1 Advancing Health Reform Through Advocacy Request for Proposals Frequently Asked Questions: February 3, 2017 ELIGIBILITY Q. Who can apply for a grant from MeHAF? A. Generally, the applicant organization is required to be a 501(c)(3) tax-exempt public charity, federally recognized tribe, governmental or other public, non-profit entity. Individuals and for profit entities are ineligible. We typically do not fund fiscal sponsorships, organizations with pending 501(c)(3) status, and private foundations. MeHAF has specific requirements for 501(c)(3) public charities operating under subsection 509(a)(3) of the Internal Revenue Code (known as supporting organizations.) Please contact Cathy Luce (cluce@mehaf.org) or Holly Merrithew (hmerrithew@mehaf.org) if you are affected. For more details eligibility, please refer to the Organizational Eligibility section in the RFP. Q. Are federally-recognized tribes eligible applicants? A. Yes, federally-recognized tribes are eligible to apply. Federally-recognized tribes and their political subdivisions are treated as states for certain specified purposes because tribal governments, like state governments, serve the public within their jurisdictional boundaries. Q. Our organization is statewide and has many different divisions. May we submit more than one application from separate divisions? A. No, MeHAF will only accept one application per organization for this RFP. RFP CONTENT QUESTIONS Q. How does MeHAF define Advocacy? A. Advocacy project work for the purposes of addressing health reform will seek to represent the needs and experiences of MeHAF s priority population, the uninsured and underserved, throughout the process of health policy debate and implementation. Activities may include, but are not limited to, legislative education, grassroots outreach, administrative advocacy, policy research and crosssector collaboration that contributes to the overall understanding of the impact of health reform on the uninsured and underserved. Q. Which advocacy activities are ineligible for MeHAF funding? A. MeHAF is strictly prohibited from funding lobbying activities. Prohibited lobbying is defined as direct lobbying or grassroots lobbying:

2 2 Direct lobbying includes communications with legislators, or other government officials with a role in formulating legislation, that refer to specific legislation and that reflect a view on that legislation. Grassroots lobbying is defined as communication with the public that refers to specific legislation, reflects a view on that legislation and includes a call to action encouraging the public to contact legislators. Additionally: Ballot initiatives are also an area of lobbying that MeHAF cannot fund, so any communications with the public that refer to and take a position on a specific ballot initiative would constitute direct lobbying. This communication does not require a call to action to make it prohibited the communication in itself is prohibited without the call to action. Any activity in a political campaign is also strictly prohibited. Q. What are some examples of policy research MeHAF has previously funded? A. Most recently, MeHAF contracted with Manatt Health to do an analysis of the impact of expanding Medicaid on Maine s state budget. Our grantees have also undertaken research on a variety of issues, including research to explain the significant drop in children enrolled in MaineCare after 2013, an analysis of county level Marketplace enrollment data to identify remaining pockets of uninsured people, and economic analysis of the impact of expanding Medicaid in Maine. Q. What are some examples of cross-sector collaboration that MeHAF has previously supported? A. MeHAF has provided support to Advocacy grantees to ensure they work collaboratively with traditional and non-traditional partners alike to address the need for Medicaid expansion in Maine and other health care access policy issues. This funding supported staff time and facilitation of collaborative efforts. Q. Can MeHAF funds be used for advocacy to address the social determinants of health such as transportation, safe housing and food access for MeHAF s priority populations? A. MeHAF recognizes the outsized role of social determinants in the health outcomes of our priority populations. However, MeHAF s mission is primarily focused on health care access, therefore the majority of project funds should be focused on issues related to health care access. Organizations may include a smaller portion of the budget addressing policy issues related to social determinants of health, but must represent significantly less work than activities related to health care access. Q. Is advocacy to address the opioid epidemic confined to pursuit of treatment including insurance coverage, or could it include other programs and initiatives such as harm reduction or substance use prevention programming? A. MeHAF will consider applications aimed at advancing prevention and harm reduction related policies if they are closely linked with treatment and coverage efforts. Per the recommendations of the Maine Opiate Collaborative, there are a number of policy related activities that could be undertaken to address the need for more prevention and harm reduction programming. Q. Would outreach and education to MeHAF s priority population on new health reforms be an appropriate activity for this grant?

3 3 A. Outreach and education to MeHAF s priority populations about implemented health reforms is not the intent of this RFP. However, grassroots outreach to MeHAF s priority population about the potential impact of proposed health reforms can be included as part of a broader advocacy strategy to ensure access to health care for the uninsured and underserved. Q. The RFP states There will be several opportunities in the next two years to monitor and respond to health reforms that impact access to health care, including coverage and benefit changes under federal and state Medicaid and Medicare programs, access for special populations such as immigrants and refugees, access to women s reproductive health, healthy aging, treatment for substance use disorder, and behavioral health care. Does this refer to work that should be covered with this specific Advocacy grant, or is MeHAF is planning to release other separate funding opportunities over the next two years that would address those areas? A. MeHAF does not currently anticipate releasing separate Advocacy funding opportunities in the next two years. Work addressing the above mentioned issue areas may be included in work plans for the current Advocacy opportunity. Q. What are key considerations in how the proposal will be scored/reviewed? A. The scoring criteria are included in the RFP. Q. Will MeHAF continue to take calls from potential applicants to discuss programmatic content of their proposals prior to the application deadline? A. Yes, please contact Program Officer II Morgan Hynd (mhynd@mehaf.org or ext. 116 with any questions before the deadline date and time. BUDGET Q. We have lost funding due to federal and state budget reductions. May we use this grant to replace the lost funding? A. MeHAF funding is not intended to supplant other funding or to fill budget deficits. Q. How can grant funding be used? A. Grant funds must be used only for the charitable purposes specified in your proposal/ application. For details on use of grant funds for Health Reform Advocacy projects, please refer to the RFP. Q. Can the costs associated with partners attending grantee meetings be included in the budget? A. Yes, we encourage organizations to include those costs in their project budget. Q. Can the project budget include financial support to the partners or coalitions the lead applicant plans to work with? A. Yes. MeHAF encourages applicant organizations to support the work of their partners with direct funding through the grant dollars awarded.

4 4 Q. How do applicant organizations decide how much funding to allocate to partners? A. The distribution of funds should reflect the level of responsibility, specific roles, and anticipated expenditures of partners. We recognize that the funds provided will not meet all the costs of a quality planning or implementation process. Staff time and expenditures incurred by partners (including the lead organization) that are not funded through this grant can be used as in-kind contributions to meet the match requirement. Q. How do we calculate indirect costs for the applicant organization? A. Applicants may allocate up to 15% of direct expenses for indirect costs. Applicants are strongly encouraged to allocate funds for indirect costs. MeHAF offers funding for both direct and indirect costs associated with all funded projects except for Discretionary Grants, and in very unusual circumstances, other grants as may be specified by the Foundation. Direct costs are those costs directly related to the design, planning and implementation of a particular project. Indirect costs are costs which are incurred by an organization in the execution of its activities but which cannot be readily identified with a particular activity. Indirect costs include general overhead costs, such as bank, payroll processing and audit fees; liability insurance; office equipment purchase or maintenance not directly related to the project; and salaries and benefits of executive or administrative personnel who are not directly engaged in the project. Indirect costs should be calculated on the MeHAF budget form as all Direct Costs multiplied by the requested indirect cost rate. Please note that both direct and indirect costs must be contained within the total amount requested, and taken together, may not exceed the maximum request amount specified in the RFP. Refer to the Indirect Costs Appendix in the RFP for specific items allowed in the Direct Costs. Q. Can we include indirect costs for the partners or just for the lead organization? A. Indirect costs of up to 15% of the direct program costs (not of your total request) may be included in the budget for the lead organization. Indirect costs for any partners would need to be included in the budgeted subcontract amounts for the partners and should not be separately identified in the budget. Q. When calculating the required match, should I use the entire organization s budget or simply the division or section within which the project will be managed? A. In general, if you are applying from a very large organization, it will be sufficient to calculate match based on the organizational division or section. An organization is defined as the applicant organization as a whole (if a small non-profit) or, if a large organization, the logical subdivision applying for funding (such as a department of a university or a division of a hospital). Can an organization s budget include an undesignated or unallocated amount for anticipated future work? A. No. All funds requested must be allocated to project activities that are described in the budget narrative. Note that MeHAF does allow grantees to make budget reallocations to meet project goals

5 5 under specific circumstances. Budgets for multi-year grants are reviewed and revised as needed, on an annual basis. ONLINE APPLICATION PROCESS Q. I am not sure if I have a MeHAF account. A. If you have applied for a MeHAF grant in the past, you have a MeHAF account. Please contact Cathy Luce (cluce@mehaf.org or , ext. 104) or Holly Irish (hirish@mehaf.org or , ext. 115) to verify your account information and ensure you have login credentials. (12/22/2016) Q. For questions with multiple parts, is there a limit on the character count for each part? A. No. For example, for question 4, if you are a planning applicant, you have 10,000 characters to answer 4a and 4b (including their sub-questions) under planning projects. You can use these 10,000 characters however you like, but please make sure to answer all parts of these questions. Note that the character count does not include the work plan, which should be completed and uploaded as a separate attachment. (12/22/2016) Q. How will the reviewer know that I am answering the planning set of questions, for example, for question 4, if both the planning and implementation questions are numbered the same? A. We ask you to tell us if you are applying for planning or implementation funding by checking the appropriate box at the beginning of the online application and indicating this in your project abstract. This will inform our review of your application and flag for us the appropriate set of questions to which you are responding. (12/22/2016) Q. Our organization started an online application, but now I can t get back into the application. How do I access my in-progress, saved application? A. You can access your application from MeHAF s Grantee Portal by clicking on the Grants Center menu option on our website and then clicking on the orange Login button on the Manage Your Grant page. You can also do so using this link. Make certain you are logging into the grantee portal using the same address used when creating your account. How will I know that MeHAF received my application? A. After hitting the Submit Application button, you will receive a confirmation message. If you do not receive the confirmation, please contact Cathy Luce or Holly Irish (see question above for contact information).please note that our confirmation s are sometimes routed as spam by recipients systems. Please check your spam folder. (12/22/2016)

6 6 Q. We are having trouble keeping within the character count limits. May we transfer some character count quotas from one section of the application to another? A. Since the application process uses an online electronic submission, we do not have the flexibility to shift character counts from one section to another. Sometimes, using bulleted format can help reduce the number of characters, while maintaining content. However, since the online application system does not format bulleted text well, we recommend you use a hyphen or dash (- or ) to designate bulleted items. Another tip to reduce character count is to keep the work plan narrative (subject to the character count) to a high-level description, then provide the necessary detail on the work plan chart attachment (which is not subject to the character count). (12/22/2016) Q. What is the best way for me to enter information into the narrative boxes of the online application? A. We strongly recommend that you write your responses to the narrative sections in a Word or text document before you begin filling out the form. You may then copy and paste your answers into the online form. This process allows you to easily determine whether you are staying within character count limits, and will also serve as a back-up in the event there is an internet connection failure. Do not use formatting tools in your document, as they will not carry over into the online fields. Please only use plain text. Do not use bulleted lists, bold, underline, or italics. You may use quotation marks, numbered or hyphenated lists, dollar signs, parentheses, and hard returns. (12/22/2016) Q. How should I handle references and citations? Will they count toward the character count limit? A. Use endnotes and attach the citations page as an Other in the Attachments section of the online application. By using this method, references will not be included in the character count. Please limit the number of references and citations to facilitate the review of the proposals. (12/22/2016) Q. What if I get an error message when I enter my organization s Tax ID/EIN in the electronic application form? A. Please check to ensure that you entered the information correctly if you are a nonprofit organization. If your organization is another type of entity, you should simply ignore the error message and begin the application. (12/22/2016)
