1 EUROPEAN UNION DELEGATION TO INDIA Research and Innovation Section Horizon Marie Skłodowska odowska-curie Actions (MCSA): Research and Innovation Staff Exchange (RISE) The European Union's (EU) funding programme 'Horizon 2020' ( ) offers funding for both mobility of researchers and collaborative research. This flyer outlines the scope and modalities to participate in the Marie Skłodowska-Curie Action (MCSA) - Research and Innovation Staff Exchange (RISE) scheme, for which a call is open as from 4 December 2018 and will close on 2 April RISE funds short-term exchanges of personnel between academic, industrial and commercial organisations throughout the world. The proposed research and innovation activities should exploit complementary competences of the participants, as well as other synergies, and enable networking activities, organisation of workshops and conferences to facilitate sharing of knowledge, new skills acquisition and career development for research and innovation staff members. It helps people develop their knowledge, skills and careers, while building links between organisations working in different sectors of the economy, including universities, research institutes and SMEs including Startups. In other words, RISE aims at knowledge sharing via inter-sectoral mobility (academic & nonacademic sectors) based on secondments of research and innovation staff exchanges (with an in-built return mechanism).

2 Participation A partnership in RISE should be composed of at least three independent participants established in three different countries as follows: minimum two organisations located in two different Member States 1 /Associated Countries 2 (MS/AC); and one organisation located in a Third Country (TC) 3 like India; if all three independent organisations are from MS/AC, at least one organisation should be from the academic sector and one from the non-academic sector. Researchers as well as administrative, managerial and technical staff within the "organisation" supporting the research and innovation activities are eligible for participation. For example, mentors for Startups within an Incubator would qualify as eligible staff participant. Funding Horizon 2020 is open to participation of all countries from the world, but it is not funding all countries. Participants from countries above a certain GDP threshold, as is the case of India, have to arrange for their own funding (or as the case may be, co-funding provided by the Government of India). In the case of a RISE Action, this means the following: MS/AC staff members sent to an organisation in a TC (India) will be eligible for funding. For MS/AC hosting staff members sent from a TC/ India, secondments/staff will have to arrange for their own funds (unless the Government of India would agree to co-fund the Indian staff). Conditions of participations and funding are specified per country on the Horizon 2020 portal: 3cpart_en.pdf It is recommended that financial matters between TC Partner organisations and Beneficiaries are agreed within a Partnership Agreement As of 1 May 2018, the following countries are associated to Horizon 2020: Iceland, Norway, Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Turkey, Israel, Moldova, Switzerland, Faroe Islands, Ukraine, Tunisia, Georgia, Armenia. 3

3 Examples of successful RISE projects with Third Countries. Project 1 KITFEM (Knowledge and Innovation in, to and from Emerging Markets) aims to study the management of knowledge and innovation in, to and from emerging markets, with special emphasis on its impacts on the EU. The project aims to make secondments among fifteen partners in nine countries (including China, Mexico) around the world in four continents, between partners from academic sector and non-academic sector. Also, how innovation capability in emerging markets affects and how it is transferred to advanced economies will be studied. This project is ongoing. For details: Project 2 InvisiblesPlus will focus on Neutrino and Dark Matter phenomenology and their connection, with emphasis on the role of the symmetry relating matter and antimatter. 4 WHY SHOULD YOU APPLY? You can diversify your competences and pull on new skills at a multi- or interdisciplinary level to complete your own knowledge and needs to advanced your research and innovation ideas through training and mobility. WHO CAN APPLY? Proposals must include at least three partners, which can be academic or nonacademic organisations from three different countries. At least two of these should be from the EU or countries associated to the EUs R&I programme Horizon 2020 (currently 16 countries) More partners, as required for the execution of the research and innovation activity, can join. Exchanges between organisations in EU or associated countries must be between different sectors. In worldwide partnerships, exchanges within the same sector are possible. Proposals should highlight: knowledge creation, sharing know-how, and skills development. Research staff of any nationality and at any career level from PhD preparation to experienced researchers can undertake a secondment. Staff members working in managerial, technical or administrative roles can also take part. More precisely, the following types of staff members can take part: ESR (no PhD and < 4 years' experience); ER (PhD or > 4 years' experience); Managerial staff; Administrative or Technical staff. WHAT CAN BE FUNDED? This action is open to all research areas, whether you are examining socioeconomic aspects of a problem or need technical support or any field of support to complete your idea and the project. WHAT THE FUNDING COVERS? The grant provides an allowance to cover staff member cost (living, travel and family costs) per person/month; the training, the networking and research costs of the fellow, as well as the management and indirect costs of the project. To be noted that the grant is awarded to the host organisation (beneficiary), usually a university, research centre or a company in Europe which then distributes the allowances to the researcher as agreed in the grant agreement/partnership agreement. HOW DOES IT WORK? The grant supports the secondment of staff members for one month up to one year. They must be engaged in or linked to research and innovation activities at their home/sending organisation for six month prior to the first secondment. Returning to home organisation after the secondment is mandatory in order to ensure proper sharing of knowledge and information. Duration of a RISE project: four years, maximum. HOW DO I APPLY? You submit a proposal in response to the call. The proposal is written in English. Proposals for this call must be submitted electronically, using the Electronic Submission Services of the European
