1 Federal Programs Funding 2018 Edmund Moore, Federal Programs Coordinator Alabama State Department of Education Current Year Funding Operating under Continuing Resolution If the federal government shuts down, consolidated federal programs will not be affected Carryover funding should be minimized egap requires you to budget 99.75% of funds Fiscal Year 2018 Funding The President s budget zeroed out funding for Title II and 21 st Century for the state FY 2019 budget The state has not received preliminary allocations for federal programs LEAs should plan on level funding for federal programs 1
2 Federal Programs Funding Changes under the Every Student Succeeds Act (ESSA) Title I formula will not change Funds for equitable services must be determined based on the TOTAL AMOUNT of Title I funds received by an LEA prior to any allowable expenditures or transfers by the LEA. ESEA Section 1117 (a) (4) (A) (ii) Including set-asides for administration, parental involvement, and districtwide initiatives Determine the number of children from low-income families residing in participating public schools attendance areas and who attend public and private schools Equitable funding for private schools will be taken off the top Example: Divide the total allocation by the total number of low income children in both public and private participating schools Allocation=$1,000, divided by 1,000 students=ppa $1,000 per child Parent and family engagement set asides remains 1% of your Title I allocations (for districts that receive over $500,000) 90% shall be distributed to schools with priority given to high needs schools The remaining 10% may be used for district initiatives There are five allowable uses of funds and the LEA must choose one: Supporting schools and nonprofit organizations in providing professional development for local educational agencies and school personnel regarding parent and family engagement strategies Supporting programs that reach parents and family members at home, in the community, and at school Disseminating information o best practices focused on parent and family engagement (especially for economically disadvantaged parents and family members Collaborating, or providing subgrants to schools to enable such schools to collaborate, with community-based or other organizations with a record of success in improving and increasing parent and family engagement Engaging in any other activities and strategies that the LEA determines are appropriate and consistent with such agency s parent and family engagement policy Section 1116 (a)(3)(a)(c)(d)(i-iv) 2
3 All expenditures from Title I must be evidence based Title II formula will change NEW Local Formula ESSA also makes a change to the state-to-local formula for Title II, Part A funds. Under prior law, LEAs were guaranteed to receive at least as much as they received under certain other programs in 2001 under a hold harmless provision. ESSA eliminates the hold harmless for LEAs. Now, LEAs generate funds based only on their number of 5-17 year olds (20%) and their number of low-income 5-17 year olds (80%). Adjustment to formula phased in between enactment and 2020, gradual transition to 20% population, 80% poverty in formula grant 20% by population of students 80% by poverty of students Section 2102(a) Calculating Equitable Services Allocation Administrative costs are still taken off the top. (5% cap) Equitable services allocation must be calculated on the LEA s Total Title II, Part A, allocation Equitable services allocation is determined by first calculating the amount of Title II, Part A, funds available on a per-pupil basis, based on the total of all public and private school students (enrolled in participating private elementary and secondary schools), in areas served by the LEA, regardless of a student s residency. This amount is then multiplied by the number of students enrolled in participating private schools. 3
4 Title III formula will not change Required uses of funds Section 3115(C)(1) Upgrading evidence-based curricula Effective professional development to teachers, principals, administrators, and other school or community-based organization personnel; Of sufficient intensity and duration beyond 1-day or short term Community participation programs, family literacy services, and parent/family outreach and training activities to assist parents in helping their children Title IV funding could be based on formula or competition Title V, Part A, Transferability of funds An LEA may transfer all or any lesser amount of the funds allocated under each of the provisions listed: Part A of Title II and Part A of Title IV The law requires that each LEA that desires to transfer funds from such covered programs must notify the state no later than 30 days after the date of such transfer (this is done through egap) There is a consultation requirement with private schools in this provision Section
5 Title V, Part B, Rural Education Initiative (formerly Title VI) Subpart 1-Small, Rural School Achievement Program (SRSA) Section 5211 Currently, only one LEA is eligible to receive funding under this part Subpart 2-Rural and Low-Income School Program (RLIS) Section 5221 Eligibility is based on locale codes determined by the federal government 32, 33, 41, 42, or 43 Title IV, Part B, (21 st CCLC) remains competitive with no funding changes Competition begins June 1, 2017, and ends on June 30, 2017 All grants must be submitted through egap by 5 p.m. CDST, Friday, June 30, 2017 Title IX, the McKinney-Vento Homeless Assistance Act remains competitive Competition dates will be announced at a later date 5
6 State Grants Community Education funding for this year was a one-year allocation Community Education funding is not in the Legislative Budget for 2018 Dependent Care grants were funded for two years. The new competition will be in Spring
