability to make a difference. Clubs can take the bull by the horns and agreed to pay their TRF commitment now rather than wait until the traditional rush period of June. We will get our money working sooner rather than later and that will help enormously. If all clubs in Australia could do this then The Foundation would be in a much stronger position. We can also help as individuals. Those of us with Centurion commitments who aren t tied into a scheduled payment plan could consider paying this month. It s only $100 per person but collectively it has the power to do so much. Those of us who haven t yet made the Centurion leap of faith might give the possibility a little extra thought. That extra $1.92 a week can make such a difference to the people depending on us for a better life. The Rotary Foundation is your own charity and I m just asking you to be part of it.

5 Volume 1, Issue 5 Page 5 IS 99.99% GOOD ENOUGH? Polio Plus and Polio In 1985 Rotary set out to rid the world of Polio, I wondered what the blokes in Evanston had been smoking!! But, Rotary had given a commitment and as a Rotarian, while I thought it was a big ask, I felt that we should a least give it a shot. Here we are in 2012 and the results are way beyond what I thought was possible. The reported cases of Polio have dropped from 350,000 cases in 1988 to some 150 cases as of September this year. When started, Polio was endemic in 125 countries. This has now been reduced to three. October 24 was World Polio Day. I would like to ask all Clubs to dedicate one meeting for Polio Plus to boost funds. INVOLVE THE MEDIA!!! It is amazing how interested local media (press & radio) are when it is given local slant / content. All you have to do is engage with the media and include them. It has been interesting watching athletes preparing for the Olympic Games. The event will show that some will win or loose by a hundredth of a second or fraction of a point, but it will be the winners who get the gold and will be in the record books. Today we have achieved 99.99% success in Polio eradication. Will Polio pip us at the finish line or will we be the ones who go out winners? Surely the pain we have to go through in raising funds is nothing like the pain an Olympic athlete has to go through. Or maybe I should say the pain an Olympic athlete has to go through is nothing compared to the pain a child has to go through by contracting Polio in a third world country. We are hoping to have the advertisement that appears in the Royal Auto magazine placed in a number of other publications including VECCI s quarterly membership magazine Radar, The Age Newspaper and our own Rotary Downunder. 6 District Governor s Newsletter Page 6 Rotary House Warrnambool Portland Bay Rotary Club president Annette Ryan, Rotary House committee chairman Andrew Suggett Portland Rotary Club president Steve Ellis Andrew had a great community spirit and an affinity with anything that would help others Generous Donation to Rotary House PORTLAND S Rotary community has set a new benchmark in community donations to the long-awaited Warrnambool Rotary House project by handing over $250,000 from the Andrew Jack Trust Fund. It was the fulfilment of a wish by late Portland Rotarian Andrew Jack who had pinpointed Rotary House as a key beneficiary of his estate. Two $125,000 cheques were officially handed over by Portland Rotary Club and Portland Bay Rotary Club the same day building works started at the Timor Street site. Andrew had a great community spirit and an affinity with anything that would help others, said Portland club president Steve Ellis. Committee Chairman PDG Andrew Suggett said that: The donation will be recognised with a plaque at the new building. This donation puts us very close to achieving our $1.6 million target which includes a fair bit of in-kind support. The Federal Government provided a huge confidence booster to fund-raisers with $500,000 in May last year and municipal councils also chipped in along with other community efforts. Rotary House will provide 12 living quarters with communal laundry, kitchen and dining room at low-cost for families and carers of patients from south-west Victoria who need to travel to Warrnambool for medical treatment. The Mount Gambier West Rotary Club has recently built and sold its third house, profits from which will be applied to the Club s local community projects. The Club thanks its financial backers, local tradespeople and service suppliers for their support which enabled the project to be brought to successful completion. Many of those suppliers generously carried their costs until settlement. Much of the construction was done with weekly working bees from many members operating under direction from skilled others. The School Skills program under the active leadership of Rotarian David Burt gave us the opportunity to assist in their practical requirements, while giving an opportunity to support the trade and education programs of these highly motivated students. Starting at a time when there was a downturn in the economy and housing market, said President Chris Taylor, had its concerning periods when progress seemed to be slower than we wanted. Starting under Libby Furner s presidency, continuing in Michael Brooksby s term and finally finishing in mine seemed to take forever. We are now considering the best way to apply more than $60,000 to our community and its neediest and most deserving. and sold its third house, profits from which will be applied to the Club s local community projects. 8 District Governor s Newsletter Page 8 Swan Hill Sunrise Youth and Community Project. to purchase a permanent steel table tennis table for their local Riverside Park Swan Hill Sunrise Rotary Club has combined young people, sport and art in a unique community project. The club sourced funding to purchase a permanent steel table tennis table for their local Riverside Park. These tables are growing in popularity as a place for young people and other members of the community to gather, socialize, and get active. The tables are also an avenue for artistic expression, acting as a canvas for organised artwork. On October 20 and 21, Swan Hill Sunrise Rotary hosted two days of art workshops with local young people to paint the table. The club commissioned stencil artists from Mildura to lead the workshops, with young people taking photos of the local environment and using those photos and their own imaginations, to create stencils. Spray paint, masking tape and the stencils were then used to create a colourful, layered effect on the table. Local families and visitors to Swan Hill are already using the table. The club worked with a range of organisations and funding bodies to make the project happen. They included D9780, Regional Arts Victoria, Swan Hill Rural City Council, Swan Hill Regional Art Gallery and Youth Connections.The project came at a busy time for the club. Over the past two months, club members organised and hosted one of their bi-annual Local Produce and Design Markets (with an estimated crowd of 1,000) and are still working on their first ever Alternative Schoolies Trip, which will take place this December to Thailand. Members have also been involved with local motocross marshalling, taking entry fees at the local football grand finals and running a barbecue for a local youth music festival. Naracoorte : PP David Attwood PP David Attwood Naracoorte Rotarian, double sapphire Paul Harris Fellow, Past President, recipient of Rotary Fifth Avenues of Service award and stalwart of the club. DAVID Attwood has been acknowledged for his contribution to the local CT scan appeal and other fundraising efforts in Naracoorte South Australia at the Pride of Australia Medal Presentation. Nominated by Debbie Press in the Community Service category, Mr Attwood received a framed certificate and lapel badge alongside the other finalists. He said it was a privilege to have attended and to have been on the same page as the other finalists and thanked the Rotary Club of Naracoorte for their support. My wish would be to encourage everyone, no matter where their country of origin, to give some of their time to one of the service clubs, sporting clubs, support groups, churches or charities, he said. If you can help please give me a call together we can continue to build a great community. Over 2800 nominations were received from across Australia for the 10 categories: Heroism, Community Spirit, Courage, Young Leader, Inspiration, Child of Courage, Outstanding, Bravery, Fair Go, Environment, and Care and Compassion. 9 Volume 1, Issue 5 Page 9 Mt Gambier Lakes: The Boral Blue Lake Fun Run 2012 The Rotary Club of Mount Gambier Lakes presents the 2012 BORAL Blue Lake Fun Run on Sunday 2nd December. The Fun Run is an event for everyone in the community with aims to increase community physical activity and improve health and well being. Everyone is encouraged to participate irrespective of their fitness level. There are three course lengths to choose from, 3.2 km, 6.8 km or 10.4 km. This allows runners, joggers and walkers of all levels of fitness to choose the most appropriate distance. Entries are required by 23rd November Costs are $25 per adult, $12 for children under 18 yrs and $20 per team entry (10 or more). Register at Over $2000 in prizes and giveaways are available on the day. Local businesses have generously supported the event with vouchers and prizes to be given to random participants and prizes to schools with the greatest participation. Ocean Grove and Graham Bath Junior Community Awards 2012 Ocean Grove successfully concluded its 2012 program for the Rotary Junior Community Award with presentations of certificates to 30 children who completed all aspects of the challenging program. The program has been named to commemorate a long standing member who introduced it to the club some 14 years ago. Since then, the program has been run with year six students from Ocean Grove Primary School thanks to the efforts of Tony Haines, past assistant principal of the school and Rotary member. 28 students were able to complete the project s demanding tasks. Parents, Rotarians and year 5 students saw President Richard Clay present awards to the successful students (see attached photo). Each student provided a short speech outlining one or two aspects of their work to the assembled crowd. Six students along with two students from Star of the Sea Primary School then came with their parents to the regular Rotary meeting and presented to Club members. The success can be attributed to the support provided by the schools involved, which includes it as part of their year 6 Leadership programs. The program involves around 3 months of extra-curriculum activities covering, Community service - including gardening, coaching, remote community support A new skill such as cooking Developing their sporting skills Community commemoration, ANZAC day Experiencing a different culture. A religious experience, church services and exploration of Buddhism and Islam. Just 11 and 12 years old, the maturity they exhibited in completing the program and their self-confidence in presenting to a group of oldies, took our breath away. 10 District Governor s Newsletter Page 10 Rotary Australia World Community Service RAWCS In Australian RAWCS activities totalled over $22 million which compares very favourably with the $2.1 million received from Matching Grants. Tax Deductibility Status: RAWCS and Rotary Australia Overseas Aid Fund are registered Deductible Gift Recipients and are therefore able to provide tax deductibility for donations received from either individuals, corporate sponsors, or philanthropic trusts. Any donations received are therefore a great benefit to the many projects undertaken by RAWCS, and increasing donations are currently being received. Recently, the Federal Government have instructed RAWCS, that to retain their DGR Tax benefit Status, they must maintain Australia wide records, and set up a secretariat in Canberra. RAWCS National Board has therefore decided to apply a levy of 3% on donations received to assist with the funding of the administrative operations of RAWCS. This levy, in time, will replace the current system if financing RAWCS from the sale of stickers. Rotary Volunteer Teams have, in the past, been able to claim travel costs, and some living expenses, as a tax deductible expense. However, the tax department have now ruled that as from 1/7/2012 these expenses are not tax deductible. The tax department considers that Team Members are receiving a benefit by claiming a deduction for donations to Rotary Australia Overseas Aid Fund for travel costs. The National Board of RAWCS is in discussions with the tax department, in an endeavour to overturn this ruling. This process could take some time. Further Government Regulations: The Federal Government is currently setting up a Not for Profits Commission. This body will have the power to grant or remove tax deductibility status from any registered NGO. RAWCS is a registered body receiving this tax benefit status. This means that RAWCS, must work strictly within the operations covering Governance Guidelines set by the commission. The guidelines basically require any Rotary Volunteer Teams to train the locals in any project that is undertaken, which will then allow the locals to continue the project into the future without further assistance from Rotary. Future Vision: In the past, the funding for Rotary Projects could be assisted by the application and provision of a Matching Grant Application to Rotary International in USA. However, the Global Financial Crisis has severely restricted the funding that The Rotary Foundation has available to service the increasing number of Matching Grant Applications around the world. Hence the need for Future Vision. In the past 12 months a pilot program has been undertaken to trial Future Vision funding. This system is operational from 1/7/2013, and will consist of two levels of funding:- Foundation District Grants. Smaller levels of funding will be directed to a District Committee, who will assess, approve, control and overview the particular Project. Foundation Global Grants. Larger funding will be directed, as in the past, to Rotary International in USA. There have been events in Sydney and Melbourne as well as many club events. Donations are still being received. These came in the form of morning tea parties, family barbeques, individual hat parades and Rotary dinners We were excited to introduce a hat-themed trivia package to Hat Day 2012, made available to the public courtesy of Mary Kearney, District Representative of D9600. On Friday 12th October Australian Rotary Health s official Hat Day celebrations in Melbourne were highly successful. 817 people wore paper hats in Melbourne City Square to break the Guinness World Record for the most people wearing paper hats for ten minutes. Australian Rotary Health welcomed a partnership with the Millinery Association of Australia for future Hat Day events and have also gained the support of Ties For Lives who launched their creative campaign Fold-it Fridays on stage in Melbourne. The concept is to wear a tie on Fridays in November to raise money for various mental health initiatives. It has helped to raise the profile of Australian Rotary Health and promoted the importance of research in preventing mental illness. All proceeds go towards Australian Rotary Health s mental health research projects aimed at finding preventions, treatments and cures for mental illnesses including depression, anxiety, schizophrenia, Alzheimer s and Bipolar Disorder.
