2 Co-authors who want to avail of the registration fee subsidy must first obtain written proof of consent (for them to present the paper) from the senior author/s. No such consent shall be required if the co-author is the faculty research adviser of the senior author (student). please see table of Incentive Awards on the last page 7.5 Implementing Guidelines 1. The Department of Research of the OVCRE shall receive and process all applications for the Incentive Awards. 2. Approved applications shall be forwarded to the Office of the Chancellor for the issuance of Authority to Travel, Special Order, and for fund allocation by the Budget Office. 3. Paper presenters must be on active service at at the time of application and paper presentation, which exclude those on sabbatical leave, on leave without pay, on study leave, and on lecture status. 4. Research papers to be read in international conferences held in the Philippines shall receive the same merit as those held abroad as long as full proof and certification of being international in nature are submitted. 5. A maximum of three different research papers per year to be read by the same faculty researcher in international conferences may qualify for the incentive award. 6. The recipient faculty shall submit proof of travel and presentation of the paper upon return to the campus. 7. Breach in any provisions of the implementing guidelines and requirements, including intellectual property rights and non-return to the Institute, shall be grounds for revocation of the award, its refund when already released, and imposition of other penalties as may be deemed lawful. 4 7.3. Ownership of Patent and/or Copyright owns the research product but the R&E grantee reserves the right to authorship. Ownership of the patent and/or copyright shall be in the name of the author(s) and/or inventor(s). In case the research and/or invention is published and/or manufactured and sold, the royalties ensuing therefrom shall be shared 60%-40% between the project grantee and the host unit. De-loading A faculty member of the University involved in the conduct of an approved research/extension project shall enjoy de-loading following the teaching units equivalence to the research workload given below (as amended by B.O.R. Res. Those academic personnel who have not met the minimum required workload should request from their immediate supervisor additional assignment or conduct research with equivalent teaching workload to attain the normal load Term Insurance Each member of a project team shall be entitled to a minimum term insurance coverage of P25,000 chargeable against the project fund. ii 23

6 All terminal reports and final outputs approved by OVCRE shall be presented to the IREC for final approval and acceptance. Preface Extension of Project Duration An extension refers to a grace period, usually from one to six months, granted to a project from the date of its expected completion. The proponent should file a request for extension stating the reasons for the delay of project completion addressed to the research/extension office monitoring the project. If no additional funding is required, the Project Leader is allowed to use the unexpended balance to implement the remaining activities of the project. He/she, however, is no longer entitled to receive any compensation during the extension period. If additional funding is required, the request for extension shall be forwarded to the approving Council/Committee for approval. 7. INCENTIVES FOR PROMOTING RESEARCH AND EXTENSION ACTIVITIES The need to develop a strong research and extension culture in calls for the provision of incentives that would encourage IIT constituents to be actively involved in R&E activities. A faculty or staff member of who is authorized to conduct a research/ extension project may enjoy the following: The MSU-Iligan Institute of Technology is recognized by the Commission on Higher Education (CHED) as a Center of Excellence (COE) and Center of Development (COD) in several disciplines. It is also one of the leading HEIs in the country. A significant result of its aggressive faculty development program through the years is the quantity and quality of the research and extension outputs from its faculty, staff, and students. The ensuing birth and growth of a research culture in the Institute sparked major research undertakings, publications, and other research support activities. This served as the impetus for the Department of Research of the Office of the Vice-Chancellor for Research and Extension (OVCRE) to spearhead the formulation of the MSU System Research and Extension Manual. The Manual was approved by the MSU System Board of Regents on March 15, 2002 during its 183 rd regular meeting held in Manila for adoption by the whole University System. Henceforth, the Manual was then referred to as the MSU System Research and Extension Manual. 22 iii

7 The rapidly changing research and extension horizon, clamor for global competitiveness in science and technology with as flagship campus, emphasis on peace and development, human and environmental health, and economic self-reliance, require corresponding revisions in some provisions and policies in the Manual. The current revised version is tailored to meet the needs of the Institute as a rapidly growing academic institution of higher learning. Developed as it is, the Manual is still not perfect and changes will continue to be instituted in the future in order for it to be an up-to-date resource material for research and extension. The body of experts responsible for the revision has endeavored to make the Manual user-friendly, accurate and updated. May those who scan the pages find its content very useful to their specific needs. Project Leaders are required to submit at least five (5) copies of their final project output to the Research/ Extension Office, which shall evaluate and later turn over such outputs to the research library for future reference. At any time during the conduct of a project, coordinators/ leaders may report and discuss with the Director of Research/Extension and Vice Chancellor for Research and Extension the developments and/or problems directly affecting the conduct of the project. The Vice Chancellor for Research and Extension of the implementing unit may appoint other program coordinators/ leaders if the implementation of the project is unsatisfactory or disrupted. If the project has to be terminated, the approving Council/ Committee reviews the circumstances to determine whether the termination of the project is justifiable or not. Aside from the final project output, a terminal report is required of all completed approved projects to be accomplished in the prescribed format and which will include a report on the conduct of a seminar on the findings of the project. (See Appendix 4 for format of the Terminal Report). The terminal reports and final outputs of all approved projects shall be evaluated by the Research and Extension Office. iv 21

8 6.4.5 Research and Extension Project Monitoring and Reporting System All research and extension grantees shall be required to submit terminal reports/manuscripts of project results/ outputs in the prescribed format. All project outputs shall be presented in an in-house review, seminar or forum. All data, information and reports arising from the research activity shall acknowledge the contribution of the host institution. The individual researchers shall be given the right to publish the results of the research, with acknowledgement of the host institution. Reports on the progress of on-going projects must be submitted within the period(s) specified in the timetable as approved by the approving Council/Committee of the implementing unit based on the following: Approved projects with a duration of more than six (6) months shall submit Quarterly Progress Reports (QPR); Proponents of approved projects with a total duration of six (6) months or less shall submit only one progress report in the middle of its project timetable or at the time determined by the Research/Extension Office; Project Leaders of undertakings lasting for three (3) months or less shall not be required to submit a progress report. However a final report shall be accomplished in the prescribed format that can be obtained from the Research/Extension Office (see appendix 3 for format of QPR); 20 Mindanao State University ILIGAN INSTITUTE OF TECHNOLOGY () MANUAL ON RESEARCH AND EXTENSION 1. INTRODUCTION Research and extension are two of the three traditional functions of a University, the third one being instruction. The Mindanao State University Iligan Institute of Technology () strives for excellence in these areas by its progressive expansion of the scientific and technological knowledge for the improvement of the quality of life of the people. The aims generally for human advancement through its relevant research and extension programs and projects, and thus serves as an instrument of the government for national development. This manual describes the operational system in the implementation of the research and extension functions of. It states the policies on allocating research and extension resources and the guidelines for researchers and extension workers. Specifically, this manual focuses on the: scope and criteria for determining research and extension (R&E) priorities; 1

9 responsibilities of to researchers and extension workers, and generally to the provision of R and E service; expectations of from researchers and extension workers, and from the R and E service provided; administrative and organizational components of s R and E program, and their respective functions; guidelines for developing and processing R and E proposals; classification of R and E activities/grants; system for implementing approved R and E proposals; means of gathering, storing and sharing R and E results; and incentives and other mechanisms for promoting R and E. 1.1 Scope And Priority Areas Of Research And Extension Activities The research and extension priorities of are in line with its vision to sustain its operational mandate towards national integration and greater contribution to the national agenda on food security, poverty alleviation and rapid economic growth for Mindanao in particular. defines the scope of its research and extension activities based on its thrusts. Allocation of research and extension resources is based on its research and extension priorities that may vary among academic units, thus a set of criteria for determining priorities is indicated. Scope of Research and Extension Programs The considers for evaluation or funding, project proposals in the areas of: Research The responsibilities of the host institution subject to the provisions of the MOA include: Approval and support of the participation and involvement of the researcher and extension worker; Providing technical, manpower, facilities and logistical support to the research as needed and within the limits of their respective institutional capacities and discretion; Ensuring that the designated assignment of their staff is fulfilled in the most professional and efficient manner, in accordance with the objectives of the project; and Ensuring the wise use of financial resources and other resources entrusted to the researchers/ extension workers by the funding agency in accordance with officially accepted accounting and auditing scheme. Among the responsibilities of the Project Coordinator/ Leader are: submission of at least five (5) copies of his/her final project output to the Research/ Extension office; acknowledgment of for the use of its facilities for the conduct of the project; submission of research output to OVCRE 30 days after the project s completion; Physical Sciences of the branches of learning which deal with inanimate matters such as Chemistry, Physics, Engineering, etc. 2 19

10 Purchase of Supplies and Equipment Release of Funds Purchase of supplies & equipment is subject to the Bids & Awards Committee (BAC) Guidelines Funds shall be released in accordance with the approved line item budget of the project, provided there are no outstanding cash advances and subject to the availability of funds of the implementing unit. Progress reports shall be required for succeeding releases of funds. Further cash advances shall be allowed only if previous cash advance is fully liquidated. Realignment or reprogramming of the line item budget is allowed as long as it is within the approved amount of the project Externally Funded Projects Where project funds are channeled through, a 10% administrative cost shall be paid to the Insitute charged to the project, unless waived by the Institute. Fifty percent (50%) goes to the Office of the Vice Chancellor for Research and Extension or to an equivalent body. 11 Local, national and global issues and needs; Availability of funds and adequacy of facilities and other resources; Availability of experts Fiscal Management 2.0 Institute s Research and Development Agenda 2. 1 Background The formulation of the Institute s Research and Development Agenda was based on several key factors: mission and vision of the Institute; track record of faculty in specific areas in research; strength of graduate faculty; international refereed publications; recognized centers of excellence; convergence of research and development agenda of government line agencies (DOST, CHED, DOH, DA, NEDA, etc.); the United Nations millennium development goals (MDG); regional trends; and community needs. Research and Development endeavors that are multi-disciplinary, collaborative and aligned with the identified agenda shall be given priority. 2.2 Research and Development Agenda: Linking to social goals the conduct of inter-disciplinary, collaborative, or independent studies in: a. ICT: Software/Program development for various applications (enrolment system, financial/accounting system, research monitoring system, intelligent support system for the health sciences, and climate change application particularly on adaptation) but not limited to micro-electronics facility; b. BIOTECHNOLOGY: Drug and nutraceutical discovery and development (microbial metabolites, indigenous plant products); Bioinformatics (data mining, database development for IKS, barcoding of economically important bioresources); Genomic DNA libraries of local bioresources and gene discovery; Bioremediation; The Office of the Vice Chancellor for Research and Extension (OVCRE): performs bookkeeping and administration of project funds provided by the implementing unit; allocates funds for approved projects; advises deans/directors on property accountability of project coordinators or leaders in their colleges/units. The Institute Colleges and Schools of IIT shall allocate P100,000 per year as research/extension fund; and submit annual reports on utilization of such funds to OVCRE at the end of the school year Disbursement of Funds Personnel Salaries Project personnel, who are not IIT employees, earn either salaries or wages. They are required to submit a Daily Time Record (DTR) that has been certified by the Program Leader/Project Leader/Co- Project Leader in claiming salaries. A full-time employee who is appointed for the whole duration of the project receives a salary. 17

12 experience in the formulation and implementation of projects and must have the time to devote at least 10 hours weekly for project development, implementation and administration. Among other Functions, the Study Leader or Co-Investigator: a. assists the Project Leader or Principal Investigator in planning and managing overall project operations; b. plans and supervises the work of lower level personnel in the implementation of the project aspects assigned to him by the Project Leader; c. may review the findings, analyses and research interpretations arrived at by lower level project personnel; and d. may initiate and supervise data collection and processing and report writing. 4. Interviewer The applicant must have at least two years of college work equivalent to sixty (60) units relevant to the nature of work. 5. Project Staff With Position Titles Covered Under the Index of Occupational Services, Position Titles and Salary Grades The qualifications and duties of project personnel whose position titles are covered under the national government s Index of Occupational Services, Position Titles and Salary Grades shall be in accordance with its respective prescribed Qualification Standards. 16 c. TECHNICAL ASSISTANCE: Investment promotion; Enterprise development. 3.0 Responsibilities and Expectations of The assumes the responsibilities to, and correspondingly derives expectations from, researchers and extension workers. To promote relevant and quality research and extension activities, : encourages and gives support to scientific and technological undertakings within its scope by ensuring that approved projects are adequately supported; assists proponents to obtain funds from external sources; facilitates the timely purchase of supplies/materials for project operations; 6 (b) research and extension personnel employed as regular full-time employee of, with a master s or doctorate degree and a thesis option. The proponent does not need not have a master s degree if the project is (a) related to a thesis for a master s degree, or (b) a project under a research or extension program. He/she must have knowledge and/or experience in the formulation and implementation of R and E projects and must have the time to devote at least ten hours weekly for research and extension development, implementation and administration. A Project Leader or Principal Investigator basically: a. plans and directs the R and E procedures and operations necessary to meet the objectives of the project; b. plans, organizes, coordinates and controls the duties and tasks of lower level project personnel through the different stages of the project; c. recommends the recruitment and termination of the project personnel; d. recommends the payment of salaries and fees of personnel; e. attests to the veracity of reimbursement requests for travel, transportation, per diems, and other project operating expenses; f. recommends the purchase of supplies, materials and equipment needed in the project; and g. writes and edits quarterly accomplishment, annual and terminal reports. 3. Study Leader/Co-Investigator Qualifications and Functions The Study Leader/Co-Investigator must be a full-time employee of. He/she must have knowledge and/or 15

14 1. Program Leader Qualifications and Duties The proponent must be a full-time employee of the MSU- IIT. He/she must have knowledge and or experience in the formulation and implementation of field or laboratory researches and must have time to devote at least 10 hours weekly for research development, implementation and administration. Among other functions, the Program Leader: a. provides over-all direction in terms of setting common projects under the program; b. plans the schedule of work of the various projects so that synchrony and coordination in research and extension efforts and output are achieved; c. suggests ways and means by which separate projects can complement and supplement individual data collection efforts; d. represents the program in dealing with external agencies; and, e. in cases where the Program Leader is concurrently the Project Leader of a component project, he must also accomplish the duties expected of a Project Leader. 2. Project Leader/Principal Investigator Qualifications and Duties Qualified Project Leader or Principal Investigator are of two types: (a) full-time regular faculty member of and promotes sharing of research and extension facilities, expertise and other resources; implements a system of monitoring and evaluation of ongoing projects; and develops a system of providing incentives to promote excellence in research and extension. 4.0 Research and Extension Committees of 4.1 Institute Research & Extension Committee (IREC) Functions: Recommends research and extension priorities of the Institute in accordance with its thrusts and directions and those of the Department of Science and Technology (DOST) and the Commission on Higher Education (CHED) and other national agencies of the government; Formulates policies and guidelines on the effective conduct of research and extension projects and programs; Provides measures for the effective utilization and dissemination of research/extension project outputs as well as for the production, technology transfer and commercialization of the same; Determines the annual budgetary ceiling for identified R and D priority areas; Designs effective strategies for the establishment of linkages with local, national and international institutions for funding and collaborating R and D activities; and Performs such other functions as may be directed by the Chancellor of the Institute. 14 7

15 The IREC shall meet regularly every month, or quarterly whenever there are no pressing matters to takes up. The IREC may be convened for special meetings by the Chair whenever necessary (S.O. No IIT, S. 2010). Functions: 4.2 College Research and Extension Committee (CREC) Evaluates research and extension project proposals in accordance with existing research and extension policies of the Institute and other funding agencies and submit recommendations to appropriate bodies; Determines the viability of proposed budget requirements in relation to the projected activities of the project proposals; Recommends the teaching unit equivalences to be assigned as research workload of the faculty members to be involved in the project; Recommends policies and guidelines to the IREC on the preparation and evaluation of project proposals; Reviews research/extension project terminal reports and submit findings to appropriate entities; Recommends project proposals and terminal reports for approval by the IREC; for funding and/or endorsement to outside funding agencies (in the case of proposals) and possible publication (in the case of terminal reports). Performs such other functions as may be directed by the Chancellor or the VCRE or that may be requested by the IREC. 6.4 Implementation of Approved Project Proposals Authority to Appoint or Contract Personnel Services Upon the approval by proper authority of a project, the duly appointed project coordinator/leader is ipso facto authorized to appoint or contract the services of personnel required to conduct and complete the project, and to pay their salaries for services rendered from his/her cash advances to the project; provided that the terms, conditions and salary rates of such personnel are strictly in accordance with the project budget as approved by proper authorities and provided that in addition to other supporting papers required by existing accounting and auditing regulations, the voucher for liquidation or replenishment of the Cash Advance is properly supported by receipts of payment and, with the exception of personnel to be paid on a work-piece or pakyaw basis, the Daily Time Records duly certified by the project coordinator/leader (Ref. MSUS BOR Res. 16 6.3 Processing of Project Proposals: To facilitate the processing of project proposals, the following system is henceforth adopted: 1. The proposal shall follow the prescribed/appropriate format for project proposals (Appendix 1) which can be obtained from the Department of Research; 2. All proposals must have the endorsement of the academic department and the notation of the school/college/division head of the proponent; 3. All proposals should be addressed to the approving Council/ Committee through the Department of Research/Extension and the corresponding channel specified hereinafter; 4. Proposals may be submitted anytime, preferably in January of each year; 5. A researcher/extension worker or a team of researchers/extension workers may be allowed to conduct at any one time a maximum of two Institute-funded projects; 6. A researcher/extension worker with an approved project proposal shall enter into a contract or a Memorandum of Agreement with the funding unit before funds shall be released for his/her project; 7. Any major deviation must be approved by the Vice Chancellor for Research and Extension upon the recommendation of the Director of Research/ Extension or their equivalent bodies; 8. Implementation of the approved proposals shall be, in most cases, on the semester immediately following approval subject to the availability of funds; 12 The CREC shall meet en banc to review project proposals endorsed to them for evaluation as the need arises (S.O. No IIT, S.2010) Department Research and Extension Committee (DREC) Functions: Evaluates research and extension projects in accordance with existing research and extension policies of the Institute and other funding agencies and submit recommendations to their respective CRECs, or directly to the Institute Research and Extension Committee (IREC) in the absence of the CREC; Determines the viability of proposed budget requirements in relation to the projected activities of the project proposals; Recommends the teaching unit equivalences to be assigned as research workload of the faculty members to be involved in the project to their respective CRECs, or directly to the IREC in the absence of the CREC; Recommends policies and guidelines on the preparation and evaluation of project proposals to their respective CRECs or directly to the IREC in the absence of the CREC; Reviews research or extension project terminal reports and submit findings to their respective CRECs or directly to the IREC in the absence of the CREC; Recommends project proposals for funding and/or for endorsement to outside funding agencies, and terminal reports for possible publication for approval by their respective CRECs or directly to the IREC in the absence of the CREC; Performs such other functions as may be directed by their respective CRECs or by the IREC, Vice Chancellor for Research and Extension, or Chancellor. (One member of the DREC should be a member of the CREC) 9

No IIT, S. 2010)]. 5.0 Qualifications of Research and Extension Proponents Applicants for research and/or extension grants should: be a bona fide faculty or staff of ; have no pending criminal and/or administrative case; have no outstanding obligation, liability with any funding agency; be analytical, objective, creative and capable of implementing research and extension undertakings and working with other people; be ethical in the conduct of project activities and utilization of project results; be prompt in the submission of progress and terminal reports; and be self-motivated and full of initiatives in sourcing out funds to initiate and sustain projects/programs Faculty-Initiated Research and Extension Project Under this category are projects proposed by eligible faculty members of, who have the necessary skills and competence and who want to do research/extension work along their specific discipline or field of competence Non-Faculty Initiated Research and Extension Project Under this category are projects proposed by non-teaching employees of who want to do a project along their specific discipline or field of competence. 6.2 Below is the flow of procedure for project Proposal/Grant application: 6.0 PROJECT MANAGEMENT In order to carry out the aspiration of to advance research and extension programs, the development of R and E proposals is encouraged in accordance with established priorities of the Institute. 6.1 Classification of Research and Extension Activities/Grants Any eligible faculty member and/or staff who wishes to avail of funding support from the funds of the various units of may submit a project proposal primarily on the identified priority areas
