4 PENNSYLVANIA COMMISSION ON CRIME AND DELINQUENCY Office of Criminal Justice System Improvements Funding Guidelines for: FY 2016/2017 Solicitation Funding Announcement Title: 2016 Substance Abuse Education (SAEDR) Category One Funding Available: $880,000 Submission Requirements for Applications: Scoring - All Applications will be competitively reviewed and scored. Applications will be scored on the basis of the applicant s adherence to the Funding Announcement Guidelines, and a timely submission in the PCCD Egrants system. Due Date - All Applications must be submitted, electronically through PCCD s Egrants system no later than Friday, December 23, 2016 by 11:59 p.m., Eastern Time. Egrants Submission - Applications entered in Egrants by the deadline are not considered complete unless the required original Signature Page and any other required signed documents are also received at PCCD. Successful Applications will be presented for consideration at the March 8, 2017 Commission meeting. Completeness Applications that do not meet ALL of the listed requirements in this funding announcement may be administratively rejected. Corrections - If an Application is returned by PCCD for corrections, the final Application (including all corrections and required documents) must be returned to and approved by PCCD in order for the Application to be awarded. 5 PENNSYLVANIA COMMISSION ON CRIME AND DELINQUENCY Office of Criminal Justice System Improvements 1. Overview: The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting applications for projects under the Substance Abuse Education Demand Reduction (SAEDR) Funds: Category One. Funding is available to nonprofit organizations to provide research-based approaches to prevention, intervention, training, treatment and education services to reduce substance abuse or to provide resources to assist families in accessing these services. Category one funding will support implementation strategies aimed at combating opioid/heroin overdoses in Pennsylvania communities. Funds will support implementation activities identified through a strategic planning process by a collaborative body such as a County Overdose Coalition or County Overdose Task Force. 1 Under Category One-Research Based, funding is available to nonprofit organizations to provide research-based approaches to prevention, intervention, training, treatment and education services to reduce substance abuse or to provide resources to assist families in accessing these services. Nonprofit organizations may jointly apply for grant moneys with a local government unit, but are not required to do so. Direct awards cannot be made to governmental entities. 2. Funding Availability: A total of $880,000 in state SAEDR funds is being announced to support this initiative. PCCD expects to fund up to six projects with budgets not to exceed $150,000. SAEDR-supported programs require no matching funds. Award Letters will be ed, as soon as possible, after the applications are approved and will also be available in Egrants. PCCD is not liable for costs incurred prior to the official start date of the award. 3. Non-supplantation: Funding must not be used to supplant/replace state, federal or local funds that would otherwise be available to provide for program-related services. PCCD funding is to be used in addition to other funds that are made available for services. 4. Project Dates: Contingent upon availability of funds, applications approved at the March 8, 2017 Commission meeting will be 12-month projects and have a start date of April 1, 2017 and an end date of March 31, The University of Pittsburgh Program Evaluation Research Unit (PERU) is being funded via SAEDR Category 1 funds to provide the training and technical assistance to counties to establish and support County Overdose Coalitions/Task Forces. 6 5. Eligible Applicants: SAEDR Category one funds are available to nonprofit organizations. Nonprofit Organizations may jointly apply for grant moneys with a local government unit, but shall not be required to do so. Direct awards cannot be made to Governmental entities. 6. Program Goals, Objectives and Anticipated Impact: a. The goal of the SAEDR funding is to reduce substance abuse or to provide resources to assist families in accessing the services needed to reduce substance abuse behavior. b. Objectives of this funding initiative are to: Support projects identified by a county opioid task force or coalition; Engage and motivate families to reduce and eliminate negative behaviors; Reduce substance abuse; Increase or support existing programs that specifically target reduction of substance abuse among adults; and Provide resources for accessing services related to reducing substance abuse among adults. c. Anticipated Impact: Category One research-based funds are intended to support proven approaches of prevention; intervention; training; treatment and education services to reduce substance abuse or to provide resources to assist families in accessing the services. 7. Eligible Program Activities and Expenses: Projects for Category One funds may be targeted locally, regionally or statewide, so long as those concepts are supported by a basis of research. Category one funding may be used for projects supporting a task force or coalition initiative in combating opioid dependence and fatalities. Projects should be designed to become selfsustaining or supported by the community served. The link below lists examples of programs that could be funded (applicants are not limited to these examples): Other examples of eligible activities include: Prescriber education of opioid prescribing guidelines; Prescriber and pharmacy education of prescription drug monitoring program; Health system, hospice, and/or realtor education regarding diversion and prevention; Screening, Brief Intervention, Referral to Treatment (SBIRT) training; Recovery support or patient navigators; Education and facilitation of naloxone; Substance Use Disorder and Medication Assisted Treatment; and Evidence-based communication strategies. 7 Applicants should demonstrate a history of collaboration with community-based organizations (i.e. local collaborative boards, etc.) and a linkage to the appropriate Single County Authority (SCA) and/or Criminal Justice Advisory Board (CJAB). Applicants are required to include a letter of support from the appropriate SCA and CJAB. Applicants should represent or create multi-system partnerships and interagency collaborations of both public and private groups to enhance substance abuse education and demand reduction. All applicants are required to confirm that their proposal is a research-based approach. Prevention, treatment, education, and intervention programs that have been researched in the past ten years will be considered if the programs have reported empirical data that convincingly indicated risk factor reduction for alcohol/drug abuse and behavior change over a sustained period and that have been multi-site replicated. It will be necessary for the applicant to provide the evidence of program impact as well as citations to the professional journals or other publications where this impact has been demonstrated. Providing sufficient quantitative data to document effectiveness in preventing, treating, or reducing behaviors related to drug and alcohol abuse requires the use of evaluative designs that provide reasonable confidence in the findings (e.g., experimental designs with random assignment or quasi-experimental designs with matched control groups). 8. Required Egrants Sections/Documents: a. Required Egrants Sections: All sections identified in Egrants are required. You will not be able to submit your grant application in Egrants until all sections are marked as complete. b. Required Signed Documents: Signature Page; CJAB Letter of Support; and SCA Letter of Support. 9. Scoring: The following application sections in Egrants have a point value associated with them and will be scored as described below: a. Executive Summary - Maximum 5 points (Maximum 5,000 characters or approximately one-page) This section must include applicant entity s name; project title; and the dollar amount requested. Briefly state your project goals, major deliverables, and anticipated impact/outcomes. b. Statement of Problem Maximum 15 points This section establishes that the applicant is able to identify the precise problem to be addressed by the project. Please address the following items in this section: Page 6 of 12

8 Identify the precise problem to be addressed by the project. Provide supporting data/facts/figures specific to the project and relevant to the problem and the proposed request. Demonstrate an understanding, accurate assessment, and a consistency of the scope of effort and resources proposed and include supporting documentation. c. Project Description Maximum 40 points This section establishes that the applicant has reviewed the program goals, objectives, and anticipated outcomes and has established a plan. Please address the following items in this section: Explain the implementation plan and methods to be used to accomplish the stated objectives. This description should include who will perform the work, what actions are proposed to accomplish these activities, timeframes for completing each activity, and any other details necessary to clearly establish how this project will be implemented. Define the method for establishing the key program components and the method for building momentum of their adoption. Describe the methods of disseminating information to the field for each of the appropriate objectives. Describe the work that will be accomplished during the project period. Identify plans for subcontracting any part of the project, including the role to be performed by each subcontractor. Describe internal quality assurance processes that will be used to monitor the implementation of this project. d. Measurement of Program Outcomes Maximum 10 points This section establishes that the applicant has a clear understanding of the intent of the project and has a reasonable method to measure its success and impact. Please address the following items in this section: Discuss how the effects of the project will be assessed and how the overall impact will be gauged. Describe the process measures that will be used to monitor the implementation of the project. Establish intermediate outcomes that will be used to measure the success of the project and how they will be tracked (what data will be collected). Describe the method, tools and documentation that will be used to track process and outcome measures for program participants. Page 7 of 12

9 Illustrate and/or describe how your project outcomes are aligned with the Anticipated Impacts section on Page 5. e. Budget Detail and Budget Narrative Maximum 20 points This budget narrative section explains why each of the items requested is necessary to successfully implement the project. The narrative section should contain more explanation than calculation, which should be entered in the Budget Detail section. The budget details section should identify what the funds will be used for and how they were calculated. Clearly identify all costs, including any salary and benefits. Clearly describe how expenditures will contribute to the completion of project objectives. For example, provide details about the work each staff position will be responsible for accomplishing and how their efforts will advance the project. f. Sustainability - Maximum 10 points This section should describe the strategies the applicant will utilize to sustain the initiative beyond the project period. Explain in detail if and how you will continue to support your proposed project once the awarded grant funds expire. If you have a viable sustainability plan that involves partnerships with other entities, you must provide letters of support from those partners indicating their willingness to accept some or all financial responsibility for the continuation of your proposed project post grant funds. If your proposed project is a time-limited service, you must provide an explanation of how and why the service will not require financial support for its continuation. Describe the sustainability plan to include the following: How ongoing community support for this program will be generated; How commitments from key stakeholders necessary for successful sustainability of the program will be obtained; and Identify sources of financial support once grant funding expires. Sustainability plans that are contingent solely upon the receipt of future PCCD grant funds will not be considered an appropriate sustainability plan. Page 8 of 12

10 10. Ineligible Program Activities and Expenses: Funds may not be used for land acquisition. Funds may not be used for routine equipment purchases or personnel cost unless they are integral to the project. 11. Performance Indicators: Under this Funding Announcement, successful applicants are required to submit Quarterly Progress Reports to PCCD via the Egrants system. Subgrant recipients under this Funding Announcement will be required to accept and report on performance measures selected by the staff of the PCCD Office of Criminal Justice System Improvements that will fulfill state guidelines for the use of SAEDR funds. Subgrant recipients may develop additional performance measures that are specifically related to the activities outlined in their Application and may track and report all measures on a quarterly basis through the PCCD Egrants system. The proposed project must be able to report out on the following pre-selected performance indicators: Number of Prevention Programs; Number of Intervention Programs; Number of Treatment Programs; Number of Education/Training Programs; Number of Participants in Prevention, Intervention, Education, Treatment Programs; Number of Families Participating in Programs; and Number of New Programs for Targeted Population. 12. Keywords: You are required to select Keywords from the dropdown menu in Egrants. It is located on the Main Summary screen, when entering your Application. Keywords: SAEDR Category One 13. Competitive Bidding/Sole Source Procurement: All procurement transactions shall be conducted in a manner that provides maximum open and free competition. Competitive bidding procedures must be used if the projected costs for products or services (items of a similar nature) exceed $10,000. Procurement standards for use by grant recipients are described in PCCD s Applicant s Manual on page 15. Sole Source purchases or contracts are discouraged, but if such a request is made, the prospective applicant must identify the request as a Sole Source and provide a substantial justification for the Sole Source request along with their funding request. (See PCCD s Applicant s Manual, page 17, for Sole Source Procurement Justification Approval Criteria.) Page 9 of 12

11 14. Other Administrative Requirements: a. Egrants Registration: Egrants Agency and User Registration: The applicant agency and at least two users from the applicant agency must be registered in Egrants in order to submit a concept paper or grant application. Be sure to allow enough lead time so your agency has enough time to work on your concept paper or application in Egrants prior to the submission deadline. Please go to the Registering in Egrants page on PCCD s website for further information. b. Fiscal Accountability: See the Fiscal Accountability page on PCCD s website for further information. c. Time and Effort Reporting: See the Time and Effort Reports page on PCCD s website for further information d. Grant Payments: i. Payments will not be released until all applicable special conditions on the grant award have been satisfied. All grantees are required, at a minimum, to submit quarterly fiscal reports. PCCD will only make payments to reimburse actual expenditures reported on the fiscal reports. An agency experiencing cash flow problems may submit fiscal reports monthly and PCCD will reimburse reported expenditures. Nonsubmission or late submission of the required reports will result in payment delays. e. ACH Payments: PCCD will make payments to grant recipients through ACH. When your Application is submitted to PCCD, your agency must submit or must have already submitted its ACH information using the Pennsylvania Electronic Payment Program (PEPP) Enrollment Form to the Commonwealth s Payable Service Center, Vendor Data Management Unit at (717) (fax).federal Application Requirements (DUNS Number and SAM Registration): See the Federal Application Requirements page on PCCD s website for further information. f. Reporting Requirements: Programmatic Reports are due quarterly and must be submitted through the Egrants system. Fiscal Reports are due quarterly for all projects and must be submitted through Egrants. g. UCR Reporting: Every criminal justice entity who is required to submit UCR report data and is participating in this project must submit Uniform Crime Report (UCR) data to the Pennsylvania State Police. If a required entity is not submitting UCR data, they may be ineligible for funding. h. Information Technology Conditions: PCCD is required to include mandated subgrant conditions for Information Technology (IT) Grants. These conditions are required in order to ensure that technology projects funded by PCCD are compatible with state and federal IT standards and requirements.
