The proposed FOCUS grants would provide supplemental awards to school districts that agree to adopt weighted student funding combined with open enrollment systems that allow Federal, State, and local funds to follow students to the public school of their choice. Neither the nor the includes funding for FOCUS grants. Also, the does not include new language accompanying the budget request to establish new requirements on LEAs interested in participating in the Flexibility for Equitable Per-Pupil Funding authority in Part F of Title I of the ESEA. /b The budget request includes $8.2 million for competitive assessment grants. /c The directs the Education Department to reserve no less than 50 percent of funds for grants to develop and enhance effective school library programs, which may include providing professional development to school librarians, books, and upto-date materials to high-need schools. /d The includes funding for Presidential and Congressional Academies only, and not for national activities authorized under section 2233 of ESSA. /e For 2017, Congress included language in the final appropriations bill allowing grants to be distributed within a state on a competitive basis at the state's discretion. The extends this language to include as well. /f The budget request includes $250 million for competitive awards for applicants to provide vouchers in the form of scholarships for students from low-income families to attend the private school of their choice and to build the evidence base around private school choice. Neither the nor the includes funding for this unauthorized voucher program. Also, the directs the Department to ensure that funds are not focused or designated for any particular intervention. /g The includes up to $5 million for Project SERV. /h The includes $ million for the Native Youth Community Projects initiative. /i The includes no less than $1.908 million for Native American language immersion programs authorized under section 6133 of the ESSA. /j The continues a provision that allows funding to be used for construction, but the does not. /k The strongly encourages the Department to establish at least one university-led center in a state with a significant percentage of students in rural schools which could focus on rural education and provide assistance to rural districts that serve high poverty and minority students. /l The strongly encourages the Department to fund a demonstration program of up to $2 million to test early screening for dyslexia for students in kindergarten and first grade. /m Reflects discretionary funding only. Mandatory funding is excluded. The includes a 1.7 percent increase in the maximum Pell grant award from $5,920 to $6,020 for the award year, and includes funding sufficient to continue Year- Round Pell (which was permanently reinstated in 2017).

5 Appropriations Bill, vs FY 2017 /n The rescissions do not affect the size of the maximum awards for the coming academic years but lower the reserves available for future use. /o The includes $8.39 million for the Work Colleges program authorized under section 448 of the HEA. /p The notes that there has been significant concern from borrowers over the Department's consistency and reliability in administering the Public Service Loan Forgiveness (PSLF) program. The encourages the Department, in coordination with its Federal loan servicers, to update guidance, information, and processes regarding borrower eligibility for PSLF. /q As authorized under the Every Student Succeeds Act (ESSA), and beginning in fiscal year 2017, the Preschool Development Grants program is to be jointly administered by the U.S. Department of Education and the U.S. Department of Health and Human Services (HHS), and is now part of the HHS budget.
