3 THE ECONOMIC DEVELOPMENT AUTHORITY OF STAFFORD COUNTY, VIRGINIA REGULAR MEETING MINUTES March 9, CALL TO ORDER The regular meeting of The Economic Development Authority ( EDA ), of Stafford County, Virginia was held on March 9, 2018, in the Board Chambers of the George L. Gordon, Jr. Administration Center, located at 1300 Courthouse Road Stafford, Virginia at 9:00 A.M. A quorum was present. Members Present Joel Griffin Don Newlin Howard Owen Jack Rowley Jo Knight Skip Causey Chairman Vice-Chairman Treasurer Members Absent Heather Hagerman Also Present: Kristen Shields Kelly Copley Counsel Secretary 2. APPROVAL OF MINUTES A. February 9, 2018 Mr. Causey motioned for approval of the February 9, 2018 amended minutes. Mr. Rowley seconded.
4 VOTE: 6-0 Approved 3. PUBLIC PRESENTATIONS None 4. TREASURER S REPORT A. December 2017 B. January 2018 Mr. Rowley motioned to accept the December 2017 and January 2018 Treasurer s reports. Mr. Newlin seconded. VOTE: 6-0 Approved C. Audit Ms. Blosser with Bishop, Farmer & Co. presented the FY17 EDA Audit. There were no negative findings Mr. Newlin motioned to accept the FY17 audit. Mr. Rowley seconded. VOTE: 6-0 Approved 5. SECRETARY S REPORT A. Kilroy Robotics Demonstration Date Ms. Copley asked the EDA if they would like the Kilroy Robotic Team to present during their April or May meeting. The Chairman chose the May 11, 2018 meeting. B. Fred-CAT Tour Invitation Ms. Copley and Mr. Rowley reminded the EDA members that Germanna s Fred- CAT tour has been scheduled for March 19, 2018 at 8am. They asked which members that had not already RSVP d would also like to attend. C. Annual Report Data Research Ms. Copley request the EDA accept the SOW from Chmura to perform the data for their annual report. The cost being, $4, 687; a 2.1% increase over last year. Page 2 of 4
5 Mr. Rowley motioned to accept the Statement of Work from Chmura. Mr. Newlin seconded. VOTE 6-0 Approved 6. CHAIRMAN S REPORT A. County presentation of the new planning and permits process & tools Ms. Sara Hart with the county s public works department presented the EDA the new Electronic Permitting & Plan Review process. Discussion Followed 7. WORKING GROUP REPORTS A. Germanna Update The Board of Supervisors approved the land to be transferred to the Germanna Foundation in February. B. Stafford Town Center Update Ms. Knight again requested that the EDA spearhead the effort to have the utility lines buried underground while the Stafford Courthouse Town Center Area is being redeveloped by drafting and signing a letter to Dominion Energy and VDOT. Discussion Followed C. 204 Thompson CLOSED SESSION Mr. Griffin motioned to go into closed session. Mr. Newlin seconded. VOTE: 6-0 Approved Thereafter, the EDA Board went into closed session in accordance with Section A.3 and 5, et al. of the Code of Virginia 1950, as amended. No Votes were taken while in closed session. Items 7C and 9A were discussed in closed session only. All Members of the EDA and Economic Development staff present at the meeting were in the closed session. Page 3 of 4
6 Mr. Griffin motioned to come out of closed session. Mr. Causey seconded VOTE: 6-0 Approved 8. OLD BUSINESS None 9. NEW BUSINESS A. Go Virginia Grant Mr. Griffin motioned to support the Go VA Grant as requested ($15,000 cash in 3 installments and $5,000 in-kind) only after grant has been awarded. Mr. Newlin seconded. VOTE 6-0 Approved 10. ATTORNEY S REPORT 11. ADJOURNMENT A. There being no further business brought before the Economic Development Authority, Mr. Griffin adjourned the meeting at 10:44A.M. 15 M E M O R A N D U M To: Stafford County Board of Supervisors From: Joel Griffin Chairman, Stafford County Economic Development Authority Date: March 15, 2018 Re: Stafford County Town Center Project Underground Electric Lines Request The Stafford County Economic Development Authority wishes to formally request that the Stafford County Board of Supervisors establish underground electric powerlines at the Courthouse Road/U.S. Route 1 intersection area. The Authority believes the extra cost for placing the electric lines underground versus overhead is necessary to set a higher quality foundation to the future development of the Stafford Town Center project. As you know, the prospective Town Center vision is to create an upscale destination within our community. In addition to the aesthetic feature and the establishment of a higher level of standards, underground electric lines provide the following features: 1. Reduces outages during storms, which improves reliability and provides economic and societal benefits on the project; 2. Reduces range of electromagnetic fields (EMF) emission into the surrounding area; 3. Decreases operational costs over the lifetime of the cables. We recognize the higher costs are a disadvantage today, but the long-term value of setting an immediate higher quality development standard will pay dividends to the Stafford County community. 18 Update I have owned the building since February 2016, purchasing it from previous owners Paul and Jennifer Eakin All renovations under original agreement have been completed, as well as additional improvements: Repaved and Striped Parking Lot with Improved ADA Access Upgrades to Kitchen Amy is now in her 11 th year in business, and her business continues to grow year over year
19 Future Plans I have since purchased 104 W. Cambridge, the building across from Amy s. My plan is to make it an economically productive building. Currently, plan is to make 2 live-over-work units that support the recent change to the overlay plan. I have also purchased 125 W. Cambridge, which is zoned B2. I m currently developing plans to rehab the structure.

35 Grant Requirements 1. Amy s Café must generate and pay meals taxes in excess of $12,000 annually. This requirement has been met for All qualified payments from the EDA will be made in arrears. All requirements have been met and I am requesting payment for 2017 at this time. 3. Amy s Café agrees to remain at property and continue to operate at least six days per week. This requirement has been met for 2017.
36 Grant Requirements 4. Amy s Café agrees to provide preferential hiring for Stafford residents. Amy s currently employs 16; 8 (50%) are Stafford residents. 5. Amy s Café agrees to consider enrolling in VDOT sign program. Amy has considered this, but currently does not have budget for this. She will continue to reevaluate each year.
37 Grant Requirements 6. If Amy s Café ceases operation or Owner sells property This requirement has been met. 7. All improvements shall be completed, with appropriate permits and release of any mechanic s liens. This requirement has been met. 8. This section was amended and requirement has been met. 9.
