1 The Wenkart Foundation Grants INTRODUCTION Community Benefit in the shortest possible time This credo epitomises the pragmatic and potentially commercial requirements of research, basic or applied, which the Wenkart Foundation pursues. Younger researchers, with a background of achievement and success, are selected and supported. These people have achieved a standard of excellence - in clinical, biomedical or health related clinical sciences. In encouraging this group, the Wenkart Foundation wishes to foster cost effective and efficient research programs which develop the skills of the individual in their field of research and management of that endeavour. Applicants are to ensure they comply with:- 1. "Guidelines for Awarding Wenkart Foundation Grants" and if applicable 2. Applications 3. Terms and Conditions of Grant and then complete: 4. 2 1. GUIDELINES FOR AWARDING WENKART FOUNDATION GRANTS (a) The Foundation will only provide grants for clinical l biomedical and health related sciences. (b) The Foundation aims to support young people of excellence. Only in exceptional circumstances will applicants over thirty years of age be awarded grants. Grants will be awarded only to full time students. (c) When assessing applications for a Wenkart Foundation Grant, it should be noted that the calibre of the candidate is of prime importance. Greater emphasis is placed on the achievements and potential of the applicant rather than the project being studied; althoughthis of course must be relevant. (d) The Foundation will not permit the funding of fourth degrees or post doctoral studies. (e) Grants will only be permitted where funds are personally used by the applicant. In special cases purchase of equipment specifically used for the purpose of their research will be supported. Full justification is required. (f) Grants may be awarded to applicants already receiving a low level of funding, but we will not support salaries for a second party. (g) Applicants must be permanent residents or undergraduates educated in Australia and intending to reside here. Photocopies of relevant data to confirm your status is required. (h) Successful applicants are required to attend an annual dinner (usually in July, August, or September) for the Foundation during which they shall give a short paper covering their research to date. The Foundation assists with associated costs. (i) Successful applicants must formally accept their grant by the specified date or it will be forfeited. (j) If an applicant's research project has commenced prior to the awarding of a grant, grant payments will not be made retrospectively. (k) Applicants must keep the Wenkart Foundation fully informed as to any change in their status as regards to income, position or project during the period of the grant. 2

APPLICATIONS 2.1 CLOSING DATE All applications must be submitted through the appropriate administrative officer of the Australian Institution concerned and reach the Wenkart Foundation by the closing date: 1 ST JULY APPLICATION FORMS There are 2 sections of the application form to be completed; the application form and the referee's forms. SIX A4 COPIES including an original of each application must be submitted incorporating:- (i) (a) (b) (c) (ii) THE APPLICATIONS The application Form including a summary of the proposed research (3-5 pages are usually sufficient for this). Evidence of Australian residential status, where applicable. A full list of the applicant s publications and work accepted for publication. REFEREE S REPORTS The applicant is responsible for providing one original and five copies of the Application Form with the relevant Referee's Report forms from:- (a) The Head of his/her current Department (b) The Head of the Department in which the project is to be carried out (c) At least two relevant Other Referees" of the applicant s choice including your proposed Supervisor (d) Applicants must ensure that the Application Form and all the Referee's Report are forwarded to the Wenkart Foundation to meet the closing date 2.3 INCOMPLETE OR LATE APPLICATIONS Late applications and applications without Referee's Reports will be rejected. 2.4 APPLICATION FORMS ARE TO BE POSTED TO:- The Wenkart Foundation PO Box 86 Leichhardt NSW 2040 For any further queries Christine Wenkart at cwenkart@wenkartfoundation.com or Jocelyn Compacion at jcompacion@machealth.com.au 3
4 3. TERMS AND CONDITIONS OF GRANTS 3.1 ACCEPTANCE AND TERMS OF GRANTS 1. These Conditions shall bind the Institution where the project is carried out, the Institution responsible for administering any grant, and the recipient and beneficiary of the grant. 2. Acceptance of the grants shall be subject to these terms and conditions. 3. Acceptance of the grants shall be by the recipient of the grant, the Head of the Department where the work is being carried out and the senior administrative officer of the lnstitution whether he be the Registrar of a University, a director of an independent Institute, the Manager, Secretary or Medical Superintendent of a hospital or the individual recipient of a grant not made to an institution. 4. Grants are made for periods of up to 2 years or at the direction of the Trustees of The Wenkart Foundation, and are renewed annually if the Trustees are satisfied that the work for the previous year has been adequately carried out. 5. In determining whether the work has been adequately carried out, the Trustees shall have regard to the progress reports received, the administration of the grant, the expenditure allocated to the grant, and any recommendation of the Head of the Department where the work is being carried out and the progress towards achieving the aims of the research as stated in the application for the grant. 6. Grants may be renewed or continued beyond the period specified initially at the discretion of the Trustees. 7. A grant may be terminated at any time if the Trustees are satisfied after consultation with the Head of the Department that the grant is not being used for the purpose agreed unless such different use has been approved by the Trustees, or if the recipient is guilty of misconduct or negligence or becomes incapacitated, or if the recipient leaves the institution without arrangements satisfactory to the Trustees being made for the continuity or transfer of the research project. Continuity of funding for any grant during the course of the grant will be dependent upon satisfactory six monthly reports being submitted to the Trustees. 8. Grants will automatically terminate at the end of the period of the grant or when the project is completed, whichever is the sooner. 9. The Trustees at their discretion may at any time vary the terms and conditions of the grant including the purpose of the grant. 3.2 PAYMENT OF GRANTS 10. Payment of money for a grant shall be upon the terms and conditions specified in the grant and shall be made to the Institution at which the work is being performed wherever possible. 11. Payments for salaries at the appropriate award rate shall be payable quarterly in advance. 12. Payment for capital equipment shall be paid on supplier's invoice made out to the Foundation at a price acceptable to the Foundation, accompanying a claim from the 4
5 recipient of the grant, normally the Institution where the research is being carried out. The receiving Institution is responsible for the importation of equipment if applicable, including seeking from the Collector of Customs entry under by-law. The Trustees shall be informed whether by-law exemption has been obtained or whether customs duty is payable. GST payments are to be excluded from any claim for goods and services. 13. Payment for direct expenses shall be paid on receipt of a claim from the recipient of the grant, normally the Institution where the research is being carried out. 14. Payment of Superannuation allowances for eligible professional full-time staff shall not be paid. 15. Payment of applicant s payroll tax and workers compensation for professional staff shall be paid with the salary grant. 3.3 USE OF GRANTS 16. In accepting a grant the Institution undertakes to provide all supporting overhead expenses and no portion of the grant shall be applied other than directly for the purpose specified in the grant. Grants for salaries shall be used for the person specified in the grant. 17. Grants for direct expenses provide for consumable supplies, experimental animals, apparatus and minor equipment, servicing and computer time charges. 18. All capital equipment supplied under a grant remains the property of The Wenkart Foundation unless at the discretion of the Trustees the grant is so varied. 19. Equipment purchased within the terms of the grant shall be returned at the completion or termination of the research project for which it was granted or on the demand of the Trustees. 20. Institutions or persons who receive a grant of equipment undertake to keep the equipment under their control in premises appropriate for the housing of the research project, to maintain it in good condition, insure it and enter into any maintenance agreement where applicable as its own expenses or make arrangements for regular maintenance to the satisfaction of The Wenkart Foundation, and return such equipment in the same condition in which it was received subject to reasonable wear and tear, or otherwise such equipment shall be replaced at the expense of the said Institution or persons 3.4 ACCOUNTABILITY 21. Grants not spent within the specified period for the completion or on termination of the project shall be refunded. 22. Subject to Regulation 21 above, grants for periods exceeding one year which are unspent or uncommitted at the end of each year of the grant, may be carried forward into the following year providing the Trustees are satisfied with the progress of the research project. 23. The applicant for the grant or the applicant's approved successor shall report to the Trustees at six-monthly intervals from the date of the grant on the progress of the approved research programme and shall certify that:- (a) the grant has been spent or used as approved in the conditions of the grant; 5
6 (b) salaries and allowances have been in accordance with the award rates in force at the Institution and that the time spent by researchers supported by a salary grant has been equal to the hours for which they have been paid; (c) any portion of the grant not spent or committed has been returned or carried forward in accordance with Regulation 22 above; (d) where a project is failing to or fails to achieve the objects and true schedule as provided by the applicant over any three month period, the chief investigator shall inform the Foundation forthwith. 24. The senior administrative officer of the Institution responsible for the grant shall provide an annual statement of expenditure charged against the grant. 25. The Institution responsible for the grant accepts all legal responsibilities and liabilities as employer of all persons who benefit from a grant for salaries. 26. The Wenkart Foundation will not support a project by way of a salary grant for periods of prolonged absence by the respective researcher. 3.5 PUBLICATION OF RESULTS 27. All published results achieved from research carried out with the assistance of grants from the Wenkart Foundation shall state prominently that the work undertaken was supported by the Wenkart Foundation. One copy of the journal, publication, monograph, poster, book or work in which such results are published shall be furnished to the Trustees. 3.6 PATENTS 28. The Trustees shall be informed of discoveries, inventions or processes that have arisen from the research undertaken as a result of the grant, and the conditions included in the terms of the grant relating to patents in the grant shall be abided by. In the absence of such conditions, the Wenkart Foundation shall be entitled to the patent rights and the patent shall be taken out in its name. In addition to any royalty due under any patent the Wenkart Foundation shall have the right to any manufacturing licence and sales. 3.7 ETHICS FOR HUMAN EXPERIMENTATION 29. The National Statement on Ethical conduct in Research Involving Humans issued by the National Health and Medical Research Council (NHMRC), in June 1999 and in accordance with the NHMRC Act, 1992, as updated or amended from time to time shall be followed by all researchers in the conducting of any investigation requiring human subjects. 30. The senior administrative officer shall certify such investigation is to be carried out, that the conducting of the investigation is satisfactory to the Institution at which the research is being carried out and that it conforms with the requirement of Regulation 29 above. 3.8 FAVOURED RESEARCH 31. The Trustees will favour research where, in their opinion, the results will have practical application for the benefit of the community in the shortest possible time. 6
