Meeting was not well attended. All are encouraged This is Beth's last meeting as liaison between the league and our commission. Beth will peruse maintaining as an individual member as she is not on the local commission due to no longer being a New Ulm resident. Local commissioners are encouraged to peruse being a liaison. If no one assumes this role, Beth could possibly give reports on a quarterly basis. Our rewording of the league essay contest question was acceptable. The winner of our local essay contest will be eligible for entry into the state contest. Motion to approve new wording made by Linda Wellmann, seconded by Laurie Austvold, motion carried.

3 Education Committee Alma communicated with Karla Hansel, who teaches 9-12th grades at New Ulm High School. She is happy that high school students can now participate in the essay contest. She is also happy that the commission will have student representation and would like to use the contest as a springboard to solicit interest in participation on the board. Karla is in favor of our chosen topic ( Debate whether minorities are being treated equally by law enforcement). Suggestions: Perhaps the League of Women Voters could be involved or maybe even host a debate event? New Ulm Police Commander Dave Borchert is in favor of this topic. He was asked if he or anyone from the department could talk to us and the community and answer our questions. Three people from the department were suggested: Sara Schlingmann, Tara Martin, Mike Brehmer. Poster question: It was suggested that questions be worded differently based on the age group of the kids. This discussion was tabled and the education committee will discuss this further before action is taken. Videos and Power Points: If shown at meetings, NUCAT then broadcasts. education. Copyrights need to be considered. This would be an opportunity for us for public New Member: Jackie will serve on the education committee. Budget: Is our budget adequate for the addition of multiple age groups added to both the essay and poster contest ( more categories =more prizes =more funds needed). It is estimated we will need approximately $ 750 more. Alma presented a revised budget to Brian Gramentz for consideration. He thought it would be possible and will present to the City Council in the beginning of December. Events Committee A thank you from our recent Human Rights Award recipients Pam Klossner and Alison Miller was presented to the board. NUHRC 2015 award nominations should be solicited in January from commissioners as well as the public. Lisa will send a template for nominations to commissioners. Presentation: Jackie presented a Power Point presentation entitled Human Minnesota. Statistics of underage trafficking in Minnesota were given. What is being done? What resources are available? Trafficking: The Dark Side of

4 Alma will send a link to the presentation to all commissioners Miscellaneous: New commissioners are needed - at least one new commissioner and possible student/youth commissioners. New commissioners need to keep bylaws in mind and be familiar with the United Nations Human Rights Act and the Bill of Rights. A time change was discussed for future NUHRC meetings. Is it possible to move the time to 5: 00? Alma will talk to Lisa and will confirm a new start time. Can our commission write a resolution addressing Muslim discrimination due to recent current events? This will be discussed at our next meeting. 5 Current script used to call for nominations for the annual Human Rights Commission Award PRESS RELEASE FOR THE 2014 AWARD The New Ulm Human Rights Commission is seeking nominations from the public for its Annual Human Rights Award. The Commission is looking for individual activists, organizations or businesses in the New Ulm area that have worked toward social justice and the betterment of life for a protected class. Nominees should be a person or organization that has made a significant contribution to the preservation and advancement of Human Rights. 6 CRITERIA FOR A HUMAN RIGHTS AWARD The recipient of the New Ulm Human Rights Commission annual Human Rights award should be an individual activists, organizations or businesses in the New Ulm area that have worked toward social justice and the betterment of life for a protected class. A person or organization that has made a significant contribution to the preservation and advancement of Human Rights. Human Rights are considered the fundamental rights that humans have by the fact of being human, and that are neither created nor can be abrogated by any government. These include cultural, economic, and political rights, such as right to life, liberty, education and equality before law, and right of association, belief, free speech, information, religion, movement, and nationalitv. The Minnesota Department of Human Rights is the state agency within the Governor' s Cabinet responsible for enforcing the Minnesota Human Rights Act. The Human Rights Act is a state law prohibiting discrimination in Minnesota. Every person in Minnesota is protected by the Human Rights Act because every person, based on their personal characteristics such as a person' s race or sex, belongs to one or more of the protected classes below: Race Color Creed Religion National Origin Sex Marital Status Familial Status Disability Public Assistance Status Age Sexual Orientation Local Human Rights Commission Activity

7 MINN Does your city deserve to be recognized for a Diversity Award? The City Cultural Diversity Awards Program celebrates diversity as a way of life in our communities. This is an opportunity for all NLC members to showcase their programs and their community leadership - -we would love to hear how you' re improving diversity in your city! The four winners of the 2016 City Cultural Diversity Awards will be announced in Washington, D. C. at the Celebrate Diversity Breakfast during the Congressional City Conference on Monday, March 7th. Applications must be received by Friday, January 29th.

8 City Cultural Diversity Awards Page I of 3 IONI City Cultural Diversity Awards Sponsored by the National League of Cities and its Constituency Groups Purpose and Focus The National League of Cities recognizes and celebrates the growing diversity of America' s communities and believes that diversity should be reflected in the activities of all cities and towns across the nation. As a result, the National League of Cities, with one of its constituency groups, NBC- LEO, established the City Cultural Diversity Awards in 1995, as a means of demonstrating quality and innovation in relation to the many aspects of cultural diversity. This award program is designed to: 1) encourage citizen involvement in local government- sponsored activities; and 2) enhance and show the appreciation of cultural diversity as a way of life in our municipalities. The City Cultural Diversity Awards Program has been developed to showcase examples of how cities achieve excellence in diversity. It also promotes the positive results of "a total community collaboration." The awards are given to honor community leadership in developing creative and effective programs to improve cultural diversity. Award Eligibility Criteria and Entry Fee Only National League of Cities member cities are eligible to apply. An entry fee is required to apply for the awards program and is determined by a municipality' s population. A total of four City Cultural Diversity first place awards will be presented at the Monday, March 7, 2016 Celebrate Diversity Breakfast at the National League of Cities Congressional City Conference. The following population categories each have a specific entry fee (all entry fees are non- refundable): The under 25, 000 population category entry fee is $ 200, The 25, ,000 population category entry fee is $ 300. The 100, , 000 population category entry fee is $ 400. The over 400,001 population category entry fee is $ 500. The City Cultural Diversity Awards application must focus on one municipal program. If you have additional programs, they must be submitted separately with an additional application form and entry fee. A program must demonstrate 1) that it has enhanced the quality of life of your community for the improvement of equal opportunity and for the provision of greater access to government and government services by multiracial and multicultural populations; 2) that it has increased citizen groupsleity- cultural / 21/ 2016

9 City Cultural Diversity Awards Page 2of3 participation ingovernment and community activities by all segments of the community; 3) that cultural diversity ieanongoing and recognized effort in your city or town. Programs may cover government-generated or community- based efforts in your municipality. Each program should ensure that its staff is diverse or exemplifies diversity. All award recipients will be chosen baan independent panel ofjudges, the NUC City Cultural ^ Diversity Awards Program Committee, with representatives from each of the constituency groups. Award Application Requirements 1. All entries must be received by January 29, For those cities that would like to have confirmation that their application was received, please send a self-addressed, stamped postcard with the application. Previous award winning programs cannot be reentered. However, the same city may re-apply and submit m different program. 4. The attached application form has five parts: e title page that should be signed by the Chief Executive Officer in your community; a two- sentence deacription o two- page executive summary that should highlight your city' s program; responses to three core questions about your city's cultural diversity program; and optional exhibit materials. 5. Deliberations by a panel of judges will occur in mid- February. A press release will be made available to award winners and their state municipal leagues shortly after the awards are announced. Winners will be notified prior to the NLC Congressional City Conference so that winning cities can be represented and honored at the Celebrate Diversity Breakfast awards ceremony in Washington, D. C. Award winning cities or towns will receive three complimentary tickets to the NLC Diversity Breakfast for registered delegates. If a winning municipality plans to have additional representatives *d the ceremony, they will be able to purchase tickets onsite at the NLC conference one day prior to the breakfast event, Award winners must pay the NLC conference registration fee if they plan to attend other portions of the conference, G.
