April 7, 2018 While we are conducting more and more of our lives online, in particular, navigating our shopping and service needs, the online life can t quite replace the sensory experience of shopping local. This is true for Morro Bay, which is blessed with a wonderful diversity of businesses and shops against the scenic backdrop of the Rock, waterfront and local hills. Your local business districts, whether its Downtown, the Embarcadero, North Morro Bay, or the Quintana area, offer a great selection of services to meet your every need. The success of our local businesses, districts and economy is very important to the City and community. A thriving economy provides jobs for locals and revenue to the City to help maintain the quality of life we all enjoy here. That is why the City has prioritized efforts to implement key recommendations from the Economic Development Roadmap. Key among the recommendation is to work with partners like the Chamber of Commerce, to ensure our businesses have all the tools to succeed. Among other initiatives, we are working with businesses to improve wayfinding and branding around town, as well as discuss what the City can do to reduce barriers to their growth and continued success. Included in this City Manager update is important information about the wastewater project and our upcoming budget and lots of other city updates. 2 Public Works Water Reclamation Facility (WRF) Update The WRF project is reaching some very important milestones with regard to environmental review, permitting, external funding and cost estimates. As such, members of the community are encouraged to get engaged and participate in upcoming meetings. Draft Environmental Report Released The City released the draft Environmental Impact Report (EIR) at the end of March. The Draft EIR provides the public and pertinent agencies with information about the potential effects on the local and regional environment associated with the proposed WRF project. Community members are encouraged to read the report, which can be found online on the WRF website at The City is soliciting comments from the public about the Draft EIR, which will be received through May 18 th, Written comments should be sent to: Rob Livick, P.E. Public Works Director City of Morro Bay 955 Shasta Avenue, Morro Bay, CA Upcoming WRF public meetings and other important dates April 10, 2018, 6:00p.m. Vets Hall City Council meeting o Review WRF Program Manager draft contract April 25, 2018, 6:30p.m. Vets Hall City Council study session o Comprehensive WRF project update May 1, 2018, 3:00p.m., Vets Hall WRF Citizen Advisory Commission o Review the Draft EIR May 8, 2018 Proposals for the WRF facility are due on this date (two firms are in the process of preparing and submitting design-build proposals for the proposed facility). The proposals will help inform what the overall costs will be for the project. May 18, 2018 Public comments due on the Draft EIR. For more information about the WRF project, please visit: Good News from FEMA The City of Morro Bay has been awarded an increase to our Community Rating (in FEMA s National Flood Insurance Program, NFIP). This will now offer our residents the ability to purchase flood insurance at a higher discount rate. Public Works, Engineering went through a 5- year cycle audit for the Community Rating System (a voluntary incentive program that recognizes community floodplain management ordinances and activities). The NFIP is managed
3 by The Federal Emergency Management Agency (FEMA), within The Department of Homeland Security. Floods are the nation s most common and costly natural disasters and we strive to provide disaster resistant procedures and documentation for our community. We are also one out of only two Cities and Communities within SLO County to participate and be acknowledged for our flood prevention work. Consolidated Maintenance Bi-Weekly Report, Top Work Items 1) Streets: Cut and installed custom aluminum ledgers and grate inside DI storm water overflow box next to Ironwood/Paula. 2) Streets: Filled several potholes on Little Morro Cr. Rd. and around town with CMA. 3) Streets: Installed new street sign pole at Arcadia/Ridgeway. Repaired poles and replaced hardware on Del Mar N. parking lot fence. 4) Streets: Removed runoff dirt from Hill/Main and Hill/Hwy. 41 after rain storm. 5) Trees: Planted (4) young trees. (2) on Beach and (2) on Main. 6) Trees: Cut and hauled fallen tree limbs at MBCC rear patio, in front of Hungry Fisherman, 930 Ridgeway, 500 MB Blvd., 355 Tulare. 7) Public Works: Re-arranged front office desk area and Pam B. office to accommodate new hire in front. 8) MBFD: Replaced electrical ballast in upstairs RR, repaired front entry door closure. 9) Centennial: Repaired (2) flush valves and push button in Women s RR. 10) Monte Young: Installed new toilet in Men s RR. 11) Harbor RR: Removed leaking toilets from both Men s and Women s RR to replace wax ring. Fabricated new holding bolts for toilet carriers to replace rusted ones. 12) City Park: Pressure washed and removed several graffitied areas in bus stop. 13) Monte Young: Pressure washed algae off tennis courts. 14) Cloisters: Removed old vegetation in various planters and replant adding new drip irrigation. Finance OpenGov (Financial Transparency) Staff continues to work with OpenGov staff to generate the reports and custom reports needed to have the portal ready for deployment. The chart of accounts, current year budget to actuals and five-year historical data has been uploaded and staff is beginning to spot check totals to confirm accurate upload. In addition, staff is working with OpenGov to download vendor data, so expenditures can be drilled down to vendor level detail. OpenGov continues to be very easy to work with and supportive our needs. We look forward to deploying the transparency portal in about one month.
4 FY 2018/19 Budget City staff continue to work on the FY 2018/19 Operating and Capital Budgets and is in the final push to complete a balanced draft budget proposal. The Citizen s Finance Advisory Committee is scheduled to receive the draft proposed budget, with particular emphasis on the Measure Q budget, for discussion at their April 25, 2018 meeting. A complete proposed draft budget is scheduled to be distributed to the City Council and available to the community on April 27, 2018 in preparation for the first budget hearing scheduled for May 8, Harbor California Boater Cards New California Law will be phased in by age for operators of motorized boats, including sailboats and paddlecraft on state waters. California Boater Cards can be obtained by passing an approved boater safety exam and submitting proof to California State Parks Division of Boating and Waterways. CA Boater Card is now mandatory for all persons 20 years of age or younger. For more information visit: Otter Pup Reunited with Mom On 3/30/18, Harbor Patrol Officer (HPO) Kelly and other harbor staff along with personal from Marine Mammal Center reunited a lost otter pup with its mother. Concerned citizens reported the otter pup calling out to its mother for over 30 minutes and growing weak. The new mother otter will need to keep a closer watch on her pup in the future.
5 Rock Fish Opening day of the rock fish season was a success on April 1st. Approximately 40 boats launched out of Morro Bay and none of them required any assistance from Harbor Patrol. Fishing is expected to be busy this coming weekend with the opening of recreational salmon. Fire Morro Bay Fire Department begins training with a new Patient Care Documentation system. Morro Bay Fire department is responsible for keeping a careful written record of every patient interaction. This documentation will become part of the patient s record. Accuracy, detail, and completeness are essentially important. These records are a pivotal part of Morro Bay Fire continuous process for quality assurance, data collection and legal record. This New Electronic Patient Care reports (EPCR) program from Image Trend will provide a chain of events for the continuance of care from the onset of the patient s complaint through their arrival to definitive care. Image Trend also integrates NFIRS reports with information to save data entry time. This web-based program also has the capabilities for Hydrant management, equipment management, apparatus and inventory management, mobile fire inspections and fire investigations from anywhere at any time
6 Police Emergency Training and Preparedness The Morro Bay Police Department continues its focus on seeking important emergency preparedness and active shooter training opportunities for our officers. On March 28, 2018 Chief Allen and Cmdr. Cox met with Camp SLO California National Guard Lieutenant Colonel Angel Ortiz and Chief Robert Lewis of the Criminal Justice/Homeland Security Section of the California Governor s Office of Emergency Services. We discussed specialized police officer training courses which they will make available to our police department. Tourism Inaugural Leprechaun Crawl a Success Tourism hosted our first Leprechaun Crawl on Friday, March 16 th. The intention of our Pub Crawls is to increasing hotel and sales tax revenue with a small investment of staffing and Tourism Board support. The Crawl allows visitors to see different establishments that they might not otherwise visit while vacationing in Morro Bay. Our 13 restaurant & bars that participated did it at their expense and for that we are extremely thankful to: Dutchman s, Windows on the Water, MB Wine Cellar, House of Juju, Hofbrau, STAX, Great American Fish Co, Siren, Legends, Libertine, Rose s Landing, Top Dog and Otter Rock Café. Tourism is very happy to report the following: Total of 366 attendees (all dressed in the very best green outfits) 79 attendees were from SLO County and 287 were out-of-county visitors 230 attendees stayed in Morro Bay hotels Total donation to Friends of the Morro Bay Harbor Department $1363. Zero police incidents Full house at GAFCO with a line out the door waiting to experience their great bar!
