1 Services to Eligible Private School Children. The LEA ensures that it complies with the requirements of providing equitable services to eligible private school children, their teachers and their families. ESEA as amended by ESSA, Section 1117 (Title I, Part A) and Section 8501 (Titles I, Part C; Title II, Part A; Title III, Part A - EL and Immigrant; Title IV, Parts A, B, and F). *Random Validation Guidance document for only includes selected PNP ESSA requirements. The LEA must ensure it has all PNP requirements of Sections 1117 and 8501 on file in the district. Initial Consultation to Private Sec. 1117(b)(1) Sec. 8501(c)(1) 1. Has the LEA established initial and ongoing consultation meetings with private school officials on program requirements? Documentation that consultation has occurred between LEA and private school officials or their representatives regarding services for private school children prior to the LEA making any decision: o Copy of an intent to participate from officials of the private school or a representative o Copy of signed affirmation from officials of the private school or a representative o Agendas, sign-in sheets, s, phone logs, etc. AND Documentation that consultation has been ongoing since the initial contact (i.e., agenda, sign-in sheets, s, phone logs, meeting agendas, Describe the initial LEA process for providing information to private school officials of program requirements (i.e., certified letter to PNP, s, public postings, scheduled meetings, Describe the ongoing process for consulting with private school officials throughout the year (i.e., meeting agendas, meeting notes, s, After evaluating the LEA s past year s consultation process, describe what improvements will be made for the next year 1
2 Obligation of Funds for Private Sec. 1117(a)(4)(A-B) Sec. 8501(a)(4)(A-B) 2. Has the LEA determined the proportionate share of funds available for equitable service and shared with PNP officials? 3. Has the LEA assisted the PNP to ensure and/or develop a timeline obligating funds for services within the fiscal year? Evidence an LEA informed PNP officials the proportionate share of funds. (i.e., PS3099 share through agenda, meeting minutes, PNP campus funding for Title I, Part A services, LEA program-level calculations, Evidence an LEA informed PNP officials of fiscal requirements for participating programs. (i.e., agenda, meeting minutes, LEA program summaries, timeline, calendar of services, Evidence an LEA has calculated equitable services by program per PNP campus for Title I, Part A. (i.e., LEA calculations by PNP campus/program level, calculation formulas, Evidence that LEA shared with PNP schools a process for requesting services, supplies, materials, and/or professional development activities, etc. Evidence that LEA provided private school officials notice of obligation to use all equitable services within the current year, in the absence of any unforeseen extenuating circumstances. (i.e., agenda, minutes, LEA policies, Provide documentation of the LEA s proportion of funds allocated per PNP campus for Title I, Part A equitable services determined Provide documentation on how LEA informs PNP officials equitable services which will be provided Provide written process for informing private school officials of the obligation to use services within the current year. (i.e., timeline, funding cycle, program summaries, After evaluating the LEA s past year s obligation of funds process, describe what improvements will be made for the next year 2
3 Agreement of Services with Private Sec. 1117(b)(1)(A-L) Sec. 8501(c)(1)(A-H) 4. Has the LEA established a written agreement with appropriate private school officials on how to provide equitable and effective programs for all participating programs? Documentation of a timely and meaningful ongoing discussions between the school and participating private schools (i.e., Affirmation, meeting notes, evaluation tools, agendas, Documentation of how services directly or through a separate contract will be provided Documentation of a timeline for services (including days and times) and availability of funds Describe the process for developing an agreement for providing equitable services per participating program (i.e. comprehensive needs assessment, campus improvement plan, student data reviews, PNP teacher surveys, 5. How will progress of equitable services be monitored for effectiveness of all participating programs throughout the school year? (i.e., list of Title I selection criteria, map of Title I attendance area, Documentation that service providers are employees of the LEA or a third-party contractor. (i.e., copy of contracts, schedule of provided services, Documentation of applicable programs (Title I, Part A and Title VIII programs) which were served. May include documentation of the following: Evaluation and/or surveys of participating programs Third party contract(s) LEA monitoring documents of PNP services Inventory documents for equipment Parent Involvement activities Comprehensive Needs Assessments Student/teacher data analysis summary Etc.
