1 IACP/The Laura and John Arnold Foundation Leadership in Research Award 2017 Nominations are open until July 14, 2017 Recognizing Exceptional Achievement and Innovation THE GOAL The International Association of Chiefs of Police (IACP), in partnership with the Laura and John Arnold Foundation, recognizes the value and sustainability of effective research, in particular, research partnerships among law enforcement agencies and university-based researchers. ELIGIBILITY All federal, state, county, local, tribal, campus and other law enforcement agencies are eligible. Individuals and corporations may not apply. To qualify for consideration applications must include a signed endorsement from the senior-ranking officer of the agency. Generally, this official is the Chief of Police of a city or municipality, the Sheriff of a county, parish, or borough, or the Commissioner/Superintendent/Director of a state or provincial law enforcement agency. (In some larger departments, this individual might be a Division/District/ Zone commander.) Note: Agencies winning the Excellence in Law Enforcement Research Award are ineligible to compete for the award for the following three years. For example, 2014 award winners may not compete again until WINNER SELECTION One first-place winner will receive an award during the October 2017 IACP Annual Conference in Philadelphia, Pennsylvania. The IACP Research Advisory Committee evaluates all nominations and is solely responsible for the selection of the winners.

2 EVALUATION CRITERIA Nominees will be evaluated based upon: Uniqueness of Research: Demonstration that the agency s research is a unique approach aimed at studying perplexing issues facing the agency and providing recommendations for improvement. Note: Replication of research done elsewhere is acceptable. Quality of Research: Evidence of the quality of research including research capacity of the project team, research design, statistical methods, and analytical approach. Leadership: Demonstration that research efforts are an organizational priority, endorsed and promoted by the agency s leadership. Partnerships: Explanation of the nature of relationships with internal and external partners (examples include educational institutions, governmental and non-governmental research agencies, community organizations, community volunteers and the court system). Performance Monitoring: Outline of methods to evaluate the efficacy of the agency s efforts and its impact within the agency and the community it serves. SUBMITTAL PROCESS Applications must follow the proper format in preparation and submission process. Packets, in their entirety, together with any supporting documentation, must be completed and forwarded to the IACP no later than July 14, Supporting documentation should include written policies and procedures which support the initiatives stated in the application narrative. The impact (at some level if not a comprehensive level) of the research program must be measurable at the time of application. The nomination form and supporting documents must be ed to awards@theiacp.org no later than July 14, Requests for extensions to the deadline will not be considered. All nominations are final and become the property of the IACP. REQUIRED DOCUMENTS Cover Letter on agency letterhead, signed by the senior ranking officer of the agency approving the application being submitted. Executive Summary, not to exceed one page (8.5 x11 with one inch margins) which provides a brief overview of the philosophical approach that the agency has assumed, and the innovative practices, programs and partnerships that have been established. Concise Project Narrative which details the elements and initiatives of the agency s research. The narrative should not longer than five 8½ x 11 pages, with 1-inch margins, double-spaced in Arial font, type size 12. Issues to include in the narrative: - A description of agency characteristics - A brief history of the research effort (including specific information concerning the length of the program s existence)

3 - A description of research activities - A before and after comparison of changes due to research - What makes this effort unique compared to other initiatives? - What challenges had to be overcome to achieve this research? - What impact has the research had on the community? - Can the overall impact of the research on the community be quantified? - What effect has the research had on staff within the agency? - Is there evidence of success (formal assessment or evaluation)? - Can the research be easily replicated by other agencies? NOTIFICATION Winner will be notified prior to the 2017 IACP Annual Conference if they have been selected for the award. IACP will pay the cost of air transportation (up to $500) and three days lodging for one individual from the winning agency.
